1. RULE NO. 1 - DEFINITION OF TERMS (cont’d)

CENTREX SERVICE

The term "primary station" as used in connection with Centrex Service denotes a mechanized station (excluding extension stations) capable of receiving direct in-dialed calls and capable of direct outdialing of calls. The term "primary station - dormitory" as used in connection with Centrex Service denotes a "primary station" designated for use in the living quarters of a residence hall, dormitory, faculty or other employee residence and other similar living quarters, which are owned or leased and operated by a school, college or university. The term "primary station - restricted" as used in connection with Centrex Service denotes a station having direct intra-organization dialing capabilities only, and having no capability of completing calls through the attendant positions. The term "extension station" as used in connection with Centrex Service denotes a station connected to the same telephone number terminal as the primary station with which it is associated. COIN SERVICE Public Telephone, Individual Line Company provided Semipublic, or Customer-Owned Pay (COPT) Telephone Service furnished from stations that may be equipped with a device for collecting coins in payment of telephone service. COMMSTAR I/1/

An optional telephone service arrangement of central office features furnished to individual line business and residence customers. See Guidebook Part 20, Section 7. COMMSTAR II/1/

An optional telephone service arrangement of central office features furnished to individual line business and residence customers wishing to combine two exchange access lines or up to thirty exchange access lines. Guidebook Part 20, Section 7. COMMUNICATIONS CONTROL PROGRAM A software program with pre-established instruction data defining procedures, edits and logic required to process information and/or perform functions for electronically operated systems, such as ESS. COMPANY (the Company) Pacific Bell Telephone Company, d/b/a AT&T California COMPLEX SERVICE

Service used and associated with common control equipment. /2/ Commstar I and Commstar II are Grandfathered services. See Part 20, Section 7 for details.

11. RULE NO. 11 - DISCONTINUANCE AND RESTORATION OF SERVICE

A. GENERAL

Except as provided herein, Discontinuance and Restoration of Service rules for Guidebook services may be found in Schedule Cal. P.U.C. No. A2.1.11. For Remote LAN (Local Area Network) Service, see C., following.

For Asynchronous Transfer Mode (ATM) Service and and Frame Relay Service, see D., following. B. NON-PAYMENT of BILLS 1. The Company will not cause cessation of basic exchange service on any day service representatives are not available to assist customers.

2. The Company will not temporarily discontinue or permanently disconnect a customer’s regulated exchange or private line service solely for non-payment of charges for the following services: OPT-E-MAN, Customized Switched Metro Ethernet (CSME) Service Advanced Services, Centrex, Electronic Information Services, Inside Wire Repair Services, Integrated Pathway Service, Message Telecommunications Service, Operator and Directory Services, Pacific Bell/SBC Calling Services and Voice-Based Information Services. 3. Discontinuance of Commstar II/1/

The Company may discontinue the telephone service of a customer with Commstar II for nonpayment or noncompliance with other rules. Where residence and business services of the same customer are combined on Commstar II, all lines of the same customer may be discontinued. Where more than one customer’s service is involved only the line(s) of the customer who is delinquent can be discontinued. Any optional group features charged to the line(s) would also be discontinued.

4. Discontinuance of Service for OPT-E-MAN and Customized Switched Metro Ethernet (CSME) Service

For OPT-E-MAN and Customized Switched Metro Ethernet (CSME) Service in this Guidebook, Regulations for Refusal and Discontinuance of Services, as set forth in Schedule Cal. P.U.C. No. 175-T, Section 2.1.8 are applicable, in lieu of the rules stated herein.

5. If customer is in default and the Company disconnects the customer's Message Center or

AT&T Messaging Voice Mail service, the customer's service may continue to accumulate messages pending resolution of customer's default.

C. Applicable Discontinuance and Restoration rules for Remote LAN (Local Area Network) Services: 1. Termination or Refusal of Remote LAN Services

If Customer is in violation of any provision under this Guidebook, and such default continues after notice thereof is given by Utility, Utility may, without liability and without waiving any other remedies available to it, cease providing Remote LAN Service(s) to Customer including any Remote LAN residential and/or business services which Customer may subscribe to, until such default is remedied.

2. Discontinuance of Remote LAN Srvices The Utility, on its sole discretion, may discontinue offering a Remote LAN Service, in part or in

9. Dual element charges do not apply to a telephone number change:

a. as provided for in Schedule Cal.P.U.C. No. A2.1.17.

b. to provide Custom Calling Services, Commstar I/2/, Commstar II/2/, or Premiere Communications

Systems Services, if the provision of these services can be made from the same central office from which the customer's existing service is provided.

c. from a Personalized Telephone Number to a non-specific number, at the customer's request.

