Pero ya-on pa gid siguro proble-ma kanato ngani Butuan. Dî lang nato ini

Pero pwede ba siguro ngamaskin Butuanon nga Bisaya na lang. Iniang pagatawagon ta nga Bis-But. Bahalana kung dî kaw gid mangyat hong ha-

MADYAW NGA HAPON
KANATO NGA TANAN!
In my last Report to the City,
I appealed to every Butuanon to sail
with me in our symbolic Balangay. I
have chosen the Balangay as the
symbol of my governance, the same
Balangay which has now become the
nations vessel for change connecting
the Philippine Archipelago, in its vast
maritime superhighway for progress
and prosperity of the whole nation.
A few weeks after I delivered
that Report, our three Balangays
sailed back home, after a successful
voyage that lasted 15 months,
covering 14,000 kilometers, and
reaching as far as the waters of
Vietnam.
The voyage taught us a very
powerful lesson: that we can
conquer the rough seas and reach
our intended destination if we are
all determined, united, self-
sacrificing, courageous and
methodical.
Now, it can be said, that the
voyage and the legend of the Balangay
have greatly inspired, not only us
Butuanons, but the entire nation as
well, and for this, we should truly be
proud.
Sama sa biyahe sa Balangay,
ato nang nahiagoman ang pintas nga
kalisod ug ang mga balod sa
pagsuway, nga abi nato wala na gyuy
katapusan. Apan salamat na lamang
nga tungod sa grasya sa atong Diyos,
nagalutaw ug nagapadayon pa
gihapon kita sa atong biyahe, ang
biyahe padulong sa kabag-ohan ug
kalambuan. Nasayod kita nga ang
biyahe padulong sa yutang gisaad dili
dali ug dili sayon.
Like the voyage of the
Balangay, we will be sailing through
rough seas ahead, and it is expected
that political indifference, personal
conflicts, mans innate resistance to
change, corruption and the evils that
men do, will continue in a while.
But let me tell you this, the
City Mayors Report to the Sangguniang Panlungsod
and the People of Butuan
(Speech delivered by Butuan City Mayor Hon. Ferdinand M. Amante, Jr. M.D. lastAugust 1, 2011 at the Almont Inland Resort Convention Hall)
state of my governance is very strong
and we will continue to make it much
stronger as we go along.
Just as the captain of the ship has to
ensure that the boat is in top
condition, that the crewmen are well
prepared for their tasks and the
destinations are clearly charted out, I
made many methodical steps in my
governance.
Para masiguro nato ang usa
ka hapsay ug hanoy nga
implementasyon, nag-issue kita ug
Executive Order nga nagmogna sa
upat ka governance clusters nga mao
ang mga mosunod: Development
Administration Cluster, Economic
Cluster, Social Services Cluster, and
Infrastructure Cluster.
Kining upat ka mga clusters
sama lamang sa upat ka layag nga
gidesinyo alang sa paglawig paingon
sa atong destinasyon.
The aim of this cluster
establishment is to ensure sound fiscal
management, transparent and
accurate governance and effective
performance management.
DEVELOPMENT ADMINISTRATION
CLUSTER
Tugoti ako nga ibatbat kaninyo
karon ang mga maanindot ug mga
bulawanong kalampusan sa atong hini-
usang paglawig sulod sa isa ka tuig.
Had I been populist and
imprudent, I could have fallen prey to
do quick fixing, build concrete roads
and buildings left and right, and then
eventually succumb to repeating the
same grave and scandalous mistakes
of the past.
Kung gusto lang gyud unta
nako nga mosikat dayon aron dayegon
sa mga paspas nga pagmugna sa mga
sementong karsada ug mga buildings
dinhi ug didto, masugamak gihapon
kita sa kasaypanan sama sa
overpriced contracts, pinugos nga
bidding, sa walay pagplano ug maayo,
ug uban pang mga kasaypanan sa
miaging mga katuigan nga dili na gyud
angay mahitabo pa.
Gipalabi nako nga bisan
dugayug hinay gamay ang atong pag-
uswag, apan sigurado ug klaro nga dili
madehado ang publiko.
Alang kanako, mas maayo pa
ang hinay apan kalkulado, kompara sa
paspas apan bulilyaso.
Ang mando sa atong
Presidente Noynoy Aquino mao ang
pagsubay sa tul-id nga dalan ug ang
pagbutang sa eksakto nga sistema
alang sa matinod-anon ug ligdong nga
implementasyon nga klarong makita
ug makabenepisyo ang tanan.
Mapasigarbohon ug malipayon
ako nga itaho kaninyong tanan ang
mga positibong resulta sa hapsay nato
nga financial management.
Una, sayon ra nga nakuha
nato ang 50% nga tax collection gikan
Enero hangtod Hunyo 30 basi sa atong
target nga P400M karong tuiga.
Positibo nga misaka sa P27M ang tax
collection kompara sa sama nga period
sa miaging tuig 2010.
Ikaduha, mitala usab ug
pagsaka sa koleksyon sa mga
mosunod: ang Permits and Licensing
Fees misaka sa 83%, ang Real
Property Tax misaka sa 61%, ug ang
Business Tax misaka usab sa 60%.
Kung atong tan-awon, sobra
sa katungâ ang pagsaka sa maong
mga koleksyon. Nagpamatuod lamang
kini sa taas ug bug-os nga pagsalig
sa katawhan sa atong panggamhanan,
ug sa hapsay ug epektibo nga
koleksyon sa buluhisan.
Apan dili kita mohunong dinhi
kay nagapadayon pa kita sa pagtuon
ug mga dugang nga mga pamaagi
aron mutaas pa gayod ang atong
koleksyon nga walay dugang nga
kalisod sa atong katawhan ug mga
negosyante.
I will call upon all revenue
heads of the city to a revenue summit,
to diagnose well and recommend
strategies to further increase revenues
without unnecessarily increasing our
tax rates.
An efficient, business-friendly
system has been installed the
Business Permits and Licensing
System which reduced the duration of
processing permits from three weeks
to less than 10 minutes. The system

