Statewide Toll Integration and Customer Service Center Engineering Services, Texas Department of Transportation (TxDOT), Texas Turnpike Authority (TTA). Oversight of the customer service center and toll operations activities by Atkins has provided significant contributions toward TTA’s TxTag program’s success. Together, we opened the first roadway ahead of schedule, under budget, and with an opening day TxTag penetration rate of 75 percent.

An agency’s mission, vision, governance, organizational structure, bylaws, jurisdictions, staffing, inter-governmental relations, public outreach, work plan, and financial plan—are just a few of the many factors that need to be considered to maneuver through complex regulatory, legal, and political issues when establishing a new toll agency. From the earliest stages of evaluation through agency operations, Atkins can provide expert consultation to assist new agencies with avoiding pitfalls and delays. Atkins has developed comprehensive

Agency planning

1. Mileage-Based User Fee Policy Study, Minnesota Department of Transportation (MnDOT). The goal of this study was to engage stakeholders to identify and evaluate issues related to the potential implementation of a mileage-based user fee in Minnesota. Atkins provided direct staff support and facilitation for the task force and conducted more than 40 stakeholder interviews, six statewide focus groups, four outreach forums, a 400-person panel survey, numerous briefings to executive and legislative leaders, and outreach support and communications expertise to MnDOT.

2. C-470 Environmental Assessment and Express Lanes Feasibility Study, Colorado Department of Transportation (CDOT). Provided the express lanes feasibility study (ELFS). As part of the ELFS, developed a detailed micro-simulation model to forecast volumes in the express lanes and to analyze traffic operations.

1. I-69 Corridor Innovative Financing Study, Arkansas State Highway & Transportation Department (AHTD).Prepared an innovative financing study for the I-69 corridor. The work consists of an innovative financing plan for development, construction, maintenance, and operation of this proposed interstate facility that passes through eight states.

2. I-95 Corridor Planning and Finance Study, Phase I, North Carolina Department of Transportation (NCDOT). Study of physical and financing options for improving safety, connectivity, and efficiency of this 180-mile highway corridor. The study provides NCDOT with a master plan for future development and includes detailed needs assessment, alternatives development and analysis, and preparation of detailed phasing and financing plans.

Our team is experienced with the latest advancements of both roadside and back office toll systems and operations innovations. We have expertise in planning, specifications development, procurement, design review, testing, installation of electronic toll and cash collection systems, communication networks, and intelligent transportation systems (ITS). Toll systems and operations 1. General Engineering Consultant (GEC), Orlando-Orange County Expressway Authority (OOCEA), Florida. Serving as GEC since 1981, providing a complete range of planning, engineering, and administrative activities including program management, consultant coordination and review, ITS planning and design, long-range transportation planning, preliminary and final highway design, traffic engineering, strategic and financial planning, cost estimation, corridor alignment studies, toll facility design, and environmental permitting.

2. GEC, Florida’s Turnpike Enterprise (FTE). Serving as an extension of staff since 1988, providing program/project management; architecture design; toll operations; bonds, asset management, and operations support; planning support/conceptual studies; environmental management; plans review/project engineering support; right-of-way services management; surveying and mapping; utilities/railroad relocation; construction engineering management; maintenance management; and other as-requested services.

3. Statewide Toll Integration and GEC, Georgia State Road and Tollway Authority (SRTA). Provided analysis of strategic vision, practices, processes, and capabilities of SRTA’s toll collection system and back office system; an assessment of strengths, weaknesses, and potential threats; and opportunities for improvement based upon industry best practices.

4. Statewide Toll Integration and Customer Service Center Engineering Services, Texas Department of Transportation (TxDOT), Texas Turnpike Authority (TTA). Providing general engineering consultant services for the Central Texas Turnpike System, a $3.4 billion system totaling more than 65 centerline miles of new alignment toll facilities and other TxDOT toll roads throughout the state. Services provided include customer service center management, toll operations management, operational budgets, performance measures and compliance requirements development, and business policy support.

5. Tolls Technology and Operations, North Carolina Department of Transportation (NCDOT). As tolls consultant, provided toll concept plan, toll operations plan, market research, on-call technical services, review of technical documents, open road tolling animation video, toll system request for proposal, design-build toll scope, procurement assistance, negotiations, and AET feasibility analysis.

6. Reversible Express Lanes, Tampa Hillsborough Expressway Authority (THEA), Florida. Provided AET toll planning, AET toll system procurement and project coordination, architectural support and project management, and toll system testing.

