FROM THE MAYOR’S DESKThe corporate planning process commenced on

Wednesday with all attending giving their input. The extensive range of options, most of which emanated from the councilors themselves and the Community Views survey, will become a part of the new corporate plan for the years ahead. Facilitated by the experienced consultant, I’m sure everyone found it a long but fruitful day. There is still a lot more to be done to make the creation of this document the one which will be presented to the community for their approval or otherwise.

The breakfast meeting held by the staff of Golden West Employment Solutions was not very well attended; only 5 individual businesses were represented by two or more staff. The breakfast was delicious and the conversation was lively. The staff of Golden West are willing and able to help businesses in many ways. I asked the question why don’t we, here in Blackall have a representative of this organisation working, at least part time? The reply was that there has to be adequate numbers employed to warrant the position. I hope this will happen.

The morning tea held by Sixties and Better was a well-attended fundraiser for the Victorian fire victims appeal resulting in over $1000.00 being raised for this very worthy cause.

The National Day of Mourning for the tragic events in Victoria was observed in both Tambo and Blackall with ecumenical church services held in both centres on Sunday at 10am and 12noon respectively. I would like to thank Father Matt and Rev. Beth as well as the other clergies who worked together to ensure that each of our communities were able to be a part of this National Day by paying respects, reciting a poem, laying a floral tribute or by their presence. The Blackall Tambo Regional Council supported the service in Bank’s Park with the necessary items for a simple sausage sizzle lunch ably served by the senior students of the Blackall State School. The Prime Minister Kevin Rudd has proclaimed February 7 to be an annual day of national mourning, in honour of all those who have lost their lives and those who survived together, the members of fire-fighting units and others who worked and are still working to contain and extinguish these dreadful infernos.

Jan Ross

Golden West Employment Solutions hosted an early breakfast forum at the Acacia Motel on Thursday, February 19. The breakfast was designed to ask local business representatives their views on the current skill shortage as it affects Queensland’s Central West.

Twenty-five local people represented their businesses to talk about how they could assist in determining the core issues that affect small businesses and the rural workforce in general.

Bob Fulton, the CEO of Golden West Employment Solutions, welcomed everyone and spoke of the history of Golden West in the west.

Mayor of the Blackall Tambo Regional Council, Councillor Jan Ross, outlined the agenda and thanked Golden West for offering the opportunity to host them forum in Blackall.

Present at the breakfast from Blackall were representatives from St Joseph’s, St Patrick’s church, CICADAS, Seymour’s, Christian Fellowship, Blackall Newsagency, Blackall Rural Traders, Landmark, Police Station, Blackall-Tambo Regional Council, Arts West and the Barcoo Butchery.

and her councillors for recommending this great community project to us”, he said.

Funds for the project come from the $800 million Community Infrastructure Program, which the federal government claims is the single largest investment in local infrastructure in Australia’s history.

The wash down facility was also recommended for its ability to help in preventing the spread of weed seeds.

“The Rudd Government understands that the community of Blackall is feeling the effects of the global financial crisis,” said Mr Trevor.

“Investing in local projects that are ready to go is a great way to generate construction activity. It will also deliver much-needed infrastructure to improve the quality of life in local communities.”

Cr Ross said that she was delighted with the announcement.

“We will certainly move ahead with this”, she said.

“We are unsure of the site at this stage. There have been a couple of suggestions. It will be better if it is located fairly close to the sale yards where it will be most beneficial.”

Association incorporates many groups where new members are always welcome. The historical group are currently planning a photo scan and swap day, as well as sponsoring a Q150 document exhibition from the state archives in October.

The patchwork group meet at the arts centre every second and fourth Sunday of the month. The ladies in the group are industrious in producing quilts and are planning a sleepover in June.

The garden club has been invited to join the Tambo garden club at Marilyn Hobbs’ garden on March 6. The club is also looking forward to visiting Lizzie Hird’s garden on April 14.

The card workshop on March 28-29 at the centre is run by Mary Grinstead from Longreach. Mary is constantly coming up with new techniques and ideas.

