EXECUTIVE SUMMARY PURPOSE OF STUDY

The purpose of this study is to develop comprehensive 2013 Salary Survey Report that identifies salary ranges for First Nation Chief and

Councils, and 65 common positions employed by First Nation, Tribal Council and Aboriginal Health Family Service Organizations located

in British Columbia. This study contains four (4) phases, unlike previous salary studies that involved three (3) phases. The first phase entails

the design/development of a survey instruments to best capture information required for study. The second phase requires the administration

of the survey instrument to over 200 First Nation, Tribal Council, and Aboriginal Health/Family Service organizations located within the

boundaries of the Province of British Columbia. The third phase necessitates the research of collective bargaining agreements between the

Federal/Provincial employers and their respective unions, and research of other reliable salary sources to determine current labour market

rates for these employment positions. The fourth phase involves the sorting/cross sorting and analysis of collected survey data for

presentation in a manner most useful to the readers of this Report.

METHOD OF STUDY

A. Phase One: Design and Develop the Salary Survey Instrument

To undertake phase one of the assignment, namely the design and development of survey instruments to best capture information required

for the study, a review was conducted on all major department and program areas common to First Nation, Tribal Council and Aboriginal

Health/Family Service Organizations. This review and analysis goes beyond core Indian and Northern Affairs Canada funded programs and

includes ten (10) major areas of operation.

This year, sixty five (65) standard employment positions within ten major areas of operation were researched and reviewed, with many

employment positions unique to First Nations, Tribal Councils, and Aboriginal Health/Family Service Organizations operations being

included in the salary survey study. This year also had two separate surveys developed; one targeting First Nations and Tribal Councils,

and one targeting Aboriginal Health/Family Service Organizations. Each salary survey instrument was constructed to gather information

on:

AFOA BC membership status of the respondent organizations

Interest in AFOA BC membership by the respondent organization

Organization name, address, telephone number, and contact person(s)

Total on and off reserve membership of respondent organization *Adjusted for Tribal Councils and Aboriginal Health & Family Service Orgs.

Total number of full-time employees on respondent organization payroll

Length of AANDC funding agreement (1 or 5 years) with the organization *Adjusted for Aboriginal Health & Family Service Orgs.

Total annual operating budget of the respondent organization

Determination on whether the organization has established salary ranges

Salary range information on sixty five (65) specific employment positions *Adjusted for Tribal Councils & Aboriginal Health/Family Orgs.

B. Phase Two: Administering the Salary Survey Instrument

To undertake this phase of the study, a contact lists of First Nations, Tribal Councils, and Aboriginal Health & Family Service organizations

located in British Columbia was developed. This listing of target organizations contains the names, mailing addresses, phone numbers, fax

numbers, and e-mail addresses for 200 First Nations, 27 Tribal Councils, and 32 Aboriginal Health/Family Service Organizations located

within the geographic boundaries of British Columbia.

Salary survey packages (which included an AFOA of BC introductory letter) were delivered via e-mail to all 200 First Nations, 27 Tribal

Councils, and 32 Aboriginal Health & Family Service organizations. The e-mail method used for survey administration allowed all

respondents time to complete the survey and e-mail or fax it to the contractor. The salary survey instruments were also made available on

the AFOA of BC website at www.afoabc.org for survey participants to fill out and send to the contractor on-line.

To increase First Nation, Tribal Council, and Aboriginal Health & Family Service organization response to the 2013 salary survey, the

initial submission deadline date of February 22, 2013 for First Nation, Tribal Council, and Aboriginal Service organizations was extended

a couple of weeks to March 11, 2013 in order to obtain additional completed surveys for accurate data analysis.

