The Secretariat of the International Atomic Energy Agency (IAEA) presents its compliments to the IAEA’s Member States and has the honour to draw their attention to the Technical Meeting on Strategies and Opportunities for the Management of Spent Fuel from Power Reactors in the Longer Timeframe (hereinafter referred to as “event”) to be held in Bahadurgarh, India, from 25 to 29 November 2019.

The purpose of the event is to consolidate the content of the draft IAEA Nuclear Energy Series document on Existing and Advanced Nuclear Fuel Cycle Technical Options for Waste Burden Minimization, which includes a variety of fuel cycle options, and to identify opportunities for recycling valuable fission products.

The attached Information Sheet provides further details of the event.

The event will be held in English.

Member States are invited to designate one or more participants for this event. Member States are strongly encouraged to identify suitable women participants.

The IAEA is generally not in a position to bear the travel and other costs of participants in the event. The IAEA has, however, limited funds at its disposal to help meet the cost of attendance of certain participants. Upon specific request, such assistance may be offered to normally one participant per country, provided that, in the IAEA’s view, the participant will make an important contribution to the event. The application for financial support should be made at the time of designating the participant(s) using the attached Grant Application Form (Form C).

It should be noted that compensation is not payable by the IAEA for any damage to or loss of personal property. The IAEA also does not provide health insurance coverage for participants in IAEA events. Arrangements for private insurance coverage on an individual basis should therefore be made. The IAEA will, however, provide insurance coverage for accidents and illnesses that clearly result from any work performed for the IAEA.

Designations should be submitted to the IAEA through the competent national authority (Ministry of Foreign Affairs, Permanent Mission to the IAEA or National Atomic Energy Authority) not later than 13 September 2019 using the attached Participation Form (Form A). Completed and authorized Participation Forms should be sent either by email to: Official.Mail@iaea.org or by fax to: +43 1 26007 (no hard copies needed). Should Governments wish, in addition, to appoint one or more observers to assist and advise the designated participants, they are kindly requested to inform the IAEA of the names and contact details of any such observers by the above date. In accordance with the established rules, Governments are expected to bear the cost of attendance of any observers they may send to IAEA events. Compensation is not payable by the IAEA for any damage to or loss of observers’ personal property or for illness, injury or death occurring while travelling to or in connection with their attendance at IAEA events.

Introduction

Over the last decades, national and international research and development and demonstration programmes have been conducted on the development of advanced sustainable nuclear fuel cycles associated with advanced reactors in order to improve the utilization of uranium resources, maximize energy production, minimize waste generation, improve safety and limit proliferation risks. Advanced fuel cycles are devoted to recycling most of the long-lived minor actinides, minimizing not only the volume of the high level waste to be finally disposed of, but also its thermal output and radiotoxicity, lowering the burden of generated waste and the ‘repository footprint’.

The International Atomic Energy Agency (IAEA) held a Technical Meeting on this topic in October 2017. This event featured contributions from Member States on the current state of technological development and on the readiness of the implementation of advanced fuel cycle strategies, with particular emphasis on their roles in reducing the waste burden at the disposal stage. Discussions were held on the different challenges involved in processing mixed oxide, carbide, nitride and metal fuels

using aqueous as well as pyrochemical processes; on the development of processes for multirecycling of uranium and plutonium in light water reactors; and on potential and currently implemented pathways for offering societal benefits by means of recycling fission products (e.g. cancer treatments).

With the material gathered during that meeting and the discussion outputs, the IAEA has started drafting a high-level report on strategies and approaches for waste burden minimization, taking into consideration all possible fuel cycle options — from direct disposal (‘once through’ fuel cycle) to the management of radionuclides that contribute to decay heat generation — providing an integrated picture of spent fuel management options.

The report aims to provide an up-to-date review of the technological developments in current and advanced fuel cycles leading to waste burden reduction, as well as to identify key issues related to aqueous and pyrochemical processing technologies, drawing on the detailed information already available from the existing literature.

