INTRODUCTION

For Barangay Banago, we are committed to push further to improve the life of the people

by providing them the environment that is peaceful, a leadership that could make them

proud of, and public service that is transparent and maximizes our resources for the

people to enjoy.

HISTORICAL BACKGROUND

It is said by the elders that a long time ago there were trees that thrived in the area. It

has a heart-shaped leaves about a man’s palm size and bear a light yellow and pink

flower called Banago Tree. Because it is abundant in the area, you can immediately see

them whenever you are in the place. People living in the neighboring areas usually

mentioned the name “Banago” whenever they will visit the place which is the name of

the tree abundantly thriving in this locality, thus Barrio Banago got its name. It was

extinct for some time that people especially the younger once did not see any more this

plant species until the Leadership of Punong Barangay Arnel E. Benjamin bring back this

tree planted in some of the strategic areas including in the Banago Elementary School 1

for the young people to see and educate themselves about one of the symbol of the

Barangay.

In 1850, Barangay Banago was officially named Barrio Banago by the Gobernadorcillo.

Spanish influence was dominant in this place. For generations the head of the Barangay is

called “Deligado” who is appointed by the Mayor of the City of Bacolod, which lasted

until the Commonwealth Era. During the liberation, the head of the Barangay is called

Barrio Lieutenant and was revised as Barrio Captain by RA # 3590 in 1963. During the

Marcos Regime, it was again changed to Barangay Captain and finally in 1991, it was

changed to Punong Barangay and is still being adopted today.

During the Spanish time, education was done at home in the form of tutorship and later

primary school was established in the Barangay.

Means of transportation was done by wooden boat for farther destination, but most of

the inhabitants use to walk along the shoreline in going to nearby communities to do

their trade and commerce.

Most of the inhabitants were fishermen and fishing is still the dominant source of living

of the majority today.

I. DEMOGRAPHIC CHARACTERISTICS

Location

Barangay Banago is situated in the Northwest portion of Bacolod City. Bounded by the

City of Talisay in the North, by Barangay Bata and Mandalagan in the East, Guimaras

Strait in the West and by Barangay 1 in the South.

Land Area

Barangay Banago has a total land area in its jurisdiction of 321.1572 hectares.

which is divided into twenty two (22) Puroks, three (3) Subdivisions and two (2) Villages.

Puroks: Paraiso, Rosas Pandan, Kalingawan, Bayanihan, Halandumon, Lawayan,

Kasagingan, Kitahanon, Mahimulaton, Tinagong Paraiso, Nami-nami, Maabi abihon,

Camansi, Riverside, Katilingban, Kawayan, Sto. Domingo, Lilang, Baybayon, Alalahoy,

Langis and Makawiwili.

Roman Catholic is pre-dominant in this Barangay with a total of 27,472 followers or 89%,

followed by Iglesia ni Kristo with a total of 1,221 or 4% and other sects (7th Day

Adventist, Pentecostal, Evangelical etc compose of 7%.

There are also private Elementary Schools in the Barangay San Mateo Christian

Academy, a Parochial School and Young Disciple also in San Mateo and His Life in Purok

Santo Domingo

Alternative Learning System in Banago for the SY 2014-15 has a total of 43 learners, 22

males and 2 females.

Housing

Most of the houses are made of semi-permanent and temporary materials, as most of

the residents are informal settlers living in shoreline Puroks. Subdivisions and villages

housing structures are far bigger and concrete than the rest of the Barangay residents,

with a total number of housing structures to 5,101 excluding Sta. Clara Subdivisions.

Health

Barangay Banago have two (2) health centers, the barangay Health Center and the GK

Health Clinic, with one attending physician on schedule of 2 days every week, one (1)

registered nurse and one (1) midwife who are assisted by twenty (20) Barangay Health

Workers who are working eight (8) hours a day. General consultation is done every

Tuesday and Friday, Pre-natal every Thursday. Immunization is done every Monday and

Wednesday. Patients with minor sickness are given free but limited medicines. Patients

with severe sickness are referred to the City Health Office or to the Provincial Hospital.

The Barangay have twenty (20) Barangay Health Workers that assist the activities at the

Health Center.

The Banago Health Center has fully implemented the immunization of BCG, DPT, OPV, &

Hepa A & B to the children from 0-6 age bracket.

