Notations: [DP] denotes a rule for which the penalty is at the discretion of the International Jury and may be less than disqualification. [NP] denotes a rule that shall not be grounds for protests by a boat. This changes RRS 60.1 (a).

1 Rules 1.1 The regatta will be governed by the rules as defined in the 2021-2024 Racing Rules of

Sailing (RRS).

1.2 Other documents under RRS Definition: Rule (g) include:-

a) Para-Classification Rules for the World Sailing will apply as amended by this Notice of Race.

b) Para World Sailing Race Management Manual (RMM) will apply as amended by this Notice of Race.

1.3 The current International Hansa Class Rules for each Class will apply

1.4 Racing rule(s) 40, 44, 61.1, 63.3, preamble of part 4 will be changed as follows:

a) Add to the preamble of RRS part 4: Rule 40 Personal Flotation Devices shall apply to all boats when afloat without displaying code flag Y.

b) Rule 44.1 Taking a Penalty is changed so that Two-Turns Penalty is replaced by the One-Turn Penalty. ripetuto

c) Rule 61.1(a) Informing the Protested is changed: “the hail “Protest” is not required but should be made where possible. The Protesting boat doesn’t need to display a red flag”.

d) Rule 63.3(a) Protest Hearing is changed: “a boat representative at a protest hearing need not have been on board at the time of the incident”. The changes will appear in full in the sailing instructions. The sailing instructions may also change other racing rules.

2 Penalty System 2.1 For all class rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-

Turn Penalty.

2.2 Appendix P will apply except that all penalties shall be One-Turn Penalty.

2.3 The Jury may use Discretionary Penalties.

2.4 The Jury may award on-the-water penalties.

2.5 The Organising Authority may amend this Notice of Race but not after 15.09.2021. All amendments will be published on the Event Website: www.hansaworlds2021.org

2.6 If there is a conflict between languages the English text will take precedence.

2.7 The Protocol regulating any measures aimed to prevent and contain the spread of Covid-19 in Affiliated Sports Clubs and Associations issued by FIV (http://www.federvela.it/emergenza-covid-19.html) will apply. A breach of said "Protocol" may cause the award of a notation [DP].

2.8 The penalty for a breach of Point 1.7 of the "Protocol" may be a minimum of 20% up to disqualification, depending on the seriousness of the breach committed.

2.9 THE ORGANIZATION WILL NOT BE 'RESPONSIBLE IN CASE OF

CANCELLATION AND / OR POSTPONEMENT OF THE EVENT DUE TO PROVISIONS INHERENT COVID 19

3 Advertising 3.1 In accordance with WS Regulation 20 (advertising Code), boats may be required

to display the advertising chosen and supplied by the Organising Authority.

3.2 Competitors are not permitted to display advertising on supplied equipment or chartered/loaned boats except what is provided by the Organizing Authority.

4 Eligibility and Entry 4.1 The regatta is open to competitors who are current financial members of their

National Hansa Class Association or the International Hansa Class Association (IHCA). For competitors from countries where there is no National Hansa Class Association, membership of the IHCA can be acquired at registration.

4.2 All Italian sailors shall submit their 2021 FIV membership card and complete of medical certificate sticker valid for 2021.

4.3 The Regatta is open to all competitors of the following classes: -

Hansa 2.3 Single-Person.

Hansa 303 Single-Person.

Hansa 303 Two-Person.

Liberty/ Liberty Servo.

4.4 Entry for vision impaired sailors will be restricted to category IBSA B2 or B3 sailors in the single person divisions. Blind and Vision impaired sailors of any category may compete in the two-person divisions with a sighted crew member.

4.5 The Hansa 2.3 Single and Wide will be crewed by a single person.

4.6 The Hansa 2.3 Servo and Liberty Servo entries will sail and be scored as part of their respective open fleets.

4.7 To be eligible for the Servo championships, the helm and all sheets must be controlled by servo electric equipment. Partial servo boats are deemed to be manual.

4.8 Minimum Fleet Size: -

a) For all classes, the minimum number of entries required for a division to be valid is six (6) boats.

b) For servo classes, the minimum number of entries required for a division to be valid is four (4) boats.

c) Where the number of entries for any one division does not meet the minimum number by the entry closing date, that division will not be sailed in the Championship unless the division can be combined with another compatible division. Where the number of Liberty or 2.3 Servo-Assist entries reaches the minimum number as per the Notice of Race by the entry closing date, medals and/or prizes will be awarded in the Servo-Assist Championship. The Servo-Assist boats will also be eligible for medals and prizes in their respective Open classes. Should either Servo-Assist division not reach the required

minimum number, boats of that class would only be eligible for prizes in the Open class.

