1. EXECUTIVE SUMMARYThis is a project of Indian oil corporation limited, Kancheepuram District, for proposed expansion offilling the Liquid Petroleum Gas for domestic and non domestic purpose at Madura Kolambakkam

village of Maduranthagam Tehsil, Kanchipuram District,Tamil Nadu. This project falls under item no. 6(b): Isolated storage & handling of hazardous chemicals under the category “A” (general conditionsapply) as per the EIA notification 2006 area.

There are high demand within the state for 5 Kg Cylinder (Non domestic), 14.2 Kg Cylinder (domestic) and 19 Kg

Cylinder (non domestic). Therefore, to reduce their scarcity, the Indian Oil Corpration Limited, headed byThe Chief Plant Manager,decided on supplying these for domestic and non domestic purpose to public.The LPG will reach the site by trucks and then store. The cylinders are then filled with gas and sent forinspection followed by dispatch.Nearest facilities include Fire station at Maduranthakam, Police station at Padalam,

Government Civil Hospital Maduranthakam.

2. INTRODUCTION

2.1 IDENTIFICATION OF PROJECT AND PROJECT PROPONENT

IndianOil is the highest ranked Indian company in the latest Fortune ‘Global 500’ listings, ranked at the 96th position.

Initially the plant was commissioned with single carousal bottling operation as the demand was less and the marketwas small. The existing Bottling facilities was not sufficient to meet the market requirements due to the increase indemand of LPG Cylinders over the period of time and widespread distribution of Markets overChennai,Trichy,Villupuram,Kancheepuram,Vellore,Thiruvannamalai,Thiruvallur, and Cuddalore area. Hence a secondcarousal was installed after obtaining CTE from TNPCB, which is waiting for CTO from TNPCB for commissioning.

This project will supply LPG to which comes in Kanchipuram all the part of the district and to some part of chennaidistrict. The plant was commissioned on NOV 2003 and due to market demand now the plant needs expansion tofulfill the market demand.

2.3 NEED FOR THE PROJECT AND ITS IMPORTANCE TO THE COUNTRY AND REGIONDue to drastic increase in the demand for supply of LPG Cylinders, we are not able to meet the Market

requirement with the Bottling capacity of a single carousal. Hence an additional carousal has been installed and iswaiting for commissioning for obtaining CTO approval from Pollution Control Board.

Proposed facilities for expansion1. Carousal with associated facilities such as Valve Leak Detector, O-Ring Leak Detector.2. Associated Conveyor system for movement of cylinders.3. Cylinder Washing & Drying Unit.4. Sealing unit for sealing Cylinders5. Additional LPG Pipelines & Air lines for New Carousal.

In addition following facilities are also going to be installed soon:1. 47.5 Kg Filling machine.2. Valve Change Without evacuation machine

2.4 EXPORT POSSIBILITYM/S Indian Oil Corporation Limited has no export possibility to foreign nation. They already supplyingcompletely to the local Kanchipuram district and some part of Chennai.

2.5 DOMESTIC MARKETSM/S Indian Oil Corporation Limited will supply the product LPG to whole kanchipuram district and most partof the Chennai.

2.6 EMPLOYMENT GENERATION (DIRECT AND INDIRECT) DUE TO THE PROJECT

This project already developed the employment for 136 employee and expansion which will create moreemployment opportunity. This include Engineers, Operators, and general service categories for canteen,garden and Security. Additionally IOCL use bulk no of truck for collection of raw material and dispatch of theproduct to supply will create the employment opportunity for the truck drivers.

3.1 TYPE OF PROJECTThe proposed project involves in the storage of Liquid Petroleum Gas and filling the gas in bottle.then afterthrough surveillance the cylindrical bottle will dispatch from the station.

3.2 LOCATIONThe project is located at Village: Madura Kolambakkam Tehsil: Maduranthagam , Dist: Kancheepuram, Tamil

3.4 SIZE OR MAGNITUDE OF OPERATIONThere is no production or Manufacturing of products, Indian Oil Corpration Limited project is just Storage ofproduct Liquid petroleum Gas. The Capacity of storage of products is as shown in the below table.

3.5 PROJECT DESCRIPTION WITH PROCESS DETAILS

The Proposed Expansion of LPG bottling plant facility at Madura Kolambakkam a storage and filling the LPG

bottle existing project which located at National Highway 45 Madura kolambakkam.

The proposed project is a expansion for Storage and filling cylinder of products like Liquid Petroleum Gas.There process carried out is to store the LPG and filling cylinders. The Liquid Petroleum Gas reach the plantby trucks and store in storage tank.The filled cylinder will undergoes for inspection and acceptable cylinderare send to dispatch through trucks. A pump will provide to pump the Liquid petroleum Gas from storagetank to filling.MSDS of the Product Liquid Petroleum Gas (5 Kg Cylinder (Non domestic) – 100 TPM, 14.2 Kg Cylinder

(domestic) -11400 TPM, 19 Kg Cylinder (non domestic) -1000 TPM) attached as Annexure-8.

