Pre Game Duties Sign-in with supervisor when you arrive to
the gym (15 Minutes before your first game) Get nightly court assignments when you
check in Assist in setting up the basketball courts,
tables, chairs, sign-in and whatever else the supervisors may have you do to get the games started on time.
Keys to Success, Pre Game Meet with the other officials on your court after
setup and discuss the upcoming games, you should know names of fellow officials, what games you will have throughout the night and should discuss things that may occur during the game.
Discuss your officiating style with the other officials, make sure everyone is on the same page.
Discuss knowledge of teams and things that should be looked out for.
Sign in Players must sign in at the sign-in table before their
scheduled game time. Only players with a Panther Card or an Intramural Pass will be allowed to sign in.
There will be no checking in at the scorers table unless a supervisor is present and has okayed it, NONE!!!!!
All players on the score sheet should report their number before or during the captains meeting to ensure that the game starts on time.
Rosters, Grace Periods and Forfeits Teams must have 4 players signed in to start a game.
Co-Rec No less then 2 players from either sex
If you see that there may be an issue with teams on your court find a supervisor and let them know.
At game time if a team is not ready with the correct number of players the grace period will begin.
Grace Period If, at the scheduled game time, a team does not have 4
players, a 10-minute grace period will be granted in an attempt to ensure that the game is played. The 10-minute grace period will be deducted from the actual game time. During this grace period, the team with the minimum number of players present will be awarded 1 point for every minute or portion of a minute after the scheduled start time up to the tenth minute. If, at the end of the grace period, the team still does not have the minimum number of players the game will be declared a forfeit.

Players may not wear…
Players discovered in the game with illegal equipment must leave the game and remain out until the problem is fixed. Technical foul may be called.
Timing A game is made up of 2 halves
Each half is 20 minutes in length The clock shall run continuously in both halves until the last 2
minutes of the second half except for: official’s timeout or charged team timeout
In the final 2 minutes of the 2nd half, the clock will stop when an official signals for: a foul a held ball a violation a timeout any other dead ball
Timeouts Each team receives 3 timeouts per game and 1
additional timeout in each overtime (playoffs only) Timeouts are a maximum of 1 minute in length Timeouts do carry over Only players on court and Head Coach/Captain can call
timeout.
Scoring & Mercy Rule A player must be behind the 3point arc for a
successful 3 to be counted, all other baskets inside the arc are worth 2 points
Free throws are worth 1 point Mercy Rule:
50 points at any time 30 points with 5 minutes or less left in the game 20 points with 2 minutes or less left in the game
Overtime Overtime is ONLY for playoffs Teams play toward same baskets as 2nd half Each team receives one additional timeout during
overtime 3 minutes, continuous clock until last 1 minute Team fouls continue from 2nd half Overtime period begins with jump ball If score is tied at the end of the overtime period,

Alternating Possession An alternating-possession throw-in shall occur when:

Three Seconds in the Key Once front court possession is established, no
player from the offensive team may be in the key for 3 seconds
The 3 second rule does not apply when a shot is in flight
The 3 second rule does not apply on a throw-in attempt
Closely Guarded If a defender is within 6 feet of the ball carrier and has
established legal guarding position: The ball carrier may not hold or dribble the ball for more
than 5 seconds. If a player is holding the ball and the official has started a 5 second count that player may begin a legal dribble which starts a new 5 second count. If the player picks up the dribble a new 5 second count begins.
Once the ball carrier attempts a pass or shot, or if the ball carrier gets head and shoulders past the defender, then the closely guarded count no longer applies
Ten-Second Backcourt The offensive team may not possess the ball
in the backcourt for 10 seconds The count begins when a player secures
possession in the backcourt
Over and Back (Backcourt) Once a team has established possession in the
front court, no player from that team may pass, dribble, or enter the backcourt (this includes stepping on the half court division line) unless the ball is deflected by an opponent or if it is to rebound a shot
Front Court position is established when both feet of the ball carrier and the ball in possession are in the front court
Double Dribble Dribble a second time after his/her dribble has
ended, unless he/she has lost control because of:
a try for goal a bat by an opponent a pass or fumble which has touched, or been
touched by, an opponent
Goaltending vs. Basket Interference Four elements must be present for GT/BI to occur:
Shot (Try/Tap) Downward flight (GT only) Entire ball must be above the level of the basket Chance to go in
If the ball or basket (including the rim, net, and flange) is touched while the ball is within the cylinder, it is BI. NOTE: If a free throw is blocked, it is GT plus a technical

