GENERAL INFORMATION

Subscription to the Operational Bulletin for 1997

The ITU Operational Bulletin is a fortnightly publication, prepared by the Telecommunication Standardization Bureau (TSB). It is published on 1st and 15th of each month. It contains administrative and operational information exchanged between administrations and recognized operating agencies (ROAs) or other service providers, or other entities and organizations, in respect of the international telecommunication services made available to users, including information relating to the Maritime Mobile Service. It also provides the means for updating some official publications and various lists of codes, numbering or indicators disseminated by ITU to meet service needs.

Administrations and ROAs or other service providers may communicate any kind of official service information which is vital to smooth and efficient operation of international telecommunication services, to the TSB and request that it be published in the Operational Bulletin accordingly.

In order to ensure uninterrupted delivery of the Operational Bulletin, all annual subscriptions should be renewed before the end of each year. The relevant subscription Form is contained in the Annex. The duly completed form should reach the ITU Sales & Marketing Service, if possible not later than 20 December 1996.

The ITU Operational Bulletin and annexed Lists of codes and numbering or indicators could be delivered to the subscribers in four different ways:

a) Printed version delivered by air-mail;b) Hard-copy version delivered by fax*;c) Electronic version delivered by E-mail*;d) Electronic version accessible Online.The electronic version of Operational Bulletin (in English, French and Spanish) is currently available in

Word for WindowsTM and Rich Text Format (RTF) formats.The ITU Operational Bulletin has been made accessible to TIES users “free of charge”, during a trial

period of more than two years. As from 1997, an annual priced subscription service to the online version of the ITU Operational Bulletin and Annexed Lists is introduced. This online service can be accessed via popular networking interfaces including World Wide Web, Gopher and FTP (File Transfer Protocol). Password is provided upon receipt of payment by the ITU.

The yearly subscription fee is the same for all formats of delivery: printed, hard-copy received via fax, or electronic copy received via E-mail, and access to the Online service. The price of the 1997 subscription (i.e. 24 issues per year including Annexes) is the following:

In addition, the current and earlier issues of individual Operational Bulletins and annexed Lists of codes and numbering or indicators can be obtained either in printed version from the Sales and Marketing service or in electronic version from the ITU Electronic Book-shop via Internet World Wide Web (http://www.itu.int/publications) against credit card payments.

Privilege TelecommunicationConferences and Meetings of the ITU held in Geneva in 1997

Swiss Telecom PTT, Berne (Suisse) intends to make telegram, telephone and telex facilities available to delegates and representatives in conferences and meetings held in Geneva under the auspices of the ITU in 1997 and to consider them as “privilege telecommunications” in accordance with the provisions of Article 2 Nos. 18 to 20 and Appendix 3 of the International Telecommunication Regulations (Melbourne, 1988).

Administrations and Recognised Operating Agencies which are not in a position to forgo the inclusion of such classes of telecommunication in the international accounting are requested to inform: Gentel Berne (Telex: 911010 ptt ch, Fax: +41 31 3382549).

Legal time changes

GermanyCommunication of 4.XII.1996:

Legal time in Germany will be advanced by 60 minutes from 30 March 1997 at 0100 hours UTC to 26 October 1997 at 0100 hours UTC and thereby will correspond to UTC +2.

CyprusCommunication of 4.XII.1996:

Legal time in Cyprus will be advanced by 60 minutes from 29 March 1997 at 2200 hours UTC to 25 October 1997 at 2100 hours UTC and thereby will correspond to UTC +3.

Message Handling Service

LithuaniaCommunication of 26.XI.1996:

Lietuvos Telekomas, Vilnius, announces that a public Message Handling Services (MHS) with the name of administration management domain (ADMD) Epas400 has been introduced as a commercial service as from December 1996.

Telegram Service

GermanyCommunication of 28.XI.1996:

Deutsche Telekom, Darmstadt announces that as from 1 January 1997 the special services “Telex delivery” (TLXx) and “Teletex delivery” (TTXx) will no longer be available for incoming telegrams.