Total Power Requirement for the project is 400KVA supplied by TANGEDCO and the power back up is500kva and 160 Kva DG.

RAW MATERIALS REQUIRED/MODE OF TRANSPORT OF RAW MATERIALS AND FINISHEDPRODUCT

Raw materials are required as the proposed expansion project is a development of Indian Oil Corprationlimted of products like Liquid Petroleum Gas will reach the site through trucks . The product will dispatchthrough truck from the site.

4.1 CONNECTIVITYThe project site is located on road side of the National Highway 45 . The location of the site is given inFigure-3.3 above.

4.4 EXISTING INFRASTRUCTURE

At present, existing plant is with good infrastructure like road, green belt, etc…and there is no expansionactivity at the site. Indian Oil Corporation limited will start the construction work after the issue ofEnvironmental Clearance.

4.6 SOCIAL INFRASTRUCTURE

The project will provide employment to local youth and products supply to various Domestic and NonDomestic use which are in need of these products thus increasing their standard of living and thus helpingstrengthen the social infrastructures of the region.

5. PLANNING BRIEF

5.1 PLANNING CONCEPT

This is the existing project for the likely market demand of Liquid Petroleum Gas providing in Kanchipuramdistrict and Chennai. Indian Oil Corpration Planned to expand the plant to increase the capacity from44,000MTS/Annum to 1,50,000 MTS/Annum. The products from the plant after expansion 5 Kg Cylinder (Non

domestic) – 100 TPM ,14.2 Kg Cylinder (domestic) -11400 TPM,19 Kg Cylinder (non domestic) -1000 TPM.

5.2 POPULATION PROJECTION

The demographic details of the study area are given in subsequent sections while the summarizedinformation is presented below which highlights information on household, population, employment, literacyand community structure. The salient features of the study area are given in table below.

5.4 ASSESSMENT OF INFRASTRUCTURE DEMAND

5.4.1 PHYSICAL INFRASTRUCTUREThe project with an investment of more than 520LACS of Indian rupees will bring in improvement inphysical infrastructure like roads, electricity, water infrastructure along with various other developmentalactivities as per its Corporate Social Benefit strategies by special budgetry by management.

5.4.2 SOCIAL INFRASTRUCTUREThe project wills provide employment to local youth and good supply of products to public, thusincreasing their standard of living and thus helping strengthen the social infrastructures of the region.

5.5 AMENITIES/FACILITIES

The major facilities provided are

Indian Oil Corpration Limited is providing the entire required infrastructure like roadconnectivity, water infrastructure, green belt development etc.

A dedicated and pressurized fire fighting ring-main.

Dedicated fire alarm networks with adequate number of fire alarm call points and emergencytelephone handsets throughout the site.

A two-way Public Address (PA) system installed independently in all production units and alsoin important service areas.

Adequate supply protective clothing & breathing apparatus will be made available to allpersonnel of emergency team.

On-site first aid and treatment centre with round the clock medical attendance.

6.2 RESIDENTIAL AREA

No Residential area development as the proposed project is just storage and filling of LPG in bottel.

6.3 GREENBELTThe proposed project site is providing 27.26% area for greenbelt development proposing avenue plantationsalong its boundary and other unused areas. The layout plan showing Used area and greenbelt area isenclosed as Annexure-1.

6.4 SOCIAL INFRASTRUCTUREThe project wills provide employment to local youth and good supply of products to Public, thus increasingtheir standard of living and thus helping strengthen the social infrastructures of the region.

6.5 CONNECTIVITYIOCL is located on the National Highway 45 which connect to Chennai and various part of Tamilnadu state.

6.6 DRINKING WATER MANGEMENTWater for the proposed Project will be supplied by Chengelpet municipality.

6.7 SEWERAGE SYSTEMSewage generated of approx. 8KLD will be collected in the septic tank with soakpit and collected by concernperson by mean of truck .The authorised letter from the sewage collecting transporter is attached in theannexure-11. Total 4 number of septic tank is present in plant.

6.8 INDUSTRIAL & SOLID WASTE MANAGEMENT

6.8.1 HAZARDOUS CHEMICAL STORAGE & HANDLING

The details pertaining to the hazardous chemicals in terms of health, explosion and fire hazards andmeasures for storage, handling & transportation will be considered complying with statutory regulationsunder the various acts & rules. All measures shall be taken to minimize the environmental impact duringthe process.

7. REHABILITATION AND RESETTLEMENT (R & R) PLAN

There will not be any Rehabilitation and Resettlement issues as the site is already existing with good infrasturctre.

Conclusion : As the plant has market potential increase widely throughout the Tamilnadu state, hence Indian

oil corporation planned to expand the capacity of plant. The expansion wiil be carried out in the existing land without the procurement of additional land. There will be positive impact on the project by reducing the scarcity of LPG throughout the state. This expansion will developes the socio-economic environment. The management had planned to develop the green belt area upto 33% of total plot area. The oil spillage may takes place and some mitigative measures are proposed to reduce the oil

spillage. There is no discharge of water from plant which avoid the damage of ground water and surface

water of the sorrundings.
