    At 12, li e many male children f rural families, he decided t leaveh me t see a better life and train as a Buddhist m n ; eventuallyhe w uld be enr lled at a presti i us temple sch l in Thailandsn rth n the Pin River, where n vices underta e special educati n teventually serve as m n s at the r yal palace.

    The Welsh Nati nal Assembly was f unded in 1987 f ll win areferendum, and all ws the Senedd ( parliament r senate) thes u ht-after p wers f h me rule. This imp rtant r anizati nneeded a w rld-class buildin t p rtray its identity and tenc ura e l cal pride and interest in p litics.

    At the penin cerem ny in March, the Queen said she h ped thebuildin w uld bec me as imp rtant a symb l as the H uses f Parliament were. She praised the s ill and ima inati n f th sewh ve desi ned and c nstructed this remar able example f m dern architecture.

    The Nati nal Assembly f r Wales ccupies a harb ur-side site ncen wn f r its c al exp rtin trade. At the time f the Internati nal

    desi n c mpetiti n f r the pr ject, the site was a relatively unusedand p rly devel ped part f the Welsh capital f Cardiff. The

    pr ject is n w the c rners t ne t a re enerati n area, near thenew Millennium Centre arts c mplex by Welsh architects PercyTh mas Partnership, (n w Capita Percy Th mas).

    The w rld ren wned, L nd n-based Richard R ers Partnership (RRP)w n the internati nal desi n c mpetiti n f r the Assembly buildinin 1998, but the p litics surr undin the buildin led t c nsiderabledelays, with the penin m re than six years behind schedule.

    As is ften the case with hi h-pr le, publicly funded pr jects,unrealistic bud et expectati ns caused much f the delay-alth u hthe nal c st was less than 10 p ercent f the c ntr versial 500milli n Sc ttish Parliament. As p litical pressures escalated, RRPwas brie y but dramatically red in 2001 by the Welsh nancesecretary and then reinstated with a new c ntract.

    Even bef re it br e r und, the buildin became le endaryn t f r its desi n but f r the sa a f its c nstructi n. It wasvery fru stratin , said L rd R ers at the penin cerem ny,d wnplayin the drama when as ed ab ut t he delays.

    It started very well and then f r a number f different reas nsit t b ed d wn, and there was a certain m ment when weth u ht it w uld never be built. But f r tunately, he c ntinued

    ptimistically, as thats why were here, it has been built, and n wwere much m re interested in the future.

    The result may well have been w rth the wait. RRP s visi n f r thepr ject, in resp nse t the challen in site and brief, was t createan pen, lazed facade facin the w ater. This later became a steeland lass wall due t security c ncerns f ll win the attac s f September 11, 2001.
