President Glenn Duncan called the regular meeting of the Board of School Trustees to order. The Pledge of allegiance was recited.
Mr. Duncan discussed the invitation to speak protocol.
By unanimous action, the Board approved the following minutes: August 9, 2016 - Public Work Session August 9, 2016 - Regular Board Meeting August 11, 2016 - Board Retreat/Work Session August 16, 2016 - Public Work Session
Shawn Hannon, assistant superintendent of communication and data, presented a communication update. The report included recent media coverage; an upcoming story including a podcast about new food service offerings; and upcoming events.
By unanimous action, the Board approved payment of claims totaling $4,184,704.56 as shown on the August 23, 2016, claims listing. (Codified File 1617-21)
The Board received a financial report for the period January 1 - July 31, 2016 and found it to be in order.
Kevin Scott, chief financial officer, reported the following fund loans were made on July 31, 2016: $900,000.00 from the Debt Services Fund to Pension Bond Debt Services Fund.
By unanimous action, the Board accepted with appreciation a donation of $500.00 from Mr. and Mrs. Panaderia Hernandez to Memorial High School (MHS) boys' soccer team.
Kevin Scott presented the proposed 2017 Budget, Capital Projects and Bus Replacement Plans for review. Budgets are reported to the state through the Gateway online reporting system, as required by the Indiana Department of Local Government Finance (DLGF). Mr. Scott reviewed the various budget documents. He also reported a public hearing will be held to present the budget on September 13, 2016.

By unanimous action, the Board authorized Kevin Scott to advertise the required documents related to the 2017 Budget, Capital Projects and Bus Replacement Plans.
By unanimous action, the Board approved an extra-curricular purchase of a new DSLR camera for Memorial High School Art Department in the amount of $974.85. The Rockefeller extra-curricular fund will be used.
By unanimous action, the Board approved proposed school fund raisers in accordance with Board policy. The funds raised through the listed activities are deposited into each school's extra-curricular fund. (Codified File 1617-22)
By unanimous action, the Board approved the proposed lease for space at Beardsley School with Boys & Girls Club of Elkhart. The lease was executed by Superintendent Robert Haworth and Kevin Deary, President/CEO of Boys & Girls Club of Elkhart. (Codified File 1617-23)
President Duncan opened a public hearing on the proposed Lease for Beardsley School Improvements, with no comments from the audience, the hearing was closed.
By unanimous action, the Board adopted a resolution confirming the second amendment to lease between Elkhart community Schools and the Elkhart School Building Corporation. (Codified File 1617-24)
By unanimous action, the Board adopted a resolution for additional appropriation for the use of bond proceeds to complete building improvements at Beardsley School. (Codified File 1617-25)
Doug Hasler reviewed the design/bid process. Project proposals were 17thsubmitted on August and the technical review team scored the
proposals on qualified improvements. Doug Hasler opened and announced the base bid and alternates pricing for project proposals relating to improvements at Beardsley School submitted by Ancon Construction and DJ Construction. A Special Meeting was requested to review the final proposals and selection of a contractor on Friday, August 26th at 8: 15 a.m. (Codified File 1617-26)
Doug Hasler reported the lease agreement regarding the future aquatic center with Beacon Health Systems and the Community Foundation of Elkhart County is still being reviewed.
By unanimous action, the Board approved proposed revisions to Board Policy GDBA-13, Permanent Substitute Teachers' Compensation Plan, as initially presented at the Board's August 9 th meeting.