...City Mayors from page 3
has become a model for other LGUs
and has boosted the confidence of the
business sector in our system. This
resulted to an increase of 450 business
permits and licenses more than last
year.
To top it all, from a P23M
deficit incurred by the previous
administration in 2009, we success-
fully brought our
finances to a
positive balance
of P300,000 at
the end of 2010
and a whopping
P220M in the
bank as I speak
to you right
now. For this, I
would like to
thank our City
Administrator,
Maam Leah
Mendoza, for a
job well done,
together with
our Business
Permits and
Licensing Office, City Treasurers Office
and City Assessors Office.
Kalooy sa Diyos, ang mga
tseke karon sa City Government of
Butuan dili na gyud manguntol. Up to
date na usab kita sa pagbayad sa
atong utlity bills. No more bouncing
checks, no more delayed payment of
bills.
Perhaps, the deficit that we
inherited from the previous
administration was partly brought by
the jaw-dropping P123M that was
spent on Procurement of Goods and
Services from April to June 2010
alone. Because of strict compliance of
the procurement law and the judicious
spending, we only spent P35M of
goods and services this quarter as
compared to P123M the same period
last year. It is our procurement policy
to buy the LEAST-BEST price! Ang
alcohol kaniadto nga tag P1,500,
karon P62 pesos na lang.
To move further, we have
developed a Public Finance
Management Plan and conceptualized
more revenue-generating strategies
without increasing the cost of doing
business. All of these wi l l be
implemented within the last two
quarters of this year.
My political will has always
been tested when we established
systems to ensure transparent and
accountable governance, but we have
always prevailed.
The Bids and Awards
Committee has sanitized the
procurement and other transactions
involving the City Government, which
led to the termination of contracts that
did not go through the mandated
processes.
We have also fully implemen-
ted the Generics Act resulting to the
substantial reduction of prices of
medicines at the Butuan Medical
Center. Ang Cefuroxine kaniadto nga
tag P400, karon P57 na lang.
In line with the Full Disclosure
Policy of the National Government, we
have been posting all financial
transactions on the web and other
media. Just recently, we established
the Transparency Corner at our City
Hall. I invite all of you to come and
examine for yourself our existing
Transparency Corner. A Memorandum
has also been issued to effect the Full
and Proper Implementation of
R.A. No. 9184, which directed the
conduct of Public Bidding in ALL
Procurement transactions of the
City Government.
Just as the performance of the
Balangay crew is crucial to the success
of the voyage, we have also set up a
Performance Management System
with two strategic thrusts.
First is the setting up of the
Performance-Oriented Planning,
Monitoring and Evaluation
system. Yes, like the business sector,
our offices have formulated key result
areas, or KRAs, with clearly defined
indicators and targets. Progress in
each office is keenly monitored every

Thank you for this great opportunity tolaunch the Balangay Watch.
We pray that You help us make use of thisinstrument to inform the public of what the CityGovernment has done to promote their welfare. We also pray that this would stimulate their
concern over the city and its affairs, and becomemore involved in charting its course towards
people empowerment and socio-economicbetterment.
Grant this city, oh Lord, Your gracesof protection and prosperity.

