ZIMBABWE PENSIONSln'ternal SituationThere has been some small improvement in the general internal situation in

Zimbabwe, but the so-called power sharing Government is not working

effectively. VVhile some problems may seem to be getting better, othersremain as bad as ever or even worse. One change is that the US dollar andthe SA rand have replaced the former Zimbabwe dollar, which virtually hasdisappeared. There is no run-away price inflation as there was before, butwith almost total unemployment and little economic activity most peopleremain clesperately short of money of any kind.

Hopes of a pension allowance payment outside ZimbabweAs far as Public Service pensioners are concerned, most of them will nowhave heard that the Director of the Government Pensions CNice had said in

September last year that he was seriously hoping that he would beauthorised and enabled to pay pension allowances of some amount in US/to pensioners now living outside Zimbabwe, whether or not they had formally

emigrated. This follows news that some mining companies and othercorporations had managed to make small US$ interim payments topensioners outside Zimbabwe

On the basis of that information, which was confirmed by the British Consul in

Harare, the news was spread among all Public Services pensioners by theOSPA (through the notice in the last journal) and by other pensioners'assooations in Britain, Sou@ Africa, Australia and elsewhere, that they should

provide certain documents which would be sent to the Pensions CNice so

that payments could be made if the Zimbabwe Governments decided.

In South Africa Mr John Redfern, the honorary National Secretary of theFlame Lily Foundation (FLF},mounted a vigorous information campaign that

led to his receiving over 785 completed responses from pensioners in that

region, and these were transmitted to the Director of Pensions in Harare. TheDirector is still engaged in processing all those applications. The OSPA office

many other countries induding Australia, New Zealand, Canada andelsewhere in Europe. The Pensions 05ce Director continues to say that he is

not ready to receive these applications, but he will tell us as soon as he wants

them to be sent to him. They are therefore still being held safely in the OSPAoflice until we are asked to transmit them to Harare,

Despite all the effort and trouble that pensioners have gone to, to obtain and

send in their applications in the form required, there is still no news of adecision by the Zimbabwe Government about actually making payments.

Lobbying in BritainDisappointingly, our (OSPA} approaches to the Liberal Democratic Party, byletters from the Chairman to their Foreign Affairs Spokesman, Mr Ed Davey,

MP, have recefved no response, Nle had asked that the party should

r~nize that in principle there is a moral obligation on the British

government to give some practical recognition in the form positive financial

support for the Zimbabwe Public Service pensioners, and that the parly

should take the opportunity to press the Government to act accordingly.

Africa as a result of a fall. Phil served with

the Police Reserve Air Wing with the call

sign Copper 1, had been part of the

PGHQ Flight and was commander of the

Air Wing between 1975 and 'I980. He

was the Deputy Director of the Civil

Aviation Authority in his civilian life.

18084 Norman Cuthbert Binder died on9" April 2010 in Nelspruit, Transvaal,South Africa at the age of 91 yearsfollowing a stroke. Nomen was for manyyears a member of the Police Reserveand had been in the PR Recce Unit andin the Bright Lights" guaiding farms in theCentenary Block. He was immensely

proud of his connection with the BSAPolice and was a member of theTransvaal Branch of the ~ation.

Commissioner employed Alan for 9years, followed by being Site Manager atArundel Village.

Alan brought a great deal of BSAPwritings with him when he returned toEngland and working together with JohnBerry they turned these into a total of nine

~ks in the 'Books of the BSAP' series.John commented that Alan was anexcellent editor who gave him muchinformaticn on the Incr points of editing

and ~setting. These books also rai~an appleoable amount of money for~mation funds.

Alan's funeral was held at the CatholicChurch of the Holy R~, Pevensey Bay,East Sussex on 2""' July 2010. ReverendDeacon Eugene Adams conducted theservice, Brian Hodson read the Le~n.
