Historical Background

During the Second World War VICENTE DANAO was the Teniente del Barrio. After the liberation CICERON ESPINOSA became the teniente del Barrio. He has been credited with various infrastructure improvements including the establishment of the school site and opening of the Batuhan East Elementary School in year 1962.

Barangay Batuhan is bounded by Barangay Cawayan Interior in the North, Barangay Pawa in the south, Barangay Bantigue in the east and Barangay Mapiña in the west.

Batuhan is a coastal barangay composed of 7 puroks. Almost all of the land area is used solely for agricultural purposes. Most of the barangay residents are tenants and they are engaged in farming and fishing livelihood. The major crops produced are corn, coconut, root crops, fruit trees and vegetables. Young coconut is their main product being sold daily in the city poblacion.

In fishing, major catches are tuna, “sibobog”, “burao” and lao-lao.

Geographic Location

Barangay Batuhan is a coastal barangay which is bounded by Barangay Cawayan Interior in the North, Barangay Pawa in the south, Barangay Bantigue in the east and Barangay Mapiña in the west.

Land Area Barangay Batuhan has a total land area

of 808.5421 hectares which represents 4.30% of the total land area of the City of 18,789.23 hectares.

Land Use

Barangay Batuhan is basically an agricultural community devoting 99.52% of its land use to agriculture as shown in Table 1. Other uses include Government (0.13) and Residential (0.84). Today with the roads

constructed connecting Batuhan to its neighboring barangays, portions of agricultural land will surely be switched to commercial and residential purposes. This will be true in areas traversed by the road.

Land Use Potentials A large portion of land is suitable for agricultural purposes/ activities. It is being utilized for planting vegetable crops like cassava, eggplant, beans, okra, squash, camote tops, other root crops and legumes, which provides daily sustenance for families and additional livelihood. There are portions potential for forestry and fruit-bearing trees plantation. The opening of coastal road is the cutting edge of progress in the barangay. It significantly leads to more land use potentials. One, it allows efficient delivery of goods to other barangays through its farm-to-market road. Second, is the influx of commercial establishments due to accessibility to nearby barangays.

Further, it is utilized to facilitate easy transport of materials needed by the barangay for the implementation of significant infrastructure projects that lead to its socio-economic advancement. Political Subdivision Barangay Batuhan is a coastal barangay. It is divided into seven (7) puroks supervised by councilors per purok with purok/ leader/ presidents. The number and name of each purok are as follows: Purok No. 1-Jade, Purok No. 2- Brilliante, Purok No. 3- Diamond, Purok No. 4 –Sapphire, Purok No. 5 – Emerald, Purok No. 6- Gold and Purok No. 7- Ruby. Natural Characteristics: (Physiographic and Slope) Barangay Batuhan shared the city’s general terrain of a surface configuration ranging from slightly undulating to rolling and from hilly to mountainous. It has a strongly sloping to rolling and hilly topography with good surface drainage and fair internal drainage. The natural cover is mostly cogon with few trees and secondary growth forest.

Soil The coastal rolling and mountainous area soil that embraces Barangay Batuhan is mostly Bolinao Clay Loam of about 400.63 hectares, Himayangan Sandy Clay Loam of about 200.3 hectares and Hydrosol of about 200.33

hectares respectively. The solum of Bolinao Clay provides a good foothold for crops. The surface soil, being friable and fine granular clay loam, contains a fair amount of organic matter. It is easily prepared to good tilt under optimum moisture condition. The soil is sufficiently deep for planting any crop.

The subsoil possesses a high water holding capacity because of its heavy texture, good granulation, and slight

compactness. The internal drainage is fair due to its good structure. Hydrosols type of soil are also found in this coastal barangay which is generally characterized by a brackish aqueous horizon of surface water ranging in depth 5 to 100 centimeters or more depending upon the rise and fall of the tide. Underneath this aqueous layer is the sub-aqueous horizon equivalent to horizon “A” in the normal profile. It is slimy, yellowish brown, grayish brown to gray, fine sandy clay, silty clay to clay with plenty of under composed organic matter. The depth ranges from 20 to 70 centimeters. The sub-aqueous layer is underlain by the basal or “B” horizon of ashy gray, slimy, coarse candy clay from 20 to 60 to

more than 160 centimeters depth. The mangrove, nipa swamps and swamp areas of Barangay Batuhan fall under this type of soil. Hydrogeology Generally, water supply of Barangay Batuhan is very hard. Since this is a coastal barangay, the water is geographically limestone in origin, it is found to be rich in lime. Construction of wells with depths greater than 20 meters in general is being dug in order for the constituents to have a good quality of water. However, proper care must be exercised hence these wells are susceptible to pollution caused by the activities of man, animals, birds and other creatures.

