We’re approaching February already – a period we often associate with blahs, but also a month worth celebrating, given that it’s the shortest of the year, and March and spring soon follow. And while the deadline for 2012 Registered Retirement

Savings Plan contributions isn’t until March 1, and April 30 for � ling your 2012 income tax return, perhaps we need to start thinking of February in a different light altogether.

Indeed, coming up in our two February issues is our Tax Matters content; the idea was to explore this topic in advance of � ling deadlines, to help readers learn about opportunities to take advantage of while they still can.

But, heeding the advice of experts, perhaps “tax time” should instead be a year-round task. From making regular RRSP contributions to comparing RRSPs and tax-free savings accounts to learning of the various credits available, tax planning for some is as necessary as the inevitable taxes themselves.

Preparing as best you can throughout the year might help minimize the sting come deadline time – and help you learn to embrace the opportunities to save, not just fear what you have to pay.

ExpErts on thE Canadian housing markEt from BMO Financial Group and the industry participated in the inau-gural BMO Housing Panel for 2013 to discuss the past year and provide their outlook over the next 12 months.

According to Sal Guatieri, senior economist, BMO Capital Markets, after a decade-long boom, the so-called soft landing appears to be underway in most regions; the expectation is that this trend will continue into 2013.

“Home sales and housing starts will continue to moderate and prices will generally stabilize in most regions in 2013,” says Guat-ieri. “In the year ahead, the housing market will be supported by moderate job growth, steady immigration, growing demand from echo boomers entering their prime first-time home buying years, and a gradual shift toward more single-person households.”

The real estate market will benefit from continued low inter-est rates, with the Bank of Canada likely on hold for another year, he adds.

Guatieri also notes that Alberta and Saskatchewan could buck the national trend and see higher prices due to continued healthy economic growth and wage increases. Meanwhile, pricier Toronto and Vancouver are likely to have a bumpier landing than most other regions, with some prices declining moderately.

Zurini adds that those looking to upgrade will still dominate, given lower interest rates. “People who are into walking, lifestyle and entertainment, the farm-to-table trend and buying local are going to fuel that market for the first half of the year.

“These consumers are all about amenities and lifestyle – they’re very established economically,” says Zurini.

Consumers buying for the first time will likely look to other cities in search of greater value.

“These buyers move with opportunity, following employment and searching out homes with their desired space, ultimately single-family residential homes,” he says. “In 2013, consumers will be paying close attention to the investment side of their buying decision.”

Montreal, outlined a number of factors buyers should keep in mind for financing the purchase of a home.

“The pre-approved process remains a very important keystone in the home buying process, whether you’re a first time home-buyer or a move-up buyer,” says Turner. “Generally speaking, most folks will need to borrow most of the purchase price of the home, so getting a pre-approved mortgage is a smart thing to do even before the home search starts.”

Turner adds that the down payment buyers are able to afford is another important aspect, and that there are strategies buyers should put in place to ensure they can maximize that amount – ultimately lowering their overall housing costs.

“There are a number of different strategies to save for a down payment. With RRSPs, for instance, customers can withdraw up to $25,000 for the purchase of a home,” he says.

Turner also reminds that consumers who pay off their debt quicker pay less interest, and that most mortgages have options embedded in them that help to save money in this way.

“At BMO, we’ve been encouraging customers to take a shorter amortization for some time,” he says. “In addition, rates are as low as they’ve ever been, so it’s certainly a good time to take advantage of this to pay off your debt sooner so you can retire comfortably and with as little debt as possible.”

CHANGE IS IN THE AIR AT THE GREATER VANCOUVER HOME BUILDERS’ Association. On Nov. 1, 2012, Bob de Wit took over as CEO of one of the country’s largest home builder associations. And while there’s little question that stepping into the shoes of his predecessor, the often outspoken but always succinct Peter Simpson, will be tough, after three months it’s clear de Wit is rising smoothly to the challenge.

This issue, de Wit shares some of his thoughts about the future of home building in the Lower Mainland and what’s coming up for the Greater Vancouver Home Builders’ Association.

Q: GVHBA has undeniably become a force to be reckoned with in the home building and renovation industry – more than 750 members with solidly diverse representation across all sectors: developers, builders, renovators and suppliers. What can consumers look forward to that will be of direct benefi t to them in 2013?A: One of the things we’re particularly excited about is that this spring we’re launching a new GVHBA website designed to make it even easier for consumers to fi nd the information they need about everything to do with home building and renovations.

We’ll also become more active on social media and increase our focus on providing educational seminars for both consumers and our members.

Can you give us any hints about what to expect in the fourth year of this annual competition?A: The Ovation Awards have definitely gained traction as a brand consumers recognize and respect. This year we received a record-breaking number of entries – all showcasing the excellence found throughout Metro Vancouver’s renovation, new-home construction and design industries. Finalists will be announced on Feb. 6 and winners will be revealed on April 20 Awards Gala at the Vancouver Convention Centre. It’s going to be a very exciting evening, but you’ll just have to wait to find out who the winners are.Q: Tell us a bit about your background. How did you become part of the GVHBA team?A: My career began 15 years ago in the technology sector. Since then, I’ve worked in corporate finance raising equity capital, been a consult-ant to educational institutions including UBC and the University of California, and four years ago was one of the partners who formed GreenAngel Energy Corp that invests in growth-stage technologies that find new ways to reduce a company’s carbon footprint.

