• The Government of India set up Bureau of Energy Efficiency (BEE) on 1st March

2002 Under the provisions of the Energy Conservation Act, 2001

• To assist in developing policies and strategies with a thrust on self-regulation

and market principles

• The primary objective is to reduce energy intensity of the Indian economy

• This will be achieved with active participation of all stakeholders, resulting in

accelerated and sustained adoption of energy efficiency in all sectors

Function of BEE• Develop and recommend to the Central Government the norms for processes

and energy consumption standards.

• Develop and recommend to the Central Government minimum energy

consumption standards and labeling design for equipment and appliances.

• Develop and recommend to the Central Government specific energy

conservation building codes.

• Recommend the Central Government for notifying any user or class of users of

energy as a designated consumer.

Regulatory Functions

• Develop minimum energy performance standards and labeling design for equipments and appliances

• Develop Specific Energy Conservation Building Codes

• Activities focusing on designated consumers

• Develop specific energy consumption norms 

• Certify Energy Managers and Energy Auditors 

• Accredit Energy Auditors 

• Define the manner and periodicity of mandatory energy audits 

• Develop reporting formats on energy consumption and action taken on the recommendations of the energy auditors

Promotional Functions

• Create awareness and disseminate information on energy efficiency and

•  To "institutionalize" energy efficiency services, enable delivery mechanisms in the country and provide leadership to energy efficiency in all sectors of the country

Objective

To exert leadership and provide policy recommendation and direction to national energy conservation and efficiency efforts and programs. 

To coordinate energy efficiency and conservation policies and programs and take it to the stakeholders

To establish systems and procedures to measure, monitor and verify energy efficiency results in individual sectors as well as at a macro level.

To leverage multi-lateral and bi-lateral and private sector support in implementation of Energy Conservation Act and efficient use of energy and its conservation programs.

To demonstrate delivery of energy efficiency services as mandated in the EC bill through private-public partnerships.

To interpret, plan and manage energy conservation programs as envisaged in the Energy Conservation Act

BLY scheme : to promote energy efficient and high quality CFLs as replacement for Incandescent bulb in household

Standard & labelling scheme :target high energy end equipment and appliance to lay down minimum energy performance standards

ECBC: that sets minimum energy performance standards for new commercial buildings

Agricultural and Municipal DSM: targeting replacement inefficient pump sets and street lights

Operationalizing EC act by Strengthening institutional Capacity of SDAs: The scheme seeks to build institutional capacity of the newly created SDAs to perform their regulatory ,enforcement and facilitative function in the respective state

Energy efficiency in SMEs scheme :the proposal seeks to promote energy efficiency in SMEs during the XI plan, many energy intensive SMEs cluster located in various state of the country have large potential for energy savings

Contribution to State energy conservation fund(CECF )scheme: SECF is a statutory requirement and is one of the key element of the ECAP

Institutional strengthen of BEE: org. seeking for govt. funding for infra creation for implementation for scheme and project implementation

• SDA’s are statutory bodies set up under section 15 of the Energy

Conservation Act, 2001; at the state level to implement the Act , in 33 states

• They are the nodal agencies at state level and need to coordinate and

cooperate with BEE at the central level to ensure a smooth and speedy

implementation of the Act in the country

• SDA’s have an important role to play particularly in creating public

awareness and enforcement of the EC Act,2001 at the grass root level.

• These agencies are different in state to state with renewable energy

development agency ,electrical inspectorate and distribution companies

• Responsible for capacity building ,enhancing the knowledge about

EC ,preparing action plan and project implementation

Role and responsibility of SDAs• Strengthening the SDAs which would enable them to implement

various programs and activities initiated by BEE or SDAs themselves

• Institutionalization of the enforcement machinery at the State level

• Implementation of various EE demonstration projects in the states to showcase the effectiveness of the most advanced energy efficient technology and pursue state governments to replicate the project in other parts of the state.

• LED village campaign in the villages and pursue state governments to replicate the project in other parts of the state.

• Continued engagement of SDAs with energy efficiency professionals like energy auditors, energy managers, DCs and ESCOs

• Publicity /awareness on EE in the states

• Workshops/ training programmes for all the stakeholders

Bureau of Energy Efficiency had commissioned the National Productivity Council to assess the capacity and capabilities of the SDAs with respect to implementation of the Act.

