ESTIMATE OF REMAINING LIFE On June 22, 2018, an annual topographic survey of the NRRL was performed by Pickett & Associates, Inc. Jones Edmunds calculated the in-place and remaining volume of the Class I Landfill (Cells 1 to 6) and estimated the remaining life based on the topographic survey, historical tonnage rates, and a projected tonnage rate. Table 1 shows the volume calculation.

Approximately 331,020 tons of waste was landfilled between April 1, 2017, and June 22, 2018. Using a typical Class I apparent waste density of 1,200 pounds (lb)/cy, the remaining capacity is approximately 1.9 million tons. For calculating the remaining life, the 2018 waste acceptance rate was projected to be 275,400 tons per year and was assumed to grow at the same rate as the weighted population growth of the counties that the landfill serves. The remaining life calculations show that the Class I Landfill will reach capacity in approximately 6.7 years or February 2025. The calculations are provided in Attachment 1.

In accordance with the Solid Waste Permit Renewal Application dated December 18, 2015, and as authorized by FDEP through two permit modifications, the Class III Landfill footprint was revised to only include the 1-acre asbestos waste disposal area. The Class III Landfill is inactive, the facility no longer accepts waste, and all Class III waste accepted at the NRRL is disposed of in the Class I Landfill.

CLOSURE AND LONG-TERM CARE COST ESTIMATES On September 19, 2017, FDEP issued approval of the closure cost estimates for the Class I Landfill.

The attached closure and long-term care cost estimates for the Class I (EGC), Class I (Traditional Closure), and Class III Landfills have been adjusted using the current year’s inflation factor of 1.018 as published by FDEP. The estimates have been prepared using Form DEP 62-701.900(28).