Objectives

The main objective of the event is to discuss and share information with interested Member States on challenges, issues and general aspects related to opportunities and strategies for the management of spent fuel from nuclear power reactors in the longer term, up to around 2100. This will be achieved by gathering information from Member States with nuclear programmes and those considering developing a nuclear programme; they will share and discuss their strategies and plans to enhance nuclear energy sustainability through the reduction of waste burden, the improvement of efficiency and reliability of nuclear energy systems, and the development of more proliferation resistant fuel cycles in the long term. This information will be used to complete and finalise a Nuclear Energy Series report, provisionally entitled Existing and Advanced Nuclear Fuel Cycle Technical Options for Waste Burden Minimization.

In this context, research and development and demonstration activities are being carried out in countries with advanced reactor programmes (Generation IV, small and medium-sized or modular reactors, etc.), as well as at the European level, in order to develop the required nuclear fuel cycles. In this regard, there is considerable potential for international collaboration through an IAEA coordinated research project (CRP) in this field, and the event will help to identify potential areas of international collaboration to draft a proposal for a CRP and identify potential interested partners.

Outcomes

The outcomes of the event are to improve Member States’ understanding of the technological issues related to the industrialization of advanced fuel cycles of current and next generations of nuclear power reactors, to consolidate and finalize the content of the Nuclear Energy Series publication provisionally entitled Existing and Advanced Nuclear Fuel Cycle Technical Options for Waste Burden Minimization and to analyse the scope for a CRP on this topic.

Target Audience

Participation is solicited from representatives of governmental, national and international organizations, research centres, universities and industry. To ensure maximum effectiveness in the exchange of information and discussions, participants should be persons actively involved in the subject of the event.

Venue

The event will commence at 9:30 a.m. on Monday, 25 November 2019 at the Global Centre for Nuclear Energy Partnership in Bahadurgarh, Haryana, India. Details on accommodation arrangements will be provided by the host organization and sent to the designated participants in due time.

All the material for the event, including the agenda and information on the exact venue, will be sent to the designated participants once the completed Forms have been received.

Participation and Registration

All persons wishing to participate in the event have to be designated by an IAEA Member State.

In order to be designated by an IAEA Member State, participants are requested to send the Participation Form (Form A) to their competent national authority (e.g. Ministry of Foreign Affairs, Permanent Mission to the IAEA or National Atomic Energy Authority) for onward transmission to the IAEA by 13 September 2019.

Selected participants will be informed in due course on the procedures to be followed with regard to administrative and financial matters.

Please note that the IAEA is in a transition phase to manage the entire registration process for all regular programme events electronically through the new InTouch+ (https://intouchplus.iaea.org) facility, which is the improved and expanded successor to the InTouch platform that has been used in recent years for the IAEA’s technical cooperation events. Through InTouch+, prospective participants will be able to apply for events and submit all required documents online. National authorities will be able to use InTouch+ to review and approve these applications. Papers and Presentations

Contributions (presentations plus submitted papers) are highly encouraged. Contributions will be included in an IAEA Technical Document to be published after the Technical Meeting. For paper submission, participants must complete the Form for Submission of a Paper (Form B) and submit it to their competent national official authority (e.g. Ministry of Foreign Affairs, Permanent Mission to the IAEA or National Atomic Energy Authority) by 13 September 2019.

Authors are responsible for ensuring that their papers and presentations, including text, figures, tables, and photographs, do not infringe on any existing copyright, and that permission to use any proprietary information has been obtained. If previously copyrighted material is included, authors must provide evidence that the copyright holder has given permission for its use.

Expenditures and Grants

No registration fee is charged to participants.

Visas

Participants who require a visa to enter India should submit the necessary application as soon as possible to the nearest diplomatic or consular representative of India. Please note that participants with Tourist Visas or e-Visas, including e-Business Visas, may not access any Department of Atomic Energy (DAE) organizations as per the rules of DAE under any circumstances.

All participants are therefore requested to apply for a regular Conference Visa or regular Business Visa.
