• Australian phase down and policy driven by data and detailed practical assessment as to what is and will happen, as well as a cost-benefit analysis.
• All assessments were reviewed and assessed by Government and industry together –getting it right is vital.
Why a phase down under the Montreal Protocol?
• Very successful, predictable and gradual

HOW WILL AUSTRALIA MEET
THE GAP?
Put pressure on market with phase down and potential for product bans
1. Ensure early wins delivered
• MACs (standards exist)
• Small domestic A/C (standards exist)
2. Ensure longer term technology can shift easily with more time (i.e predictable and gradual)
• Large a/c and chillers
• Refrigeration (already underway for the smallest and largest applications)
Why focus on MACs?
• Significant component of future emissions
• Technology broadly similar between OEM
• Capacity to quickly reduce emissions – we have standards already
• But, product ban may be needed for commercial reasons
What is the story with domestic a/c?
• Large sector with ~ 1,000,000 splits (most small) installed annually
• Industry already moving aggressively to R32, with smaller charge sizes (Standards issues already resolved)
• Significant abatement possible as a result
• With early move in MACs could get Australia well into 2020s on phasedown schedule
COMMENTS ON STANDARDS
StandardsStandards moderate risk to ongoing transition• SAE standards on MACs and others for small a/c• Refrigerant classification and charge limits underpins
uptake• In Australia supported by Codes of Practice that detail
appropriate behaviour in particular applications• New standards needed for slower moving sectors –
medium and large a/c and refrigeration• These need to be incorporated in building codes and the
like• International consistency and cooperation invaluable
Resolving Standards is not the end of the process
• Education and training crucially important• Good practice must be supported with Codes of
Practice and a license regime• Significant risk of public backlash with accidents