To the public that we serve, may youmake reading the Balangay Watch a habitand be well informed of your SP sendeavors and plans. May you contnue tobe vigilant and be involved in the affairs ofthe government because we are all part andparcel of this institution.

Second, I issued an Executive
Order for the Reorganization and
Streamlining of our current
organization towards a resource-
effic ient bureaucracy that is
responsive to the growing needs of our
constituents. We
seriously intend to
have a reinvented
bureaucracy by
2012. Because of
this, we plan to
deploy some of
our JOs to the
different baran-

the implementa-
tion of the diffe-

the City like Solid

ECONOMIC CLUSTER
Kabahin sa atong vision nga
nahitala sa atong Executive and
Legislative Agenda mao ang
pagpakunhod sa kakabos o Poverty
Alleviation. Tungod niini, atong
gimandoan ang Economic Sector nga
magtinabangay ug doblehon ang mga
paningkamot, uban sa pribadong
sektor, peoples organizations ug mga
NGOs.
Tungod sa atong hiniusang
paningkamot, ang mga indicators
nagpakita nga nagataas ug naga-
uswag ang atong mga naabot nga
kalampusan.
Dugang pa niini, ang atong
siyudad mao na karon ang
destinasyon sa MICE kon Meetings,
Incentives, Conferences and Exhibits
sa tibook rehiyon sa Caraga.
Sa kinatibuk-an, aduna kitay
2,400 hotel beds and 1,300 hotel
rooms dinhi sa syudad sa Butuan.
Busâ, walay rason nga dili kita maka-
host ug usa ka regional or national
conference matag bulan!
Duna pa gyud dugang nga
maayong balita! Niining miagi nga
tuig, naabot nato ang kinatas-ang
record sa mga nangabot nga turista
sa atong syudad. Niadtong July to
December 2010, adunay 208,520 ka
mga turista nga nibisita sa syudad sa
Butuan. Mitaas kini ug 11% kompara
sa sama nga period niadtong 2009.
Nadugangan pa gyud kini ug 107,553
ka mga turista niadtong January to
June 2011.
Kining maong gidaghanon sa
mga turista, gibanâ-banâ nga nagdala
ug P8.7 BILLION Pesos alang sa atong
lokal nga ekonomiya sulod lamang sa
usa ka tuig.
Tino nga kining dakong
kantidad nakahatag ug benepisyo sa
mga empleyado sa mga hotel ug
restaurant, sa mga driver sa jeepney,
multicab ug tr isikad, sa mga
negosyante sa atong public market,
ug sa uban pang gagmay nga mga
negosyo.
Ang resulta sa mga
paningkamot sa atong City
Agriculturists Office makapadasig
usab. Bisan pa man
sa duha ka dagkong
baha, ang galasto-
han sa pagpangu-
ma mius-os ug 30%
samtang ang ani
mitaas ug 15%.
Kini tungod sa pa-
ningkamot sa pag-
edukar sa atong
mga mag-uuma sa
menos gastos nga
mga pamaagi sa
pagpanguma sama
sa organic farming ug subsidy nato sa
hybrid rice. Mikabat sa P8.4M ang
atong tabang pinaagi sa rice subsidy.
Tino nga nakabenepisyo kini sa atong
mga mag-uuma.
Mikabat usab sa P48M ang
atong suporta alang sa rice, corn,
livestock, banana, cassava, rubber
and fishery projects.
Gipadali usab nato ang mga
proseso aron maimplementar na ang
mga Farm to Market Roads nga
nagkantidad ug P35M.
Ang direksyon karon sa atong
agrikultura mao ang organic farming
ug food security pinaagi sa FAITH or
Food Always In The Home Garden.
Sa miaging Report to the City,
mapagarbohon nakong gitaho ang
nakitang kausaban sa Langihan Public
Market ug terminal. Karon, buot
nakong itaho nga, sa unang higayon,
aduna nay ginansiya ang atong City
Economic Enterprise. Sulod sa
daghang katuigan, kanunay gayud
nga alkanse ang atong Economic
Enterprise. Apan niadto lamang
January to June 2011, ang atong
Economic Enterprise nakabaton ug
kitâ nga P17.77M. Mas taas kini ug
12.74% kompara sa kita sa sama nga
mga bulan niadtong miagi nga tuig
2010. Dako usab kaayo ang nahimong
kalampusan nato sa natad sa
ENVIRONMENT.
Una niini mao ang Grow a
Million Trees Project. Samtang ang
ubang dapit sige ug pamutol ug kahoy,
kita sige usab ug pananom ug kahoy.
Sa pagka-karon, 125,625 na ka mga
kahoy ang atong natanom.
Tinood nga makapadasig ang
kamatuoran nga padayon nga naga-
bag-o ang kahimatngon sa katawhan,
labi na ang atong kabataan,
mahitungod sa kahinungdanon sa
kahoy alang sa atong gipuy-ang
yuta.Kalabot gihapon sa atong
paningkamot sa pag-amoma sa atong
kinaiyahan, nahuman na niining
milabay nga semana ang pagmugna
ug usa ka komprehensibo nga plano
alang sa Solid Waste Management.
Mao kini ang tumong sa atong sunod
nga dakong adbokasiya.
Kon dili kita molihok karon, ang
financial burden sa atong City
Government mokabat sa P80M matag
tuig kon kita mag-agad lamang sa
mga naandang pamaagi sa Solid

Waste Management.
Ang atong tumong mao nga
ang tanang panimalay, ang tanang
mga eskwelahan, ug ang tanang mga
establisemento sa otsentay sais (86)
ka mga barangay moalayon sa atong
programa sa Solid Waste
Management. Ang atong tumong mao
ang social mobilization ug social
transformation.
Busâ, akong giawhag ang
tanang mga kapitan, mga purok
leaders, ug mga community
volunteers nga makig-hiusa niining
maong programa. Atong hiusahan
pagsulbad ang dugay na nga problema
sa atong siyudad mahitungod sa
basura ug atong bag-ohon ang atong
imahe nga mao kunoy isa sa mga
pinakahugaw nga syudad sa tibook
Pilipinas.
Ang atong estratehiya mao
ang waste segregation ug waste
conversion. Sa ato pa, himoon nato
nga kwarta ang basura. Gisugdan na
nato ang usa sa mga unang tikang
pinaagi sa paghimo ug mga
community composting facilities sa
dose (12) ka mga rural barangays.
Ang maong mga composting facilities
nakahimo na ug 6,000 ka kilo nga
Vermicast ug 480 ka litro nga vermi
tea. Soft launching pa lang kini. Aduna
kitay pagahimoon nga grand launching
alang niini nga programa sulod niini
nga bulan. Limpyo na ta, may kwarta
pa.
Karon atong hisgotan ang usa
ka sektor nga duol sa akong
kasingkasing ang social sector, kung
diin nahisakop ang mga
nanginahanglan, ang mga
margenalized sector kalabot na ang
atong mga igsoong lumad.
Sa natad sa Health, milabaw
sa 100% sa gidaghanon sa mga
indigents ang atong nahatagan ug
Philhealth cards.
Mitaas usab ang gidaghanon
sa mga beneficiaries sa atong housing
and lot acquisit ion projects nga
mikabat na sa 5,954 families
Nakahimo usab
kita ug dugang
57 ka mga balay.
Salamat sa inyong
suporta, kahago
ug mga donas-
yon,labi na sa
atong Balangayan
GK Build Project.
Nasugdan sab
nato ang livelihood
projects sama
sa water hyacinth
handicraft-
making. Ang
National Housing
Authority mibubo
ug dol-an P14M para sa land
development sa atong public
subdivisions.
Padayon usab ang atong
Social Work and Development Office
ug Population Office sa paghatag ug
nagkadaiyang mga serbisyo alang sa
mga pamilya, kababayen-an, mga
mabdos, mga bata, mga batan-on ug
mga persons with disability.
Sa mga umaabot nga bulan,
atong ilunsad ang usa pa ka Advocacy
Project nga mao ang Karomata ni
Doki. Kining mao nga programa
motabang ug tubag sa paghatag ug
edukasyon, sapot, ug pagkaon sa
atong mga streetchildren.
Ato sab gihatagan ug espesyal
nga pagtagad ang atong katigulangan.
Ang atong
Office for Senior
Citizens Affairs,
kon OSCA, mi-
dugang sa ilang
mga programa
ug serbisyo nga
miabot na sa 17
ka mga bag-ong
programa alang
sa kaayohan sa
atong mga
senior citizens.
Nakapadala usab kita ug
nakatabang sa 38 ka mga trabahante
nga maka-abroad tungod sa atong FLY
NOW, PAY LATER cash loan ilalom sa
Public Employment Service Office kon
PESO para sa lumargahay nga OFW.
Sa kamatuoran, kadaghanan
sa mga programa sa social sector mga
daan na ug naandan na nga mga
programa. Apan ang ako lamang
hangyo sa nga nanerbisyo sa publiko
niini nga administrasyon, IHATAG
NATO ANG MGA SERBISYO SA TANAN
LABI NA NGADTO SA MGA MAS
NANGINAHANGLAN NGA WALAY
SAGOL PAMULITIKA. SERBISYOHAN
NATO ANG TANAN UG UNDANGON NA
ANG PAMULITIKA.
Mao kini ang akong hagit sa
mga nanerbisyo sa social sector:
Himoon nato ang tanan kutob sa atong
mahimo aron ang serbisyo moabot sa
matag ganghaan ug matagamtaman
sa matag usa sa atong katawhan.
This is my commitment to you
my dearly beloved Butuanons: All our
gains in the increase in revenue, all
our yields in curbing corruption, all our
savings brought by efficient
governance, all the external resources
that we acquire, will be poured out
back to the people. Ang kwarta sa
katawhan, ibalik sa katawhan.
Serbisyo, infrastructure, pangabuhian,
education atong tagaan ug pagtagad.
Daghan ang mga reporma sa
atong pang-gobyerno nga
nakadugang gayod sa pagsalig ug
kompyansa sa atong katawhan ngadto
sa atong administrasyon.
Procurement Process Review,
Cleansing and Reform
As init ial approach, this
administration, through the City Legal
Office, reviewed and recommended
actions on all existing contracts and
transactions entered into by the City
Government.
Through the City Legal Office,
we terminated contracts which did not
go through the public bidding process,
and which terms and conditions were
grossly disadvantageous to the City.
These contracts pertain to the
following services: janitorial services,
laundry services at the Butuan Medical
