As Per Resolution A 871(20).MASTER 1.1 to make every effort to determine immediately the port of embarkation of the stowaway; 1.2 to make every effort to establish the identity, including the nationality/citizenship of the stowaway; 1.3 to prepare a statement containing all information relevant to the stowaway, in accordance with information specified in the standard document annexed to these Guidelines, for presentation to the appropriate authorities; 1.4 to notify the existence of a stowaway and any relevant details to his shipowner and appropriate authorities at the port of embarkation, the next port of call and the flag State; 1.5 not to depart from his planned voyage to seek the disembarkation of a stowaway to any country unless repatriation has been arranged with sufficient documentation and permission given for disembarkation, or unless there are extenuating security or compassionate reasons; 1.6 to ensure that the stowaway is presented to the appropriate authorities at the next port of call in accordance with their requirements; 1.7 to take appropriate measures to ensure the security, general health, welfare and safety of the stowaway until disembarkation;

8. What all precautions you will take for helicopter operations ?PRECAUTIONS FOR SAFE HELICOPTER OPERATIONS1. 14. If you at anchorage area on a tanker in USA port - pollution occurs – action?

15. Contents of a Fire control plan?REQUIREMENT as per Solas II-2 Reg 15 2.4- FIRE CONTROL PLANS: Fire control plan is the detailed drawings which give complete details of ship’s total fire fighting equipment viz. portable fire extinguishers, mobile extinguishers and fixed fire fighting installations and their exact locations in each zone on board including the refills for the portable extinguishers where stored and location of fire party lockers and their contents The fire control plans also indicates clearly the access and escape routes in different zones of the ship and the fire fighting equipment/fire hydrants/fire hoses-nozzles etc. available in each zone and their exact location.The location of fire pumps/fire and bilge pumps/emergency fire pumps, the complete layout of the fire main system, the various main/bulkhead/isolating valves and the points/switches from where these pumps can be started in emergency.The plan also gives to complete layout of different machinery compartments/spaces and accommodation, dinning and galley areas, main stores, various ventilation and exhaust blowers fitted and their dampers and the location from where they can be operated/shutdown in case of emergency/fire. In case of a major fire, to assist the shore fire fighting organization, a copy of fire control plan is also kept safely in a steel tube painted red and marked “Fire Control Plan” in white. Fire control plan drawing is periodically checked and updated and is duly approved by the competent Shipping Authority (MMD/DGS). Any change in number of portable or mobile fire extinguishers or change in their locations on board or any modifications/alterations in fire main system of other fixed fire fighting installations are incorporated in the fire control plan and approval for the new fire control plan is taken from the approving authority.

16. You are on an Indian flag vessel and collide with fishing boat in Egyptian waters – action?

- Approach berth at an angle of 25-30 deg – when bow of vsl is one beam width off the berth – operate astern propulsion – bow will cant to stbd – vsl now will be

parallel to berth and drifting slowly on to the berth – pass respective lines and make fast the vessel portside.

- If strong onshore wind then use stbd anchor at abt one and half beam width – pay out cable accordingly to adjust the heading.Just confirm if we will use anchor in case of offshore wind.

22. ROR cards – Sailing vessel / Pilot vessel / Mine clearance vessel.

1. What is the water provision requirement for the crew on an Indian flag vessel as per MS Act?- Water to be of sufficient quantity available on board as per crew article of

agreement.- In every ship to which these rules apply, there shall be available a supply of fresh  water

sufficient for the was-basins, baths and showers fitted in compliances with  these rules. The supply shall be  provided from tanks of a capacity of at least 45.46 litres  for each member of the crew  for  each day likely to  elapse between successive  replenishments of the  water or by other  equally efficient means.  If service tanks are fitted for that purpose they  shall be directly connected with the ship’s main washing water or drinking water storage tanks.  In ships of 1,000 tons  or over any pumping necessary for the supply of fresh water shall be mechanical power. 

- In every ship to which these rules apply, a supply of drinking water shall be provided in the crew accommodation from tanks of an adequate capacity for the purpose from tanks of an adequate capacity for the purpose  having regard to the number of persons in the crew and the  time likely to elapse between  successive  replenishments  of the water or by other equally efficient means.

2. Various other MS Act questions? Q. What are the requirements for loading Iron ore in an Indian port? – Surveyor

i) The ship owner shall comply with the provisions of SOLAS Chapter VI,IMSBC Code and additional safety measures for bulk carriers underChapter XII of SOLAS 1974, if applicable;

ii) The shipper shall provide the master or his representative withappropriate information on cargo sufficiently in advance, prior to of theloading of iron ore fines to take precautionary measures, which may benecessary for proper stowage and safe carriage of this cargo.

iii) The Port Authorities shall ensure that shipper gives current cargoinformation such as Moisture Content,( including Flow Moisture Point(FMP) and Transportable Moisture Limit (TML), and Cargo Densitydeclaration. They shall also fulfill their relevant obligations specified inthe IMSBC Code which includes the provisions specified in the Code ofpractice for the safe loading and unloading of bulk carriers (BLU Code);

iv) The agent of the ships calling Indian Ports for shipment of captioned

cargo shall advise and encourage the Masters to use their discretion andoverriding authority under SOLAS 1974 as amended;

v) The masters are directed to verify the moisture content of the iron orefines, if in any doubt, in accordance with the provisions of IMSBC codeprior to the acceptance of the shipment during the entire loadingoperations;

4. What is Continuous Machinery Survey?- Different items are opened up and inspected on a continuous basis during the

period of 5 years at shipowner’s convenience, depending upon the type of equipment such that all equipments over a period of 5 years are inspected at the required intervals. The society provides a quarterly report of the items due for survey during that quarter. Any item not shown is carried fwd to the next quarter.

