Catalyse method and tools
Designed in the framework of the European project Mosaïque (1989-1994), Catalyse offers three tools to confront three kinds of information:1. A multi-sector guide for diagnosis and evaluation that gathers individual data about people’s needs, so as to define and measure needs profiles.
2. A services database (or repertory) that lists the existing services on the territory that are able to satisfy the people’s and the community groups’ needs. It provides data on services.3. A territorial indicators system (TIS) that integrates territorial data that are provided by specialized statistic institutions.
5
Catalyse instrumentsCatalyse uses four generic methods and instruments that are usually used by the academic laboratories:
1. Pragma, to make the quantitative analysis of individual data (it can also be used with services data or territorial indicators).2. Anaconda for qualitative analyses. Thanks to the integration of Nuage, Anaconda can present the results in 3D.3. Mapping and spatial analysis
to represent and analyse the distribution of territorial indicators on the territory, but also the distribution of needs profiles or of services classes.4. Evaluation of actions relevance, efficiency and impact.
6
TICS
TICS is a concept for analysis software integration, analysis protocols description, description of documents from collection to publishing and integration of actors and community uses.

Tools specifications
caENTI also drafted conceptual, methodological and technical
specifications for tools (deliverables 54 and 55) that allowed to
reniew them with
- jpragma, cross-platform version of Pragma in Java
- anaconda, new croos platform version of Ananconda in Java
- eanaconda on line version
- mappingoreder to confront data from different sources.will be
They will be presented in the workshop A28o.

jPragma
jPragma: the cross platform version of Pragma will be presented in the workshop A28o.

Scheme of harmonization
1. Synthesis from local observatories, with the help of local universities (with a linguistic organisation)
We used the same process for all contents, then for the tools.
2. Compatibility with European (or international) standards
We follewed this scheme for the diagnosis and evaluation guide:
15
Global harmonization
The guide structure assumes compatibility with the repertory and the territorial indicators. It allows evaluative comparison between the planned / made services .
16
European Portal of territorial indicatorsFrom survey on territorial information available on Internet at European level (in fundamental methods activity) we can select territorial indicators, linked to guide individual indicators, to desing portal for web-mapping of the territorial indicators (workshop A44s).

The webmapping is operational at communes level for a few number of indicators.
It now only depends on information not on technologies.
Experiments will be done at infra communal level in some territories, because we have less information at this level that interest end actors