Natural Resources (Coastal/Marine and Forest) Barangay Batuhan is blessed with natural resources. They have forest and coastal/marine resources. The forest resources are found mainly on the rugged slopes of the barangay. Some important commercial forest trees in the area are narra, acacia, gemilina, ipil-ipil, etc. Unfortunately, some areas were denuded for barangay road widening, opening of road and occupation of houses. There are areas being reforested and protected. In fact, a watershed will be established to secure the barangay with an ample supply of water. The trees plantation is niche for some fauna like snakes and birds and flora like wild orchids. The coastal/ marine area of Barangay Batuhan has large areas of mangroves especially in the mouth of Batuhan River. Before, most of its mangrove areas have been developed into fishponds, but some of these fishponds have been abandoned. There are few mangrove trees left outside fishpond areas, and fewer still in fishponds. The dominant species of mangrove trees still growing is miapi. A few bungalon and bakuan trees can be seen along riverine areas, but these are also under treat from over harvesting of branches for firewood. Because of the depletion of the mangrove forest, the present administration has established a mangrove area in the mouth of Batuhan River and is being protective under its local laws and ordinances.

Population Size, Number of Households, Population Growth As of 2005, the total population of Barangay Batuhan stands at 1,825 with 351 total number of households. The number of households per purok are enumerated as follows: Purok 1(Jade) -58, Purok 2 (Brilliante) -63, Purok 3 (Diamond) – 96, Purok 4 (Sapphire) - 37, Purok 5 (Emerald) -45, Purok 6 (Gold) – 25, Purok 7 (Ruby) - 27.

Average annual population growth

rate is 2. 215% in 1995-2000 and projected to decrease at 1464% in 2000-2005 to 1.350% in 2005-2010 (CDS, 2002). Annual growth rate mirrors a decreasing trend due to a lot of populace in the barangay are shifting to urban areas for better economic or livelihood opportunities.

The table above showed that Purok 3 has the highest household population with 493 members. On the other hand, Purok 6 has the lowest with 133 household members.

Based on the table above, age profile of the barangay shows that it has a very young population with only 540 members of the total households who are active in the labor force. Population Density Actual population density of Barangay Batuhan is 225.86 persons per square kilometer in 2005. It is projected to continually increase from the present year to the year 2010 at 269.79 persons per square kilometer in 2010 (CDS, 2002). Contributory factors on its increase are the urban populace shifting to rural areas like barangay Batuhan, due to land constraints and high land prices. Barangay Batuhan is one of the rural barangays that is in close proximity to poblacion. Fertility: Child-Woman Ratio

Fertility rate refers to the number of children that the average woman will have in her lifetime. A total fertility rate of 0.98 or 98 children aged 0-4 0 to women of reproductive age (15-49 years old) child to woman ratio. This datum indicates that it has a relatively higher fertility rate as compared to urban barangays and some rural barangays.

Roads

Road is critical to development since it facilitates the mobility of products and people in the area and promotes economic activity.

In Barangay Batuhan, roads are rough

and graveled. Some are unpaved and narrow. Concrete and elevated pathways interconnect different puroks. Footbridge There are two concrete footbridge found in the barangay located at Purok Brilliante and Purok Diamond. The one found in Brilliante has an area of 1.70mX29.70m=50.49sq.m while in Diamond it has an area of 1.10mX23.80m =26.18sq.m.

Port

As a costal barangay, Barangay

Batuhan has a port located in Purok Diamond. The port can accommodate small motorboats coming from the different coastal barangays of the city and the neighboring municipalities in the province.

Drainage and Sewerage Drainage and sewerage are practically non-existent. All natural drains go directly to the sea.

