BDFC is formally responding to Leichhardt Council’s Expression of Interest for access for weekend games and Tuesday-Friday training on the Balmain Road field for the 2013 season.
It is also seeking summer access for mid-week six-a-side junior competitions, reflecting our commitment to children’s 12 month health and acknowledging that football is no longer just a winter sport
Balmain & District Football Club (BDFC) is the largest not-for-profit community sports club based in the Leichhardt Municipality whose membership play football (soccer), the largest sporting code in the district, Australia and internationally.
In 2012, BDFC has 1,924 players (and over 250 coaches and managers), all involved in organised sporting activities for physical and mental well being. Our membership is up 10.8 per cent on the 1,735 in 2011 – and which was the basis of the submission of use of the Glover Street fields for 2013 and beyond.
BDFC is the largest club participating in the local Canterbury District Football Association competition.
BDFC is the largest children’s club, more than four times bigger than any other LMC club with junior players.

Our membership has grown strongly. BDFC has exceeded the membership projection in the submission for access to the Glover Road field. This reflects the popularity of football, specifically among junior girls and boys. And our growth includes the veteran age groups, as over 45s stay active for longer than a decade ago.
BDFC’s projections from analysis of census and school/pre-school data indicates the club will now pass 2,250 members by 2016, driven by strong growth in the critical U4s to U10s age groups, reflective of a significant demographic shift in the Leichhardt Municipality.
Total juniors are forecast to hit 1,730 by 2016, up 20 per cent on the 1,449 registered in 2012. BDFC will not cap U4s-U10s registrations for the 2012 winter season or in 2013.
The club has in the past 3 years has been forced to cap junior and senior player numbers due to the acknowledged shortfall in football fields in the Leichhardt Municipality and seek ovals outside the LMC. BDFC notes the LMC adopted Stratcorp Consulting report of 2005 identified a 9 soccer field deficiency in LMC.
BDFC’s analysis and projections of football demand by parents for their children suggests LMC ‘s football field shortage from 2013 to 2016 may now be as high as 13-15 fields.
BDFC (see indicative weekend) is heavily relying in 2012 on the goodwill of other sporting clubs and councils for access to their grounds for BDFC home games. (Page 24-27)

The club has secured weekend only slots outside the LMC area at Wentworth Park for limited weekend games. But it competes with other codes and schools for access each year and no week night training at Wentworth Park is possible.
BDFC also secured a temporary use agreement at Sydney Secondary College campus (Balmain) for kids weekend morning games, due to overwhelming school parent & community support.
The re-activation of the Balmain Road field in 2013 and an LMC decision to allow BDFC suitable access to the proposed fields (in addition to Glover Street) will assist meeting our club’s demands.
All fields at Callan Park were used in the 1970s and 1980s by BDFC. The club enjoyed an excellent relationship with Rozelle Hospital executive management when it was a fully operational facility.
This EOI can also be considered as supportive for all purpose fields for both winter and summer use.
BDFC is supportive of open access arrangements at the Balmain Road fields with the smaller sports codes.
BDFC has formed an alliance with the new Balmain junior rugby club to assist their field needs in 2012 and beyond. BDFC will be sharing current allocated fields and prospective new fields with the rugby club. The club is examining other sporting code options for members including netball and summer six a side football and touch rugby competitions.

BDFC supports LMC’s post code analysis as an input into LMC’s Balmain Road (and Glover Street) access considerations. BDFC has provided post code analysis of our membership base in this presentation.
And BDFC will – subject to privacy considerations – display for LMC staff – our data base for a spot audit. It is noted that our membership numbers will show no club post office boxes, and any other post office box will be validated by providing the residential address for confirmation.

Balmain Road – meeting BDFC’s future weekend needs
Based on access to then proposed single Balmain Road field will allow the biggest LMC postcode domiciled club to better cater for 2013 needs based on forecast membership levels, and allow early planning for the 2016 projected membership level.
Based on forecast member numbers, BDFC requires Balmain Road for weekend games.
This would allow no use of Wentworth Park, and less reliance on CDSFA to rely on the goodwill of other clubs to allocate/re-organise their usage of other council fields to assist Balmain DFC.
The need for additional fields for juniors (8.30am to 12.00 specifically ) is highlighted, especially as BDFC and LMC relied on Apia Tigers to give up field allocations in 2012 to assist BDFC cater for the strong growth in U4-sU7s age groups.