But I knew I was looking for something new. When I met with the GVHBA board, I realized there was a strong entrepreneurial spirit among the members – especially the owner operators. And I like the way this organization can have a positive impact on housing affordability. It was a natural fit.Q: Any hot tips about neighbourhoods to watch?A: Anywhere with new or expanding transportation infrastructure – areas like Surrey or the Evergreen Line or, if you’re looking really long-term, Maple Ridge and Mission.

The minisTer of finance and The Bank of canada have both expressed concerns over the amount of debt Cana-dians have been carrying. Indeed, a predictable result of an economy wherein the government is forced to keep interest rates low for an extended period is that consumers will find it hard to resist the temptation of borrowing beyond their means. Although there is an increased trend among Canadians ac-cessing equity in their homes, it is important to note there are two differences between those who borrow to support lifestyle and those who leverage to increase wealth.

Over the past few years, the number of Canadians who have taken out a line of credit on their home for anything from home improvements to vacations has increased to the point that the government has raised a red flag. Real estate investors need to be aware of who the government is really targeting – and that is the homeowner who is using his home equity to subsidize his current lifestyle. This is a valid issue, and the government should be concerned about this behaviour. However, this should not be confused with the prudent investor who uses home equity to increase his net worth.

While the government worries over the “lifestyle subsidizer,” the savvy real estate investor recognizes that this extended period of historically low rates creates a unique opportunity to leverage home equity into wealth, creating real estate investments. Inves-tors understand that in order to purchase cash-flowing rental properties, they will need to either come up with the down payment themselves or attempt to put together a joint venture partner. The simplest and least expensive source of capital (outside of cash on hand) is home equity. As such, it is common for almost every investor to set up a line of credit on their home in addition to their mortgage as a way of converting home equity into increased net worth. But what a lot of investors don’t un-derstand is that not all lines of credit are created equal.

There two different types of lines of credit (LOC) in the Canadian mortgage market and it is critical for a savvy real

estate investor to understand the difference. One is a tradi-tional “static LOC” and the other is a “re-advanceable mortgage LOC combination.” On the surface, they may appear similar, but what makes them different is critical to the savvy real estate investor.

A static LOC is the LOC that most homeowners are fa-miliar with and one that the majority of banks and lenders have been offering up for years. It is, quite simply, a line of credit that is placed behind the first mortgage. If a homeown-er has more than 80 per cent of equity in their home they can apply to access that home equity (up to 80 per cent) in the form of a line of credit. The challenge with a static LOC – also known as a Home Equity LOC or HELOC – is that it is static, meaning that if the amount of equity you have in your home were to increase over the course of the mortgage, the maximum amount of money that you would be able to draw out would remain the same, regardless of how much you may have reduced the original mortgage amount by. For example:

Home Value = $400,000 Mortgage Amount = $250,000 80% of Home Value = $320,000 Amount of accessible Home Equity = $ 70,000

In the above example, a HELOC can be arranged for $70,000. This in itself is a fairly straight-forward transaction and one that the majority of Canadians undertake when arranging for a LOC. However, let’s assume that the homeowner in the above example took advantage of every pre-payment privilege available and also had excess cash available through employment bonuses or com-missions. Let’s further assume that this homeowner was able to pre-pay as much as $50,000 of their mortgage over the next two years and were now at a point where they wanted to access some of the additional $50,000 in built-up equity to purchase an in-vestment property. product they chose was a static HELOC, the majority of lenders would need them to re-apply to have the limit on their HELOC increased. Aside from the inconvenience of a new application process, which could be declined if there were any changes in employment (such as shifting from an employee to being self-employed, or simply having a spouse go on maternity leave) our investor would also be subject to ad-ditional legal and appraisal costs. All this because they didn’t get the right advice in the first place.

What they should have arranged is a re-advanceable mortgage/LOC combination. The difference is simple and obvious, but unfortunately many Canadians are still not familiar with the fact that they exist. As the name would suggest, a re-advanceable mort-gage is created in such a way that every dollar of equity that is created by paying down the mortgage portion of the loan, is re-advanced to the line of credit.

In the above example, the $50,000 that was used to reduce the mortgage would be automatically re-advanced to the client and made available to them in their line credit.

The original mortgage would be struc-tured exactly the same with $250,000 set up as a mortgage amount and $70,000 made accessible in the LOC. The difference with the re-advance-able mortgage is that as the $50,000 of equity is paid off the mortgage, the

accessible equity in the line of credit is increased by that same $50,000. In other words, every dollar of equity that is paid off your mortgage is automatically re-advanced to your line of credit. There is no need to re-apply to have it re-advanced – it is done so auto-matically. And the best part is that any time you use money from your line of credit for an investment that has the intention of making money – the interest on the line of credit is tax deductible – a process that is commonly referred to as the smith Manoeuvre.

