EXECUTIVE SUMMARYThe Terminal Renewal and Improvement Program (TRIP) is a seven-year, $2.3 billion project that will enhance Terminals A, B, C and E at Dallas/Fort Worth International Airport (DFW). To complete the project, DFW has partnered with two joint ventures to manage construction of the four legacy terminals. The Balfour/Azteca/Russell/Carcon Joint Venture (BARC JV) has been charged with construction of both Terminals A and C.
Additionally, DFW has set an overall 35 percent participation goal for Disadvantaged-, Minority- and Women-Owned Business Enterprises (D/M/WBEs) for the project. The BARC JV is committed to meeting the participation goal by creating contract opportunities and implementing a D/M/WBE Program for Terminals A and C. The goals of the BARC JV D/M/WBE Program are to increase participation, build relationships within the D/M/WBE community and help build the capacity of local D/M/WBE firms.
The BARC JV is currently implementing the following in order to reach the goals of the D/M/WBE Program:
• Coordinating pre-bid conferences for all bid packages related to Terminals A and C• Assisting primes and subcontractors with identifying D/M/WBE contractors to partner with on the TRIP• Ensuring communication of bid opportunities and project updates through mass communication and marketing• Partnering with minority chambers of commerce, contractors associations and advocacy organizations• Conducting one-on-one meetings with D/M/WBE firms interested in the project• Working with DFW to create capacity building opportunities for D/M/WBE firms on the TRIP
This quarterly report outlines these efforts, which are being led by the D/M/WBE Program Team, and demonstrates the BARC JV’s commitment to D/M/WBE participation on the TRIP.

D/M/WBE PARTICIPATIONIn order to ensure maximum D/M/WBE participation for the TRIP, DFW has set an overall 35 percent D/M/WBE participation goal. The BARC JV is committed to meeting this goal and to date, has issued a total of 589 contracts worth over $199 million to D/M/WBE firms. This accounts for a current D/M/WBE value of 41.97 percent in payments made.

COMMUNICATIONS & MARKETINGTo communicate contract opportunities and project information to the public, the D/M/WBE Program Team has developed communications and marketing strategies to further the outreach efforts being made by the BARC JV. These strategies include distributing project information and updates as well as a biannual newsletter. To ensure information is communicated to the community, the D/M/WBE Program Team has developed a master distribution list, which includes thousands of certified D/M/WBE firms from several databases.
Most recently, the D/M/WBE Program Team has made a concentrated effort to educate D/M/WBE firms about the easy steps involved in submitting a bid on the TRIP via the How to Bid on the TRIP workshop. The invitation flier below was distributed for the workshop.

BARC JV NEWSLETTER
The D/M/WBE Program Team developed the BARC JV newsletter to help ensure that opportunities and updates from the BARC JV are communicated to the D/M/WBE community in a timely and effective manner. The BARC JV biannual newsletter features project updates and photos, stories on the D/M/WBE Program, TRIP highlights and information about upcoming bid packages and events. As with other communications and marketing collateral, the newsletter is distributed electronically to the D/M/WBE community.

BARC completed the first DART station at DFW Airport located at Terminal A. The station opened on Monday, August 18, 2014.
The DFW station is being serviced through DART Rail Orange Line and is approximately 300 steps from the front doors of Terminal A. Passengers traveling out of DFW International Airport can use the DART to access any terminal by taking the Skylink from Terminal A.
American Airlines passengers riding the DART have the option of utilizing Terminal A check-in services and security checkpoints or heading directly to the designated terminal using the Skylink to check in bags and go through security.

The construction of the enhanced parking structure in Terminal A has been divided into three phases. Phase 1 is complete and Phase 2 of the parking structure is also complete and opened to the public on May 17, 2014. Once all three phases are complete, the parking garage will offer 7,800 spaces to Terminal A travelers.
“Demolition on Phase 3 of the existing garage is approximately 95 percent complete,” explains Matt Heidrick, Project Manager for BARC. Rubble and pier spoils continue to be removed from the site as existing pier caps are demolished and new piers are drilled. Elevator pit walls are currently being formed.

COMMUNITY OUTREACHIn order to further engage the D/M/WBE community, the D/M/WBE Program Team both participates in and hosts a number of outreach events. These events include networkers, luncheons, informational meetings and pre-bid conferences. By building relationships with the D/M/WBE community, the BARC JV aims to encourage contractors to become involved with the TRIP and to increase overall D/M/WBE participation.
The BARC JV has partnered with a number of local minority chambers, contractors associations and organizations to increase the success of the community outreach program. These organizations host outreach events, which give the BARC JV an opportunity to network with D/M/WBE firms and provide them with more information about the TRIP.

D/M/WBE OUTREACH MEETINGSThe D/M/WBE Program Team conducts monthly one-on-one meetings with D/M/WBE firms to assist in finding qualified subcontractors to utilize on the Terminal Renewal and Improvement Program (TRIP). The TRIP Meet & Greet Program is designed for D/M/WBE contractors to schedule a one-on-one meeting with members of the BARC JV. These meetings are offered monthly and allow individuals to learn more about the TRIP and upcoming contract opportunities with the project. To date, the BARC JV has met with more than 300 firms through the TRIP Meet & Greet Program.
In the first quarter of 2014, three (3) firms participated in one-on-one meetings. Below is a list of companies that the BARC JV has met with during the past quarter :

CAPACITY BUILDINGIn addition to maximizing participation on the Terminal Renewal and Improvement Program (TRIP), the BARC JV also strives to help build the capacity of D/M/WBE firms. By giving contractors the opportunity and tools needed to grow their businesses, the BARC JV can help D/M/WBE companies provide quality services needed for the project and beyond. The BARC JV also hopes to position contractors for pursuit of future major projects in the Dallas/Fort Worth area.
Throughout the life of the TRIP, the D/M/WBE Program Team will implement a Mentor-Protégé Program to provide select contractors with one-on-one technical training and resources. The Mentor-Protégé Program will cover the following topics to help D/M/WBE firms succeed both on and off the project:
• Bidding and Estimating
• Effective Project Management
• Leadership Skills
• Peer Partnerships
• Safety and Security
• Submitting Invoices to D/FW Airport
• Surety Support

REPORT SUMMARYThrough the implementation of the D/M/WBE Program for Terminals A and C, the BARC JV is actively working toward meeting the overall 35 percent D/M/WBE participation goal set by DFW International Airport. Thus far, the BARC JV has issued over 589 contracts to D/M/WBE firms, worth over $199 million at a current value of 41.97 percent.
The BARC JV is also committed to building relationships with the D/M/WBE community and helping build the capacity of local D/M/WBE firms. As seen in this report, the D/M/WBE Program Team is utilizing specific and strategic efforts geared toward increasing project participation and keeping D/M/WBE firms aware of information regarding the TRIP. By conducting one-on-one meetings, partnering with minority organizations, communicating with the D/M/WBE community and helping build capacity of contractors, the BARC JV is well on its way to ensuring the success of the TRIP and the D/M/WBE Program.