10. The Personalized Telephone Number service charge will not apply if a customer requests

reassignment of a telephone number they have previously used, subject to availability and the following time limits:

11. The Personalized Telephone Number service charge will not apply to those customers

subscribing to number referral service/1/.

12. Nonrecurring charges associated with the Hunting feature will be waived on Access Advantage Plus 3 year Term Pricing Plan. All lines within the hunt group must be part of the Access Advantage Plus.

Message Waiting Indicator is available to Centrex Service, Airport Intercommunicating Service. COMMSTAR II/1/, Individual Line Residence and Business Exchange Service, Private Branch Exchange Trunk Line Service, or other Company provided dialable lines where dial tone is normally served. The following conditions apply: - Customers must arrange to forward their calls to a Centrex-UCD equipped with Forwarded

Call Information service, as defined in u., preceding or Network Forwarded Call Information as defined in v. preceding.

- In addition to the rates and charges associated with Message Waiting Indicator, customers

must subscribe to one or more of the Call Forwarding USOCs listed in u., preceding. However, MWI and Call Forwarding features are not required on the same line.

- The Message Waiting Indicator customer and the Forwarded Call Information equipped

system must be served by the same C.O.

This service is furnished solely for the telephone calling purposes of the caller. If the customer elects to disconnect Personal ISDN service, there is no charge to change to normal 1MR or 1FR service.

Premiere Communications System is an optional telephone service arrangement of

central office features furnished to individual line business and residence customers wishing to combine two exchange access lines or up to six exchange access lines into a Premiere 6. It is available within the exchange area of all exchanges served by a central office where facilities and operating conditions permit.

1. Basic Package Features - Premiere 6

Premiere 6 Call Hold

A call can be placed on hold by flashing the switchhook and dialing a code. This frees the line to originate another call or use the call pick up feature.

Premiere 6 Call Pickup

A call can be answered which has been directed to another line in the Premiere group.

A call in progress can be placed on hold and a second call completed while maintaining privacy from the first call. In addition, the user may choose to add on the previously held call into a three-way conference.

Premiere 6 Intercom

Up to five other lines can be dialed in the same premiere group by dialing an access code followed by a single digit. Two user stations with same line number cannot access each other utilizing the Intercom feature.

Premiere 6 Call Transfer

Any established call can be transferred to another line within or outside the Premiere group. One person on the final connection must still be within the Premiere group.

2. Optional Line Features - Premiere 6

Premiere 6 Busy Call Forwarding/Delay Call Forwarding

This line feature automatically transfers incoming calls that encounter a(1) busy condition and/or a (2) don't answer condition after a preselected number of rings (from 1 to 7) on the subscribing Premiere equipped line to an alternate designated line within the Premiere group. Because of technical limitations, the actual number of ring cycles before a don't answer call is transferred may vary slightly from the preset value. The number to which calls are transferred and the approximate number of ring cycles before a don't answer call is transferred are specified by the customer at the time the feature is ordered. This feature is in operation on a continuous basis and cannot de activated or deactivated by the customer. Changes to the feature must be requested from the Company.

Premiere 6 Call Forwarding

All calls made to the subscribing line are automatically transferred to a different line, within or outside the Premiere group.

1. The Company may furnish Premiere where there is available central office equipment with the proper program updates as determined by the Company.

2. Premiere is available on all individual business and residence access lines other than

public or semi-public service lines. 3. A customer or customers may choose to combine access lines terminating at different

premises into a Premiere 6. All access lines combined in a Premiere 6 must be served by the same central office.

4. The combining of access lines carrying different classes of service designations into a

Premiere 6 is permitted. 5. All Premiere lines must be equipped for Touch-Tone signaling. 6. The quality of transmission for calls utilizing Premiere Call Forwarding or Premiere Three-

Way Calling may vary depending on the distance and routing involved. The Company makes no representation as to the quality of the transmission on such calls.

7. Different customers may arrange to have their individual access lines combined in a

common Premiere 6.

In the case where either of the optional group features Premiere Customer Changeable Speed Calling or Premiere Distinctive Ringing are ordered, an agreement must be reached between customers and Company as to which customer will be responsible for these particular features.

8. A customer with a line equipped with Premiere Call Forwarding is responsible for the

payment of any applicable charges for each completed call between the subscribing line and the forwarded to line. This charge for local, message unit, zone calling units or dial station toll applies to all forwarding calls that are answered at the forwarded to line station.

