Dear Mr. Wagoner,

As you know, the quality and cost of health care delivery in the USA and Canada have been well documented in the national press and by other sources such as the Institute of Medicine (IOM), which reported that up to 98,000 people die in the USA annually due to preventable medical error. We have noted with excitement your recent interest in finding a solution to these challenges. We believe General Motors is in a unique position to influence positive change in the USA health care delivery process. First, the IOM and others have stated that purchasers of health care (such as GM) must drive the corrective and preventive action required in the health care sector. Also, GM was the primary force in the Automotive Industry Action Group (AIAG) and American Society for Quality (ASQ) Healthcare Division co-publishing an ISO-9004-based quality management system guidance document for health care, which was subsequently published as the first International Workshop Agreement (IWA) from the International Organization for Standardization (ISO). We recommend that GM adopt a public policy with regard to ISO 9001 certification of healthcare plans and providers based on this IWA 1 guidance. There are about 600,000 organizations certified to ISO 9000 globally – but only few in the healthcare sector. In addition to improving quality at reduced cost, this would reduce the risk of litigation to these organizations by requiring that they use validated verified healthcare delivery processes and proven tools including quality plans, SPC and Failure Mode Effects Analysis (FMEA). GM and the industry has successful precedent for such a supplier policy with QS-9000 and the QS-9000 Tooling and Equipment Supplement. The policy could vary from recognizing such ISO-9001 certification as a “preferred supplier” credential to mandating it by some future date. The Centers for Medicare and Medicaid (CMS), the country’s largest purchaser of healthcare, also requires ISO 9001 certification for purchases of US $1 million and above. While GM can be successful in adopting such a policy internally, we further recommend that you urge Ford, DaimlerChrysler and others such as members of the Leap Frog Group to also adopt a public policy for their plans and providers. We believe this represents a high leverage low-cost initiative that GM can immediately implement in pursuit of a resolution to this problem. Thank you in advance for your time and consideration.