Center, operation of bus terminal
comfort rooms, and security agency
services.
see City Mayors to page 10...
Balangay Watch 10
N ews & U pdatesAugust 1-7, 2011
We were also able to revise
and recommend revisions of the
following contracts which terms and
conditions were very onerous to the
City Government and largely
disadvantageous, namely: the
maintenance services for pedestrian
overpass along Montilla Boulevard,
and the lease of two (2) prime
commercial lots of the City
Government along Langihan Road.
We also terminated a P51.8M
contract for the procurement of heavy
equipment in view of patent infirmities
in the procurement process and
apparent overpricing. The termination
led to a transparent and public re-
bidding of the heavy equipment
intended for landfill facilities and
resulted to the upgraded and scaled
up specifications for the heavy
equipment and the increase in the
quantity of units at a much lower cost.
Sa mas barato nga presyo,
dagko pa ang makina ug karga, ang
atong mga dump trucks ug mas
midaghan pa.
We also suspended the P487M
worth of contracts for the construction
of the SP Session Hall, MDG Park and
South Market in view of the initial
adverse findings of the COA City
Auditor and the subsequent referral
of the matter to the COA main office
for the conduct of a special audit.
However, the City Governments bold
move resulted to a suit for arbitration
filed by the suspended contractor,
Dasta Builders, before the
Construction Industry Arbitration
Commission (CIAC) in Makati City.
...City Mayors from page 9Dasta Builders Case
In essence,
Dasta Builders claimed
payment for unpaid ac-
complishment billings,
standby costs, costs
of material remaining
in site, retention
money, unrealized
profits, financing costs,
mobilization and demo-
bilization expenses,
attorneys fees, moral
and exemplary damages incurred as
a result of the City Government and
Mayor Amante s unjust ified
suspension of the project, which, it
al leged, was tantamount to
constructive termination. The claim
totals to a staggering P123.79M.
CIAC, in its decision, ruled that,
indeed, the suspension was unjustified
and that Dasta Builders must be paid
its claim, but in the reduced amount
of Php 34.45M. Dasta Builders claim
for damages were denied.
While CIACs ruling might have
dampened the efforts of the City
Government for transparency and
accountability, it feels vindicated
nevertheless when the Commission on
Audit, through its Fraud Audit
Investigation Office (FAIO), released
its Special Audit Investigation Report
finding gross irregularity in the
transactions and disallowing in audit
the total amount of P159.82M, which
were paid to Dasta Builders for the
three projects, and requiring Dasta
Builders, solidarily with the then
members of the BAC and officials of
the previous dministration to return
the abovementioned sum to the cof-
-fers of the City Government.
Mga kaigsoonan, dili tinood
ang gipakatag karon nga estorya nga
ang syudad napildi na kuno sa kaso.
Ang tinood mao nga sigon sa findings
sa COA, ang Dasta Builders o gang
mga opisyales sa niaging nga
administrasyon, lakip ang mga
miembro sa Bids & Awards Committee
gipamandoan sa COA nga ipa-uli ang
dol-an P160M (P159,821,868.50) balik
sa panudlanan sa syudad.
Ang claims sa Dasta Builders
nga didto gi-file sa CIAC or Arbitration
Court nga mikabat ug P123.79M nga
gusto nilang bayaran sa syudad, gi-
deny kini sa CIAC ug gi-reduce hinion
kini ngadto sa P34.45M na lamang.
Kini atong i-apela sa Court of
Appeals ug atong i-ampo nga sa
katapusan, magmadaugon ang
katawhan ug mabalik ang atong
nagasto nga kwarta. Hinaot pa!
Dili kini kadaugan ni Mayor
Amante. Kadaugan kini sa mga
katawhan kay atong gusto nga ibalik
ang nausik nga kwarta sa kada
lumulopyo niining dakbayan na
naputos intawon sa utang tungod sa
mga bulilyaso nga mga proyekto nga
puno sa sekreto.
The crusade for transparency
and good governance shall continue
without let up under this new mandate
and the City Legal Office shall not
waver to be at the forefront of this
fight.
Dili nako kalimtan ang akong
gisaad ug gipanumpa sa katawhan, sa
dihang ako nanghangyo sa inyong
suporta, nga manubag kadtong mga
nagpasipala sa kaban sa lungsod. No
fear. No mercy.
The City Government of
Butuan will exhaust all means to keep
the trust and confidence of the
Butuanon people in this
administration, more especially so that
we are shown the same trust and