The proper use of this product is critical for the savvy real estate investor as it ad-dresses two critical areas. The first and most obvious is the fact that access to money for down payments is one of the biggest obstacles to the real estate investor. Using a re-advanceable mortgage/LOC allows an investor to build up funds toward their next down payment simply by making their mortgage payment every month and allowing it to accumulate in their LOC over time. The second less obvious advantage of this product is that it should forever eliminate the argument among couples over whether they should use a particular lump sum of money to pay down their mortgage or invest. proper uti-lization of this product will allow them to do both. simply apply the excess cash onto your principal residence mortgage, thereby reducing your immediate mortgage costs, and then have those same funds re-advanced to your line of credit where it can remain indefinitely available to you until such time that you are ready to invest.

At this point, it should be noted that there is absolutely no additional cost to having the limit on your line of credit increased. You pay interest only on the amount of money you access and only when you access it. It is for this reason that investors looking to access potential equity for the purposes of investing should always use this tool instead of refinancing with a brand new mortgage. If the entire amount of equity were to be accessed in the form of a mortgage, then you would be paying principal and interest payments on the entire amount from the very start of the mortgage.

When used for the purpose of making an investment that has the intention of making money, not only is this a prudent tool for tax purposes but it is also a tool that will help add to your net worth. so as we move into the spring and summer markets, remember, you’ll continue to read headlines about how Canadians are using their homes as ATMs and we should all be cautious about accessing too much equity in our homes to subsi-dize our lifestyles. You, on the other hand, will be utilizing the right tool to access equity to purchase properties that have enough cash flow to service the debt on the subject property and pay the interest on the line of credit. so don’t worry too much about what you read in the headlines, they’re talking about the other guys…

IF “NOTHING IS CERTAIN BUT DEATH AND TAXES,” as several famous authors have waxed in various forms, it seems Canadians have a curious way of preparing for the inevitable.

While the deadline for contributing to one’s Registered Retirement Savings Plan (RRSP) for the previous tax year is March 1, and for � ling a return April 30, many Canadians take it right down to the wire – especially on the � rst point.

With these deadlines not too far around the corner, it’s an appropriate time to discuss how consumers tend to begin most of their tax planning.

Indeed, as many experts suggest, the best tax planning should begin during the year – not at tax deadline time. But, like death, perhaps Canadians just don’t like to think about taxes, viewing them as an equally unsavoury topic.

How else would you explain that, looking at the bigger picture, we are seemingly even more short-sighted: personal � nance and taxes are not subjects that are taught to any depth in our public education system. David Chilton lamented this fact in his 1989 best seller, The Wealthy Barber. More than 20 years later, the challenge still exists – for Canadians of every age.

Taxes are indeed certain, so planning to minimize what you pay, while maximizing your assets and developing the discipline to do both, is a sound strategy.

CALCULATE YOUR MORTGAGE PAYMENTS

01Calculate the combined monthly before-tax income of you and

your spouse.

02Divide by three. This figure is the monthly payment you can afford to

make on your home.

03Take the total price of the home and subtract the amount of money you

expect to make as a down payment. This is the money you will have to borrow.

04Refer to the chart on the opposite page. Look down the left column

and locate the interest rate you expect to pay. Line this up with the amortization period of your choice. (Most first-time buyers take the 25-year amortization.)

05Multiply this figure by the amount you need to borrow. Divide by 1,000.

06Add to this your estimated monthly heating costs and monthly

property taxes.

07If this figure is equal to or less than one-third of your gross monthly

income (calculated in Step 2), you’ll qualify for a mortgage on your dream home.

Bear in mind that this is a rough estimate. If you have several other large loans already, you may qualify for less. Also, banks and trust companies vary in their policies. The best way to know what you can afford is to go to the lending institution of your choice and get pre-qualified.

We leave him admiring today’s winter view of the snowcapped North Shore Mountains and head over to check out the townhomes.

Two bedrooms, laundry room with stor-age, linen closet, main bathroom with comfy looking soaker tub, tech nook on the landing, and a second set of stairs I’m betting will lead to a master suite spanning the entire top floor — a guess that Ryan’s delighted to confirm. This space continues The Jeffs Residences’ un-derlying theme of luxury with a frameless glass shower, vaulted ceiling, and thick, soft, easy-on-the-toes carpeting. Even the walk-in closet is special — filled with natural light from a window, it’s large enough to be a mini office. It all adds up to a welcoming retreat where daily stresses simply melt away.

“And if you want a great brunch, you have to try the Havana Club.” It takes a second before I recognize the man from the Turret Suite who’s now donned helmet, sunglasses, and bicycle jersey. “Best Eggs Benny going — honest.” Then, in a flash, he’s gone. I check my watch and realize I’ve got just enough time to confirm his recommendation, after all, everyone’s got to eat sometime…