Tuesday is bridge day at the

arts centre. There is a workshop on May 22-24 as part of the Heartland Festival.

The book club is at full capacity for this year, with the members enjoying reading and discussing selected books each month.

Several different workshops are planned for the Heartland Festival between May 22 and June 8.

The Blackall Cultural Association will be holding the Annual General Meeting at the arts centre, on the corner of Hawthorne and Rose Street, on Saturday, March 14. Lunch will be at 12 0’clock followed by the meeting at 1pm. Please bring a salad or quiche to share.

The invitation to attend the AGM is open to all new members of the Blackall community as well as current associates to keep culture a priority in Blackall.

For two days over the weekend, the showgrounds were host to a campdraft judges clinic. President Roger Ellison had put his hand up to hold the event as there was the need for a clinic in Central West Queensland.

The judging clinic, run by the Australian Campdraft Association, was facilitated by Alan Heading from Moorambah and Brian Southern from St George.

Fourteen people attended the clinic, including 6 from Blackall, one from Tambo and others from Muttaburra, Yaraka, Augathella, St George and

Mitchell.Following completion of the course, these men

are now eligible to be included on judging panels of campdraft events.

Helping out by providing some of the action to judge on the Saturday were Kellie Harlow, Ray Langdon, Kirsty Hayman, Helen Aspinall and Marion Langdon. Roger Ellison said the weekend “was good, very successful”.

The Blackall-Tambo Regional Council will not be changing its name for the time being.

Councillors at the February 11 meeting resolved to accept the current name and start the process of setting a logo.

Reasons given to support the decision were that there was no unique name for the area, that 12 months had passed with no forward progress, and that an unknown amount of time could still be ahead before any change might be allowed.

Council last year held a logo competition amongst residents to collect ideas for its corporate image but then shelved these when it decided to survey both communities for their views on a possible change of council name.

At that time, incoming CEO Ken Timms told councillors they had only one chance to make sure of the name they wished to take them into the future.

“Once you have a name and logo on everything, that’s it,” he said.

“Now is an opportunity to think about what that should be.”

The outcome of the September 2008 community survey was not strong either way, with 93 not in favour of a name change and 60 saying they were in favour.

Blackall-Tambo mayor Jan Ross said councillors were unwilling to prolong the process any longer.

“We have watched other councils go through the

hoops that the government has asked them to jump through, we’ve done lots of consultation, but still we are in the wilderness,” she said.

“Dalby and Roma both had very positive ‘yes’ votes from their constituents for name changes but they have gotten nowhere.

“I think that that is a clear indication of the government’s position.”

Cr Ross said that for the time being, council just had to get on with things.

“So much of what we do – signs, uniforms, paperwork – depends on our name, and it’s all been in limbo.”

“In view of what we’ve seen, we could remain there for two years, which is a long time.”

She said that most councillors agreed with this position. Cr Sally Cripps was not in attendance at the meeting.

“If there’s a change in government, we might get smiled upon, who knows,” Cr Ross added.

The name Blackall-Tambo was put up by the Local Transition Committee prior to amalgamation in March last year.

Cr Ross said the government had not given the committee enough time to properly consider the council’s name.

“They only had about three days to come up with something, and we’re stuck with it now.”

– Sally Cripps

Marion Langdon provided some of the action that prompted discussion about scoring

Blackall-Tambo name to remain

Working as a paramedic for Blackall is a rewarding experience for the dedicated team of three at the Ambulance Station.

Station Officer Frank Smith and Advanced Care Paramedics John Batts and Lionel Kennedy provide a 24-hour service to the residents located in the town and surrounding area.

Each day the team could be required to attend to incidents located as far as Barcaldine, Tambo, and within the smaller towns of Isisford, Jericho, Jundah and Windorah.

Frank Smith is the longest serving officer in Blackall, with more than 30 years of experience working for the Queensland Ambulance Service across various parts of South-East and rural Queensland.

“I love the rural lifestyle offered in Blackall and the close knit community that it accompanies. It is a great place to raise a family,” said Frank.