BDFC current fields overview: Weekend use
BDFC in the 2012 winter season is using under the council’s allocation policy, Birchgrove Oval, Easton Park and Cohen Park for weekly training and weekend games.
BDFC in 2012 is again using the Waterfront Drive Oval in the Callan Park precinct for weekend games. This was courtesy of an July 2011 renewed temporary user letter from the State Government over a field that has been used by the club since the 1970s.
Due to the shortage of LGA fields, BDFC in 2012 again entered into a weekend casual use agreement with Sydney City Council for Wentworth 2 & 3.
BDFC in 2012 has also secured a weekly (when available) use agreement for Saturday use of Balmain High Schools two small fields, reflecting an acknowledgement of BDFC’s close association with one of the area’s high schools.
Despite the pro-active initiatives of BDFC in recent years, the club in 2012 again is forced to rely on the goodwill of Canterbury District Football Association, other clubs and councils to secure out of area grounds for U10-U21 and All Aged games. CDSFA acknowledges that BDFC is the largest club in their association.

BDFC current fields overview: training
The key 2013 requirement is forecast to be an an-going shortage of suitable training fields for BDFC Junior and Adult teams – compounded by the need to use the inadequate Cohen Park for 6-9pm for
All Aged training.
Teams are forced at Cohen, Easton and Birchgrove to use small crowded areas, adding to the risk of injury and inadequate area for training drills.
The higher usage of certain grounds is adding to the wear and tear and LMC costs
Balmain Road (and Glover Street) fields – with proper lighting – will alleviate some of the current pressure for adult teams if BDFC is successful in its EOI request.
BDFC’s primary goal from usage of Balmain Road is to cater for U6s-U10s for weekend games and training (4pm to 7pm).
But it must be noted that the influx of BDFC children from 2013 onward as they move into higher age groups and the consequent lift in team numbers (U4-7s do not train now) will require additional training facilities for juniors.
In 2012, due to the jump in numbers from 1735 in 2011, BDFC has squeezed teams to available fields. BDFC forecasts an additional 160-180 children (U4s-U8s) requiring training and skills sessions in 2013.

BDFC Training Grounds
Ground Availability
The ground availability charts indicates the required grounds for 2013 based on 2012 registrations and projected total membership of 2,150 for 2013.
Note that the 2011-12 experiment at some extra training at Waterfront Drive to cater for the ground availability shortfall is a poor option.
BDFC spent funds on new security Pavilion lights, that allow a reasonable standard of lighting, but it is not at a suitable standard.
BDFC will pursue additional lighting options with the State Government for the 2014 season, subject to a fund raising drive and a grant application.

Ground DemandIn 2012, there were 138 teams registered with Balmain District Football Club.
BDFC manages this shortfall by allocating more than one team to a ground at any one time. To provide space, BDFC restrict teams to ¼ field for training which is well below the space allocation across many Sydney region councils.
In fact on Wednesday night on Birchgrove 1 and 2 there are 12 senior teams programmed in the hours 7:00 pm – 9:00 pm.
On the same night at Easton Park, there are 5 senior teams using the ground simultaneously between 7:00 and 9:00 pm. On Tuesday night the ground is used by 4 senior teams in this period.
Cohen Park, the smallest of the fields does not escape the heavy training utilisation. In 2012, 3 teams are allocated Wednesday night.
It is clear that there is a major shortage of training grounds in the hours 7:00 pm to 9:00 pm on most nights apart from Friday.
However, it is not feasibly to allocate Friday night slots to All Aged men players who then would play games on Saturday. Note this is common across Sydney clubs and fields.
Also, it is contrary to recommended physical training regime practices, and BDFC in addition considers it unfair on adults who are in full time employment during the week – and their families.

BDFC’s executive committee in 2011 ahead of the State election and adoption of LMC’s Callan Park Master Plan identified several strategic objectives to execute in 2012-16.
A key objective is responding to the influx of children that will choose to play football as their preferred local community sporting activity, and our higher U10s-U18s retention rate projections.
BDFC in 2006-11 experienced the first wave of LMC parent’s seeking sporting activities for their new children. The U4s-U18s membership now makes up 75 per cent of the club’s total and will accelerate in the next decade.