Elkhart Community Schools and the broader City of Elkhart are on the threshold of a promising future. At one time many years
ago, Elkhart was the home to the greatest number of millionaires in the country. Just eight years ago, Elkhart County led the
nation in the number of jobs lost. Within the last two years, we were recognized in leading in the numbers of jobs added.
Although many of the jobs added are entry level and industry work, currently our jobless rate is around 4%. The area businesses
recently received one of the Vibrant Cities grants from the State. Elkhart is a place of great hope. At the same time, our school
corporation loses 1,000 students a year to neighboring schools. We have committed ourselves to the mission of making Elkhart
an educational destination place. Many of the pieces are there to turn it around.
I came to Elkhart just over a year ago, drawn to the incredible opportunity for service. There is much work to be done to bring
the school system into the 21st century on many levels such as implementation of effective practices, access to technology, and
expectations of global engagement. The Board of School Trustees has nearly completed a ten year strategic plan on which they
have been working with the community over the course of the last year. In writing these School Improvement Grants to align
with the formation of the broader strategy, so many people of Elkhart worked diligently during a very busy time of year to put
our best ideas out for your review. We are so grateful for the opportunity to promote what is possible.
The concepts on which the four School Improvement Grants are written uniquely plays into the master plan of development for
the region . We are so excited about turning Mary Beck Elementary into a community destination point by bringing the IUSB
Lab School to the upper floor and a Head Start Child Center in the bottom floor. Connecting the progress of Roosevelt STEAM
Academy to investments in Pierre Moran Middle School on the same city block brings to the campus a synergy of fine arts and
science . Relocating the central office headquarte rs of the corporation to share the facility with PMMS and changing that
middle school into a "choice" program, makes a strong statement of our commitment and pride in the neighborhood. The long
list of non-profit, business and university partners continues with the ties that Beardsley Elementary has established in their
plans for a "Wellness Academy" with Beacon Health and the India na Hispanic Health Coalition. Just last week, the Board of
School Trustees signed a contract to build onto Beardsley a shared facility with the Boys and Girls Club for collaborative
morning, evening, and weekend programming. Our four focus and priority schools are poised for excellence.
The next four pages are copies of the slideshow that I have been using over the past year to help explain our intention for all of
these schools to attain accreditation through AdvancEd. All four of these grants are written with this framework in mind. We
have explained our intention to facilitate the Instructional Cycle process within every discipline, first establishing district
quarterly building blocks of the guaranteed curriculum, then identifying foundational common assessments, coordinating any
district purchases, monitoring implementation and evaluating the effectiveness of the program. This is the fixed frame of what
the district intends to do to assure quality.
At the same time, we are encouraging each school and teacher to move beyond those foundational pieces to develop very
distinct characteristics within their building, establishing partnerships and au thentic experiences that connect with their unique
interdisciplinary themes and opportunities for college and career connections. Whether it is a STEM context, a Fine Arts
context, an International context, or some other combination of enriched programming, the district will provide the anchor that
assures quality throughout our schools.

The Board discussed the potential of a survey regarding start times and the school calendar.
Doug Hasler, Chief Operating Officer, reviewed the Sublease and Shared Use Agreement with Boys & Girls Clubs of Elkhart County.
Cynthia Keeling, Ag Coordinator, provided an update on the Agri/Science program including: it is the largest program in Indiana; all 8th grade science classes are using state of the art equipment; Farm Bureau has donated 10 Future Farms of America (FFA) jackets; potential for expanding curriculum for 2017.
Dave Benak, Director of the Elkhart Area Career Center, reviewed the Early College and Polytechnic programs highlighting machine trades, early childhood, automotive collision and refinishing, and requirements for various certifications.
Wesley Molyneaux, Coordinator of Technical Integration, presented a slide show outlining the professional development and training programs being instituted.
Dr. Dawn McGrath, Deputy Superintendent, shared information regarding the School Improvement Grant (SIG) application available now and due on August 30, 2016. She established the purpose of the grant as creating urgency for action in struggling schools. She described the specific reform models; the required assurances from the Board, the Superintendent, and the Elkhart Teachers' Association; the timeline of a planning year, three implementation years, and a sustainability year; allowable costs; and possible measurable outcomes. Additionally, she presented the proposed activities in alignment with the strategic planning process, requesting input and direction from the Board. Board members contributed their analysis and recommendations for actions to include in the grant application.