Social Welfare (GAD PLAN and LOCAL DEV’T. PLAN FOR CHILDREN),

Children’s Welfare is one of the main concern of Barangay , its Fundamental Rights is

given due consideration.

On SURVIVAL Aspect – Barangay sustained feeding programs are conducted in regular

basis as well as feeding program activities done by partner organizations , Medical

missions intended for children are being facilitated not to mention the on-going Barangay

Health Programs geared towards children’s welfare.

On DEVELOPMENTAL Aspect – Baranagy Banago have 8 Day Care Centers with 1429

learners combined in the SY-2014-15

Children’s Sports Clinic is being conducted thru their participation in the Banago Athletic

Club, more than 300 children joined the club. Week-end training and coaching with input

on values and personality development. Special skills training on technology and

leadership is being carried out.

On PROTECTION – Barangay Ordinance 04 Series of 2011, An Ordinance providing special

protection for Children during night time by imposing curfew for minors from 10:00 pm

to 4:00 am, and providing measures and sanctions is one of the milestones of Barangay

concern for children, Training of Counselors for the children and parents of CICL and

construction of Women and Children’s Center “Dalangpan” are the other permanent

interventions made for this purpose and of course allocating regular budget to fund its

operation.

On PARTICIPATION- Barangay Council for the Protection of Children or the BCPC have a

regular children representative member to ensure the children’s participation in planning

and implementation of programs and project being carried out especially for their

interest.

Barangay Banago has allocated P 710,414.94 from its annual budget this calendar year

2015 for the maintenance and operations of GAD. It has hired and paid one (1) Barangay

Focal Point Officer and 1 assistant who assists the Punong Barangay in monitoring the

implementation of this program.

Peace and Order

Barangay Banago is under the area of responsibility of Police Precinct 3, based at the

Lopues Department Store – Mandalagan Branch. The 603rd Maritime Police (MARICOM)

Station is housed at the Barangay property building at Purok Nami-nami (formerly Puno

Banago). This office is tasked against sea piracy, smuggling, illegal fishing and other

related marine violations.

The Philippine Coast Guard (PCG) maintained its office at this Barangay. It is in charge of

all vessels entering and leaving the coast of Negros Occidental and is also responsible for

the licensing of local vessels.

Firefighters are accessible within 3 to 5 minutes as the main office of the Bureau of Fire

Protection is five (5) kilometers away from the Barangay.

Barangay Banago have 20 Barangay Police divided by 3 teams who take turns in

patrolling the whole Barangay during night time and 2 Bantay Dagat officers who assist

our authority in conducting Sea Patrols.

There are also active Bantay Purok groups in some Puroks of the Barangay who actually

took pace of barangay Police in their respective communities.

Two (2) big department stores are situated along Gen. Lacson St. within the territorial

jurisdiction of Barangay Banago, namely Lopues Mandalagan and Country Mart. But to

our Knowledge These commercial establishments are now belong to Barangay

Mandalagan already.

C. Infrastructure Sector

Transportation

Public utility Jeepneys (PUJs). There are about one hundred fifty (150) units of PUJs plying

the Banago-Libertad or vice-versa. It is accessible at a pace of one (1) in every 5 minutes

to and from this Barangay. There are two (2) transport associations operating in the

Barangay: the Banago Sibucao Jeepney Operators and Drivers Association (BASOJDA);

Banago-Sto. Niño Drivers' Association (BASDA).

Trisikads. There are three hundred (300) trisikads moving within the Barangay

jurisdiction. These trisikads are members of the four (4) trisikad associations operating

within Barangay Banago.

There is one (1) Tricycle Association ( BBAPTODA) operating inside the Baranagy with 40

members. Their terminals can be found at the Pepsi Circumferential Road and Puno

Banago.

Road Networks. Roads from the Barangay Proper to downtown area of Bacolod are

concreted. Cordova Boulevard is four (4) lanes and can accommodate heavy and long

chassis trucks from Purok Makawiwili to the junction of the Circumferential Road.

Bridge. There are four (4) bridges linking Barangay Banago to its neighboring Barangays.

Two (2) of these bridges are situated at the Circumferential Road leading to Barangay

Bata. One of these bridges is situated at the Barangay Proper and the other one is at the

boundary of Barangay Banago and Barangay 1.

Support Facility. Barangay Banago has two (2) dump trucks, 2 (canter) utilized as rescue

vehicle and multi-purpose service unit, two multi cabs and two (1) motorcycle patrols to

respond in any emergency calls.

