Minutes of the Second General Body MeetingThe Second General Body Meeting of the Association of Physicians of India was held on 9th February 2019 at Kochi.As the quorum was not complete, the meeting was adjourned. The copy of the minutes of the 74th Annual General Body meeting held on 7th February 2019 at Kochi was circulated to the present members, the same was gone through page by page 1 to 7 and the same were passed, proposed by Dr. R. M. Chhabra and Seconded by Dr. N. K. Soni.
3. Any other matter with the permission of the chair. Nil Dr. A.M. Bhagwati congratulated to Dr. K.K. Pareek-President, Chairman of the
scientific committee for the wonderful scientific program and the Organising Secretary Dr. Srinivasa Kamath and his team for the wonderful arrangements with all necessary requirements during APICON 2019 at his place, Kochi.

RULES AND BYE-LAWS
2.2.2 Life Members
Life Members shall be re-quired to possess a post-graduate degree such as MD/DNB, DM, or equiva-lent in Internal Medicine from any institution or university recognised by the Medical Council of In-dia and/or approved by the Governing Body of the As-sociation.
MD General Medicine / Internal medicine includes specialties such as Cardi-ology, Gastroenterology, Diabetology, Nephrology, Neurology, Clinical Haema-tology, Chest & Tuberculo-sis, Endocrinology, Geron-tology, Infectious Diseases, Allergy, Immunology, Rheu-matology, Medical Oncol-ogy and others approved by the Governing Body and ratified by the General Body. Life membership shall be open to citizens of India only.
Life Members
Life Members shall be required to possess a postgraduate degree such as MD/DNB, DM, or equivalent in Internal Medicine from any institution or university recognized by the Medical Council of India and holding super specialization qualification in medical specialties /or approved by the Governing Body of the Association.

This is because some of these candidates after other specialization than MD/DNB medicine like MD Chest Etc.
Any Medical PG Degree registered by MCI is eli-gible except MD Pediat-rics and Anesthesia.

ELECTION AND ELECION PROCEDURE
Canvassing in any form and collection
of Ballot Papers by contesting candidates and / or others is not allowed. If any candidate/member is found indulging in the same, he/she shall be disqualified from the election
and shall be debarred from contesting elections for the next three consecutive years.

Collection of empty ballots must be discouraged

Elections shall be held for four Governing Body Members (General) every year. Eight zonal members shall be elected to the Governing Body once every three years.
Elected Members General (On all India Basis) 12
Number of Elected member General (on all India basis) should be raised to 18 from existing 12,out of which 6 are to be Elected each year.
This change is necessitated because of the significant increase in API membership.
Membership of API has reached almost 20000. So number of Governing Body members should also be increased to 6 members (each year) instead of current number of 4 members.
12.8a APICON by Chapters / Branches
Bidding Branch / State Chapter must submit a resolution, certifying that they will abide by all the rules and regulations of API HQ. The application must reach by 31st July.
The application must be signed by the branch/state chapter chairman and secretary.
Organising Chairman and organizing Secretary should be jointly responsible for accounting and money transaction time to time as per the APICON Norms.
Now bidding of APICON is 3 years in advance

3.3.6.2 Functions of the Credentials CommitteeThe Dean shall invite proposals for various monographs, technical series and reports of practice guidelines or any other publication which the Faculty Council may deem fit. These nominations shall be invited by the Joint Secretary
(HQ) on behalf of the Faculty Council and the same shall be put up before the
Credentials Committee who shall recommend not more than 3 suitable names in order of preference to the Faculty Council for the assignment.
The Dean Elect and joint Secretary (HQ) shall invite proposals for various Monographs and Technical Series. It says that nominations for monographs shall be invited on behalf of the faculty council and the same shall be put before the credential committee which shall recommend suitable names in order of preference to the faculty council for the assignment. And the same should be published with in three years.
The Credentials Committee will review the nominations along with the applications for Fellowship of ICP.
It was also proposed that the number of monographs published should be limited only five.
These amendments to the constitution of API / ICP were passed unanimously approved by the house.

He informed that the Governing Body considered only one nomination from Delhi Chapter which was received by the office in time and the other bids were received after the due date for the bidding for APICON 2023 and hence not considered.

