Hurricane Katrina doubled Baton Rouge’s population. Our response five years ago was an offer to build a mixed-income community on 200 acres in the center of the parish. But government backing went elsewhere, shelving the development.

Today, that project has been revived—and refashioned to be even better. Over the last 18 months, the Foundation has enlisted the Baton Rouge Community College and the East Baton Rouge Public School System to become the anchors of this community. When it is complete, the educational institutions will be surrounded by homes, shops and parks, all mingled within a short walk.

Known as Smiley Heights, the project shows what’s possible when different people and organizations join together to seek a common good. The East Baton Rouge Redevelopment Authority, for instance, has signed on to develop the project that we began. And local government joined with the East Baton Rouge Mortgage Finance Authority to approve money for land acquisition and planning.

Smiley Heights marked the completion of a dynamic and successful decade for the Foundation. From 2001 to 2010, the Foundation

granted nearly $200 million. We raised and distributed $45 million after Hurricane Katrina. We led the construction of the Shaw Center for the Arts and reopened the Capitol House as a Hilton Hotel. We also provided money and staff support for research that is reshaping public education and health care in our community.

The decade ended with the Foundation’s best year. In 2010, BP chose the Gulf Coast Restoration and Protection Foundation, a supporting nonprofit of the Foundation, for a $100 million donation. It was given to provide hardship grants to deepwater workers affected by a federal drilling moratorium. On top of that, donors to the Foundation contributed $40 million more, giving us a record total to help people who live on the margins, and for undertakings that fundamentally improve our region.

We’ve witnessed 10 years of remarkable achievement. Now, we look back knowing that the accomplishments of our donors and members is prologue to what we can do together in the decades to come.

The Foundation’s real estate managers put together a puzzle of tax credits with equity and bank financing to reopen the Capitol House as the downtown Baton Rouge Hilton. The project matched the Foundation’s goal of using real estate for more than profit. Rehabbing the Hilton produced jobs and continued advancement for downtown.

At the start of the last decade, the people of Baton Rouge began implementing a plan for their downtown. Together, they have done well to execute Plan Baton Rouge, the blueprint for a dynamic gathering place by Andres Duany and his planning firm, Duany Plater-Zyberk. During an evening in downtown now, people listen to music, eat tacos and sushi, mingle and make friends. Plan Baton Rouge was a project of the Baton Rouge Area Foundation. Plan Baton Rouge II, meant to continue the progress, is an initiative of the city and its people.

With downtown breathing again, the Baton Rouge Area Foundation cast its eyes on the ring of frayed neighborhoods that surround the city center. Over the decade, our efforts with collaborators produced new housing in Old South Baton Rouge (OSBR), sparked private investment at the edge of LSU and created the East Baton Rouge Redevelopment Authority (RDA), a mechanism that has started to accelerate the reclamation of neighborhoods across the parish.

The Shaw Center for the Arts has become an icon for what is possible in East Baton Rouge. Donors of the Baton Rouge Area Foundation were among lead financiers of the center, which includes the Manship Theatre, LSU Museum of Art, restaurants, a gallery, coffee shop, gift shop and overlooks of the river. A part of the center is among Foundation assets.

Following the Gulf of Mexico oil spill, BP made a donation to the Gulf Coast Restoration and Protection Foundation to provide hardship grants to deepwater rig workers affected by a six-month federal moratorium. The GCRPF, a Baton Rouge Area Foundation supporting nonprofit, discovered the need was not very deep, as most drillers retained their high-skilled employees. The first round was in 2010; a second round was under way when this publication went to press. Whatever remains after the second round will be used to benefit the Gulf Coast.

In 2006 the Foundation attempted to construct a community in the center of the parish to provide housing, retail and offices for the Katrina population surge. Expected government financing went elsewhere, and the project was shelved. More than a year ago, the project was restarted, but with learning institutions as anchors. Currently named Smiley Heights after the neighborhood where the land is located, the development will include the expansion of Baton Rouge Community College and a new career high school for the public school system. Parks, housing and shops will be in the mix.

With the staff of the Manship Theatre, the Foundation invested money from the Rick Hartley and David Vey Fund to install top-notch lighting and sound in the Hartley/Vey Studio and Hartley/Vey Workshop. The work is continuing this year, with marquee entrances for the spaces, as well as other upgrades that will let the Hartley/Vey Studio stand alone as a music and performance club, truly making the Manship Theatre an anchor for the downtown arts and entertainment district.

In September of last year, LSU’s Paul M. Hebert Law Center, the Irene W. and C.B. Pennington Foundation and the Baton Rouge Area Foundation held the Hemispheric Freedom Symposium, a bicentennial salute to rebellions against Spanish colonial rule. Among the uprisings was the Republic of West Florida, a country that stood for a brief period from Baton Rouge to the Perdido River near Mobile and ultimately was joined to the United States. Oscar Arias, Nobel Prize winner and former president of Costa Rica, was keynote speaker at the symposium.

Each of the last 10 years, the Baton Rouge Area Foundation has honored extraordinary people working at the region’s nonprofits. Fund donors of the Foundation nominate people for the John W. Barton Sr. Excellence in Nonprofit Management Award; past chairs choose the award winners. In March, the Foundation disclosed the winners at its annual meeting of members. Each of the recipients receive $10,000 with just one request—they must enjoy the gift, not devote it to their work.

The Baton Rouge Area Foundation is governed by directors who are elected to three-year terms. Members may serve two consecutive terms. The Board is comprised of 15 directors elected by the members. 21 Number of Teach for America alumni who are principals in Louisiana schools. Donors of the Foundation have granted $1,552,469.57 to Teach for America Louisiana. At 650 corps members, TFA Louisiana has the largest per-capita presence in the U.S. Teachers serve for two years after college, but 67% remain in the education profession after their TFA terms end.

466 Number of Columbia Parc apartments in phase 1 of Bayou District. The Foundation has granted $312,231 to refine a master plan for the community that is replacing St. Bernard Housing Project with mixed-use housing, parks, schools.

$761.24 Cost of replacing a trumpet for NOLA musician Kermit Ruffins. After Katrina, the Foundation allied with Wynton Marsalis to raise money for helping musicians and the music industry rebound in New Orleans. Grants from the Higher Ground Relief fund totaled $3,551,941. The fund bought replacement instruments, helped musicians pay bills and supported performing venues.

744 Adults served in 2009-2010 by five nonprofits supported by Literacy Coalition.The Foundation has granted $292,710 over the decade to the Greater Baton Rouge Literacy Coalition, which was created to shepherd disparate services to people who need a variety of literacy services, including math and reading skills.

96 Number of units of affordable housing for homeless, disabled and low-income people. The Foundation has granted $133,260 to the Capital Area Alliance for the Homeless, which is teaming with 34 groups to open a service center for the homeless and provide transition housing. The Alliance raised $16.9 million in financing for the homeless center and an apartment complex in Mid City. Both are scheduled to open this year.

94.4 Millions of pounds of food distributed from 2000-2010.The Foundation granted $1,218,892 to the Greater Baton Rouge Food Bank over the completed decade, which helped the nonprofit expand and feed about one of every four people who don’t have enough money for food sometime during the year.

They have been very generous, quietly so. People across the region—and the world—have donated millions to the Baton Rouge Area Foundation, allowing us to grant more than $260 million over 47 years. The pace accelerated in the first decade of the century, when the Foundation granted $193 million, including more than $45 million after Hurricane Katrina.
