Richard A. Mangum, M. D. , Creedmor, North Carolina The Board of Medical Examiners of the State of North Carolina held a hearing concerning charges preferred against Richard A. Mangum, M. D. , at 1:00 p. m. , Friday, August 12, 1983, at the North Raleigh Hilton, Raleigh, North Carolina, at which hearing Dr. Mangum was present and was represented by counsel. The Board found the charges to be true and ordered that the license to practice medicine in the state of North Carolina issued to Richard A. Mangum, M. D. , be revoked, . effective September 3, 1983. John Clingman Young M. D. Asheville, North Carolina The Board reviewed information indicating that Dr. Young surrendered his license to practice medicine in the state of North Carolina effective July 7, 1983, The Board adopted a motion that this report be accepted as information and that the charges preferred against Dr. Young by the Board be held in abeyance as they were not processed because this physician surrendered his license. William Earl Roberson, M. D. , Wilmington, North Carolina The Board adopted a motion that the proper procedures be instituted to prefer charges against Dr. Roberson, that he be so notified in writing, and that he be further notified the Board will hold a hearing on the charges preferred against him. Richard Cornell Andringa, M. D. , Wisconsin The Board adopted a motion that the charges preferred against Dr. Andringa be dropped. Mary Grace Swinburne Jaynes, M. D. , Tryon, I'lorth Carolina The Board adopted a motion that the proper procedures be instituted to prefer charges against Mary Grace Swinburne Jaynes, M. D. ,at 1:00 p. m. , Friday, August 12, 1983, at the North Raleigh Hilton,Raleigh, North Carolina, at which hearing Dr. Mangum was present and wasrepresented by counsel. The Board found the charges to be true andordered that the license to practice medicine in the state of NorthCarolina issued to Richard A. Mangum, M. D. , be revoked, . effectiveSeptember 3, 1983.

Dr Blackmon reported on 7/28/82 hearing held to amend regulations as follows1 amendment of wording of regulation regarding Board's structure as being composed of 7

physician members and 1 public member in accordance with statutory wording

mcrease of applicants' fee for FLEX exam from $150 to $200

amendment requiring apphcants to submit only 1 certified photo mstead of 2

re-adoption, with no change in wording, regarding prescribing by physician assistants

Board approved amendments and the filing in accordance with Administrative Procedures Act

Future Board meetings, beginning with December 1982, will be held in Raleigh

The Board adopted a motion that, wi th the advice of an attorney, a letterbe wri tten to thi s organization regarding patients who may receive, throughhome health care, services traditional ly rendered only in hospi tais.The Board adopted a further motion that this letter state the Board ofMedical Examiners believes within the usual doctor, nurse, patient re-lationship a physician can issue an order for a nurse to administerintravenous fluids, blood, and blood products to a patient; however, i tis the Board's opinion that the legality of the rendering of such treat-ment by a visiting nurse in the home setting is the type of issue whichwould be more appropriately posed to ei ther the Board of Nursing or to theAttorney General 's Office. The Board adopted a further motion thatit decl ines to render a formal opinion concerning this issue.