Penalty for Violations The penalty for a violation is possession
awarded to the opponents at the out of bounds spot nearest the violation.
Throw-In Violations Offense The inbounder may only run the line or pass to a
teammate behind the line after a made basket The inbounder may not step across the line before
the throw is released. The inbounder may not move more than a foot and a
half sideways or forward before releasing the ball. The inbounder may move as far backwards as they desire.
The inbounder must throw the ball onto the court within 5 seconds.
Throw-In Violations Defense The opponents of the thrower may not:
Reach across the boundary line (delay of game warning)
Contact the ball while in the thrower’s hands (Technical foul)
Contact the thrower (Intentional Foul) Running the end line privileges are not lost if this
violation occurs on the end line.
Legal Guarding Position Legally placing the body in the path of an
offensive opponent. OBTAIN:
Legally get to the spot first. BOTH feet must be in the playing court. The front of the guard’s body must be facing the
opponent.
Legal Guarding Position MAINTAIN:
The guard may be moving in any direction except toward the opponent when contact occurs.
The guard does not have to have a foot or feet on the floor to maintain position. He/she may be in the air when contact occurs and still maintain a
legal guarding position. The guard may raise hands or jump within his/her vertical
plane. Do not penalize verticality. The defender can go straight up whe
n they have obtained legal guarding position. The guard doesn’t have to continue to face the opponent. The guard may turn or duck to absorb contact.
Screeners A screener may not:
when outside an opponent’s visual field, set a screen closer than a normal step from an opponent
when screening a stationary opponent from the front or side, make contact with an opponent. A screen may be set just short of contact
Screeners A screener shall not:
when screening a moving opponent, take a position so close to the opponent that the opponent cannot avoid contact by stopping or changing direction. The speed of the player being screened must be taken into account when position is established.
move to maintain a previously established position unless he/she moves in the same direction and path of the opponent. If opponents are moving in the same direction and path, the player being screened is responsible for contact if the screener slows up or stops and contact occurs.
Fouls The penalty for any foul is the ball awarded to
the offended team at the out of bounds spot nearest the foul, unless free throws are awarded
Double Fouls A double foul is when 2 opponents commit
fouls against each other at the same time Both fouls count against the team foul count, but
no free throws are awarded if one or both teams are in the bonus
Play is resumed with a throw-in to the team in possession at the point of interruption at the out of bounds spot nearest to the ball at the time of interruption
Contact A player shall not:
Hold Push Charge Trip Impede the progress of an opponent by extending
an arm, shoulder, hip or knee, or by bending the body into anything other than a legal guarding position
Contact Use hands or forearms to control the opponent. Contact an opponent with the hands unless such
contact occurs on the opponents hand while the ball is in the opponents hand. The ball is part of the hand.
Offensive player may not charge into an opponent who has established legal guarding position.
Technical Fouls The penalty for a technical foul is 2 free
throws awarded to the offended team, plus a throw-in from half court opposite the table
Technical fouls include: Disrespectfully addressing an official Using inappropriate language or gestures Taunting Intentionally contacting an opponent when the
ball is dead
Technical Fouls (Continued) Technical fouls include:
Leaving the bench during a fight Purposely delay returning after legally being out
of bounds Illegally contacting the backboard or ring to gain
an advantage If a player strikes the backboard in a legitimate
attempt to block a shot, it is not a technical foul A player may hang on the rim to avoid injury
Goaltending a free throw attempt
Intentional and Flagrant Fouls The penalty for an intentional or flagrant foul
is 2 free throws to the offended team plus a throw-in at the spot nearest the foul
An intentional a foul is a foul committed by a player who is not making a legitimate attempt to play the ball
A flagrant foul is a foul committed by a player who is not making a legitimate attempt to play the ball an is malicious in nature
Continuous Motion(Shooting Foul) Only applies to a foul by the defense. Interval of time begins when the habitual
throwing movement for a shot starts. The interval ends when the shooter returns to
the floor
Player Foul Counts A player is disqualified if he/she receives:
5 fouls (personal & technical) 2 technical fouls
Foul Counts and Free Throws No free throws:
For each common foul before the bonus rule is in effect
For player control or team control fouls For double or simultaneous personal or technical fouls After time has expired in the second half or extra
period unless the point(s) would affect the outcome of the game.
1 free throw if fouled in the act of shooting and the try or tap is successful
Foul Counts and Free Throws Bonus free throw(does not apply on player or team
control fouls): For 7th, 8th, and 9th team foul for each half if first free
throw is successful Beginning with 10th team foul for each half whether or
not the first free throw is made 2 free throws if intentional or flagrant, plus ball for throw
in Fouled in the act of shooting and the try or tap is
unsuccessful: 2 free throws on a try or tap for 2 points 3 free throws on a try or tap for 3 points
Free Throws During a free throw when lane spaces may be