C. Phase Three: Research Collective Bargaining Agreements between Federal/Provincial Employers and Unions

This project phase researches and identifies current salary ranges for a number of employment positions (professional and non-professional)

in the Federal and Provincial Governments that are common to employment positions in First Nations, Tribal Councils, and Aboriginal

Child & Family/Health Service Organizations. Many of the “professional” positions employed by Aboriginal Governments and Agencies

listed in this report possess the same qualifications and professional standards required by the Federal and Provincial Governments. Some

of these positions include; Community Health Nurses requiring registration (RN’s); Certified Teachers requiring a license to teach in BC;

Case Social Workers requiring a BSW degree; Professional Foresters requiring registration; etc.

Thirty nine (39) employment positions contained in this report are also employed in the Provincial and Federal Governments. These

positions have undergone; collective bargaining agreement salary rates researched; with a comparative analysis completed between First

Nation and Federal/Provincial Government salary averages in this 2013 BC First Nation Salary Survey Report.

D. Phase Four: Sorting and Analysis of Survey Data

This year (2013) forty two (42) completed salary surveys where received and entered into the Microsoft Excel Database. It is important

that readers of this report understand; AFOA of BC salary survey projects are now being conducted annually. This means the project

exercise guarantees that salary survey data used for report development will not be older than one (1) year. Salary survey data collected

during this current project exercise was added to the database with the previous year’s salary data. We are pleased to announce the project

has received a two year total of seventy two (72) completed surveys to enable straight and comparative data analysis on the following areas

that are contained in the main body report.

organization governance and operation. A sample of the report data layout follows.

Description: A position required by most First Nation, Tribal Council, and Aboriginal Health & Family Service organizations, this

Key statements and observations follow the above data layout tables constructed for each of the sixty five (65) employment positions

contained in this report. Wherever necessary, data may be in a combined format to ensure the pre-requisite minimum of three (3) salary

quotes is used for any one-employment position.

The NOC (National Occupation Classification) minimums to maximum salary ranges are no longer referenced in this report; rather salary

averages for most employment positions was obtained from “Salary.com”. Canadian Federal and Provincial Collective Bargaining

Agreement salary rates are also included as notations to many of the listed sixty five (65) employment position salary tables as is applicable.

The introduction of this information is designed to inform First Nation, Tribal Council, and Aboriginal Health/Child & Family Service

organization decision makers on the salary rates Federal and Provincial funding agencies pay their own service professionals and

employees. These Federal and Provincial salary listings assume a specific level of education, experience (seniority), and skill, are required

of the position. The minimum to maximum salary ranges for First Nations, Tribal Councils, and Aboriginal Health & Family Service

organization employment positions do not make this assumption. However, with professional employment positions requiring certification,

registration, or licensing, specific levels of education, knowledge and skills can be assumed as being equal for pay equity purposes.

SUMMARY FINDINGS

This year only a couple of significant variations (greater than $5K) in average salaries occurred in the sixty five (65) listed

employment positions. First Nation Fish Biologists had a large salary average reduction, while the Economic Development Officer

saw an $8K salary reduction in the First Nation category. The production of an annual salary survey report has change to the way

the salary survey database is managed. Prior, when the report was produced every two years, the salary survey database was deleted

because the data was too old to be used. With the move to a yearly salary survey report, salary data from last year remains, and this

year’s salary data is added to the database. The AFOA of BC quality assurance guarantee is; salary data used to develop the BC

First Nation Salary Reports will not be older than one (1) year. Next year, as last year’s salary data becomes two (2) years old; that

salary data will be deleted from the data base and salary data received this year from forty two (42) First Nations, Tribal Councils,

and Aboriginal Agencies will remain in the database. This change in methodology for salary survey database management should

reduce any salary variation effects and impact, year over year, going forward.

This years’ report uses Salary.com salary data, which replaces last year’s ‘Working in Canada Report” national salary data compiled

and published by Human Resource Services and Development Canada (HRSDC). The Salary.com data, which also includes

education and experience requirements for each position, contains much more labour market competitive salary rates. Also included

in this years’ report are notations containing Federal and Provincial Government salary rates for thirty nine (39) positions. This

information reflects this salary report project’s movement towards identifying funding agency salary rates, comparing those rates

with First Nation salary rates, thus ensuring First Nations and Aboriginal Organizations become, and remain, labour market

competitive employers.