4.9 Eligible competitors may enter by completing the electronic Entry Form on the event website, www.hansaworlds2021.org and paying the required fees as stated in NOR 6.1.

4.10 For the Para World Sailing Championships, athletes must comply with the terms of the current Para-Classification Rules for World Sailing. For the Hansa 303 Male & Female competition – Minimum Disability. For the Liberty Competition – Classification 1 or 2.

a) Para Classification Rules for World Sailing: -

Sailors shall have a valid International Classification according to the Para-classification Rules for World Sailing.

Protests regarding classification may be filed with the on-site classifier not later than “first appearance”.

4.11 Competitors in the Hansa 303 Single Person and Liberty divisions who wish to be ranked under Para World Sailing (PWS) rules must present evidence of PWS Classification. A classifying doctor will be present during registration.

5 Charter Boats 5.1 A limited number of boats will be available for charter. Details are available on

the event website. Reservation requests are accepted via the event website. Boats will be allocated on a first-come first-served basis.

5.2 [DP] Chartered boats shall not be modified in any way except that a compass may be tied or taped to the hull or spars and wind indicators, including yarn or thread may be tied or taped anywhere on the boat.

5.3 [DP] Any additional equipment shall have a class approved RAE issued prior to the first day of racing and may be used providing that attachments do not puncture and are not bonded to the surface of the boat. Without the written approval of the Technical Committee, no alteration shall be made to any part of the boat, its equipment spars or fittings, or fittings removed even if subsequently replaced.

5.4 Competitors shall report any damage or loss of equipment to chartered boats, however slight, to the Technical Committee immediately after securing the boat ashore. The penalty for breaking this instruction will be disqualification from the race most recently sailed unless the protest committee is satisfied that the competitor has made a determined effort to comply.

5.5 Failure of equipment on a chartered boat will not be grounds for redress. This changes RRS 60.1(b).

6 Classification 6.1 World Sailing classification requirements will not apply, except IBSA

Classifications as in 3.3 above relating to vision impairment, and PWS Classifications relating to Hansa 303 Single-Person and Liberty as in 3.9 above.

7 Entry Fees 7.1 A competitor may enter a single person class and a two-person class. Entry Fees

are in Euros and will be: -

7.2 If the skipper of a two-person boat is also sailing in a single-person division then the skipper needs only to complete one entry form. They need to pay €400.00 - for the two-person division (covers both skipper and crew) and an additional €110.00 - for the single-person division.

7.3 If the crew of a two-person boat is also sailing as skipper in a different single-person boat, then the crew needs to fill in a separate entry form. In this case they only need to pay an extra €110.00.

7.4 The race committee will make every attempt to schedule single-person races at different times to two-person races, to allow competitors to compete in more than one class. However, the race committee may change this scheduling in the event of adverse weather conditions.

7.5 The Entry Fee shall be paid at the same time as the request for entry is sent. The Entry Fee shall be paid following the instructions on the website.

7.6 Entries will be only valid on receiving the full Entry Fee payment.

7.7 The Entry Fee will include Opening and Closing Ceremony.

7.8 Coaches must also register. Coaches registration fee of €110.00 will include Opening and Closing Ceremony.

7.9 Additional tickets for non-competitors, helpers or guests may be purchased for € 50.00. This includes Opening and Closing Ceremonies. Please mark additional tickets on the Entry Form.

7.10 Opening and Closing Ceremony events will be held based on current pandemic conditions following safety measures provided by Italian law.

8.3 Two races are scheduled for each session with the second race starting as soon as possible after the end of the first race. At the discretion of the Race Committee, an additional (3rd) race may be sailed.

8.4 A maximum of 10 races are scheduled for each class. No warning signal shall be made after 16:00hrs on Saturday 9th October 2021.

9 Equipment Inspection[DP] 9.1 Each boat (including chartered boats) shall be presented for measurement &

inspection in accordance with the regatta schedule. In addition, boats may be inspected at any time during the regatta. Liberty sailors will be weighed with all equipment for Liberty Weight Equalisation.

9.2 Hansa sails must be marked in accordance with the current class rules, except that older sails with the class emblem at the clew corner will be permitted. Sails with 100mm high sail numbers will NOT be permitted. Sails used on boats chartered from the Manufacturer (Hansa Sailing Systems) shall display the sail number of the supplied boat with or without National Letters or competitor's own sails with appropriate National Letters and numbers. Sails used on other chartered boats shall comply with RRS G3. The sail numbers on competitor's own sails does not need to reflect any particular owned boat. If there is the possibility of confusion between sail identification in a particular class, the event Chief Equipment Inspector shall direct what additional numbers are to be added to the sail. The provision of such additional number shall be at the competitor’s expense.