To implement the scheme a comprehensive Five year action plan consisting of 19 deliverables was prepared by SDAs with the help of NPC

STANDARD & LABELLING Facilitate BEE in the Label verification.

Act as an Independent Agency for Monitoring & Evaluation (IAME) for BEE to conduct the check testing activities.

Contribute in the capacity building of the retailers and showroom salesman activities in their respective states.

Conduct Consumer Awareness Programs to spread awareness among the consumers.

Take up inspection activities as per the provision of EC act (Inspection rules).

Facilitate in ensuring larger penetration for voluntary products.

BUILDINGSNew Commercial Buildings:

Amend ECBC to suit local climatic conditions.

Incorporation in municipal building bye-laws.

Capacity building of architects, designers and verifiers for ECBC compliant buildings.

Formulation of a state level committee comprising , Development Authorities, MCs, PWD, Energy Department and others to monitor compliance of ECBC in the State.

Impart training to building owners on submission of required data as per prescribed format once buildings are notified as DCs.

Existing Commercial Buildings:

Facilitate retrofit through ESCO route or by building owners themselves.

Promotion of star labeling scheme of BEE.

MUNICIPAL DSM Capacity building of Energy Conservation(EC) Cells of MCs, ULBs.

Facilitation in selection of ULBs for implementation of DPRs prepared during the 11th plan. The criterion for selection are:

Establishment of EC Cell.

Estimation of energy savings potential vis-à-vis investment. Investment preferably around Rs. 1.50 – 2.00 crores with payback of 2 to 3 years.

Facilitation in actual implementation in the ULBs.

Creation of standard protocol for baseline energy consumption, performance contracting, M&V.

Formulation of a state level committee comprising UDD, MCs, ULBs, Development Authorities, Energy Department and others to monitor implementation.

Dissemination of the benefits accrued through implementation.

AGRICULTURE DSM Facilitate issue of regulations / notifications by the State Govt. to mandate

the use of BEE star labeled pump sets for new connections.

Set up monitoring mechanism to quantify the outcome.

Facilitate integration of existing State Govt. schemes related to agriculture pumpset upgradation with energy efficiency.

Facilitate implementation of DPRs and Monitoring & Verification protocol under AgDSM scheme. SDA to select M&V agency.

Facilitate preparation of new DPRs in selected feeders after obtaining commitment from DISCOM to implement the same.

Technical assistance and capacity development of all stakeholders

SME Facilitate in selection of SME sector for demonstration.

Undertake proactive role in the implementation of 100 demonstration of the 10 common & high saving potential technologies in 10 selected SMEs sectors.

For demonstration, 40% of the project cost will be borne by BEE with remaining being arranged by Industry Associations.

Organize workshops for capacity building and dissemination of information on demonstrated technologies in clusters.

• Promote SMEs Product Labeling Scheme.

• Facilitate in enhancing testing facilities in terms of technical/hardware capabilities and human resource development & identification of beneficiary testing facilities.

• Energy mapping of the SMEs on PAN India basis.

BACHAT LAMP YOJANA

State level promotion of BLY scheme.

Confidence building of DISCOMs and other stakeholders.

Interactive meetings among BEE,DISCOMs and Investors to discuss salient features of the Project.

Inspect the implementation of scheme along with respective authorities.

Assist DISCOM in preparing the tender document for selecting investors in their region of operation.

Act as an investor to implement the scheme in their respective states.

CONTRIBUTION TO SECF

Total outlay during 12th plan: Rs. 50.00 crores.

The funds are proposed to be utilized to facilitate market transformation through implementation of energy efficiency projects.

For undertaking energy efficiency projects major part of the funds disbursed under SECF is to be earmarked separately as RIF.

SECF can be made to revolve through the interest buy-down concept, partial credit guarantee concept and performance contracting for Government projects.

The SECF can facilitate to overcome the major barriers for implementation of energy efficiency projects.

The SECF will not be utilized for energy efficiency projects to be executed on grants-in-aid basis (except for few demonstration projects on waste heat recovery).

It is to be used as an instrument to facilitate implementation of energy efficiency projects through market transformation.