7. I-15 High-Occupancy Toll (HOT) Lanes/Express Lanes, Utah Department of Transportation (UDOT). Provided consulting and oversight for the conversion of the existing I-15 Express Lanes including the high-occupancy vehicle (HOV) monthly decal program for single-occupant vehicles to a HOT/Express Lane facility using electronic toll collection.

8. I-95 Express Lanes, Florida’s Turnpike Enterprise (FTE). Provided design support for tolling infrastructure requirements for the design-build contract, developed a comprehensive risk assessment and mitigation plan for stakeholders, and contributed to the development of the overall concept of operations and system resource requirements for the conversion of existing HOV lanes to HOT lanes.

Managed lanesAtkins is an industry leader in managed lanes implementation having professionals who have helped deliver a majority of the operational managed lanes projects in the U.S. Managed lanes combine transit, carpooling, and tolling options in a multi-purpose roadway. This creates new options for agencies and the traveling public by using congestion pricing to more efficiently manage demand and generate revenue. Traffic speed and density are monitored, and tolls rise and fall as traffic volumes increase and decrease. With limited funding, increased congestion, and tight urbanized corridors, managed lanes are a viable option to help address these constraints for agencies while cost effectively providing greater mobility to enhance economic development.

1. Feasibility Assessment for All-Electronic Toll (AET) Collection, Port Authority of New York and New Jersey (PANYNJ). Providing program management consulting services on an as-needed basis with respect to AET collection. This includes performing studies and providing expert advice to PANYNJ regarding the replacement of its integrated toll collection system with a new AET collection system. Also overseeing the implementation and integration of a new toll collection system with AET capability.

2. Barrier Free Tolling Assessment, Metropolitan Transportation Authority (MTA), New York. Assessment to evaluate the impacts of an AET collection operation on revenue and operations, and supporting the AET pilot for the Henry Hudson Bridge.

3. Garden State Parkway (GSP) Widening Phase II Program Management, New Jersey Turnpike Authority (NJTA). Program manager overseeing widening of the GSP from Interchanges 30 to 48. Providing oversight of consultants, performing submission review, coordinating with state and local agencies and adjoining projects, providing post-design services, developing and maintaining program schedules, and preparing a program procedures manual.

4. Design Review and Construction Oversight Services for the IH 635 Managed Lanes Project, LBJ Infrastructure Group, LLC, Texas. Providing design review and construction oversight services for one of the most comprehensive managed high-occupancy vehicle (HOV) lane systems in the country. Review of each critical design element is being conducted to identify key issues or problems as well as identifying opportunities for greater efficiencies during construction, maintenance, and operation of the new managed lanes. Construction oversight includes verifying quality components that could significantly impact safety, construction schedule, construction cost, long-term maintenance cost, and operations cost.

5. General Engineering Consultant, Central Texas Regional Mobility Authority (CTRMA). Providing a wide range of services for various toll corridors including overall program oversight/management, preliminary toll feasibility studies, program funding analyses/support, project scheduling, procurement and contract management, vendor/consultant oversight, construction management, trust indenture support, and operations and maintenance support.

Toll roads financed with fees paid directly by motorists must operate as a commercial business. Good stewardship requires that (1) all toll road customers pay the toll they owe and (2) the toll operator/concessionaire collects and properly accounts for all toll revenue.

Engineering services

1. Port Mann Bridge/Highway 1 Tolls and ITS Technical Advisor, Gateway Mobility Partners, British Columbia. Provided support for the preliminary design development and concept of operations for the tolling and intelligent transportation systems (ITS) operations and support systems, CAPEX and OPEX cost estimates, and scope for civil works infrastructure construction.

2. I-495 Capital Beltway High-Occupancy Toll (HOT) Lane System Specifications Development, Transurban, Virginia. Services included a high-level description of the systems and subsystems along with requirements for the high-level functional, performance, and operational aspects of tolling systems, traffic management, and communications.

3. Chicago Skyway Toll Bridge, Macquaire Infrastructure Group, Illinois. Conducted an inspection of the existing toll collection system in support of the due diligence process. Also conducted in-lane testing, analysis of the toll collection system, development of staffing requirement projections, and providing cost estimates for system improvements.

4. Hampton Roads Downtown and Midtown Tunnels Tolling and ITS Consulting, Elizabeth River Crossings, LLC, Virginia. Serving as technical advisor that included AET operations, a tolling system, civil works infrastructure/facilities, and system maintenance, as well as, the ITS infrastructure for an advanced traffic management system.