“However, like all regions it certainly has its challenges. One of the biggest is that you become to know many people on a personal nature and it can really hit home when you are called out to treat someone, whether it be a minor or severe incident.”

“We attend to a range of issues out here, most of which are related to farming incidents, motor vehicle crashes, the Royal Flying Doctor Service, and general medical issues.”

“The local retirement village also keeps us busy where we regularly assist with the transfer of both critical and non-life threatening issues relating to the self care residents and aged care facility.”

Lionel Kennedy boasts 10 years of experience with the Queensland Ambulance Service, holding a

Bachelor of Health Science.“This is my second stint working for the Blackall

Ambulance Service. I have been here for four months, moving from Redland Bay to again settle myself back into the country lifestyle,” said Lionel.

“I was offered an Officer in Charge position elsewhere, but turned it down to move back here as it allows me to spend more time with my family and my three children.”

Lionel will also be taking a proactive approach in educating the local community on life saving skills through managing regular first aid courses.

John Batts completes the team of three. Born and raised in Blackall, he has been working at the station for three years.

All musicians, artists, performers, story tellers, entertainers and bands from Blackall, Tambo and the surrounding districts are invited to audition to be a part of the Q150 Shed entertainment. The ‘Shed’ will be in Blackall in November and is part of Queensland’s celebration of 150 years of independence. Blackall is one of just six locations in Queensland chosen to host and participate in the event.

Local artists have the opportunity to be part the program in Blackall, performing alongside some of Queensland’s most exciting artists.

Representatives from Q150 will conduct the auditions on Monday, March 2 from 11.30 am to 1.30 pm at the Blackall Cultural Centre. The Q150 organisers of the auditions received a positive response from the Blackall region, but are hoping that more artists and performers will turn up on the day. They are particularly encouraging and welcoming those who did not nominate to attend the auditions.

Walk-ins welcome at Q150 Shed auditions

The 2009 Blackall Show is fast approaching so it is time to start work on those projects for the pavilions that are so looked forward to.

This year the craft section in the pavilion has been revamped by adding more sections and removing some that were no longer popular. There are now separate sections for scrapbooking, beading, cardmaking and woodwork. Also new this year is the poster competition, colouring competition and scarecrow competition.

To add some variety, the home brew section has been revived this year. The People’s Choice award will be set up in the art section for the public to vote on their favourite entry. The rodeo is planned for Sunday night, along with the ever-popular fireworks. Windy Wizard is also returning to keep everybody entertained.

The triathlon challenge will be held at the Blackall Aquatic Centre on Saturday, May 2, so now is the time to get into training. All age groups are catered for, ranging from under 8s to Open. Teams are also welcome.

The tug-of-war event will cater separate events for children and adults. Anyone interested in having a site, contact Lorelei for application forms.

New life for Blackall Show

The 82nd annual World Day of Prayer is being held in Blackall in the Anglican Church on Friday, March 6 at 7.30 pm. The theme this year is “In Christ we are many Members, yet One Body”.

Each year a different country prepares the service. This year, the women of Papua New Guinea, through prayers and powerpoint slides, will offer an insight into their religious and cultural celebrations and social issues. It is through the lens of these women that people are able to have a better understanding of “One Body in Christ”.

All the Christian churches throughout the world unite in prayer and fellowship on this day, the first Friday in March.

All (men, women and children) are most welcome to share in this service and a cuppa afterwards.

G’day and welcome. It was wonderful to see the people of Blackall showing their support on Sunday for the victims of the horrific fires in Victoria. When something as awful and devastating as this happens, it makes you wonder what you would do in the same situation. If you are like me and not very clued up on my fire

***Students sign up for school-based traineeships

Blackall State School students Sara Aspinall and Robyn Leek signed on for a school-based traineeship on February 18. They join Tobin Aspinall, Justin Johnstone and Hamish Heard who are all doing mechanical school-based apprenticeships.

