The following traffic measures shall be observed during the Bar
Examinations to ensure the peaceful and orderly conduct of the exams:
1. As agreed upon with the police authorities, they shall closely monitor andregulate the use of the sidewalks surrounding UST on all Bar Examination
Sundays. They shall disperse groups clustered at these sidewalks,
particularly during the entry and exit of the examinees, and during lunch
breaks. As and when necessary, they may declare portions of the sidewalks
off-limits to pedestrian traffic.
2. Espaa Boulevard, P. Noval Street and Lacson Street shall at all times beopen to vehicular traffic. Dapitan Street (from the corner of Lacson Street
up to the corner of P. Noval Street), on the other hand, shall likewise be
open to vehicular traffic, except from 10:30 a.m. to 1:00 p.m. during the
examinees lunch break.
3. The pedestrian overpass in front of Gate 3 at Espaa Blvd. shall be for theexclusive use of Bar examinees and personnel. To use the overpass, Bar
examinees shall be required to show their notices of admission and gate
passes, while bar personnel will be required to present their identification
cards, to the police, SC guards, and barangay officials deployed at the
entries to the overpass.
4. Buses carrying Bar examinees shall unload their passenger-examinees at thedesignated and marked unloading points before USTs Gates 2, 3 and 4 and
shall only be allowed five (5) minutes for their unloading. These buses shall
line up at the bus lane nearest the sidewalk of Espaa Blvd. to unload; any
overflow shall line up at the lane nearest the sidewalk of Lacson Street to

wait for their turn to unload at Espaa Blvd. Unloading at other than the
marked and designated points shall not be allowed.
5. Only authorized vehicles (i.e., those with car passes issued by the Office ofthe Bar Confidant) will be allowed to enter UST at the Espaa gate.
6. All Bar examinees arriving in private vehicles are required to alight atEspaa Blvd. at the designated unloading points. After unloading, these
private vehicles must forthwith leave to ensure the continuous flow of other
unloading vehicles and pedestrian traffic entering UST.
7. Law school deans shall enter through Gate 14 on Lacson Street, and canpark their vehicles at the Universitys Multi-Deck Carpark in front of the
UST Hospital. Law school deans who have not secured their gate passes are
urged to apply as soon as possible.
8. All persons going to the UST Church (Santisimo Rosario Parish) must enterthe University through Gate 7 on P. Noval Street. The churchgoers private
vehicles will be allowed to enter at Gate 5 on Espaa Blvd., and exit at Gate
7 on P. Noval Street. These vehicles will only be allowed to park in front of
the UST Church along Gonzales Drive, but the parking spaces available are
limited. Improperly parked private vehicles shall be asked to leave the UST
compound.
9. All those going to the UST Hospital must enter through Gate 14 on LacsonStreet. They can only park their vehicles at the Universitys Multi-Deck
Carpark in front of the UST Hospital. Gate 14 at Lacson Street shall only be
used as entry gate for the use of persons going to the UST Hospital. Bar
examinees and personnel cannot use this gate and must enter through the
assigned Espaa gates.

CONTINGENCY PLAN
2013 BAR EXAMINATIONS
1) In case of heavy rain in the morning of a Bar examination day ,a limited number of Supreme Court (SC) and the Court of Appeals(CA) buses shall be available to transport Bar examinees and dutypersonnel to the University of Santo Tomas from the followingpick-up points:
a. Quezon City Memorial Circle (2 buses)b. Park and Ride on Lawton, Manila (2 buses)c. Supreme Court Compound, Taft Avenue (2 buses)d. Coastal Mall Terminal, Paraaque City (2 buses)e. Greenbelt and Glorietta, Ayala Center, Makati (2 buses)f. Marikina Sports Complex (1 bus)
The SC and CA shuttle buses shall be stationed at these areas as
early as 5:00 a.m. and will leave at EXACTLY 6:00 a.m. There
will be no available buses after 6:00 a.m. Further postings shall bemade if more buses will be available.
Only bar examinees and duty personnel are allowed to ride the
shuttle buses, but the boarding shall be made on a first come, firstserved basis. In order to avail of this service, they must present
their Notice of Admission, Gate Pass and/or ID card, as the casemay be, to the bus driver before being allowed to board.
2) In case of flooding inside the UST compound before the Bar
Examinations start,commuter vans of the SC shall be available totransport bar examinees and duty personnel from the UST gates to
their respective examination buildings within UST. Priority in the
use of the commuter vans shall be given to senior citizens,pregnant women and persons with disability (PWDs).
3) In case flooding persists after the end of the examinations onany given examination day, the SC commuter van/s on standby at
each examination building in UST shall be available to transportback bar examinees and duty personnel to the Osmea and
Arellano Drives near Gate 5 on Espaa Blvd., where the SC andCA shuttle buses are parked.

The SC and CA shuttle buses shall then be available to transportbar examinees and duty personnel from the UST to the following
drop-off areas: (1) north-bound passengers shall be transported up
to QC Memorial Circle; (2) south-bound passengers could bedropped-off at Park and Ride on Lawton, Supreme Court
premises, and Coastal Mall Terminal in Paraaque; (3) forMakati area, drop-off area shall be at the Ayala Center (Gloriettaand Greenbelt); and (4) for Marikina area, the Marikina Sports
Complex.