75th Annual Report of APIThe Governing Body of the Association of Physicians of India has great pleasure in presenting the 75th Annual Report of the Activities of the Association for the year ended 2019.
APICON 2019 (Kochi Annual Conference)
API had a very very successful 74th Annual Conference held at Kochi at Lulu Bolgatty International Convention Centre (LBICC) and Hotel Grand Hyatt Kochi.
Dr. K.K. Pareek was installed as President of API. He was also the Chairman of the Scientific Committee. Special congratulations to him for a very well planned Scientific Programme. It was appreciated by all the delegates.
APICON 2019 was inaugurated on 7th February 2019 by Honorable Governor of Kerala Shri Justice P. Sathasivam was the Chief Guest, same protocol was followed. API Textbook of Medicine XI Edition was released with the hands of Honorable Governor of Kerala Shri Justice P. Sathasivam.
All delegates appreciate the excellent arrangements and hospitality by Dr. Sreenivasa Kamath, Organizing Secretary and his team; this was put on records and grand success of the APICON 2019.
Dr. Siddharth Shah was the Chief Guest for the Inauguration of Scientific Program during APICON 2019. The local arrangements and Organization were exemplary and our congratulations and grateful thanks to Dr. S. Kamath Organising Secretary and his team.

The Theme of the Scientific program was “Blending Research & Clinical Practices”
CME was held on 7th February under the leadership of Dean, Dr. G. Narsimulu, total number of scientific lectures: 148, 1 – CPC, 4 Workshops, total number of National Faculties148 and 5 international faculties.
The scientific program was run in 6 halls simultaneously and names of the halls by founder members of API who are collected involved founded by them its big platform of API. There will be 450 scientific program in 2½ days scientific lectures, primary sessions, API orations post graduates classes 10 workshops. Also invited international to deliver their deliberations there are 24 international Faculty will share their clinical experiences in this APICON. 1000 free papers and poster presentations very encouraging part. Posters will be displayed physically and oral papers will be in 4 halls simultaneously on 8th and 9th February. Total number of 32 best papers and 30 best posters will be awarded as “Ludhiana APICON2014 original paper merit award” The Medicine update book was made available. All the delegates received the books before the conference. This effort was widely appreciated by all the delegates.

Journal of the Association of Physicians of India Annual Report
On behalf of all my esteemed colleagues of the Editorial Board, I take great pleasure in presenting to you the annual report of the activities of the Journal of the Association of Physicians of India during the period 1st January to 31st December 2019.
The journal has received 378 articles during the year 2019 (i.e. 1st January 2019 to 31st August 2019). We have published 125 Original Articles, 15 Review Articles, 54 Case Reports, 24 Pictorial CME’s, and 31 Correspondences.
JAPI published supplement on “Consensus Recommendations for Clinical Practice: Management of Glycemia in a Person with Type 2 Diabetes Mellitus with Heart Failure in Indian Perspective” by Dr. J.J. Mukherjee, Dr. A.H. Zargar, “Indian Guide-line on Hypertension –IV” Edited by Dr. Siddharth N. Shah and “Two Decades of Experience with Glimepiride in Management of T2DM Contemporary Classics Continue to be Reliable Agents” Edited by Dr. AK Das have already been posted along with August, October and December 2019 issue of JAPI respectively.
The editorial board of JAPI has selected three referees for “Dr. V.R. Joshi JAPI Award for Outstanding Referee” for the year 2019. They are Dr. Yojana Gokhale (Mumbai), Dr. G. Prakash, (Salem) and Dr. Deepak Aggarwal (Chandigarh). • On 17th August 2019 on Rheumatology ; Kolkata
• On 18th October 2019 at Kolkata

• On 22nd November at Shillong, Meghalaya and Bhagalpur, Bihar
2. Program of CME on 06.01.2020 : it would start from 8.30 AM and continue till 4.30PM in 7 halls. Workshop would be in 2 halls from 10 AM to 4 PM. Physicians Research Foundation Board of Directors Meetings 2019-20
During the financial year 2019-20, three board meetings were held by Board of Directors of PRF at the following location:
The First meeting of the Board of Physicians Research Foundation (PRF) (2019-2020) was held on Saturday, 9th February 2019 at 3.00 P.M. at Venue of APICON – 2019; Lulu Bolgatty International Convention Center, Kochi, Kerala. Chairman, Dr. KK Pareek welcomed the members and invited the Board of Director PRF to conduct the proceedings of the meeting. Dr. Siddharth N. Shah took over as direc-tor and thanked Chairman Dr. Pareek and welcomed all the Board of Physicians Research Foundation members. Dr. Trupti Trivedi - Mumbai was nominated as Joint Secretary by the Director from his place.
The PRF annual budget and future plans of PRF were discussed during the meeting. Dr. Siddharth Shah informed that he had just taken over the charge of Director – PRF. Dr. Siddharth Shah informed that future plans are to continue the good work done by Dr. Munjal and continue with whatever commitments he had done. He congratulated and appreciated Dr. Munjal for putting the PRF in the first three years of stepping stones in the right directions.Director expressed his plan to earmark people in various fields of internal medicine, and put them as a member

of the Board of Governors. They will advise the board and will help for doing good work for research. To initiate this Dr. Sandeep Mathur – Jaipur for work in molecu-lar medicine, Dr. Santanu Guha – Kolkata who will advise us in cardiology, Dr. A. N. Malaviya his work in immunology is recognized. Dr. GS Wander – Ludhiana for cardiology helps us and guides us and choosing good young researchers. Dr. Sha-shank R. Joshi Mumbai in Endocrinology, Dr. Sudhir Mehta – Jaipur, Hematologist, (Hepatologist) Dr. S. K. Sarin – New Delhi, Dr. Shyam Sunder- infectious diseases from Varanasi.The PRF members unanimously appreciated and wished to put on record the good work done by Dr. YP Munjal. The meeting ended with a vote of thanks to the chair.
The second meeting of Board of Physicians Research Foundation (PRF) (2019-20) was held on 7th April, 2019 at Hotel “The Lalit” Udaipur.
Chairman, Dr. KK Pareek welcomed all the members and invited the PRF Direc-tor to conduct the proceedings of the meeting. PRF Director Dr. Siddharth Shah thanked Chairman Dr. K. K. Pareek and welcomed all the Board members of PRF for this meeting.
Director, Dr. Siddharth Shah informed that at the outset we would like to welcome Dr. GS Wander as a special invitee, and put on record, Dr. YP Munjal’s numerous services to the PRF. Dr. Trupti Trivedi, Jt. Secretary, PRF Director’s place, informed about four projects received for PRF grant and all were discussed in details. Unani-mous decisions were made to approve 50% of the amount applied to be sanctioned initially once project is approved and 50% to be given after receiving progress re-port. Policies were formed for not granting travel expenses and stationary charges. Also it was decided that all PRF sanctioned projects to be submitted first to JAPI for publication and encouraging presentation at annual APICON conference.
Third meeting of the Board of Physicians Research Foundation (PRF) (2019-2020) was held on 7th September 2019 at 4.00 P.M., at Hotel Taj Hotel & Convention Cen-tre, Taj East Gate Road, Agra. Chairman, Dr. KK Pareek welcomed the members and invited the Board of Director PRF to conduct the proceedings of the meeting. Director, Dr. Siddharth N. Shah thanked Chairman Dr. Pareek and welcomed all the Board of Physicians Research Foundation members. PRF Director, Dr. Siddharth Shah informed that in the last meeting we had approved and accepted Dr. S. N. Amins project and given him a grant of Rs. 5 lakhs for multi centric project in the field of Rheumatology. The grant was utilized in buying the material and kits only. He has given interim report; the balance of Rs. 5 lakhs grant for this project should be granted. He is submitting progress report of projects well in time. Dr Trupti Trivedi presented three papers received for grant and board members discussed various aspects like relevance of study, validity, adequacy of number of subjects, materials and methods. It was decided to ask few clarifications from authors and revert. The report of the election committee for Physicians Research Foundation Board Member of PRF was informed that two posts were elected unopposed - Dr.

1. Mail were sent to various institutes across India for spreading awareness about PRF and inviting studies for grant. There was good response.
A Symposium on Genetics in Medicine is planned on 15th Decenber 2019 at Kokatta during Dean’s place ICP meeting and will be a joint venture of ICP PRF and API. Speakers form different field will update the delegates about different clinically relevant work in genetics during this CME.
2. Physicians Research Foundation Research Grant
The Physicians Research Foundation (PRF) invited applications from the API members who are interested in conducting research studies in the area of Medicine and its Subspecialties. The grants were widely advertised to all mem-bers by regular advertisements in the JAPI Journals, PRF website (www.apiicp-prf.in) as well during the governing body/ annual API meetings/ CMEs.
The received Research projects were evaluated by expert panel of PRF/API and also discussed in Board of Directors meeting and the final decision was made after thorough analysis and ethical clearances. In current year 9 applica-tions were received of which two were multi-centric and 4 were dissertations.
A grant of 10 lakh was given to Dr Amin’s multi-centric rheumatology study on markers and 60000/- for study of “prediction of adverse effects by methot-raxate triglutamate levels in patients of RA” which was previously sanctioned.
Another project sanctioned recently by PRF is “Immature platelet fraction (IPF)-course in natural history of dengue fever and relation with platelet re-covery-An observational study from a tertiary care centre of Eastern India”. An intial grant of Rs.1 Lac was given for the project.
Following project is under consideration pending clarification from authors – “Neutrophil-lymphocyte ratio as a marker of diabetic control: a clinico-bio-chemical study.”

The API Textbook of Medicine XI Edition was released with the hands of Honorable Governor of Kerala Shri Justice P. Sathasivam, one year ago during APICON 2019 at Kochi.
The book is doing well and contents of the book are being appreciated by all. I thank all the members of the Editorial Board Sectional Editors and contributors to this textbook and also hope for their support in the future.

The Association of Physicians of India(Registered under the Societies Registration Act, 1860)
Schedule XVI - Notes to accounts 1. Organisation Status The Association of Physicians of Indiais a Society registered under the Societies Registration Act, 1860 vide
registration certificate no.25 of 1944-45 dated 23rd December 1944 issued by Asst Registrar of Joint Stock Companies, Chingleput District, Madras. The main object of the Society is to encourage and advance the knowl-edge, study and practice of the science of medicine in all ways. The objects also includes to encourage research, including experimental work, in the science of medicine, organize, establish, conduct, superintend or control institutions for promoting, whether directly or indirectly, the study of and research in problems relating to the science of medicine, to hold meetings and organize conferences, exhibitions, study circles or conventions for the study and discussion of problems relating to and allied with the science of medicine.
The Society has been granted an exemption under section 12A of the Income Tax Act, 1961, vide letter no. CH/ 310-A-TC(I) issued by Commissioner of Income Tax, Mumbai City V, (application no INS/3657) dated 23rd March 1977. The exemption has been granted with effect from 27th June 1973. The Society also has been issued certifi-cate under section 80-G of the Income Tax Act 1961 vide order no DIR (E)/ MC/80G/945/2009-10 dated 21st April 2009 and the validity period was 8th August 2008 to 31st March 2011. As per the amendment vide Finance (No 2) Act 2009, 80G certificates which expires after 1stOctober 2009 are valid in perpetuity unless withdrawn by the concerned authority.
2. Significantaccountingpolicies a. Basisofpreparationoffinancialstatements The Society is a Level III entity- Small and Medium Sized Enterprise (SME) as defined in the
Applicability of Accounting Standards lo Non-corporate Entities. Accordingly, the Society has complied with the Accounting Standards as applicable to a Level III entity. The Society is not required to present the Cash Flow Statements, Related Party Disclosures, Segment reporting and Discontinuing Operations disclosures as required under the relevant Accounting Standards. Further, the Society has availed an exemption in respect of the Accounting Standard 15 (revised) on ‘Employee Benefits’ and Accounting Standard 19 ‘Leases’.
The financial statements of the Society have been prepared under the historical cost con-vention on the accrual basis of accounting in accordance with the applicable accounting standards issued by the Institute of Chartered Accountants of India and the Generally Accepted Accounting Principles (“GAAP”) in India.
b. Use of estimates The preparation of financial statements in conformity with Indian GAAP requires man-
agement to make estimates and assumptions that affect the reported amounts of assets and liabilities, disclosure of contingent assets and liabilities at the elate of the financial statements. Actual results could differ from those estimates. Any revision to accounting estimates is recognized prospectively in current and future periods. Contingencies are recorded when it is probable that a liability will be incurred, and the amount can be reasonably estimated.
c. Fixed assets Fixed assets are stated at historical cost less accumulated depreciation. The cost of fixed as-
sets includes taxes, duties, freight and other incidental expenditure related to acquisition and installation. d. Depreciation Depreciation is charged on pro-rata basis to the period of use on the written down value
method using the rates of depreciation as prescribed under the Income Tax Rules, 1962 and those rates of depreciation are adequate to reflect the estimated economic useful life of the assets as estimated by the management. The primary rates of depreciation are as follows:

Licensed software are being amortized as per period for which license is valid. e. RetirementBenefit The Society’s obligations towards various employee benefits have been recognized as fol-lows:
Short term employee benefits All employee benefits payable wholly within twelve months of rendering service are classi-
fied as short-term employee benefits. Benefits such as salaries, allowances, are recognised in the Income and Expenditure Account in the period in which the employee renders the related services.
Post –employment benefits Defined contribution plans: The Society is not required to be registered with under the Employees Provident Fund Act
as the number of employees is below the threshold limit and Society has not opted for voluntary registra-tion. The society however gives a fixed amount for the employee to deposit under their respective Public Provident Fund account which contribution is charged to the Income and Expenditure Account.
Defined benefit plans: In respect of gratuity, the liability is determined based on liability on the basis that all the
employees are to retire on the reporting date. In view of limited number of employees, the Society has not carried out the actuarial valuation.
f. Leases The Society has taken premises on operating lease. Lease payments under operating lease
arc recognized as an expense in the Income and Expenditure Account on a straight line basis over the lease term.
g. Income Recognition Donation received in cash or in kind is recognized as income when the donation is received.
Donations made with a specific direction that they shall form part of the corpus of the Trust are classified as corpus donations, and are directly reflected as trust fund receipts in the balance sheet. Interest on deployment of funds is recognised using the time-proportion method, based on underlying interest rates.
Other revenue in nature of advertisement and publishing is recognized on Mercantile basis except in respect of Society’s share from APICON conference is recognised on the basis of the statement of account received from the organizer and in case the statement is not received to the extent of the amount received and balance when the statement is received and/or account settled with the organizing committee.
Contributions for the objects of the trust (other than members) and Contribution received from ICP Dean which are accounted for on cash basis.
h. Investments Deposits with banks are shown under Balance with bank and Deposit with others are shown
under the head “Investments”. All the investments are valued at cost.3. Corpus fund Corpus fund relates to funds contributed by the founder members on incorporation and fees received on
admission of a Member in the Society. 4. Restricted / Endowment fund Restricted Funds an: funds that are to be used in accordance with the specific restrictions imposed by donors.
The cost of administration of such funds is charged against the specific fund in line with donor agreements or understanding as arrived with the donor. The interest earned on the funds pending utilization is credited to the said fund. Amount spent from individual earmarked fund in excess of relevant fund income is charged off to Income & expenditure A/c.
5. General Fund General funds are unrestricted funds which have not been designated for any specific purposes. They are avail-
able for use at the discretion of the management in furtherance of the general objectives of the society. 6. EmployeeBenefits Defined contribution plans Society’s voluntary contribution to public provident fund maintained by the respective employees been recog-
nized in the Income and Expenditure Account. Defined benefit plans Gratuity is payable to all eligible employees of the Society on resignation, retirement, death or permanent dis-
ablement, in terms of the provisions of the Payment of Gratuity Act. The liability tor gratuity, as determined on

arithmetical basis as on 31st March 2019, is Rs. 42,12,420/- (previous year- Rs. 40,77,135/-). 7. Income Tax refund for prior years is yet not made by the department. The Board of Trustees has decided to take
necessary action to claim the refund dues on these accounts & hence TDS deducted is considered recoverable. Further, the department has raised demand of Rs.53,20,296/- for A.Y. 2011-12, Rs. 15,23,894/- for A.Y. 2012-13, Rs. 62,67,028/- for A Y 2013-14 & Rs. 98,97,100/- A Y 2014-15, Rs.1,20,46,880/- A.Y. 2015-16 and Rs. 2,84,91,139 A.Y. 2016-17. However, the Trust believes that the same is not payable and accordingly no provision is done in the books and has filed an appeal against the same. In addition, the Trust has filed an appeal to the Income Tax Appellate Tribunal against the order of the Commissioner of Income Tax (Appeals) upholding the order of the Assessing Officer for the years A.Y. 2011-12 to AY A.Y. 2013-14.
8. Provision for contribution to charity commissioner is not provided for by the trust as the trust is exclusively involved in advancement of secular education as per Section 58. Further, As per the Bombay High Court Order passed on 25th September, 2009, the Charity Commissioner’s office has been restrained from collecting admin-istrative funds from charitable trusts across Maharashtra The Bombay Public Trust Act, 1950. Accordingly, the trust has not provided / paid the said contribution to the office of charity commissioner.
9. Provision for tax for the current year is not considered necessary as the Trust will continue to claim the exemp-tion under section 11 of the Income Tax Act 1961 including accumulation under section 11(2) of the Act even though the same is under dispute with the tax authorities.
10. The figures for the previous year have been regrouped/ rearranged wherever considered necessary to conform to the current year’s classification.