1. Manor Expressway General Engineering Consultant/Project Engineer, Central Texas Regional Mobility Authority (CTRMA). Services provided for multiple segments of the Manor Expressway include preliminary toll feasibility assessment, cost estimating, scheduling, programming/financial plan support, traffic operational analyses, right-of-way acquisition/property management, utility coordination, procurement and oversight of preliminary and final design consultants, bidding/contracting support, procurement of a development team to design and build the project via a comprehensive development agreement (CDA), design and construction oversight of the CDA team, and bond sale support.

2. Garden State Parkway (GSP) Widening Phase I Program Management, New Jersey Turnpike Authority (NJTA). As program manager, overseeing the design and post-design activities for 30 miles of widening improvements. Overall program management services include contract administration, scheduling, design submission reviews, preparing technical memoranda, and coordinating with agencies such as utility companies and the program environmental consultant.

3. I-4 and Lee Roy Selmon Crosstown Connector Interchange, Florida Department of Transportation (FDOT). This project consists of a limited-access, elevated toll road that is slated to connect the Lee Roy Selmon Expressway Connector to I-4 in Tampa, Florida. It is a partnership between FDOT, Florida’s Turnpike Enterprise, and Tampa-Hillsborough Expressway Authority. Serving as the lead firm providing roadway and bridge design services. Final design includes the world’s largest single all-electronic toll gantry structure, which sits on an elevated section of the roadway and will provide non-stop tolling for 12 lanes of traffic.

Atkins has provided financial support for numerous toll facilities throughout the U.S. including forecasting, project and operations cost estimates, and project concept information. We provide expertise in support of toll collection costs, general financial analytics, business process development and improvement, accounting, auditing, reconciliation procedures, and contracts/service agreements. Atkins also assists agencies with the processes associated with video billing and how to deal with accounting specific issues like accruals as they relate to invoicing, revenues, and receivables.

We can assist agencies and P3s in developing pro-forma models to assist in the analysis of how changing their toll collection program or system will impact costs and revenues.

We monitor financial and accounting industry changes that may have an impact on tolling entities such as changes in reporting requirements (IFRS), financial data format requirements (XBRL), accounting requirements (revenue recognition) under the FASB or the GASB, and auditing requirements (SSAE 16 replacing SAS 70) and use that information to assist our clients.

1. Turnpike Enterprise Asset Management System (TEAMS), Florida’s Turnpike Enterprise (FTE). This enterprise-wide, web-based asset management system designed and developed by Atkins uses geographic information system technology to provide maps and advanced reporting capabilities to meet information delivery requirements and offer current information to more Turnpike personnel. TEAMS offers a computerized means to catalog the Turnpike’s assets, evaluate current conditions, predict time for renewal and replacement, and develop appropriate required budgets.

2. Pocahontas Parkway 895 Safety Audit, Transurban, Virginia. Prepared a road safety assessment. The analysis and report covered the 8.8-mile system and concluded with recommendations for system safety enhancements based upon driver perspective. In addition, an extended safety assessment was conducted based upon national comparisons with similar operating systems/roadways.

3. GEC, Georgia State Road and Tollway Authority (SRTA). Developed the layout for the toll operations center (TOC) and provided support during implementation, initial start up, and ongoing operation.

1. Tolls Engineering Specialty Services, Washington State Department of Transportation (WSDOT). Services included review of system reconciliation, reports, accounting interface and operations plan, quality assurance on customer services development, risk assessment, strategic planning for toll organization, and national peer review on toll system analysis.

2. Toll Technology and Operations, North Carolina Department of Transportation (NCDOT). 3. General Toll Consulting Services, Harris County Toll Road Authority (HCTRA), Texas. Services included evaluation of toll collection alternatives, cost analysis and modeling, program management, systems planning, updating/maintaining infrastructure, toll system RFP development, procurement assistance, proposal evaluation assistance, and negotiation support.

4. Video Tolling Demonstration Project, Bay Area Toll Authority (BATA), California. As part of the study, provided cost analysis and developed a cost model to assist in the assessment of facilities and evaluation of the feasibility of adding video toll payment options to BATA’s toll bridge facilities. A secondary objective was the evaluation of the possible implementation of all-electronic tolling, including the cost impacts of eliminating cash collections and the impacts on traffic congestion.