10 Sailing Instructions 10.1 The Sailing Instructions and any amendments will be available on the event

website and will be published on line on the official event Notice Board. A copy will be provided to competitors at registration.

11 Venue 11.1 Attachment A (a site plan) shows the location of the Regatta and Harbour Office,

Official Notice Board, boat launching ramp, boat park, car/trailer park, etc.

11.2 Attachment B shows the racing area on the waters of the Gulf of Palermo as detailed in the Sailing Instructions.

12 The Courses 12.1 Courses will be Windward/Leeward or Trapezoid as detailed and illustrated in the

Sailing Instructions.

13 International Jury 13.1 An International Jury will be appointed in accordance with rule N1. Its decisions

will be final as provided in RRS 70.5.

13.2 Protest forms are available at the Race Office. All schedules for protest hearings will be published on line on the Official Notice Board and the event website.

14 Scoring

14.1 The Low Point - Scoring System of Appendix A will apply

14.2 Four (4) races are needed to validate the Hansa World Championship in each division.

a) When from five (5) to eight (8) races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

b) When nine (9) or more races have been completed, a boat's series score will be the total of her race scores excluding her two (2) worst scores.

c) Scores will be extracted without recalculation for sailors in the Hansa 303 Single Person and Liberty divisions with a Para World Sailing classification.

15 Safety & Support Boats[DP] 15.1 All competitors sailing servo boats shall display a streamer (supplied by the Regatta

OA) attached to the mainsail.

15.2 Support boats shall be marked with a flag or decal not less than 200mm x 300mm bearing the national letters or national flag, and visible from both sides of the boat.

15.3 Coaches and helpers that are bringing RIBs or other non-racing vessels are required to register the boats and will be required to comply with local legislation.

15.4 Support boats with team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal for the first fleet to start until all boats have finished or the race committee signals a postponement, general recall or abandonment.

16 Berthing & Haul-out Restrictions[DP] 16.1 Boats shall be kept in their assigned places on moorings/marina or in the designated

boat park.

16.2 Boats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the Race Committee or Technical Committee.

17 Diving Equipment & Plastic Pools[SP] 17.1 Underwater breathing apparatus and plastic pools or their equivalent shall not be used

around keelboats between the preparatory signal of the first race and the end of the regatta.

18 Radio Communication[SP] 18.1 Except with the prior permission of the race committee, or an emergency, a boat shall

neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

19 Prizes 19.1 Prizes will be awarded in the following divisions to the first three positions

Hansa 2.3 Single-Person International World Champion.

Hansa 2.3 Servo International World Champion.

Hansa 303 Single-Person International World Champion.

Hansa 303 Two-Person International World Champions.

Hansa Liberty International World Champion

Hansa Liberty Servo International World Champion.

National Team International World Champions.

19.2 Prizes for Para World sailors will be awarded in each division depending on entries: -

Hansa 303 Single-Person (Male and Female).

Hansa Liberty.

19.3 Other prizes may be awarded at the discretion of the Organising Authority.

20 Disclaimer of Liability 20.1 Competitors participate in the regatta entirely at their own risk. See RRS 3, Decision to

Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

20.2 Competitors are entirely responsible for their own safety, whether afloat or ashore, and nothing, whether in the Notice of Race or Sailing Instructions or anywhere else reduces this responsibility.

20.3 It is for the competitor to decide whether they are fit to sail in the conditions in which they will find themselves.

20.4 By launching or going to sea, a competitor confirms that their boat in good order for those conditions and they are competent to sail and compete in them.

20.5 Nothing done by the Organisers can reduce the responsibility of the competitors nor will it make the Organisers responsible for any loss, damage, death or personal injury, however it may have occurred, as a result of the boat taking part in the racing.

20.6 The Organisers encompass everyone helping to run the race and the event and include the organizing authority, the race committee, the race officer, patrol boats and Beachmasters.

20.7 The provision of patrol boats does not relieve competitors of their responsibilities.

21 Insurance 21.1 Each participating boat shall be insured with valid third-party liability insurance with

a minimum cover of 1.5 Million Euros per event or the equivalent. A valid proof of insurance should be presented at registration.

21.2 For the Italian competitors only, the FIV Plus membership card can replace the insurance.

22 Right to use name and image 22.1 Taking part in this race, the competitor gives to the Organizing Authority, the

International Hansa Class Association, Circolo della Vela Sicilia – Lega Navale Italiana, Sezione Palermo Centro and the championship sponsors the right to use and show at any time static or moving pictures, films or TV recording and all sorts of duplication of himself taken during the International Hansa World Championships 2021. He also gives the rights to use, without royalties, his own image on all support of such event.