Water

Water supply within the barangay may be rated as poor to fair with the population largely dependent on shallow well, deep well and even springs and creeks. The waters from deep well areas are, in general, of good quality. Care must be exercised, however, in limestone formations where calcium carbonates are the major content. The aquifers are

generally susceptible to pollution caused by the activities of man and animals. As reflected on the table 3, 42.50%% or 149 households don’t have access to safe water facility vis-à-vis drinking water.

In order to promote the general well-being of the people, Level II or the

community water system-shared was developed with spring (bukal) as its main source. This will ensure that the populace will have a source of drinking water

that is accessible and potable. With this, the occurrence of water borne-diseases is expected to decrease particularly among children who are vulnerable to these kinds of diseases.

The water system installed has one concrete intake tank with 1.50mX1.50mX1.50m= 3m3 capacity. It has a pipeline of 1.138 linear meters. Two units of public faucet were made from the said water system.

Electricity

The barangay has no MASELCO connection. The generator is the source of power supply which operates from 6:00 PM to 10:00 PM. The barangay has a total of 5 generator sets owned by private individuals as well as the barangay council that operates/serves only 3 puroks.

Transportation

Motor boat is the main mode of

transportation between barangay Batuhan and poblacion. There are approximately 43 banca/boat and 17 motorboats operates daily. The barangay can now be accessed by private land vehicles because of the opening of coastal road.

Communication Barangay Batuhan’s telecommunication is served by Globe and Smart.

The barangay also makes use of the VHF hand-held radio. A satellite phone was provided by the city for barangay captain powered by Smartlink.

Cemetery/Burial Grounds Barangay Batuhan has no burial grounds. Some residents prefer to bury their dead on their vacant lot while others carry their dead in the old or new cemetery of Masbate City.

Solid Waste Management The majority of solid wastes within the barangay are composed of household wastes, agricultural wastes like leaf litters and coconut husks and other biodegradable materials can also be found.

The wastes are often dumped or burned by residents in backyard pits. Those residing near the sea or along the coastline just dumped their garbage at the sea. Some dispose wastes literally anywhere. There are some households that practice recycling and composting. Compost wastes are used as fertilizers.

The result of CBMS showed the top five (5) Minimum Basic Needs of Barangay Bolo comprising of: 1) Proportion of households with income less than the poverty threshold; 2) Proportion of households with no access to sanitary toilet facilities; 3) Proportion of households with income less than the food threshold; 4) Proportion of children 13-16 years old not in high school; 5) Proportion of households without access to safe water. Summary of Issues/Concerns and Challenges

1. Proportion of household with income less than the poverty threshold/ household with income less than the food threshold.

Encourage investors in the barangay to open new livelihood opportunities that will provide the residents job that will give them a permanent monthly income.

Provide capital for food processing projects and other small scale business.

Skills enhancement training for residents in preparation for job opportunities such as welders, mechanics, and other related works.

Intensification of seeds and animal dispersal with fertilizer and agricultural equipment.

2. On proportion of households with no access to sanitary toilet

facilities.

Almost 73% or 180 households do not have sanitary toilet. This means that there is an indiscriminate dumping of human waste anywhere which may pose hazard to the health condition of the populace. In view of this, the barangay may allocate funds for this problem so that public or a private toilet should be constructed with common septic tank

5. Other social concern that should be given priority:

Health- upgrade health facilities and provide additional health equipment to provide better health care services to those in need. Also increase in the allotment for medicines should be included in the budget of the barangay.

Social Welfare- there is a need to construct an additional day care center to cater children 3-6 years old. Moreover, day care centers should be given budget for the provision of educational materials to children as well as the classroom for better comprehension and familiarization of the pre-school children. For the vulnerable groups, mutual aid system should be given.

The programs of the city government are geared towards poverty reduction. Developmental social programs and projects are being conceive to provide quality education, better health care, security, and empowering all sectors of the society.

Education

The greatest challenge of the Department of Education with the LGU is to provide quality education among children in elementary and secondary level. It may seem elusive but it can be achieved through provision of programs and projects anchored on academic excellence and education for all.

There are two elementary schools present in the barangay, Batuhan East Elementary School and Nicolas Danao Elementary School. It caters to children 6-12 years old. However, there are children above 12 years old who still avail elementary education.

The Batuhan East Elementary School on one hand, is a complete

elementary school complemented with almost 1:1 teacher-classroom ratio and approximately 1:33 teacher-pupil ratio. Performance indicators of the elementary school also reflect that it has a graduation rate of 100% with almost 0% drop-out rate. Other indicators are found on table 13.