A. Description

Commstar I is an optional telephone service arrangement of central office features furnished to individual line business and residence customers. It is available within the exchange area of all exchanges served by a central office where facilities and operating conditions permit.

1. Basic Package Features - Commstar I (Single Line Service)/1/

Commstar I Call Forwarding Permits the customer to automatically forward (transfer) all incoming calls to another telephone number, and to restore it to normal operation at his discretion. Commstar I Call Hold A call can be placed on hold by flashing the switchhook and dialing a code. This frees the line to originate another call or use the call pickup feature. A. Description

Commstar II Call Forwarding

This feature automatically transfers incoming and intercom calls that encounter a busy line condition and/or a don't answer condition after a preselected number of rings (from 1 to 7) on the subscribing Commstar II equipped line to an alternate designated line within or outside the Commstar II group but within the same central office switch. Because of technical limitations, the actual number of ring cycles before a don't answer call is transferred may vary slightly from the preset value. The number to which the calls are transferred and the approximate number of ring cycles before a don't answer call is transferred are specified by the customer at the time the feature is ordered. This feature is in operation on a continuous basis and cannot be activated or deactivated by the customer. Changes to the feature must be requested from the Company.

Commstar II Speed Calling

3. Optional Group Features

Commstar II Distinctive Ringing

Allows a user to distinguish between incoming and intercom calls by providing distinctive ringing patterns. Commstar II lines equipped for distinctive ringing which are also assigned the Call Waiting feature will receive distinctive tones on incoming and intercom calls which are waiting.

Commstar II /800 Service Access

Allows access to 800 Service by dialing a separate access line. The 800 Line(s) is not included in the maximum line capacity of the Commstar II.

Commstar II Features will continue to function in a normal manner when the 800 Line is in use. 800 service must terminate in the same central office and same switch as the local service common block.

Custom 800 Service

Custom 800 Service as set forth in Guidebook, Part 10, Section 1 may be provisioned on a Commstar II line. The Custom 800 line is not counted in the maximum 30 line capacity of the Commstar II. There are no nonrecurring charges associated with the provisioning of Custom 800 Service on the Commstar II line.

B. Regulations

1. The Company may furnish Commstar II where there is available central office equipment with the proper program updates as determined by the Company.

2. Commstar II is available on all individual business and residence access lines other than

public or semi-public service lines.

3. A customer or customers may choose to combine access lines located at different premises into a Commstar II. All access lines combined in Commstar II must be served by the same central office.

4. The combining of access lines carrying different classes of service designations into a

Commstar II is permitted. 5. All Commstar II lines must be equipped for Touch-Tone signaling. 6. The quality of transmission for calls utilizing Commstar II Call Forwarding or Commstar II

Three-Way Calling may vary depending on the distance and routing involved. The Company makes no representation as to the quality of the transmission on such calls.

7. Different customers may arrange to have their individual access lines combined in a

Commstar II.

In the case where either of the optional features, Commstar II Speed Dialing or Commstar II Distinctive Ringing are ordered, an agreement must be reached between customers and Company as to which customer will be responsible for these particular features.

8. A customer with a line equipped with Commstar II Call Forwarding is responsible for the

payment of any applicable charges for each completed call between the subscribing line and the forwarded to line. This charge for local, message unit, zone calling units or dial station toll applies to all forwarding calls that are answered at the forwarded to line station.

9. It is the responsibility of the customer forwarding calls to another service to obtain any necessary permission of the customer to whom the calls are forwarded. Schedule Cal.P.U.C. No. A2.1.11 prohibits interference of telephone service of another.

10. The Company may discontinue the telephone service of a customer with Commstar II

service for nonpayment or noncompliance with other rules. Refer to Schedule Cal.P.U.C. No. A2.1.11.

11. Temporary Service is not offered with Commstar II. 12. The limitation of the Company's liability is set forth in Guidebook, Part 2, Section 2. 13. A minimum of two (2) lines will be needed to establish a Commstar II. 14. Unless otherwise specifically stated in this tariff schedule, Commstar II, access lines will

be treated as Individual Line Business and/or Residence Service and all applicable tariff and/or Guidebook schedules of the Company will apply.

15. The Company is not responsible for incompatibility between Company provided service

and customer-provided terminal equipment as set forth in Guidebook, Part 8, Section 8. 16. A control account is necessary with any Commstar II so central office translations can be provided to activate the Intercom feature. An agreement must be reached between the

customer(s) and the Company as to which customer will be designated as the control account. The customer of the control account is also responsible for handling order inquiries and maintenance problems
