In 2001 Barnet Council entered acontract with a company calledCatalyst or the upkeep o its adult
care homes and to build new homesto meet expected demand. One o
these care homes, Apthorp Lodge, ison Nurserymans Road, in BrunswickPark ward.
Catalyst sub-contracted the runningo the care homes to a company calledFremantle.
In 2006 Catalyst sued BarnetCouncil or breach o contractbecause the demand or care homeplaces had been lower than expected.
Te case was settled in 2011:Barnet Council had to pay Catalyst10,784,000.
In 2007 Fremantle drasticallycut the pay, and sickness and leaveentitlements o the care home sta,sparking a bitter industrial dispute.
In 2011 dangerous levels o
legionella bacteria were discovered inthe water at three homes: Merrivale,Dell Field Court and Apthorp Lodge.
Tere were arguments about whowas responsible or the problem in thefrst place, and who should clear it up.Eventually, Barnet Council handedCatalyst an improvement notice.
Councils usually outsource servicesin the hope o saving money. Yet the
example o Apthorp Lodge shows thatresidents end up paying a high priceor outsourced services!
