KALINGA MULTI-SECTORAL FORUM ON REGIONAL AUTONOMY TERMINAL REPORT 1. Background In 2006, the Regional Development Council during its Strategic Planning Workshop at Mt. Data Hotel, Bauko, Mt. Province decided to again pursue Cordillera Regional Autonomy. Reinventing itself to pursue autonomy, the RDC was able to get a fresh mandate from the Office of the President and the Congress appropriating some funds in the 2007 and 2008 GAA to undertake social preparation for autonomy. In 2007, the RDC commissioned a baseline survey to re-assess the awareness of Cordillerans on the issue of autonomy, gauge the readiness of the people for Regional autonomy, and gather inputs to process in pursuing the autonomy agenda. The results of the survey showed the following: 64% of the respondents are unaware on the constitutional provision for the creation of an autonomous region in the Cordillera 40% do not know if the region is ready to assume responsibilities of an autonomous region 30% said the region is not ready 66% are undecided should a plebiscite on a 3 rd Organic Act is to be held tommorrow 44% said that a flexible program can be worked out to gradually develop CAR’s Capability to become autonomous Based on the results of the survey, the RDC decided to proceed with the autonomy agenda and came out with the revised 2008-2010 Regional Plan with the overarching slogan of Regional Development and Autonomy. Thus, in August 2010, the RDC Enbanc Resolution No. CAR-21 was passed creating a Special Drafting Committee on the 3 rd Organic Act headed by Mayor Mauricio Domogan of Baguio City. Each of the provinces and city have also to organize drafting committees at their own level to conduct consultation and gather inputs from the people for study and possible inclusion in the draft of a 3 rd Organic Act. From then on, several regional conferences and meetings were held to prepare the groundwork for provincial consultations. Subsequently, a memorandum of Agreement was signed between NEDA-CAR and the provincial government of Kalinga for the latter to undertake a Multi-sectoral Forum on Regional Autonomy to gather ideas, suggestions, and recommendations from the people to be submitted to the regional drafting committee for inclusion in the drafting of the 3 rd Organic Act. Immediately, Governor Jocel C. Baac signed Executive Order No. 2011-01 organizing the Provincial Committee on Regional Autonomy Consultation and its Secretariat to undertake the consultation.

  • II. Planning Stage By virtue of Executive Order No. 2011-01 the Committee and its secretariat held their several meetings to plan out its course of actions. An action plan was finalized to wit:
