MEDSPRING, Mediterranean Science, Policy, Research & Innovation Gateway MEDSPRING is a coordination and support action. The project, built on the previous experience of the INCO.NET MIRA, but adapted to the new reality of the Euro-Mediterranean policy and the general orientations defined in the Euro-Mediterranean Conference of Barcelona (2-3 April 2012), is focused on three societal challenges (Energy, High Quality Affordable Food, and Scarcity of resources) and aims at tackling policy objectives by creating a dialogue and coordination platform of governmental institutions, research organisations, associations and civil society. The specific objectives of the project are thus: enhancing EU-MPCs co-ownership in research cooperation; creating synergies in order to reduce fragmentation of research actions; involving the civil society in the institutional dialogue on research and innovation; developing cooperation instruments to tackle societal challenges with a view to sustainability; supporting research and innovation capacity building through comprehensive training and contributing build an Euro-Mediterranean shared knowledge space in order to develop common EU-MPCs planning capacity and a sustainable regional RDT policy and cooperation. The principal objectives are: to develop and support the dialogue between EU – MPCs by bringing together policymakers and stakeholders from each MPC and EU Member states to create a dialogue and action platform to identify common interest in research areas, to set up S&T priorities, support capacity building activities and enhance the interaction between different cooperation instruments of the EC to promote actions in order to monitor, develop and contribute to creating synergies among the various S&T cooperation programmes between MPCs/EU and foster the participation of the MPCs in the Framework Programme. The ILPO55 Erasmus+ project kicked off in Malta on the 23rd and 24th October 2014 and was followed up by two meetings – February 2015 in Rome and July 2015 in Bucharest. To date all the member countries have presented their country reports based on the results of online questionnaires, focus groups and one to one interviews. The project partners will continue to work on the project results so far so as to develop a sustainable framework and will meet again in March 2016 to present further analysis. This project is being developed to address the various European challenges and strategies and to provide tangible tools and approaches in implementing the management for the over 55 employability of individuals, with specific reference to the Financial Services industry. The project’s objective is to support the imparting of skills in the ‘over 55’ employment sector, and to engage employees to transferring work-based competencies and experiences to the younger generation. The benefits would motivate this sector to become more active and efficient, to support the reduction of skills mismatch and to enhance entrepreneurial behaviour thereby resulting in better exploitation of the over 55 competencies and work experience. The Project’s outcomes will bring a very important contribution to the sustainable implementation of age management and intergenerational approaches in the Financial Services Sector: Aims of the Project To increase the employability, motivation and entrepreneurial behaviour of Financial Services Sector employees, at the workplace and/or when searching for new professional opportunities within the Financial Services Sector and/or other sectors. To reduce the unemployment rate of the Over 55 employees within the Financial Services Sector, in consideration of their increased professionalism. To strengthen cooperation between Employers, Trade Unions, Higher Education Institutions and VET providers in order to facilitate the professional development of the Over 55 employees. To develop the ILPO55 Reference Framework (including practical recommendations, instruments and tools) and two qualifications (including the course curricula and training programmes), which will enhance stakeholders involvement and motivate them to be more active in this field. To raise awareness about the benefits and opportunities that the further exploitation of ILPO55 results can bring for both employer and employees, and for their local community. To supply Banks and Financial Institutions with relevant skills and competencies and enhanced entrepreneurial behaviors at work place. To support Financial Services Sector institutions in their social responsibility strategies and activities. To facilitate work-based education and training for young employees, thus enhancing their employability. To support companies in their efforts to become 'Learning Organisations' through enhancing: the internal exchange and dialogue, the professional development opportunities for employees of all ages and learning approach to strategy. ACIM ET ANIMA PROPOSENT 6 RECOMMANDATIONS POUR FAVORISER L'INVESTISSEMENT DES

DIASPORAS DANS LEUR PAYS D'ORIGINE

Le séminaire international "Pour de nouvelles politiques en faveur de l'investissement des

diasporas en Méditerranée", organisé par ACIM et ANIMA qui s’est tenu les 24 et 25 juin à

Marseille a permis de réunir une centaine d’acteurs méditerranéens des diasporas et des

institutions parties prenantes. A l'issue des des deux journées de débats et de partage

d'expériences, les participants ont souhaité apporter un message fort aux institutions

nationales et internationales.

