APPLICATION OF AMERICAN AIRLINES, INC. FOR ALLOCATION OF ONE DAILY U..S.-HANEDA

SLOT PAIR (LOS ANGELES-HANEDA)

American Airlines, Inc., in response to Order 2012-8-20,

August 17, 2012, hereby applies for allocation of one daily

U.S.-Haneda slot pair to operate year-round scheduled foreign

air transportation of persons, property, and mail between Los

Angeles, California and Tokyo (Haneda), Japan starting within

90 days of the Department’s final order in this proceeding.

American proposes to operate 247-seat B777 aircraft

(16F/37C/194Y) to Haneda. Illustrative schedules and other

data required by the Department’s evidence request are

provided in the attached exhibits.

American holds open skies authority to serve between the

U.S. and Japan by Order 2007-4-2, April 3, 2007.

As recited in Order 2012-8-20, Delta Air Lines filed a

motion on July 30, 2012 to move its Detroit-Haneda slot pair,

awarded by Order 2010-7-2, July 6, 2010, to the Seattle-Tokyo

route. The Department decided that it would be necessary to

institute a carrier-selection proceeding to determine the

disposition of the Detroit-Haneda route that would best serve

the public interest.

As we will show, Delta’s Detroit-Haneda authority should

be reallocated to American Airlines to operate service between

Los Angeles and Haneda. Los Angeles is the number one U.S.

Mainland O&D market to Tokyo, with two times more local

passengers than San Francisco and six times more than Seattle

(Exhibit AA-111). Despite being by far the largest Mainland-

Tokyo market, global alliance competition between Los Angeles

and Haneda is limited to Star (with service operated by ANA

and marketed by United and US Airways) and SkyTeam (with

service operated by Delta). There is no Los Angeles-Haneda

nonstop service

operated or marketed by oneworld (Exhibit AA-113). To

maximize alliance competition in the largest Mainland-Tokyo

market that would result in the greatest benefit to the

traveling public, American and Los Angeles should be selected

in this proceeding.

In specific response to the evidence request, American

states as follows.

American’s Los Angeles-Haneda Service Proposal

Our proposed schedules for daily Los Angeles-Haneda

nonstop service are attached (Exhibit AA-101). In the summer,

American will depart Los Angeles at 0125 and arrive in Haneda

at 0500 (next day). In the return direction, American will

depart Haneda at 0005 and arrive in Los Angeles at 1820

(previous day). The early morning departure from LAX, and the

early evening arrival at LAX, will provide convenient on-line

roundtrip connections to American’s hubs at Chicago, DFW, and

Miami, and 22 other U.S. cities including San Francisco, San

Jose, Seattle, Portland, Anchorage, Las Vegas, San Diego,

Santa Barbara, Fresno, Denver, Houston, Boston, New York

(JFK), and Washington (IAD).

Details on American’s proposed connecting service

(including elapsed times) are attached (Exhibits AA-103 to AA-

106).

American’s Current U.S.-Japan Service

American operates scheduled nonstop service to Tokyo

(Narita) with B777 aircraft from Chicago (daily), Dallas/Ft.

Worth (double daily), and Los Angeles (daily). American also

operates daily scheduled nonstop service to Haneda from New

York (JFK) using authority awarded in this docket by Order

2010-7-2.

Under the codesharing arrangement between American and

Japan Airlines initially approved by Notice of Action Taken,

DOT-OST-1999-4994, February 18, 1999, Japan Airlines displays

the JL* code on each of American’s U.S.-Tokyo flights (Exhibit

AA-108).

In addition, American displays the AA* code on daily

flights operated by Japan Airlines between Tokyo (Narita) and

Boston, Chicago, Los Angeles, and New York (JFK), and on JAL’s

daily flights between Haneda and SFO and Honolulu.

American also displays AA* on flights operated by Japan

Airlines beyond Narita and Haneda to points in Japan and Asia,

and JAL displays JL* on flights operated by American and Amer-

ican Eagle within the U.S. and beyond to points in Canada

(Exhibit AA-108).

Public Interest Benefits of American’s Flights

American’s proposed service between Los Angeles and

Haneda represents the best public interest use of the

authority the Department has placed in issue for reallocation.

Los Angeles is far and away the largest O&D market

between the U.S. Mainland and Tokyo. The local Los Angeles-

Tokyo market accounts for 481,518 annual passenger bookings.

SFO ranks third with 241,105 annual bookings, and Seattle

ranks sixth with 82,596.

In the initial allocation decision in this docket in

2010, the Department emphasized that Los Angeles “is the

largest west coast and mainland U.S.-Tokyo market, one that is

significantly larger than both the San Francisco-Tokyo and

Seattle-Tokyo markets” (Order 2010-5-7, May 7, 2010, p. 9).