These students combine their regular school work in their senior phase of learning, with one day a week in the workplace, training from the Registered Training Organisation associated with their work area. While gaining skills and experience in the workplace, they are also earning points towards their Queensland Certificate of Education.

The business community of Blackall is to be congratulated on their support towards these programs over the years. State School Principal Jason Smith says that the percentage of students at the school provided with this type of employment opportunity would at least match and probably out-do most schools in Queensland.

Current employers are Guy’s Outback Workshop, Ian Kinsey Chemist, Blackall Memorial and Sports Club, Auto Pro Workshop and the Blackall Tambo Regional Council.

St Joseph’sWorkers of the week: the Principal’s award this

week went to Georgia Hayman for picking up the most rubbish at the swimming carnival and for helping others who are in her classroom. P/1 Billy Banks is always listening and trying to make the right choices in the classroom. He is a fantastic member of the class. 2/3/4 Jacob Dehennin for working hard and trying his best in all areas. 5/6/7 Tom Fletcher for showing what a fantastic sportsperson he is by supporting all students at the swimming carnival last week.

The annual St Joseph’s Swimming Carnival was held last week. Both teams, gold and red, competed in butterfly, backstroke, breaststroke, freestyle and the individual medley. The red house took home the trophy while the gold house won the war cries with their army of not-so-many-gold gladiators.

Three records were broken on the night. The sportsmanship award was given to Tom Fletcher and the encouragement award went to Joshua Fisher.

The age champions were Wade Kangan and Ella Pearson for 9-years, Sam Fletcher, Pagan Arnold and Lauren Meehan-Johnson for 10-years, AJ Hauff and Tessa Doonar for 11-years and Tom Fletcher and Jamee Johnson for 12-years.

The year 6/7 class will be travelling to Camp Fairbairn in Emerald for their leadership camp from March 8 to 11. There they will be doing abseiling, rock climbing and watching a movie called ‘Hotel for Dogs’. School captains will also be decided at the camp.

The challenge cup is a netball and rugby league competition for Catholic Schools in the Rockhampton diocese. It will be held in Yeppoon at St Brendan’s College. Most of the year 6/7 class will be going and are really looking forward to playing at the competition. The team is called the ‘Western Wave’.

Computers have now been included in Friday whole school rotations. This term the year 6/7 class have been learning about the Kahootz 3 software, creating animated fantasy worlds with people and animals. Last Friday, St Joseph’s had a free dress day in aide of the Victorian bushfire appeal. Each of the students made a gold coin donation.

On Monday, February 23, Bluelight took a delivery of 4 new Swagman canoes, complete with oars and a large number of life jackets, ranging in size from small child to adult.

The group is excited about these new items that will add to the ever-growing collection of outdoor equipment for the youth of Blackall to enjoy. Camping gear including 4 Oztrail tourer tents, 12 kingsize swags, a deluxe gazebo and other camping essentials are also expected to arrive.

“We are looking forward to an exciting year this year, getting to use all these fabulous new items”, President Brent Gerber said.

The Blackall Bluelight AGM and first general meeting for 2009 will be held on March 9 at 5.30 pm at Banks Park. Anyone is invited to attend, and all new faces and volunteers are welcome particularly with a plan for camping and canoeing expeditions.

A significant event this year is the Sportsmans Dinner, which is being held on Saturday, March 28 at the Cultural Centre. Jeff Thompson, also known as “Thommo”, one of Australia’s cricketing greats will be attending the dinner as the guest speaker.

There will be an auction house with items available to bid on and a lucky ticket prize and in all a great evening out is planned.

All of the money raised on the night will go directly back into helping the youth of Blackall.

“One of our main benefits from this fundraiser is to fund a qualified instructor to come and train people in the safe use of the climbing wall at the show grounds”, Kylie Banks said.

In conjunction with other interested parties, Bluelight will then offer climbing as a winter activity to all in Blackall and provide the opportunity for youth to participate in another activity.

“We would also like to purchase more sporting equipment so we don’t have to beg and borrow balls and bats when we have our family fun days in the park”, said Secretary Melissa McKay.
