IntroductIon

The purpose of Asset Access Training

is to provide the essential knowledge

and skills to participants in order to

remain safe when visiting or working

within ElectraNet and SA Power

Networks Assets and operations.

The Asset Access Manual is scoped

to cover the following Assets:

• Substations/Switchyards

• HVtransmissiontowersandlines

• Easementsandpropertyaccess

• Telecommunicationsites

and towers

• OccupiedSites

currIculum

The Course curriculum covers

the contents of the Asset Access

Manual and includes the minimum

requirements for access as well as

the authorisations and protocols to

ensureallemployeesandcontractors

mayworksafelynearandaround

HVplantandequipment.

AccredItAtIon levels

Three levels of training and accreditation are available:

1. restricted Access This is the minimum level for unaccompanied entry into

a substation and authorises the attendee to be:

• PermittedtoworkoutsideHVareaswithoutsupervision.

• PermittedtoworkontheHVAssetunderthedirectionor

supervisionofapersonwithunrestrictedaccessin

adefinedarea.

2. unrestricted Access ThisistheminimumlevelrequiredforallworkontheHVAsset

withoutsupervisionordirection.

3. Advanced Access AdvancedAccessisrequiredtoperformthefollowingspecialised

roles (additional requirements and endorsement may also be

required):

• AuthorisedRecipient;

• SafetyObserver;

• AuthorisingOfficer.

• Authorised Recipient – is required for a non-Category 2

SwitchingLicencetoholdaHVAccessorTestPermitasthe

RecipientinCharge.RecipientinChargeisresponsiblefor

accesstotheWorkAreaforanyproposedworkortesting

in addition to any and all personnel under the control of

thatpermit.

• Safety Observer–isrequiredfortheobservingandwarning

againstunsafeapproachtooverheadpowerlinesandplant,

orotherunsafeconditions.ASafetyObserverisrequiredfor

allworkwherethereisapotentialtobreachApproachLimits.

• Authorising Officer is required to authorise site entry for

unendorsedcontractors.Note–AdvancedAccessisa

prerequisitetoachievingthisroleandwillrequireseparate

authorisation.

Atthecompletionofthecourse,youwillbeissuedwithalicenseonceyourapplication form has been submitted and processed byElectraNetorSAPowerNetworks.

durAtIon

For Restricted and Unrestricted Access,theCourse

durationin8hours,includingthecompletionofa

writtenassessmenttoconfirmtheunderstanding

oftheparticipantontherequirementsoftheAsset

AccessManual.Fornewattendees,atourofa

substationassetisalsorequired.

For Advanced Access,anadditionaldayoftraining

and satisfactory completion of a theory assessment

isrequired.

PleasenotethatpriortobeingaccreditedasaSafety

ObserverbytheResponsibleManager,theperson

must perform a minimum of 15 hours of field supervised

SafetyObserverdutiesunderthesupervisionofacurrently

accreditedSafetyObserver.TheSafetyObservershallbe

required to be accredited and assessed individually for both

overheadANDundergroundelements.Thismeans15hoursfor

eachelement.Itmaybecombinedifthetasksundertakenand

observed contain both elements

Intended AudIence

TheintendedaudienceforAssetAccesstrainingisasfollows:

• ElectraNetandSAPowerNetworkscontractorsandemployees

whoworkonornearElectraNetorSAPowerNetworksowned

orsharedAssets;

• MembersofthepublicwhoworknearElectraNetorSAPower

NetworksownedorsharedAssets.

CompletionoftheAssetAccesstrainingcourseismandatoryfor

thosewishingtocarryoutworkonElectraNetandsharedsites.