Incoming telegrams should specify a service indication, either FAXx (Facsimile delivery) or TFx (Telephone delivery), otherwise they will be delivered by mail.

In addition, telegrams with a registered address are no longer admitted to Germany.Telegrams bearing the service indication “URGENT” will be delivered as follows:– Telegrams arriving not later than 1300 hours UTC will be delivered the same day by special

messengers.– Telegrams arriving later than 1300 hours UTC will be delivered next day by special messengers.All other telegrams will be treated as before.

SpainCTITU B33 of 10.XII.1996:

The Organismo Autónomo Correos y Telégrafos, Madrid, hereby announces that, owing to a twenty-four hour strike of civil servants called for 11 December 1996, delays may occur in telegram and bureaufax services.

The Office of the Telecommunications Authority (OFTA), Hongkong, announces that as part of the implementation of a new telephone numbering plan in Hongkong and the arrival of Time T*, the following telephone number change will occur on 1 January 1997:

– All existing telephone numbers for information services +852 17X XXXXX (eleven digits) will change to +852 900 XXXXXXXX (fourteen digits) for international access.

– In addition, a total of six new personal communication services (PCS) operators were recently licensed to provide mobile telephone services in Hongkong. The numbering range for mobile telephone services (cellular and PCS) in Hongkong is:

Administrations and network operators are requested to note this information and to ensure that their international and local exchanges are programmed to accommodate access to these numbers.

JamaicaCommunication of 5.XII.1996:

Telecommunications of Jamaica Ltd., Kingston, announces the immediate introduction of a new direct inward dialling code 708 and new cellular code 816 for Jamaica.

PakistanCommunication of 27.XI.1996:

Pakistan Telecommunication Company Ltd., Islamabad, announces that subscriber numbers to the cellular mobile system consist now of seven digits by adding digit “7” at the beginning of the existing six digit numbers. The previous six digit number dialling format and the current seven digit number dialling format will be working in parallel until 1 December 1996. As from that date only the seven digit number dialling format will be used.

For example, the new dialling format is:Country code + area code + seven digits (92 + area code + 7XXXXXX)

The area codes for the cellular mobile system are the following: 300, 321, 341, 342, 351, 361, 391, 3432.

ZimbabweCommunication of 3.XII.1996:

Zimbabwe Posts and Telecommunications Corporation, Harare, announces that numbers starting with 2, 4, 5, and 6 on the public switched telephone network are for access to the public land mobile network.

The access code for the cellular mobile telephone system is 11 and the number ranges for the individual service operators are as follows:

Expansion of international telephone number lengths and its impact on the transmission in encoded form of telephone reversed charge billing and accounting

information (Recommendation D.176) (Rev.1)(TSB Circular 11 of 2 December 1996)

Recommendation E.164 (Numbering Plan for the ISDN era) specifies that the maximum international telephone number length will increase from 12 to 15 digits after time T (31 December 1996 at 23 hours 59 minutes UTC). Thus, depending on the length of the country code, the national (significant) number can range from a maximum of 12 digits to a maximum of 14 digits in length.

Annex A, paragraph A.2 of ITU-T Recommendation D.176 (Rev.1) (Transmission in encoded form of telephone reversed charge billing and information, Geneva, 1992) under items 4 and 5 gives the field size for calling party number and called party number as a maximum of only 11 digits.

Pending revision or replacement of Recommendation D.176 (Rev.1), parties who apply Recommendation D.176 version 1992 for the transmission in encoded form of telephone reversed charge billing and accounting information should take appropriate action to ensure that where national number lengths of up to 14 digits are used, their accounting systems can handle these number lengths.

postes et télégraphes – registered telegraphic address: Gentel Wien” (former Administration of Austria)*, has become a private body.

The body, which continues to be operational, will have the status of a recognized operating agency (ROA) in accordance with the definitions in the instruments of the Union. Consequently, there will be no change with regard to international accounting and the settlement of accounts.