BACIWA. 44.87% or 2472 households have direct connection from BACIWA water

services, 42.75% or 2026 of household still depend their source of potable water in the artesian

wells constructed by the government, 19% or 929 uses other water sources for their daily needs

such as buying Mineral Water from growing number of Water Refilling Stations and Delivery from

other water providers.

Rivers.

Mandalagan River flows down and buffer Banago and Barangay I in the south. The Banago Creek

rooted from Barangay Bata and flows down to Barangay Proper.

Water Pollution and Water Quality.

Mandalagan River and Banago Creek, including its tributaries, are saltwater bodies. Water in this

river and creek is already blackish in color and is badly polluted, due to direct waste disposal by

some of the commercial establishments and residents who invaded the river banks. Fishes and

crabs which used to lure and use these rivers and creeks as sanctuary are no longer found.

Power

Like other Barangays and the city as a whole, power or electricity supply is catered by the Central

Negros Electric Cooperative Inc. (CENECO), but some of the commercial establishments and

residents of the Sta. Clara Subdivision have a standby generator in case of power interruptions

are scheduled, except on force majeur.

Of the 4990 households 3181 or 64.4% are directly connected to CENECO while other 19.17% or

965 shared the connection from their relatives. There are few who still use lamps as their lighting

units especially those houses are far enough to reach the connection from their relatives or the

nearest connected household.

Fuel for Cooking and Lighting

Residents from the subdivisions or 10% of the households use electric stoves and cookers in their

kitchens and most of the Barangay residents or 70% use Liquefied Petroleum Gas or LPG in their

cooking and the least fortunate or 20% still use the traditional charcoal or firewood.

Environment Sector

SWM - Waste Disposal

Of 4833 respondents or 94.3% of 5125 total households 59% or 2859 rely from barangay

garbage collection in disposing their garbage. 12% or 597 doing the composting and 27%

0r 1310 still throw their garbage anywhere.

Drainage

Barangay Banago is one of the densely populated Barangay of Bacolod City and drainage system

is a problem. Efforts in educating the constituents is still to be enhance that throwing or

disposing their garbage in the waterways, including the culvert drainage which use to clog

especially during rainy days is causing problems cause by floods.

Main Drainage system of Barangay Banago Proper is already outdated and need to be replace by

bigger one. Drainage system at Purok Katilingban passing the area of Domingo Lacson National

High School and Sta Clara Phase 2 going to the floodway system at Purok Maabi-abihon and

Purok Riverside had to be upgraded. Since some box culvert and concrete drainage are already

broken settled inside the drainage system adding to the problem of clogging the drainage. The

drainage system from Purok Lilang going to Petron Gas Station and Purok Langis have to be

upgraded also. Every time there is a rain , the area is a catch basin for run-off rain water that

make the Petron Gas Station a Big Swimming pool.

Water and Air Quality

Like other barangays in Bacolod City. Barangay Banago has good air quality, being a coastal

Barangay. In general, Barangay Banago once has good water quality as most of its artesian wells

supply good potable water. But noticeably in the later part many artesian wells are no longer use

for drinking because of salt water intrusion of the water level. Many of these artesian wells are

not been rehabilitated after the water is getting salty. Sea, river and creek waters are already

polluted due to the direct waste disposal by the residents and some of the commercial

establishments & factories. During low tides, the shoreline area is swarmed with garbage

specifically non-biodegradable materials such as plastics, etc.

Disaster Risk Reduction Management (DRRM)

Flood, Fire, Storm surge are the main concern of Barangay Banago, historicaly and geographically

these are the natural disasters most likely to happen and in fact happened already. Barangay

Banago has already identified some of the major evacuation centers if there is a disaster like

what happened to previous calamities like flood, fire and storm surge created by strong

typhoons.

Barangay Banago had experienced a comprehensive training on haw to mitigate calamity caused

by flood. A 6 months training was conducted by CNDR (Corporate Network for Disaster Response

) project NOAH’s Ark in 2013 from planning to Flood Drill participated by the affected

communities themselves.

Coastal Resources Management

Barangay Banago , started its mangrove reforestation program in Purok Bayanihan which

is initiated by the Office of the City Disaster Risk Reduction Management. The project was not

able to bear positive result after a series of mangrove planting activities due to its location, Soil

quality and condition of the target place, but Barangay Banago find another area where to start

our mangrove refo program in Purok Alalahoy.