Dear Superintendent Ritz,
As President of the Board of School Trustees for Elkhart Community Schools, I am pleased, on behalf of
the Board, to provide this letter approving submission for the School Improvement Grant proposal for
Beardsley Elementary as detailed in this application.
Over the past year, the Board has worked diligently to develop an innovative ten year strategic plan for
our school corporation. This plan provides extensive opportunities for flexibility at the building level
while assuring the necessary support of the priorities of the plan. The progress of this school is a critical
focus of the larger strategy and will be sustained as the grant culminates in year five.
Although Beardsley has made some encouraging progress, this application establishes a reasonable root
cause analysis for the challenges and aligns this to aggressive interventions. We expect to see an
increase in our capacity for excellence through systemic support of our teachers, administrators,
families and other community members. In particular, we are enthusiastic about the key focus areas of:
Establishing Beardsley Elementary as a community center that supports an active and healthy
lifestyle through a comprehensive facility and programming collaborative agreement with Boys
& Girls Club.
Establishing Beardsley Elementary as a center for high impact rigorous instruction for children
PreK through 5th grade as evidenced through AdvancEd accreditation.
The Elkhart Board of Trustees pledges support for the required elements of the Title I transformation
model as directed by the Indiana Department of the State of Indiana. We appreciate your consideration

Dear Superintendent Ritz,
As the Superintendent of Elkhart Community Schools, I am pleased to submit this letter of assurance for the School Improvement Grant under Section 1003(g) of Title 1 for Pierre Moran Middle School. This Letter of Assurance affirms compliance with requirements applicable to the School Improvement Grants program. During this five-year plan, each of the schools will utilize the resources to participate in the Transformation Model to advance student achievement as well as teacher and administrative growth.
I understand and give assurance that for each school awarded these valuable resources, I will:
Provide effective oversight and support for implementation of interventions in their schools Monitor and evaluate the actions a school has taken, as outlined in the approved SIG
application, to recruit, select, and provide oversight to external providers to ensure their quality.
Monitor and evaluate the actions schools have taken, as outlined in the approved SIG application, to sustain the reforms after the funding period ends and that will provide technical assistance to schools on how they can sustain progress in the absence of SIG funding.
Consult with all stakeholders regarding the District's intent to implement a new school improvement plan.
Establish and maintain fiscal control and fund accounting procedures, as set forth in 34 CFR Part 7 and in applicable federal and state laws and regulations.
Assist the school in analyzing results from the state assessment system and other relevant examples of student work. Technical assistance will be provided to school staff to enable them to use data to identify and solve problems in curriculum and instruction, to strengthen parental involvement and professional development, and to fulfill other responsibilities that are defined in the school improvement plan.
Help the schools choose and sustain effective instructional strategies and methods and ensure that the school staff receives high quality professional development relevant to the implementation of instructional strategies. The chosen strategies must be grounded in scientifically based research and address the specific instruction or other issues, such as attendance or graduation rate, that caused the school to be identified for school improvement.

The Elkhart Teacher's Association supports the application for Title I - 1003(g) School Improvement Grant
for Beardsley Elementary and Pierre Moran Middle School.
The rationale for the selection of the Transformation Model has been explained to us. We understand that there are required elements in the Transformation Model that impact teachers:
We are engaged in improving our teacher evaluation system during this school year. Our system will continue to take into account student growth as a significant factor, as required by this grant.
Where possible, collaboration of teachers will be encouraged. We are in agreement with the proposal to provide staff with additional pay for extended work time
associated with increased learning time for students as required by this grant. We understand that the added pay will be equal to the individual's contractual rate times hours worked. We look forward to using the planning phase of the grant to negotiate specificity within this provision.
Extended work time shall be optional for teachers. When applicable, a temporary differential may be paid to teachers with additional responsibilities We also appreciate the opportunity to compensate teachers for work done outside the normal
teacher work day when they are on the School Improvement Team or lead their Data Team or Professional Learning Community or other similar leadership roles.
We are also eager to discuss other financial incentives and opportunities for additional professional
development as detailed within this grant. Again, collaboration is crucial. We do understand that this agreement does not jeopardize continuing one's contract with the
district in cases where a teacher chooses not to participate in the special arrangements associated with the program for any given school. In other words, no teacher will lose their job with the district because of activities outlined in the grant although it may be necessary for some teachers to be moved. We understand the order of this process to be (1) teachers apply as volunteer transfers for openings, (2) new teachers apply for openings, (3) continuing teachers may be involuntarily placed.
We appreciate the continued partnership that respects the interests of the teachers who are dedicated to
the children of Elkhart Community schools. We are confident that this grant award will improve our ability
to serve.