The facilities of Batuhan East Elementary School in terms of its

classrooms are basically good with three classrooms that need repair. However, school facilities deemed necessary for the total development are lacking. Absence of laboratory facilities and industrial arts, agriculture and H.E. rooms and insufficiency of toilets are setbacks in the educational system of the school. Thus, there is a need to install/construct such facilities in order to provide better learning and hands-on experience of the lessons being taught to the school children.

Nicolas Danao Elementary School on the other hand is accessed by elementary children at the west part of the barangay. This is also a complete elementary school with 1:1 teacher-classroom ratio and approximately 1:30 teacher-student ratio. Being a small school with only 6 classrooms, it lacks many school facilities essential for the complete development of elementary children

particularly hands-on learning. It is only equipped with playground and comfort rooms. This situation doesn’t affect the performance of the school as reflected by its 100% graduation rate and 0% drop-out rate. Other indicators are found on table 17.

Although there are two elementary schools in the barangay, the number of children not attending elementary school is relatively high. This is reflected on

24.10% of children 6-12 years old not in elementary. The accessibility of secondary education poses another problem of the barangay. Barangay Batuhan has a total of 131 children ages 13-16 years old or a proportion 68.90% who are not attending secondary education.

Literacy

The barangay is considered to have a “high level of education” with a literacy rate of 92.10%. This implies that most constituents have the ability to read and write. Of the 1275 total population of 10 years old and above, 7.90% are not illiterate or 101 individuals are not able do simple reading and writing. Basic literacy course under the Alternative Learning System (ALS) is the DepEd program in cooperation with the city government to address illiteracy in the barangay.

Health Barangay Batuhan has one (1) Barangay Health Station (BHS) with one (1) midwife and seven (7) barangay health workers assigned to monitor and conduct health services. There are also two trained hilots who help in maternal deliveries in the Barangay. These barangay health personnel are assisted by doctors, nurses and dentist from the city once a month to carry-out medical services and implement health programs and projects. The health

station/center is equipped with weighing scale BP apparatus, table and chair.

With the existing facilities, some patients of the barangay with minor medical and dental needs sought care at BHS while major cases are being

brought to any government or private hospitals at Masbate poblacion where there is adequate facilities and equipment. One of the problems encountered by the barangay is the lack of medicine supplies and other basic health equipment and facilities. Mortality rate of Barangay Batuhan is 4.6/1000 population and morbidity rate is 150.7/1000 population. The leading causes of morbidity:

1. Acute Respiratory Infection (ARI) 2. Mynlgria 3. Asthma 4. Arthritis 5. Gastritis

Malnourished children are very minimal in the barangay as reflected on the CBMS. It has a malnutrition rate of 24.50%. Adequate food and proper nutrition for the children is very important so that they would grow healthy and develop fully particularly the mental and physical aspects.

Health is likewise concern with the use of

contraceptive among couples in Barangay Batuhan. The barangay has 351 couples. Of the said number, only 87 couples are practicing family planning methods. Among the enumerated methods below, the majority use the injectibles. The injectible is only used

by female partner. With small number of couples engaged in family planning method, there is a big possibility that the population will continuously increase. Thus, advocacy on responsible parenthood, proper care for children, etc. is needed. This is necessary to help parents realize their important roles to their families.

Sanitary Toilet

Based on Community Based Monitoring System of 2006, 72.09% or 253 of the 351 total number of households don’t have sanitary toilet facility with Purok 1 and 2 having the highest with 49 households. Among the puroks, Purok 3 has the highest access to toilet facilities with 65 households of the 101 total households with toilet facilities.

Social Welfare

Improved quality of social services is one of the major concerns of the city. It aims to provide all the essential needs of the people particularly to those who are underprivileged. Social services are geared to reach even the remotest barangay of the city. Services such as family counseling, gender and development, pre marriage counseling, day care services, senior citizens, and self employment assistance and emergency assistance are provided. On one hand, for the children’s welfare, two day care centers are presently existent in th e barangay with two day care workers. Each center has 59 enrollees. There are three community organizations present in the barangay. These are Women’s Organization, Senior Citizen and Youth Organization (MCYC). These organizations remained strong and continue to help in empowering women and youth alike and support to elders.

