116th HSE Workshop on “Occupational Heath”

The 16th annual HSE Workshop by Corporate HSE Department was organized on March 02, 2016 at GAIL Jubilee Tower, Noida on the theme, “Occupational Health”. The workshop was attended by around 50 delegates comprising of OICs/WICs, Doctors and F&S In-charges from the work centres. The workshop was inaugurated by Shri B. C. Tripathi, Chairman and Managing Director through Video Conferencing from Corporate Office. Shri M. Ravindran, Director (HR) and Dr. Ashutosh Karnatak, Director (Projects) were present during the Inaugural Session at Jubilee Tower, Noida.

Welcome Address by GM (HSE)

The workshop started with welcome address by Shri S P Garg, General Manager (HSE). A brief description on major activities carried out by HSE Department was given to the attending delegates by GM (HSE). The highlights of the activities by HSE being:

4 nos. of BBS cum Safety Leadership workshops conducted.•

Behavioural Based Safety (BBS) concept has been rolled out at GAIL installations.•

Revision of Incident Reporting System for GAIL incorporating all the requirements of the • ministry.

A seminar on “Safe operation of Oil & Gas Cross Country Pipelines conducted jointly with NSC • in Mumbai.

HSE webpage thoroughly revised incorporating latest OISD standards, revised IRS etc.•

Monthly safety day at site was witnessed by a senior executive of the level of DGM each month • from CO-HSE department.

Address by Director (Projects)

Dr. Ashutosh Karnatak, Director (Projects) addressed the participating delegates. Director (Projects) appreciated the activities being carried out by Corporate HSE Department. He opined that people first, plant later should be adopted while carrying out different activities at site. He also said that safety has gone to our heart and we should migrate from compliance to commitment in following SOPs. He showed concern about health of some employees of Vijaipur and Dibiyapur and advised to develop a positive attitude towards maintaining good health.

Address by Director (HR)

Shri M. Ravindran, Director (HR) then addressed the participating delegates. He expressed that individuals should attribute to safety and site OIC should play a vital role in development of young executives joining the organisation. He also opined that safety should not only be considered as HSE’s baby, but sites should also own it. He assured that the HR department is always there to help and bring out the best from an individual.

Inaugural Address by CMD

Chairman and Managing Director Sh. B.C. Tripathi then released “Occupational Health Guidelines” at Corporate Office. These Guidelines will form a structured and systematic approach towards health care of employees and establishment of infrastructure and resources. He addressed the gathering through video conferencing from Corporate Office. CMD stated that our assets and employees are ageing and updating of technology and systems is also need of today. He said that all most all work centres are having Gyms but a very few people are utilizing them. He stressed that OICs should introspect for Pipeline and Process Safety and accordingly should motivate employees under them. He advised that there is still a lot to be done for creating safety culture in the organisation. CMD also advised that at induction level, employees should be sensitized about safety.

He opined that Health and productivity should be measurable and sites should be awarded suitably on the basis of Health Index. It was advised to devise means for providing incentives for highest productivity, least medical costs and highest man-days. He advised to develop a system for reviewing of Occupational health of sites on MSD format or separately.

He pointed out that efficacy of BBS efforts should be taken care at ground level. He appreciated about 360o evaluation system. He also complemented for conducting occupational workshop for creating awareness of health importance.

Distribution of Trophy/Certificates

A trophy was presented to Vaghodia for best BBS implemented site amongst Gas Processing Plants. Appreciation certificates were given to best lead trainers of Gas Processing Plants and further an appreciation certificate was also given to GPU, Vijaipur by Dir. (HR) and Dir. (Projects) for development of good HSE Management system.

At the end of inaugural ceremony, Shri Dushyant Kumar, DGM (HSE) proposed a vote of thanks to Chairman and Managing Director, Director (HR) and Director (Projects) for their gracious presence and valuable advice to the participants. Their presence is moral bosting to all of us. He also thanked all the participants for sparing their time & looking forward to their contribution during the course of workshop

TECHnICAl SESSIonS:

Total three technical sessions were conducted during the 1-day workshop.

Technical Session-I

The first technical session was chaired by Shri E S Ranganathan, ED (O&M). This session had three presentations, one by Shri Muzaffar Ahmad, ex-member of NDMA, Second by Dr. S.K. Singh, SM (MS), Pata and third by Shri Joydip Paul, DGM (F&S), Pata.

Shri Muzaffar Ahmad shared about “Occupational Safety & Health (OSH) in India” highlighting various statutes applicable to OSH in India .He deliberated the role of ILO with regard to OSH in India and also about National Policy on safety ,health and environment.

Dr. S.K. Singh, SM (MS),Pata shared about different Occupational Health activities i.e. annual medical check-up, pre-placement medical check-up, Medical & health care services, Maintenance and analysis of Health records and Health education and counselling which are being carried out in GAIL Pata. He informed that Health Index of Pata is on the rise since 2012-13. Shri Joydip Paul, DGM (F&S), Pata shared details about a flash fire incident and also talked about some high potential near miss incidents.

At the end of first session, ED (O&M) summarised the views of speakers and appreciated the information shared by them. The session was coordinated and concluded with vote of thanks by Sh. Rahul Sharma, SM (HSE).

Technical Session-II

The second technical session was chaired by Shri M V R Someswarudu, ED (E&P and PD). This session consisted of an external presentation by Dr. Anil Chaturvedi, New Delhi and two in-house presentations by Dr. B S Mathur, DGM (MS), Vijaipur and Shri D K Sharma, DGM (F&S), Vijaipur.

Dr. Anil Chaturvedi, New Delhi shared the importance of preventive health check-up and stressed that all occupational diseases can be prevented by modification of lifestyle.

Dr. B S Mathur, DGM (MS), Vijaipur shared about different Occupational Health activities which are being carried out in GAIL, Vijaipur. Also, he deliberated in detail about AngioDefender system. Shri D K Sharma, DGM (F&S), Vijaipur shared about different HSE activities being carried out under Vijaipur region.

At the end of session, ED (E&P and PD) summarised the views of speakers and appreciated the information shared by them. The session was coordinated and concluded with vote of thanks by Sh. S K Kalkal, SM (HSE).

Technical Session-III

The third technical session of the day was chaired by Shri Narendra Kumar, MD – IGL. This session consisted three in-house presentations by Dr. Chandra Tripathi, DGM (MS), New Delhi, Shri A K Roy, CM (F&S), Noida and Shri G Senthil, CM (F&S), Bengaluru.

Dr. Chandra Tripathi, DGM (MS), New Delhi shared about different Occupational Health facilities i.e. pre-employment, periodic and executive health check-up that are available in GAIL. She deliberated about Health Index and its parameters and also about corporate wellness program. Sh. A K Roy, CM (F&S) shared F&S activities carried by their division. Sh. G Senthil, CM (F&S)-Bengaluru shared about pipeline information under their jurisdiction.

At the end of session, MD (IGL) summarised the views of speakers and appreciated the information shared by them. The session was coordinated and concluded with vote of thanks by Sh. S S Khuntia, SM (HSE).

VAlEDICToRy SESSIon

The valedictory session was conducted by a three member’s panel comprising of Shri Narendra Kumar, MD – IGL, Sh. S P Garg, GM (HSE) and Dr. Chandra Tripathi, DGM (MS). During the session, Shri Santosh K Srivastava GM (O&M), Maharashtra suggested for publication of monthly or quarterly “Health Bulletin” by Corporate Medical. Shri M.P. Mahato, DGM (O&M), Kailaras suggested for encouraging Q&A sessions by reducing presentations.

Shri J. Chakraborty, CM(F&S),Gandhar suggested for more external presentations. Shri Hitendra Patle, Mgr. (F&S),Vadodara proposed for periodic health check-up of spouses.

The workshop concluded with summarizing the proceedings and Vote of Thanks by Shri Dushyant Kumar, DGM (HSE). On behalf of Corporate HSE Department, General Manager (HSE) and on his behalf, he thanked all OICs & F&S heads for their active participation, sharing of experiences and making 16th HSE Workshop a success.