In addition the PSCO conducts a general inspection of several areas on board to verify that the overall condition of the ship (including the engine room and accommodation, and including hygienic conditions) complies with that required by the various certificates.  If valid certificates or documents are not on board, or if there are ‘clear grounds’ to believe that the condition of a ship, its equipment or its crew does not substantially meet the requirements of a relevant convention, a more detailed inspection will be carried out.  If the ship is found to comply, the PSCO will issue a ‘clean’ inspection report

(Form A) to the master of the ship. Next, the data of the respective ship and the inspection result will be recorded on the central computer database, located in Saint Malo, France.For the purpose of control on compliance with on board operational requirements, examples of “clear grounds” are, amongst others, the following:

evidence of operational shortcomings revealed during port State control proce dures in accordance with SOLAS 74/78/88, MARPOL 73/78 or STCW 78;

evidence of cargo operations or other procedures not being conducted safely or in accordance with IMO guidelines;

involvement of the ship in incidents due to failure to comply with operational re quirements;

evidence, from the witnessing of fire or abandon ship drills, that the crew are not familiar with essential procedures;

absence of an up-to-date muster list; indications that key crew members may not be able to communicate with

each other or with other persons on board.

P&I ClubsP&I Clubs are mutual, non-profit making associations which insure their shipowner members against various third-party liabilities, including oil pollution. Whilst each Club bears the first part of any claim, the concept of mutuality is extended by the ‘pooling’ of large claims by the major P&I Clubs that are members of the International Group. To safeguard members in the event of a catastrophic claim above the limit of this ‘pool’, excess reinsurance is placed by the International Group Clubs on the world’s insurance markets, in the case of oil pollution up to US$1 billion. It should be emphasized, however, that this sum has no relevance in the vast majority of oil spill cases since it would only beavailable in rare circumstances, for example if a tanker owner lost the right to limit his liability under theCLC in a very expensive case.

9.Harmonisation of contingency planning...wants explanation in full details of all 6 modules

To avoid duplication, shipboard contingency plans must differentiate between "initialactions" and the major response effort involving "subsequent response", depending on theemergency situation and the type of ship.

It is recommended that a uniform and integrated system of shipboard emergency plansshould be treated as part of the International Safety Management (ISM) Code, forming afundamental part of the company's individual Safety Management System (SMS).

I – Introduction :- should provide guidance and an overview of the subject-matter.

II – Provisions :- should contain information and explanations on how the system could bedeveloped on the basis of suggestions for improvement made by the individual company andshipboard personnel.

(IMSBC Code) The IMSBC Code will replace the Code of Safe Practice for Solid Bulk Cargoes (BC Code),

The aim of the mandatory IMSBC Code is to facilitate the safe stowage and shipment of solid bulk cargoes by

the appropriate procedures to be adopted.

 

1 January 2011: Entry into force of June 2009 amendments to SOLAS

ECDIS and BNWAS to be made mandatory under SOLAS

Amendments to SOLAS regulation V/19, to make mandatory the carriage of Electronic Chart Display and

Information Systems (ECDIS) and Bridge Navigational Watch Alarm Systems (BNWAS), under SOLAS

chapter V, Safety of Navigation. The requirements will be mandatory for new ships and phased-in for existing ships.

 

Other SOLAS amendments coming into force:

  • an amendment to SOLAS regulation II-1/3-5.2, to prohibit all new installations of asbestos on board ships, without

exceptions; and  

  • amendments to the title of Chapter VI to read, Carriage of Cargoes "and Oil Fuels" and to Regulation

VI/5-1 on Material safety data sheets (MSDS) to require MSDS to be provided for ships carrying oil or oil fuel,

prior to the loading of such oil as cargo in bulk or bunkering of oil fuel. The MSC also approved

Recommendations for material safety data sheets (MSDS) for MARPOL Annex I type cargoes and oil fuels.

MARPOL Annex I - transfer of oil cargo between oil tankers at sea 

Amendments to MARPOL Annex I for the prevention of marine pollution during some ship-to-ship (STS)

oil transfer operations.

 

The new chapter 8 on Prevention of pollution during transfer of oil cargo between oil tankers at sea will apply

to oil tankers of 150 gross tonnage and above and will require any oil tanker involved in oil cargo STS

operations to have, on board, a plan prescribing how to conduct STS operations (the STS Plan), which would

be approved by its Administration.

 

Notification to the relevant coastal State will be required not less than 48 hours in advance of the scheduled

STS operations although some relaxation to this rule is allowed in certain, very specific, cases. The regulations

are not intended to apply to bunkering operations.