confidence by our partners from the
National Government Agencies.
To the representatives of the
National Government Agencies who
are gathered here this afternoon,
allow me to extend my humble
gratitude for the trust and confidence
that you have extended to me by
choosing me as the Chairperson of the
Development Administration cluster of
the Caraga Regional Development
Council.
This trust has made me realize
that my leadership is not only in the
City Hall, but for the entire city of
Butuan, its people, the private sector
and the National Government
Agencies operating and having offices
in this city.
Like the Voyage of the
Balangay, which reached many
archipelagos, the call of my
administration is Convergence with
the National Government Agencies.
Nalipay gayod ko ug dako nga
mismo ang atong mga Regional
Directors nagsulti kanako nga mao pa
kini ang unang higayon nga ang Lokal
nga Panggamhanan sa Butuan naka-
establish ug mahinongdanon nga
relasyon ug kooperasyon ngadto
kanila.
To the National Economic
Development Authority or NEDA-
Caraga, headed by Director
Carmencita Cochingco, I say thank
you for choosing us as pilot city for
the Convergence Initiatives in the
entire Caraga Region.
Thank you to the Housing and
Land Use Regulatory Board or HLURB,
for your commitment to guide us in
the development of the
Comprehensive Land Use Plan where
Disaster Risk Reduction and
Climate Change Adaptation will be
integrated.
Thank you to the Department
of Interior and Local Government or
DILG, headed by Director Rene
Burdeos, for enlisting us in the Seal
of Good Housekeeping on Good
Governance and for choosing the
Balangay as the symbol of the
Biyaheng Pinoy campaign. We will not
fail you in your expectations.
Thank you to the Department
of Trade and Industry or DTI, headed
by Director Brielgo Pagaran, for
strengthening the private sector-led
Local Investment Board and for co-
implementing the One Barangay,
OneProduct (OBOP) initiatives, which
is the first in the region.
...City Mayors from page 10Thank you to the Department
of Environment and Natural Resources
or DENR, headed by Regional
Executive Director Leonardo
Sibbaluca, for your efforts in
supporting us in the co-management
areas and in our Balangayan Grow A
Million Trees Project.
Thank you to the National
Commission on Indigenous Peoples or
NCIP, headed by Director Dominador
Gomez, for caring for our indigenous
peoples and providing a model of an
integrated development approach to
IP empowerment.
Thank you to the Department
of Agriculture or DA, headed by
Regional Executive Director Edna
Mabeza, for assisting us in setting up
the organic ferti lizer production
facilities in 12 barangays.
Thank you to the Department
of Labor and Employment or DOLE,
headed by Director Ofelia Domingo,
for supporting us financially in our
various livelihood projects like our
mushroom spawning center, water lily
handicraft making, and even the
boneless Bangus industry.
Thank you to the Department
of Health, headed by Director Leonita
Gorgolon, and the Philippine Health
Insurance Corporation, headed by
Director Johnny Sychua, for
supporting us in enrolling our indigents
and, for the first time, in developing a
unified citywide investment plan for
the health sector. This year, we are
supposed to cover more than 100%
of our indigents to be recipients of the
PhilHealth cards.
Thank you to the Department
of Education or DepEd, headed by
Director Gloria Benigno, for supporting
our Fit for School Program, which
covers more than 30,000 school
children. This program is a perfect
example of PPP or public-private
partnership because in this project, we
gained support from the Aboitiz
Foundation. Private individuals,
different NGOs, various Parents-
Teachers Associations, and barangay
leaders extended their support to this
project.
Thank you to the Department
of Social Welfare and Development or
DSWD, headed by Director Merceditas
Jabagat, for supporting our efforts in
providing support to the poorest of the
poor through the Pantawid Pamilyang
Pilipino Program, covering more than
8,000 families in Butuan City.
Thank you to the Department