Persons with disabilities are also a main concern of the social welfare. The barangay has a total of 34 physically challenged individuals.

Housing

Housing or shelter is not much a concern of the barangay. Based on Community Based Monitoring System conducted by the LGU, of 351 total number of households only 5 households have shelter made of makeshift materials (barong-barong). This signifies that their shelter is not durable in the next five years on any natural calamities and other related

causes. Also, there are only 3 households or 0.60% are squatters in the barangay. Most families are tenants or have permission to construct their houses on a particular land/lot from the landowner.

Protective Services

A total of 19 barangay police

personnel (tanods) assigned to maintain peace and order. Five (5) Barangay Unified Force (BUF) are also deployed for additional security against petty crimes especially at night. These police personnel are equipped with paraphernalia like arnis and flashlights to effectively implement the peace and order within the barangay.

Barangay Batuhan has an organized barangay justice system represented by their corresponding Lupon. The presence of barangay justice system shows that crimes committed by individuals can be easily settled at the barangay level. This is mirrored by the very low crime rate of 0.30%.

Sports and Recreation

One of the programs of the city government is to provide recreational facilities in every barangay for the development of the youth. It is also a mechanism that will veer them away from vices.

The most common form of sports and

recreation is basketball. Thus, there are four basketball courts distributed in four puroks of

the barangay. It is used by everybody who is inclined to this sports. Barangay Plaza is also being used for significant events of the barangay like fiesta activities and sportsfest. For local populace as well as tourists who want some relaxation, there are Videoke houses and billiard hall present to cater them.

Religion and Culture

The people of barangay Batuhan is predominantly catholic. Patronal fiesta is observed every June 5-6 in honor of Sacred Heart of Jesus. It is celebrated with a festivity that includes parade, field demonstration and program entrance of baby and lady beauties. Agriculture

Barangay Batuhan utilizes 804.71 hectares for agricultural purposes comprising 99.53% of its total land area. The major livelihood of the people is fishing and farming. The major crops produced are corn, coconut-copra, root crops, fruit trees and vegetables.

Despite the efforts of all farmers to improve farm management and production, many problems are encountered which affects the sustainability and productivity of their farm harvests. The problems that emerged are 1) irrigation; 2) insufficiency of machineries or farm facilities to have a better harvest; 3) far distance of the place where they trade their products and related concerns and 4) insufficient seedlings and fertilizers.

Fishery

Another major livelihood of the residents is fishing. Almost all kinds of fishes found in Masbate seawaters can also be found in Barangay Batuhan seas.

The main problem of some fishermen is insufficient materials and equipment such as fishing net, banca or motorboat for fishing as well as capital.

Trade and Commerce

Being a coastal barangay, fish trading is

the dominant economic activity. Fish are traded to the different parts of the province and can reach as far as Bicol Mainland and Manila. For the farmers, copra is also a main product traded or sold in the buying stations located in Kinamaligan, Bapor, Tugbo and F. Magallanes. Likewise, agricultural farm produced are being traded to flea market in Masbate City every Friday-Sunday. There are no other major

business establishments within the barangay. Small-scale businesses such as sari-sari store abound within the barangay.

Tourism

Development of mangrove plantation is one of tourism potentials for local tourists. Microfinance To improve the lives of the residents and to augment the income of the family, two microfinance institutions were helping. These are Community for Agricultural and Rural Development (CARD) and Tulay sa Kabuhayan Incorporated (TSKI), financial entities that provide capital for livelihood opportunities particularly on women. salesladies, construction workers, laborers, household helpers, traders etc. Professionals constitute a very low percentage of the population.

The table below shows the

unemployment statistics of the barangay which constitutes for the 15 years old and above populace. The unemployment rate of the barangay is 8.30% or 45 household members are currently unemployed out of 396 total labor force. Purok 2 has the

highest number of unemployed with 5 household members while Purok 4 and 6 have the lowest with 2 members.

The total revenue of Barangay Batuhan posted an increase in 2006 as compared to the previous year. It can be attributed to the increase of their Internal Revenue Allocation (IRA). Nevertheless in the last three years, there is an increase of the said IRA of the barangay. For expenditure, maintenance and other operational expenses covered for 2005 and 2006.
