The annual Joint Defence Cooperation Committee dialogue, held at the band two/two-star level, is our primary mechanism for managing the bilateral defence relationship with the UAE. The most recent iteration was held over 23-24 April 2018 in Canberra s33(a)(iii)

s33(a)(iii) Australia provided an overview of the recent changes in the Defence Industry portfolio, s33(a)(iii)

• Australia has agreed to participate in Expo 2020 Dubai, the next iteration of the World Expo series. OF AT is developing a plan for Australia's participation in the Expo, including the design and fit-out of the Australian pavilion.

Background

• ccording to the Stockholm International Peace Research

Institute, the UAE was the fourth largest acquirer of US military equipment in the world from 2007-2016, just behind Australia.

• While the UAE defence industry is a mix of state-owned and private companies, state-owned businesses are the core of the market. Tawazun Holdings and Mubadala are the key companies in the area, with a range of defence subsidiaries. In 2014, the Emirates Defence Industries Company (EDIC) was established to bring together all UAE government owned

interests.

• Australia assesses all military export applications on a case-by-case basis in accordance with our export control provisions.

H.H. Sheikh Abdullah bin Zayed Al Nahyan

Cabinet Member, Minister of Foreign Affairs &

International Cooperation

United Arab Emirates

His Highness Sheikh Abdullah bin Zayed Al Nahyan was

appointed Minister of Foreign Affairs of the United Arab

Emirates on the 9th of February, 2006. The ministry’s role

focuses on maintaining clear political positions that support

the UAE’s relationships with its regional and international

partners while promoting the UAE as a regional leader in

different fields. Also, as foreign minister, he focuses on establishing specialized diplomatic

capabilities and encouraging political talents to address international concerns and provide

distinct consular and other services in looking after UAE nationals and the issues they may face

during their travels.

He is also a member of the UAE’s National Security Council, Deputy Chairman of the UAE’s

Permanent Committee on Borders, Chairman of the board of trustees of Emirates Diplomatic

Academy, Chairman of the Board of Directors of the Emirates Foundation for Youth

Development, Deputy Chairman of the Board of Directors of the Abu Dhabi Fund for

Development (ADFD) and Board Member of the National Defense College, and Chairman of the

Education and Human Resources Council.

He represents the UAE at Arab and international conferences and meetings. He launched

important international forums like Sir Bani Yas Forum and Global Forum on Relationships

between the Arab World, Latin America and the Caribbean. He guided a rapid expansion of

diplomatic links with countries in Latin America, South Pacific, sub-Saharan Africa and East

Asia.

Sheikh Abdullah holds a degree in Political Science from UAE University. He was appointed

Minister of Information and Culture in 1997, a post that he held until 2006. He served as

Chairman of Emirates Media Incorporated, Chairman of UAE Football Association (1993 –

2001), and as the Under Secretary of the Ministry of Information and Culture from 1995 to 1997.

He was born in Abu Dhabi on the 30th of April, 1972; an avid reader, a student of history, a keen

sportsman particularly interested in scuba diving, football and cycling. He also enjoys classical

music. He is married to Her Highness Sheikha Alyazia bint Saif Al Nahyan and has five children:

Fatima, Mohammad, Zayed, Saif and Theyab.

H.E. Dr Obaid Al Ketbi

United Arab Emirates Ambassador to Australia

His Excellency Dr Obaid Al Ketbi, Ambassador of the United Arab Emirates to Australia, based in

Canberra, took up his post in August 2015. He is also a non-residence Ambassador to the Republic

of Vanuatu, the Independent State of Samoa and Solomon Islands.

Dr Alketbi is a highly qualified, skilled and experienced professional with over 39 years of military,

homeland security and business management experience.

Prior to his Diplomatic post, His Excellency was a member of the decision making Council of the

Government of Abu Dhabi UAE - the Abu Dhabi Executive Council, and the Deputy Commander-

in-Chief of Abu Dhabi Police in charge of Homeland Security (2008 – 2014).