our vast road rehabilitation.
Our many thanks to the
Department of Tourism, through

Infrastructure and Enterprise Zone
Authority or TIEZA, through Board
Member, Maam Vivian Otaza, for
continuing to assist us in our tourism
projects and for the approval of the
P10M grant for the development of the
Bood Promontory Eco-Park.
Thank you to the Technical
Education and Skills Development
Authority, through Director Edwin
Gatinao, and to the Department of
Science and Technology, through
Director Lyndo Villacorta, for assisting
us in our skills development endeavors
and our technological requirements.
I am proud to announce that
all systems are ready for the conduct
of Convergence Planning for the
development of the Annual Investment
Plan for the year 2012. This process
will be participated in by all NGAs, the
private sector and representatives
from civil society. Again, this is a first
in the history of Butuan City.
Sa unang higayon,
magtinabangay ang Lokal nga
Panggamhanan, ang mga National
Government Agencies ug ubang
pribado nga sektor alang sa pagmugna
sa Annual Investment Plan sa syudad
sa Butuan alang sa sunod nga tuig
2012.
Dugang pa niini, ato usab
gipaspasan ang pagplano, pag-
budget, ug ang mga procurement
processes aron sa umaabot nga unang
bulan sa tuig 2012, maka-implementar
na gayod kita sa tanan natong
giplanohan nga mga programa ug mga
proyekto.
My call for convergence was
extended to the academe as well.
Thank you to Father Saturnino
Urios University, headed by Rev. Fr.
John Young, for being our partners in
priority projects especially the
Balangayan - Gawad Kalinga
Project.Thank you to the Caraga State
University, headed by Dr. Joanna
B.Cuenca, for your commitment to

