The report contains information about CDSC Community Services, Aged and Disability Care Services, Children’s Services, Sport and Recreation Services, Night Patrol Services. Community Services (Coord Rene Laan) Knowledge centre staff in Lajamanu attended the NT library conference and gained valuable insight and training. CDS is in negotiations with Alice Springs Town Council investigating the option to draw from their pool of casual library workers to support the libraries in CDS on a need as basis. Two community media workers attended the Remote Indigenous Music Festival with Remote Indigenous Television. One community worker from Lajamanu won an award for the best editing of a video. Domestic Violence team in Yuendumu works very closely with the NT government and they get support from the Community Justice Centre with the return of the residents who went to Adelaide to settle back into Yuendumu. It will be a very long process. One more CDS staff member was trained by Australia Post to be able to administer post office duties at the Licensed Post Office in Yuendumu. Centrelink agents are still functioning to the required hours, but in Nyirripi and Atjitjere there are problems with forced reduced hours due to staff shortages and non-attendance.
Aged and Disability Care Services (Coord Wilma Gibson) Lajamanu From Sept 20th to Oct 1st Coordinator stayed in Lajamanu mentoring and training staff. Also worked with the SSM on a plan for the west side veranda of the Aged Care building. New Industrial dryer and washing machine have been installed. Yuelamu New Aged Care Coordinator began in Yuelamu in Sept. Some kitchen improvements have been installed. Staff have attended an OH&S workshop and are developing a policy and procedure manual. Laramba Buildings: We have requested for infrastructure to commence planning and upgrade to the shower and toilets at the aged care. Currently reviewing the best options to upgrade the kitchen area. Training: staff are attending first aid and fire warden training before the end of the year. Staff attended an OHS workshop in September to commence the formalising of the policy and procedure manual for CDSC Aged & Disability Services. Ti Tree/Wilora Staff are attending first aid and fire warden training before the end of the year. Wilora building is now working in with the SNP to cook meals for the children at Wilora Nyirripi A new Aged Care Coordinator has been appointed and will commence on Monday 29th Nov.

Children’s Services (Coord Kathleen Scott) The new children’s services coordinator Kathleen Scott commenced on the 4th Oct, since then she has visited 7 communities to meet with SSMs & staff and community members involved with Children’s Services and School Nutrition Programs. Child Care staff in Yuendumu are graduating from either cert 1,II and/or III this December and many have enrolled to continue studying next year. The kitchen at Yuendumu CCC has been upgraded with stainless steel work benches. The Playgroup has re-established with a new facilitator and operating 3 sessions per week. Child Care workers at Laramba will also complete Certificate III studies this year. Child Care workers across the all communities have enrolled in the Learning at Work, Child care Course. The Agreement between DEEWR and CDSC to provide the School Nutrition Program in 6 communities ceases on Dec 31st 2010. DEEWR has requested that CDSC resubmit for the funding. Sport and Recreation Services (Coord Cherie Forbes) There are ongoing difficulties with staff retention and recruitment throughout communities. The CSRO Workshop was initially well attended with a great range of presentations. Communities presented what they are doing in their communities; presentations were well done with some great ideas and activities happening. The Department of Natural Resources, Environment, the Arts and Sport (NRETAS) has advised that the Minister will be putting funding for a recreational space in Yuelamu. To date we have not received anything in writing but have been asked to get feedback from community. They are reluctant to provide a budget figure. The Shire CSRO Mentor commenced and was supportive in the coordination of the CSRO Workshop, 4WD and First Aid Training and Cert II in Sport and Rec Training. She also travelled to Nyirripi, Yuelamu, Atitjere, Engawala, Lajamanu and Laramba, assisting in development training, school visits, planning and the delivery of a comprehensive program, while mentoring staff. An Indigenous Basketball Challenge has been set for 12-13 December, target age is 12-16, mixed. Night Patrol Services (new Coord Brian Corby) The new Night Patrol Coordinator commenced on the 8th November 2010, and there are currently 2 field officers who support ½ the shire each. Brian is keen to get out to the communities and meet the workers; he has commenced developing a visit plan. Night Patrol has recently ordered 6 new Toyota Hilux vehicles, 5 to replace older community patrol vehicles and one to be used by the field officer.

DOG HEALTH UPDATE, NOVEMBER 2010
In the last two months, Veterinarians have visited many communities.
Harts Range, Irrelirre, and Engawala were all attended to by one of our Vets who travelled down from Katherine. Good cooperation was shown by the majority of dog owners in these communities.
Laramba continues to have healthy dogs, most of which have been desexed. The vet was finished here after one day and progressed early to Willowra. It was pleasing that residents in Willowra allowed the vet to operate on some female dogs, which is good progress for this community.
The majority of residents in Nyirripi were cooperative and keen to have their animals treated. Unfortunately, one resident who’s dogs have bitten people, was uncooperative and his dogs were no where to be seen when the vet visited. Shire staff and police will continue to encourage this resident to allow treatment of his dogs, so they will be healthier and less aggressive. We have tried repeatedly in the past, but it seems more time is needed to create a positive association. Residents can’t be forced to have their dogs treated, this creates distrust in the long run. Community residents have been encouraged to talk to the owner about having his dogs treated.
Yuelamu continues to be one of the most cooperative communities with the healthiest dogs. Great work!!!
Lajamanu was visited last week, and vets are in Yuendumu this week.
It is uncertain how many communities can be visited at the start of 2011, as there is insufficient money allocated to the program, and no funding grants have been applicable to date.
“Go away” - proof that the mange medicine works!
This is a little dog out in Irrelirre, referred to in Eastern Arrente as “Kwane” which translates closely to “go away” in English.

DIRECTORATE REPORT
COMMERCIAL SERVICES Territory Housing Repairs and Maintenance The Service Agreement with Northern Territory Government establishing the terms and conditions for the delivery of Territory Housing maintenance services has now been signed. The agreement includes special conditions that had originally been of concern to Council Work under this agreement is progressing more slowly then when managed directly by the Shire and it is hope that some acceleration will now occur. Below is a chart of performance for the first quarter.
CDEP The capital works program establishing demountable accommodation for visiting CDEP support staff is well underway. Demountables have been installed at Engawala, Atitjere, TiTree, Willowra, Laramba and Nyirripi. Service connections and yard works are still to be completed. The training workshops are under construction at Engawala, Willowra and Nyirripi.

EXTERNAL PROJECTS
Stan Beattie has left CDS to work in Rockhampton. This will allow Stan to live closer to his family. I would like to thank Stan sincerely for all the work he has done at Central Desert Shire – initially as SSM at Yuendumu and more recently as Project Manager. Stan has managed a very high work-load and achieved some excellent results.