As noted above, the Los Angeles-Haneda route is cur-

rently served by Star (ANA and UA*/US*) and by SkyTeam (Delta)

but not by oneworld (Exhibit AA-113). To redress this

competitive imbalance among the three global alliances,

American’s application should be granted. The Department has

long recognized the public benefits of strong inter-alliance

competition, and should apply that policy here. See Order

2010-5-7 in this docket, p. 11 (“in the overall U.S.-Asia

market, the Star and SkyTeam alliances currently hold

significant positions. Thus, an award of Haneda rights to

American here should enhance alliance competition by improving

the competitive posture of American and oneworld in the U.S.-

Asia market as compared to the SkyTeam and Star alliances”);

oneworld ATI, Order 2010-2-8, February 13, 2010, p. 14 (citing

the public benefits as “oneworld becomes a strong third

alliance competitor”; U.S.-Japan Alliance Case, Order 2010-10-

4, October 6, 2010, p. 14 (citing the benefits of “enhanced

inter-alliance competition across the Pacific”); American/

Qantas Joint Business Agreement, Order 2011-11-12, November 9,

2011, p. 3 (“we find that approving the [AA/QF] JBA will lead

to enhanced inter-alliance competition across the South

Pacific,” citing the United-Air New Zealand (Star) and Delta-V

Australia (SkyTeam) immunized alliances already in place);

2005/2006 U.S.-China Frequencies Case and Designations, Order

2005-2-14, February 22, 2005, p. 24 (“an award to American in

this case would provide inter-alliance competition, which has

become an important component of competition in international

markets. An award to American will allow oneworld to better

compete with SkyTeam and Star and extend the benefits of

enhanced inter-alliance competition to the traveling public”).

With over 64 million annual passengers, Haneda is the

fifth busiest airport in the world, after Atlanta, Beijing,

Chicago, and London Heathrow (Exhibit AA-112). Authority to

serve Los Angeles-Haneda should be awarded to American in

order to establish full inter-alliance competition in the

largest Mainland-Tokyo O&D market.

In addition to benefiting local O&D traffic between Los

Angeles and Haneda, American will provide significant

connecting opportunities for beyond cities via LAX, as

highlighted above and detailed in Exhibit AA-103 to AA-106.

A total of 25 U.S. cities will enjoy round trip on-line

service to Haneda under American’s proposal (Exhibits AA-103

to AA-106). In addition, cities in Mexico and Canada will

have AA on-line service to Haneda.

All 10 of the largest Mainland-Tokyo O&D markets will

gain on-line service to Haneda under American’s proposal.

Nonstop service will be provided from Los Angeles, and

connecting service will be offered from New York (JFK), San

Francisco, Chicago, Las Vegas, Seattle, Washington, Boston,

Orlando, and Portland (Exhibits AA-103 to AA-106 and AA-111).

American has a strong identity and presence in the

U.S.-Japan market, and is well positioned to serve the LAX-

HND route. American has served Japan since 1988, and has

extensive sales and marketing relationships in both countries.

American and Japan Airlines have antitrust immunity

granted by Order 2010-11-10, November 10, 2010, including

approval of a metal-neutral trans-Pacific joint venture

agreement. With immunity, the two carriers are able to

cooperate more closely and generate new revenue while

providing better travel choices for consumers.

JAL has an established presence at Haneda, and links that

airport to more than two dozen cities in Japan as well as to

Shanghai, Beijing, Hong Kong, Seoul, Bangkok, Singapore, and

Chinese Taipei (Exhibit AA-107). The 2200 to 0700 operating

window will in the short term limit on-line connectivity

between American’s LAX-HND schedules and beyond cities served

by JAL via Haneda. We expect that to change in the future as

the Haneda window is expanded.

American’s alliance with Japan Airlines will provide

important long-term support for American’s LAX-HND operations,

with significant benefits to the public.

Proposed Aircraft

The B777 aircraft needed to operate our proposed Los

Angeles-Haneda flights are on hand. American has 47 B777 air-

craft in its fleet. A seating diagram is provided in Exhibit

AA-109. American has not yet determined what schedule

changes, if any, will be required to its current deployment of

B777 aircraft in order to operate the proposed LAX-HND

service. All of American’s B777 aircraft comply with FAR 36.

Fuel Consumption

The requested information on fuel is provided in Exhibit

AA-101.

Date for Instituting Service

American would accept a condition requiring institution

of service by a date specified by the Department. That date

should be within 90 days following the Department’s final

order.
