DESCRIPTION
Mike Klumpp, Associate Professor Emeritus with the University of Arkansas and Multi-State and Oklahoma 4-H ATV Safety Coordinator with Oklahoma State University CES, presented this at CPSC’s ATV Safety Summit Oct. 11, 2012. I have over 34 years of experience in ATV safety education and youth development. 4-H and the ATV Safety Institute recommend that parents first determine their child’s readiness to operate an ATV safely before allowing them to ride. Considerations include physical size, strength, coordination, visual perception, emotional maturity, reasoning and decision-making. Once the decision is made for a young person to operate/ride an ATV, choosing the right ATV is important. We follow the manufacturer's minimum age recommendation warning label on the ATV. Since 2008, 4-H educators have trained over 4,000 youth and adults in the ASI RiderCourse. In our programming placing a large-framed 10/11 year old on an under 70cc unit or a large-framed 14/15 year old on a 90cc unit has been difficult. We have found that the Y10 and Transition models specified by the current ANSI/SVIA standard are ideal/safer for large-framed youth in those specific age ranges. We encourage CPSC to support the use and availability of these models.TRANSCRIPT