support us in the establishment of IT-
based systems for e-Transparent
Governance. Surely, the City
Government of Butuan will be saving
millions of pesos in computerization
because of this partnership. Ang
kanhi P209M nga computerization,
mahimo ra man diay sa P2M.
Thank you to the private
sector, especially the Butuan City
Chamber of Commerce, headed by Mr.
Omar Andaya, for your commitment
to guide our direction in investment
promotions.
On several occasions, while on
the road to a weekend vacation to
Davao or Cagayan de Oro with my
family, my 2 sons would repeatedly
ask me, Papa, are we there yet? How
many minutes more?
Mga kaigsoonan, layo pa ang
destinasyon. Daghan pa tang lubak-
lubak nga agihan. Daghan pa tang
balud nga asdangon. Hatagi lang ako
ug gamay nga pasensya, pagsabot ug
konsiderasyon. Muabot ra gihapon kita
ngadto sa yutang gisaad. Yes, we will
get there! And we are right on
schedule!
Sa mga musunod nga minuto,
akong i latag kaninyo ang mga
panglantaw ug atong tabangan ug
plano ug pag estudyo ang mga priority
programs and projects nga nakakatid
sa atong Executive Legislative agenda.
Akong ipahimugso ang
capability building sa atong mga
medical or nursing personnel sa
Butuan Medical Center ug mugnaon
ang usa ka Quality Management Team
nga mag-monitor sa padagan sa pag-
amoma sa mga pasyente. Ato usab i-
upgrade ang medical equipment,
apparatus ug medical supply. Moabot
na dinhi karong Disyembre ang 40-
footer van nga nagdala sa mga equipo
nga nagkantidad ug P40M nga ato
lamang gigahinan ug Php 1.5M nga
puhonan.
Kung walay babag sa proseso,
ato untang sugdan ang paghimo
karong tuiga ug dako nga covered
canal sa usa ka area sa atong syudad
nga mo-drain sa 25% sa tubig baha.
Maayo na kini nga sinugdangan kay
ang total cost for total rehabilitation
of the entire canal system mukabat
man sa Php 2 Billion pesos.
Sa dili pa matapos kining
tuiga, ato na pud untang masugdan
ang Disaster Risk Reduction
Management Team nga atong i-
incorporate sa 5 ambulancia, 14
...City Mayors from page 10birthing clinics, 4 Bemoncs, sa PNP ug
sa Butuan. Medical Center aron pag-
abot sa panahon sa emergency ug
kalamidad, mutabang sa atong mga
kaigsoonang nanginahanglan.
Ato usab tubagon ang 90%
nga kakulangon sa atong demand sa
gulay ug lagutmon sa syudad nga
karon gisuplayan sa Bukidnon.
We want to transform Butuan
into an organic center through a self-
sufficient green revolution which will
bring more livelihood and economic
growth.
44 infrastructure projects will
be started in September this year all
over the rural and the urban
barangays and there will be more of it
before the end of the year.
The Chinese Government has
manifested interest in the 1.5 hectare
Elliptical Rotonda. At the center will
be the China-Butuan Friendship Gate
and the Balangay monument, a PPP
Project between the Local Government
of Butuan, the DPWH, & the Chinese
Government. This P140M Project in
Bancasi will commemorate the 1,000
years of Butuans trade relation with
China.
The National Museum will soon
restart the excavation of the remaining
Balangays in Barangay Libertad and
we hope that with the approved P10
Million grant from TIEZA, we can
establish an Archeological Park in the
area, up to the Bood Eco-Park. This
Archaeological Park will be the first of
its kind in the Philippines.
Together with the Department
of Trade and Industry and the Butuan
City Chamber of Commerce we can
lure more investors by promoting
investment packages in the Regional
Center in Tiniwisan for more revenue
and more economic activity for our
people.
We will also appeal to all the
National Line Agencies, professional
groups and the private sector and the
academe, to host at least one regional
or Mindanao-wide seminar, conference
or convention, to pump our economy
into one of the most vibrant economies
in Mindanao.
We wil l do our best to
complete the Sports Complex after a
long 20 years of doing nothing, and
dream to bid for the 2014 Palarong
Pambansa here in Butuan City.
As we have completed the
different infrastructure projects of the
past administration, we have
envisioned to continue the South
Public Market construction on a Build
Operate Transfer scheme and the SP
Hall on a progressive but downscale
approach to save up the funds of the
government.
Mga kaigsoonan, daghan pa
ang pwedeng himoon nga dili nalang
nato isulti dinhi. Some of these things
Id rather leave to your imagination
to give you something worthwhile to
look forward to.
Ang importante nga gihatagan
ninyo kami ug igo nga panahon
pagplastar, pagplano, pagtigom ug
kwarta ug pag-proseso. Kay lisod kung
magdali-dali kita kay basi
mahitompawak ug mopalpak na
hinoon kita sa unahan.
Lastly, I would like to thank
the Hon. Vice Mayor Lawrence Lemuel
Fortun for his strong and effective
leadership of the Sangguniang
Panlungsod. Many, many thanks also
to the distinguished members of the
Sangguniang Panlungsod for the trust
and confidence that you have
bestowed upon me and for a
harmonious executive and legislative
relationship, which is anchored on
transparent and participative
governance. May this partnership
continue to do wonders for our people.
Ikaw ug ako, kitang tanan
lulan sa usa ka sakayan lamang.
Sama sa awit nga Iisang
Bangka nga naghulagway sa atong
hugot nga relasyon og tumong, kini
nagkanayon:
Ating liliparin, may harang
mang sibat
Ating tatawirin, daluyong
ng dagat.
Bastat kasama mo ako,
iisang bangka tayo
Anuman ang mithiin ay
makakamtan natin.
Daghang salamat! Mabuhay
ang kausaban! Mabuhay ang
kalambuan! Mabuhay ang katawhan!
Mabuhay ang Butuan!

Amante also disclosed thathe will support the construction of the SPbuilding on a progressive but downscaleapproach to save up on funds. The constructionof the SP building has been put on hold becauseit was clouded with anomaly involving the pastadministration.