Section 1. Introduction
This policy and all hiring practices shall be implemented and administered in a manner consistent with the District's Diversity in Employment Practices Policy, non-discrimination policy and local, state, and federal equal employment oppmtunity laws. In keeping with established goals and objectives of the Elkhart Community Schools and with directives provided by federal and state authority, the administration shall establish procedures for recruitment and selection ofpersonnel that will insure equal employment oppmtunities regardless ofthe applicant's race, color, religion, sex, national origin, age, status as a veteran, disability or any other characteristic protected by law.
Section 2. Applications
The superintendent or an authorized designee shall develop and maintain written employment applications for use by persons who apply for certified staff positions. All applications completed by any person desiring consideration for a certified staff position shall be submitted to the superintendent or an authorized designee.
Section 3. Inte1views
The superintendent or authorized designee(s) shall interview applicants for the vacant position authorized by the Board to be filled.
Section 4. Employment Consideration
Within ten(l 0) days after a request from the Board ofSchool Trustees, the superintendent shall make a report on any person being considered by the school cm]Joration for either a teaching appointment or an indefinite contract. This report must contain the person's teaching preparation, experience, and license.
Section 5. Selection and Employment
The superintendent or authorized designee(s) shall consistently seek to select the applicant he or she determines best qualified for the position authorized to be filled, and shall recommend employment for such person to the Board ofSchool Trnstees.

Hiring Procedures: Teaching Staff
How are teacher candidates identified?
- Generally, administrators choose candidates to interview from the ECS applicanf pool. Candidates are placed in_ the applicant pool by successfully meeting the required scores on both an on-line assessment and a 1: 1 screening interview. Both of these screeners are designed to identify teaching candidates with a high probability for success based on intrinsic qualities. Applicants apply on line at http://elkhart.kl2.in.us or complete a paper application. Once an initial application is complete, candidates must continue checking the website for specific openings and indicate their interest by completing a simple form. This process adds their name and documents to that specific position.
Some teacher candidates are identified by having served the system as a substitute, paraprofessional, student teacher, or intern. The Director ofTalent Recruitment and Management observes and identifies many of these candidates and invites them to complete the screening process.
Candidates are also identified through recruiting visits to college campuses, educational job fairs, and other places where teaching candidates may gather. Direct contact is made with university officials and other organizations to find qualified teaching candidates in licensing areas of scarcity. Some teaching positions are advertised on the IDOE website, at the university, as well as posted to various on-line websites.
It is important to realize that the entire pool of candidates changes almost daily. The teaching needs ofthe district changeas well. Late developing vacancies usually result in additional comprehensive reviews of the applications on file. From tlte last stude11t attendance day until August f 1, jobs are posted 011 tlte ECS Web Site at ltttp:/lwww.elkltart.kl2.i11.us, and are continually updated to inform applicants ofcurrent openings. Positions for which candidates have already been identified are removed from the web site.
How long is an applicant's file maintained?
An applicant' s file is kept active for two years. rr; after that time, there has been no activity, the information is destroyed. Applications that include scores through the screening process are kept on line indefinitely.
How can an applicant keep his/her file "active?"
Applicants can keep their files "active" by calling or writing or by responding to open positions. The two-year limitation on file maintenance starts over with each such contact. Applications that include scores through the screening process are kept on line indefinitely.
Can applicants add things to their files as they acquire more experience and/or training?
Updating of information in an applicant's file can be done at any time by either mailing, e-mailing or bringing his/her updated information to the personnel office.
What is the procedure for notifving applicants regarding the hiring outcome for a particular position?
The building level administrator selects a candidate and sends a summary sheet to the personnel department. The successful applicant will be called by the Director ofTalent Recruitment and Management and offered the position. He/she will then make an appointment to return to the Personnel office to complete the necessary paperwork and sign a contract. Ifan applicant is selected for an interview and then not selected for a paiticular position, he or she. is notified by mail. This happens shortly after the successful candidate accepts the position.