Concussion and Blood
If it is believe that a player has suffered a concussion, he/she shall not be permitted to return
If an official observes that a player: is bleeding, has blood on his/her uniform, or has an open wound,
that player must leave the game and correct the problem before he/she may be permitted to return to the game.
AFTER THE GAME PROCEDURE Make sure you secure the game ball. Get together with your crew and discuss how you felt the
game went. Your crew must come up with a sportsmanship rating for
each team. Report the score and sportsmanship rating to the scorers
table. Score keeper must submit the game sheet to a Supervisor. Prepare for your next game If it is the last game of the night assist with breakdown of the
courts and do not leave until a Supervisor has signed you out.
Sportsmanship 2 technicals / player = ejection Bench and spectator conduct will be
penalized Teams will need to maintain a 2.75 to get into
the playoffs and must maintain an average higher than 2.75 throughout the playoffs to continue playing
SPORTSMANSHIP SCALE4 Points: Excellent Conduct & Sportsmanship: Players cooperate fully with officials and opposing
team members. The captain converses calmly with officials
about rule interpretations and calls. A team that receives any conduct penalty during
their event CANNOT receive 4 points.
SPORTSMANSHIP SCALE3 points: Good Conduct & Sportsmanship: Team members verbally complain about some
decisions made by the officials and/or show minor dissension, which may or may not merit a conduct penalty.
Teams that receive multiple conduct penalties CANNOT receive 3 points.
SPORTSMANSHIP SCALE2 points: Average Conduct & Sportsmanship: Team shows verbal dissent towards official and/or the
opposing team, which may or may not merit a Yellow Card/Technical Foul/Unsportsmanlike Conduct Penalty.
Captain exhibits minor control over his/her teammates, but is in control of him/herself.
Teams receiving 2+ Yellow Cards/Technical Fouls/Unsportsmanlike Conduct Penalties will receive no higher than 2 points.
Any team defaulting a game will receive a 2 rating.
SPORTSMANSHIP SCALE
1 point: Below Average Conduct & Sportsmanship:
Team constantly comments to the officials and/or the opposing team from the field and/or sidelines.
The team captain exhibits little or no control over teammates or him/herself.
Teams receiving 3+ Yellow Cards/Technical Fouls/Unsportsmanlike Conduct Penalties will receive no higher than 1 point.
SPORTSMANSHIP SCALE0 points: Poor Conduct & Sportsmanship: Team is completely uncooperative. Captain has no control over teammates or him/herself. Any team that forfeits a game or causes a game to be
forfeited or any team receiving multiple ejections will receive 0 points.
Teams receiving 4+ Yellow Cards/Technical Fouls/Unsportsmanlike Conduct Penalties will receive no higher than 0 points.
