Recommendation No Prior Approval Required 1. Proposal 1.1. This application seeks prior approval determination for the demolition of an existing
20 storey residential tower block. Demolition of the building is permitted development subject to the submission a prior approval application to consider the method of demolition and the means of restoring the site.
1.2. The tower block would be demolished by use of controlled explosives with the
resultant debris cleared using a high reach 360 degree excavator. Dust levels will be controlled during clearance by hosing down the building material in accordance with health and safety requirements. The site would be enclosed by temporary timber hoardings during demolition with an outer stockade fence line encompassing areas of the surrounding highway that will be closed on a temporary basis during demolition for safety reasons.
1.3. The site is to be graded to suit existing surrounding levels and then a trip rail is to be
erected at back of pavements with 1.8 metre high chain link fencing to the boundary of the site set back two metres from back of pavements.

2. Site & Surroundings 2.1. The site is an existing tower block built circa 1972. It is located within landscaped
grounds in within a predominantly residential area.

3. Planning History 3.1. None relevant. 4. Consultation/PP Responses 4.1. In accordance with the requirements of the legislation, the applicant has displayed a
site notice to advertise the submission of the application. 4.2. Regulatory Services – No comments. 4.3. Transportation Development – No objections. Recommends conditions relating to
implementation of dust prevention methods. Road closures should be in accordance with Traffic Management Road Closure application Issue 2 and Traffic Management Protocol Issue 3.
5. Policy Context 5.1. Adopted UDP 2005, NPPF. 6. Planning Considerations 6.1. This application seeks an approval as to whether prior approval is required for the
demolition of an existing tower block. The issues to be considered with this type of application are solely the method of demolition and means of restoring the site.
6.2. The proposals for this site are consistent with demolition applications approved
elsewhere in the City in the past involving the removal of demolition material from the site to slab level to leave the site in a tidy condition and its enclosure with appropriate fencing to secure the site, pending its future redevelopment. This will ensure that the site has an acceptable appearance taking into account the residential nature of the surrounding area.
6.3. Matters relating to health and safety, dust etc are addressed through other
legislation and are not matters to be considered as part of this application. 6.4. I do not consider that it is necessary for further details to be submitted and so no
prior approval is necessary. 7. Conclusion 7.1. The application will result in an appropriate scheme of clearance and enclosure of