6 recommandations ont été élaborées et présentées:

1. Créer dans chaque pays une structure de coordination et de médiation qui devienne

l’interlocuteur unique des investisseurs de la diaspora. Cette structure aura pour mission:

d’informer sur les opportunités d’affaires et de financement ;

de faciliter l’implantation des projets ;

de lever les entraves juridiques, fiscales, foncières et/ou réglementaires.

2. Donner la priorité aux dispositifs législatifs facilitant la circulation des compétences en

Méditerranée, la portabilité des droits des binationaux et la baisse des taxes sur les

transferts des migrants dans les agendas des réunions ministérielles de l’Union pour la

Méditerranée et de l’Union européenne, dans les déclarations de l’Assemblée Parlementaire

de la Méditerranée et dans l’agenda des parlements nationaux des pays de la Méditerranée.

3. Créer un Fonds Diaspora abondé notamment par la BEI qui agirait en co-investissement

avec les acteurs financiers partenaires (banques, fonds de capital risque, réseaux de

business angels, financement participatif), doté d’un comité d'engagement mixte - financiers,

chefs d’entreprises des diasporas, structures d’accompagnement de projets.

4. Encourager les banques et fonds de garantie à adapter leurs instruments aux entreprises

en développement issues de la diaspora, qui ne peuvent être considérés comme primo-

créateurs.

5. Organiser une conférence annuelle des initiatives ciblant les talents expatriés en

Méditerranée, sous l’égide de l’Union pour la Méditerranée, associant dans son pilotage les

représentants des institutions de financement et de développement et des structures

d’accompagnement des diasporas. Elle assurera une meilleure coordination entre les

dispositifs et permettra d’identifier les freins à lever pour faciliter les expériences

entrepreneuriales circulaires, à porter à la connaissance des décideurs politiques.

6. Créer une plate-forme des réseaux économiques des diasporas euro-méditerranéennes.

Nous proposons la mise en place d’une plate-forme collaborative qui rassemblerait les

associations, réseaux et personnes-ressources des diasporas. Elle permettra l’échange

d’expériences entre associations et réseaux, la valorisation des succes stories, et favorisera

le montage de projet de coopération entre les réseaux.

Ce séminaire a été organisé par ACIM et ANIMA, avec le soutien de l'Union européenne

(projet MedGeneration, IEVP CTMED) et le Conseil régional PACA, en partenariat avec

l'Assemblée Parlementaire de la Méditerranée.

EUROMED Invest: building partnership between Brussels and Lebanese Chambers of Commerce

As part of its programme of mentoring for Business Support Organisations, the EU-funded EUROMED Invest project has been building up relations between the Brussels Chamber of Commerce and four of its Lebanese counteraprts. Earlier this year, Olivier Willocx, CEO of the Brussels Chamber of Commerce, spent two days in Beirut to share experiences and good practices with four Lebanese Chambers of Commerce – with participants encouraged to reflect on improvements of services such as development of membership, internalization and foreign direct investment, corporate volunteering and improvement of strategic planning. Following up from the partnerships established in Beirut, representatives of the Chamber of Commerce of Zahle and Bekaa participated in the 4th EUROMED Invest Academy in Brussels and extended the partnership between both chambers. The Chambers of Commerce are still in contact for further follow-up these initiatives. The aim of the EUROMED Invest project is to boost private business and investment within the Euro-Mediterranean region to contribute to an inclusive economic development. EUROMED Invest : renforcer le partenariat entre la Chambre de commerce de Bruxelles et les chambres du Liban

Dans le cadre de son programme de mentorat en faveur des organismes de soutien aux entreprises, le projet EUROMED – financé par l’UE – s’emploie à consolider les relations entre la Chambre de commerce de Bruxelles et quatre chambres de commerce libanaises. Au début de cette année, Olivier Willocx, administrateur-délégué de la Chambre de commerce de Bruxelles, a passé deux jours à Beyrouth afin d’échanger des expériences et des bonnes pratiques avec quatre chambres de commerce libanaises. Les participants ont été encouragés à réfléchir à l’amélioration des services, notamment par le biais de l’augmentation du nombre de membres, l’internalisation et les investissements directs étrangers, le volontariat d’entreprise et l’amélioration de la planification stratégique. Suite aux partenariats mis en place à Beyrouth, les représentants de la Chambre de Commerce de Zahlé et de la Bekaa ont participé à la 4e Académie EUROMED Invest organisée à Bruxelles et ont consolidé le partenariat entre les deux chambres.
