I have been designated by the above-named Committee as its representative in gathering of

signatures of the registered voters in the following Legislative Districts and I am now in possession

to support the efforts of this Committee to enact by the People’s Initiative process for the PUBLIC

SERVICE REFORMATION ACT, a proposed national statute, for the Philippines via the

procedures of Republic Act 6735.

In this connection, I request the kindness of your office to verify the signatures collected in said

district/s as required by RA 6735, Section 7, which states: “The Election Registrar shall verify

the signatures on the basis of the registry list of voters, voters’ affidavits and voters

identification cards used in the immediately preceding election.” Because the proposed

Public Service Reformation Act is intended as a national statute, the provision in RA 6735,

Section 13(f) to govern the certification in gathering signatures of petitions for local initiatives does

not apply in the instant proposed Public Service Reformation Act. Section 13(f) applies only to

“Local Initiatives”.

We have aimed in collecting signatures of more than 3% in each of the above named legislative

and City, in order to automatically overcome the minimum legal requirements of gathering
