The Elkhorn View Industrial Park is located within the city limits and the urban growth boundary of Baker City. The industrial park is approximately two miles from city center in the northwest corner of the city. It is also included in the Baker County Enterprise Zone. The industrial park consists of 100 acres, of which 35 have been developed. There are approximately 65 acres open and ready for development. Existing infrastructure currently provided includes water, sewer, natural gas, and underground power. Future infrastructure would be a rail spur (preliminary work is already completed.) The price per acre is $9,500 with lots available from two acres to ten acres. These lots would be built to suit with a minimum price starting at $87.00 per square foot. It is estimated that it would take up to ten to twelve months (depending upon the design process and weather) for occupancy.

LOCAL INCENTIVIES & GRANTS

Baker County Jobs & Growth Grant Baker County offers a special grant to relocating businesses. Administered by the local Baker County Economic Development Committee, the grant provides eligible businesses who relocate to Baker County $5,000 per job created, including the owners. These grant dollars are flexible.

PROPERTY TAX ABATEMENTS

Baker County Enterprise Zone The Baker County Enterprise Zone offers a unique resource to Oregon communities and an exciting opportunity for businesses growing or relocating. In exchange for expanding in an enterprise zone, eligible companies receive an exemption from local property taxes on their new investments and equipment between three to five years. Long-Term Rural Enterprise Zone

The long-term enterprise zone program extends property tax abatements for 7-15 years, compared to the three to five years offered in the standard enterprise zone. Any business activity is eligible, but projects are depend on local approval and minimum levels of investment size, job creation, and employee compensation. Strategic Investment Program (SIP) The Strategic Investment Program exempts a portion of very large capital investments from property taxes for 15 years.

OTHER INCENTIVES

Oregon Investment Advantage This program helps businesses start or locate in Baker County by providing a multi-year, income tax deduction on new business operations, potentially elimi-nating state business tax liability.

Oregon Business Expansion Program An incentive program available to existing companies expanding operations in Oregon, or new companies coming into the state. The Oregon Business Expansion Program (BEP) is a cash incentive based on the estimated increase in new personal income tax revenue resulting from the new hires for the expansion or relocation of project. Film & Video Incentives Oregon offers a host of incentive programs for film and video productions taking place in the state. Incentive programs rebate:

20% of the production’s Oregon-based goods and services.

An additional cash payment of up to 16.2% of wages paid to production personnel.

Unlike other state programs, these incentives are cash rebates as opposed to tax credits. This simplifies and speeds up the rebate process.

TAX CREDITS

Employer-Provider Dependent Care Tax Credit A 50% income tax credit for the annual cost of assisting employees with childcare and similar needs. Federal Work Opportunity Tax Credit A federal tax credit incentive that Congress provides to private-sector businesses for hiring individuals from target groups who have consistently faced significant employment barriers. Research Tax Credits Corporate income tax credit for qualified research and basic research conducted each year in Oregon, as a state level extension of the federal R&D tax credits.

INCENTIVES

State Energy Loan Program (SELP) For renewable energy, including manufacturing facilities. Loans range from 5-20 years and $20,000 to $20 million, depending on the borrower’s need and financial situation. The Oregon Department of Energy finances these low-interest loans through the issuance of state general obligation bonds. Renewable Energy Development Grants Competitive for energy production systems that produce energy from renewable sources. Biomass Producer or Collector Tax Credit Income tax credit available to agricultural producers and biomass collectors for the production or collection of biomass that is to be used in Oregon as biofuel or to produce biofuel. The credit is based on the amount of biomass transferred to a biofuel producer during the tax year. This credit may be transferred to an Oregon taxpayer.

STATE LOAN & LOAN GUARANTEE PROGRAMS

Oregon Business Development Fund (OBDF) The OBDF provides direct loans that leverage private capital and provides incentives for businesses to expand or locate in Oregon. Oregon Capital Access Program (CAP) The CAP provides a form of loan portfolio loss reserve so banks may make business loans that carry higher than conventional risks while complying with federal and state banking regulations. Oregon Credit Enhancement Fund (CEF) The CEF provides loan guarantees to banks in order to increase capital availability to small businesses. Oregon Industrial Development Bonds (IDB) The IDB are available to manufacturing projects, exempt facilities and nonprofit organizations to provide access to capital primarily for value-added manufacturing. Entrepreneurial Development Loan Fund (EDLF) The EDLF offers direct loans to help start-ups, micro-enterprises and small businesses expand or become established in Oregon.

NORTHEAST OREGON ECONOMIC DEVELOPMENT DISTRICT (NEOEDD) LOAN PROGRAMS

Revolving Loan Fund (RLF) The Revolving Loan Fund (RLF) provides long-term, fixed-rate financing for land, buildings, equipment and machinery, and permanent working capital.

Program Guidelines

Individual loans may not exceed $250,000;

Loans cannot be used for refinancing of existing debt;

A minimum of one job must be created for every $25,000 of RLF investment;

Interest rate depends on risk and other factors.

Information Required for RLF Loans

A brief description of the business and its operations and services;

A description of the project to be developed including the assets to be purchased and their costs;

The number of full and part-time jobs that will be created as a result of the project;

Three years of financial statements for the current business, including both a balance sheet and profit-and-loss statement for each year;

Cash-flow projections for the business;

Personal financial statements and federal tax returns;

Loans must be fully secured;

Loans will normally be subordinated to other project financing;

An equity injection of at least 10% will be required.

Intermediary Relending Program The Intermediary Relending Program (IRP) provides long-term, fixed-rate financing for land, buildings, equipment and machinery, and permanent working capital. Program Guidelines

Maximum loan is 75% of eligible project costs – this means that you will need financing from other

sources – yourself, a bank, another loan program, etc.;

Individual loans may not exceed $150,000; Loans cannot be used for refinancing of existing debt;

A minimum of one job must be created for every $25,000 of IRP investment;

The IRP may not supplant private bank financing;

The IRP can be used for permanent construction financing.

Business Expansion Program A cash incentive based on the estimated increase in new personal income tax revenue resulting from new hires from the expansion or relocation project. Business Retention Services Program This program is designed to help private sector companies with multi-industry expertise in finance, marketing, operations, turnarounds, restructurings, feasibility studies, etc. Oregon New Market Tax Credit Delivers below market rate investment options to Oregon businesses and creates jobs in low-income communities.