For the first time in the twelve (12) year history of this First Nation salary survey project, there were a couple of First Nation

organizations that indicated their operating/work hours were six (6) hours per day, or indicated they had a four (4) day work week.

This may be a strategy to keeping wages competitive will dealing with funding/budget restrictions.

The practice of combining two or more employment position functions into one position is has become common in First Nations,

Tribal Councils and Aboriginal Organizations. The example of “Finance Clerk” reflects the practice of combining Accounts

Receivable Clerk, Accounts Payable Clerk and even Payroll Clerk into one Finance Clerk position in smaller First Nations, Tribal

Councils and Aboriginal Family/Health Service organizations.

GENERAL DEMOGRAPHICS & OPERATIONS INFORMATION

Per Capita Funding Averages

The following per capita funding calculations are based on total membership and total annual operating budgets for all First Nations, Tribal

Councils, and Aboriginal Health/Family Service Organizations participating in this Salary Survey.

Note: These are general demographics and operation figures. Average funding amount per Band Member will vary among First Nations,

Tribal Councils, /Aboriginal Health/Family Service Organizations. Some independent First Nations, not affiliated with a Tribal Council,

nor receiving transferred Health or Family Services from a delegated Aboriginal Agency, may receive additional direct funding normally

allocated to those other Aboriginal organizations. In addition, some Tribal Councils and Aboriginal Health and Family Service agencies

may provide flow-through funding to member First Nations to manage and operate specific programs. These situations exist, and do affect

annual operating budget numbers for all three types of Aboriginal organizations.

One (1) and Five (5) Year Funding Agreements

A slight majority, twenty six (26) First Nations (52%) out of a total of fifty (50) First Nation salary survey respondents in the database,

indicated they operate on AANDC one (1) year funding agreements. Eighteen (18) First Nations (36%) out of a total fifty (50) First Nation

salary survey respondents indicated they operate on an AANDC five (5) year funding agreement and/or five (5) year Health Canada funding

agreement. Three First Nations indicated they operated on an AANDC other multi-year funding agreement. Three (3) First Nations did not

indicate their funding arrangement.

Combined Tribal Council and Aboriginal Health/Family Service Organizations salary survey respondents indicate that there is an increase

in one year (1) funding agreements. Out of a total of twenty two (22) respondents, a majority of fourteen (14) organizations (64%) indicated

they operate on one (1) year funding agreements. Five (5) organizations (23%) indicated they operate on AANDC and/or Health Canada,

five (5) year funding agreements. These percentages and number do not add up to twenty (20) surveys, or 100%, due to the fact that two

responding organization did not indicate the length of their funding agreement and one indicated a two (2) year funding agreement.

Salary Scales

A minority of fifteen (15) First Nations (30%) of fifty (50) First Nation salary survey respondents indicated they did have, and used,

established salary scales. A majority of thirty five (35) First Nation organizations (70%) indicated they did not have, and did not use,

established salary ranges.

Only five (5) (23%) of the total twenty (22) Tribal Council and Aboriginal Health/Family Service Organizations respondents indicated

they did not have, nor use, established salary scales. This percentage indicates that more and more Tribal Councils and Aboriginal

Organizations (77%) have, and use, established salary scales.

Position Title: First Nation Chief (Chief Councilor) Tribal Council Chief (President, Chairperson)

Description: An elected position common to most all First Nations, this position has specific duties and responsibilities that are in

addition to the general Chief and Council responsibilities. Chiefs usually chair council meetings and General Band

Meetings (AGMs, AGAs); they are usually the official spokesperson for Council and the First Nation to Municipal,

Provincial and Federal Governments, and in public and media relations; as the social and ceremonial head of the

First Nation, the Chief officiates at community functions, receives high profile guests and represents the First Nation

at important public functions outside the community. Chiefs may also undertake direct high profile portfolio

management duties with respect to land claims, economic development, or other areas deemed of high priority or

importance to their respective First Nations.

