A strategy to facilitate civil registration at the community level where the Barangay Officials assist the City/Municipal Civil Registrars (C/MCRs) in civil registration work
It has an Information System that establishes a basic community-based information archives that provide regular update on the occurrences of vital events as well as indicators of population and growth changes.

Envisioned to promote an effective and efficient coordination mechanism in civil registration particularly in the barangays with the end view of realizing the fundamental right to a name and nationality and all the rights inherent to every citizen.

To provide updated information on the birth registration status in selected barangays of Leyte based from the
results of the BCRS Household Survey for use by planners and policy makers in evaluating and designing programs
and strategies to improve birth registration.

1. To determine the profile of the residents based on the selected demographic variables such as sex, age group, civil status, highest grade completed and birth registration status;
2. To identify the most cited reasons for non-registration of births;
3. To determine if there are significant differences across sample barangays in terms of the following:
a) Birth registration status;b) Non-registration of birth and sex;c) Non-registration of birth and civil status; andd) Reasons for non-registration.

BIVARIATE analysis was used to test the following research hypotheses:
1. Registration status of births does not differ significantly across the 12 barangays
2. There are no significant differences across the 12 barangays on the non-registration of births vis-a-vis sex, civil status and reasons for non-registration

CONCLUSION
1. More than three-fourths of residents are registered in births.
2. Negligence of parents and lack of awareness are the major reasons for non-registration of births.
3. Registration status and reasons for non-registration of births vary significantly by barangay.

RECOMMENDATIONS
1. Follow the guidelines set forth in the BCRS operational guidebook for the smooth implementation of the program;
2. Close monitoring and evaluation to ensure maintenance and sustainability of the BCRS;

3. Include BCRS in their budget planning and preparation to ensure that funds are available for the said purpose;
4. Periodic training to Barangay Officials and BCRAs who still have inadequate knowledge and skills in the BCRS implementation;
5. In-depth statistical analysis like multiple regression.