Dr Al Ketbi held distinguished and distinctive positions in the UAE Federal and Abu Dhabi

governments including; Chairmanship and Membership of various Organizations such as Chair of

the Exchange of Information and Integration of National Security, Abu Dhabi; Chair of the National

Security Committee on Weapons, Ammunition and Explosives; Chair of the Executive Board of the

International Defence Exhibition & Conference (IDEX); Chair of the International Exbition for

National Security & Resilience (ISNR), and a Member of the Standing Committee for Crises &

Disaster Management; and a Member of the International Anti-Terrorism Committee, World

Economic Forum, Abu Dhabi.

In addition, Dr Alketbi has a strong interest in academic research and has serval publications in

various fields. Ambassador Dr Al Ketbi holds the degrees of BSc, MSc (Engr); BBA, MBA (Bus

Mgt); MSc (Nat Res Mgt) and PhD (Int Bus) – his Doctorate of Philosophy topic was "The

International Transfer and Anchorage of Foreign Technology in the United Arab Emirates (UAE) –

Case Study of the Private Sector".

He is married with a daughter and a son.

Discussion Points

Australia-UAE defence relationship

We view our defence relationship with the UAE as a genuine

partnership that makes a substantial contribution to the peace

and security of the Middle East.

o There are over 1,000 ADF personnel currently deployed to

the broader Middle East, including 400 in Iraq and about 300

in Afghanistan, and our

deployed major fleet unit.

o

I was particularly pleased to attend the International Defence

Exhibition (IDEX) in Abu Dhabi last year.

o Australia will be expanding our trade show presence through

additional funding for Team Defence Australia.

o As one of the largest conferences in the world, we remain

very interested in attendance at IDEX.

Australian Industry Developments

In late January, the Government released Australia’s first ever

Defence Export Strategy to increase our defence exports over the

next decade.

To aid this export effort, the Australian Government has launched

an Australian Defence Export Office which is responsible for tasks

such as trade exhibitions and working with industry and

government.

A Defence Exports Advocate has also recently been established.

On 20 March, I launched the second edition of the Australian

Military Sales Catalogue.

o At almost 100 pages, the Catalogue showcases the

capabilities of 69 innovative Australian companies for export.

In April, the Australian Government released the first ever

Australian Defence Industrial Capability Plan.

o This Plan provides the Government’s vision and objectives

for the development of Australia’s defence industry over the

next decade.

o It highlights that Australian defence industry has a range of

world leading capabilities and is well positioned to meet

Defence’s current and future capability needs.

Australia-UAE Defence Industry Engagement

Australia is keen to enhance defence industry cooperation with

the UAE, particularly at the industry-to-industry level.

o Deeper engagement between our defence industries will

strengthen the broader bilateral relationship.

capabilities.

o We believe there is significant interest in the UAE as a

market amongst Australian industry, and there is

opportunity for us to achieve win-win results.

DEFENCE RELATIONSHIP BRIEF – UNITED ARAB EMIRATES

As acknowledged in the 2016 Defence White Paper, Australia will continue to develop our strong

defence relationship with the UAE. Australia’s bilateral defence engagement with the UAE

primarily consists of annual dialogues and exercises, fee-for-service training, senior visits,

defence industry cooperation, and port visits.

. Australia’s Defence Attaché is located in Abu Dhabi and the annual Joint Defence

Cooperation Committee dialogue is our primary mechanism for managing the relationship.

3. In accordance with section 58 of the Defence Trade Controls Act 2012, you are required to keep records of supplies made under this permit and retain the records for a period of five years.

3. This permit number must be quoted on all declarations made to the Australian Border Force for items exported under this permit.

4. In accordance with subsection 240(1A) of the Customs Act 1901, you are required to keep all relevant commercial documents relating to exports of these goods for 5 years from the date of exportation.

5. In accordance with regulation 13EC of the Customs (Prohibited Exports) Regulations 1958, the Defence Minister may impose new conditions on this permit, or remove or vary conditions of this permit, by written notice.