FIRST NATION NOTES:

1. It should be noted that in the First Nation $.15M - $2.4M budget range, one (1) First Nation did not include information on

their elected Chief remuneration. Under salary only, one of the respondents likely presents the Chief as also being the general

manager because the general manager salary was not included in their salary survey submission.

2. A majority of First Nations that submitted salary quotes; remunerate their Chiefs on an annual salary basis. In the $9.7M to

$33M budget range, the majority of survey respondents (86%) paid their Chiefs in annual salary amounts or with per-

meeting honoraria. Depending on the size of the First Nation and duties required of the Chief; a low $50,000 to mid $60,000

range seems to be very appropriate remuneration for a majority of First Nation Chiefs.

3. A number of mitigating factors come to play when considering appropriate levels of Chief and Council, and indeed all

Aboriginal Employee, pay. One large factor is the availability of standard benefits such as pension programs, holiday pay

and leave rates, and other benefits that would normally be available to Federal and Provincial Leaders and public servants.

4. While unpopular with many First Nations, because of the principled Nation-to-Nation Treaty position, Municipal level

Mayoral annual salary amounts might be used in the future as a comparison to First Nation Chief salary averages or honoraria

amounts. No such comparison is made in this year’s report as the comparison requires informed debate and agreement.

TRIBAL COUNCIL NOTES:

1. While the salary average amount of $83,870 would be indicative of an annual salary paid to a large Tribal Council, smaller

Tribal Councils would reduce the salary amount to an appropriate level.

2. Great care must be taken when evaluating the appropriate salary levels of leadership in Tribal Councils and First Nations,

as some are involved in important treaty negotiations on behalf of member bands, and others provide more than the basic

advisory services to their member First Nations. Some Tribal Councils provide numerous additional programs such as;

economic development, natural resource management (fisheries, forestry, etc.) to, and with, their member First Nations.

3. As with First Nation Chiefs, unless there is another alternative or comparable position, Municipal level Mayoral annual

salaries may be used in future comparison to Tribal Chiefs.

3. It is apparent that small to medium size First Nations remunerate their Councilors using a variety of methods. 50% of First

Nations prefer to remunerate their Councilors using annual honoraria only, while the rest used one or a combination of

salary, per meeting honoraria, or a combination of both. First Nations in the highest budget range buck this trend by providing

annual salary only, or per meeting honoraria only.

4. In reviewing the remuneration rates for First Nation Council Members across all budget ranges, readers will agree that we

are beginning to see a general pattern where First Nations remunerate their Councilors in accordance with budget size.

TRIBAL COUNCIL/ABORIGINAL HEALTH & FAMILY SERVICE AGENCY NOTES:

1. It is apparent that Tribal Councils do not provide annual salaries to council or board members. By far the most common

form of Tribal Council Councilor or Board member remuneration is a per meeting honoraria where eight (8) of the eleven

within those professional associations. Levels FI-2 is an appropriate salary range for most First Nation and Aboriginal

organizations, however, larger First Nations and Aboriginal organizations with budgets in excess of 10M may want to

incorporate salaries in the FI-3 level.

4. One very high maximum salary quote was received, in the First Nation $.3M to $4.2M budget range, and was excluded to

maintain the integrity of salary average amount. Inclusion of this salary quote would have skewed the salary average in this

First Nation budget range.

5. The highest First Nation budget range is very wide ($11M - $33M) and the Tribal Council/Aboriginal Organization category

contains a very wide ranging $7M to $22M operating budget. Organizations with $7M - $10M operating budget may want

federal designation level under the Information Services group would require supervision responsibilities of the position.

While it would be logical to recommend that this be the target salary range that readers of this report should concentrate on

in obtaining sufficient funding for their Treaty Communications Officers, there are very important provisos to this

recommendation.
