Dear Team Delegation,

On behalf of the IOC Boxing Task Force, it is my pleasure to share with you the Team Delegations’ Handbook for the Asian/Oceanian Boxing Road to Tokyo – Amman event.

As you are aware, this event was originally planned to take place in Wuhan, China, from 3 to 14 February 2020. Following the coronavirus outbreak in China, the IOC Boxing Task Force (BTF) and the Chinese Olympic Committee jointly made the decision to move the event to Amman, Jordan, from 3 to 11 March.

The IOC Boxing Task Force would like to thank the Chinese Olympic Committee and the Local Organising Committee for their hard work and dedication over the last few months to ensure they were technically prepared and ready to receive boxers from over 40 nations.

It is with the same level of gratitude that we would like to acknowledge the Jordan Olympic Committee for stepping up and preparing the wonderful city of Amman to host the event. The BTF has full confidence that the NOC and country of Jordan will deliver an amazing experience for all competing NOCs, and we look forward to the success of the event that ultimately will see 63 athletes (41 men and 22 women) qualifying for the Olympic Games Tokyo 2020.

There is no doubt that we will experience the highest levels of boxing and fair play, and I look forward to a friendly yet competitive atmosphere that symbolises what boxing is all about.

On behalf of the Jordan Olympic Committee (JOC), we look forward to welcoming all athletes, coaches and support staff to Amman, the modern and ancient capital of the Hashemite Kingdom of Jordan, for the upcoming Tokyo 2020 Asia and Oceania Olympic boxing qualifying event.

We are honoured and very proud that the lOC has chosen Amman as the host city for this all-important event, which will see boxers earn places at the Olympic Games Tokyo 2020. The JOC promises a warm welcome and an unforgettable experience for all delegations.

1. Organiser The Jordan Olympic Committee has been entrusted with the organisation of the Asian/Oceanian Olympic Boxing Qualifying Event.

3. Competition Format a. Event Regulations

In line with the mandate of primarily delivering the Olympic Boxing Qualifying Events and the boxing tournament at the Olympic Games Tokyo 2020, and considering the proximity to the Olympic Games Tokyo 2020, the IOC Boxing Task Force has considered it appropriate to refer to the existing AIBA Technical & Competition Rules (the “AIBA Rules”) to the extent that these rules are relevant for the Olympic Boxing Qualifying Events and the boxing tournament at the Olympic Games Tokyo 2020, and to complement the AIBA Rules with specific amendments only as and where necessary and/or adequate in this context. In the interest of sporting fairness, the IOC Boxing Task Force has endeavoured to restrict the amendments to those that increase transparency and credibility while limiting their impact on the actual sport practice for the Boxers. Accordingly, the AIBA Rules, effective as of 9 February 2019 and as amended by the IOC Boxing Task Force Amendments (together the “BTF Event Regulations”), shall constitute the IOC Boxing Task Force Event Regulations, applicable at the Olympic Boxing Qualifying Events and the boxing tournament at the Olympic Games Tokyo 2020.

• Seedings will be in place for the Official Draw, conducted in accordance with the IOC Boxing Task Force rankings and taking past competition performances into consideration.

• The Official Draw will be conducted by Swiss Timing through an electronic random draw for all non-seeded Boxers. • Two rings will be used for part of the competition. • Medals will be distributed to the top four (4) boxers of each weight category (1 gold, 1 silver, 2 bronze).

b. Competition Officials All officials will be reviewed to ensure they meet the selection criteria in areas including but not limited to experience levels, certifications and historical performances. In addition, all Technical Delegates, International Technical Officials and Referees & Judges must be AIBA-certified individuals according to their roles. 5. Registration All registration applications and sport entries submission for the Asian/Oceanian Boxing Road to Tokyo – Amman must be completed electronically via the Event-Works Registration System (EW) by Friday 31 January 2020 (23:59 GMT+1). Before starting the registration process, National Olympic Committees (NOCs) and National Federations (NFs) must have read and accepted the terms and conditions of the Organisation Consent and User Account Form, and must have completed, signed and returned the completed form by email to registration@wiz-team.com. Submitted entries must be agreed, verified and approved by the relevant NOC and NF. Each NOC/NF may bring a Team Delegation of no more than 29 accredited individuals. Data to be submitted and verified NOC/NF designated users are responsible for submitting the personal data on behalf of each member of their Team Delegation, and for ensuring that the personal information provided during the registration application and entries submission is accurate.

The following data fields must be completed in EW for all Team Delegation members:

In addition to the fields above, the following data fields must be completed for all registered boxers:

Athletes’ Preferred Family and Given Names, Date of Birth and Gender provided by NOCs/NFs will be validated by the IOC Boxing Task Force. Other documents required for participation may be submitted through EW. Please refer to section 21 for more information.

a. Participating Boxers NFs/NOCs may register a maximum of one (1) competing boxer and one (1) reserve boxer for each of the weight categories listed below. As outlined in the Qualification System (Section C: Athlete Eligibility), athletes must have been born between 1 January 1980 and 31 December 2001. Please note that reserve athletes will not be accredited and allowed to participate unless they replace the primary entered athlete no later than at the Sport Entries Check.

b. Team Officials Each Team Delegation may include the following Team Officials: • 1 Team Manager • 1 Team Doctor • 1 Physiotherapist • AIBA-certified Coaches with ringside access: o 1–3 Boxers: Up to 3 Coaches o 4–8 Boxers: Up to 6 Coaches o 8–13 Boxers: Up to 8 Coaches

Each Boxer may be accompanied to the ring by up to three (3) Seconds. However, only two (2) Seconds may mount the apron of the ring and only one (1) may enter the ring. • All boxers must be accompanied by at least one (1) AIBA-certified Coach (1, 2 or 3-Star) at ringside during the bouts. • One of the three (3) Seconds may be an AIBA-certified Team Cut Technician. • Registered national-level coaches who are not AIBA-certified must be registered as Extra Team Officials in accordance

with Section 5c (see page 8). Coaches who are registered as Extra Team Officials may access the warm-up areas and the field of play only when accompanied by an AIBA-certified Coach.

c. Extra Team Officials If a Team would like to register any additional Team Delegation members who are not covered by the categories outlined in Sections 5a and 5b (see above), they must register them as Extra Team Officials. Each Team Delegation may register a maximum of five (5) Extra Team Officials, who must either be linked to the NF (e.g. President, Secretary General, board member, administrative staff, nutritionist, national coach of a participating Boxer, additional doctor, cut technician, etc.) or be a member of the NOC. No Team Delegation will be allowed to register more than five (5) Extra Team Officials. Team Delegations should book spectator tickets for any additional individuals through the Local Organising Committee (LOC).

6. Sport Entries Check The Sport Entries check will take place on Saturday 29 February and Sunday 1 March 2020 at the Regency Palace Hotel. The IOC Boxing Task Force will inform Team Delegations of their exact appointment time prior to the event. The Sport Entries check is mandatory for all Team Delegations, and teams should make all necessary arrangements to arrive in good time to meet their appointment. A Team Delegation will not receive its accreditations until it has completed its Sport Entries check. Each Team Delegation may appoint a maximum of two (2) people to attend its Sport Entries check. The IOC Boxing Task Force recommends appointing the Team Manager and the Team Doctor. Immediately after arrival of the Team Delegation, each Team Delegation will have a 10-minute appointment with International Technical Officials (ITOs), selected by the IOC Boxing Task Force, in order to confirm their Sport Entries, uniforms, medical documents, national flag and anthem, and other relevant elements. Team Delegations must provide the following documents for each boxer, signed and completed as required: • Copy of passport • Boxer’s Record Book • Medical certificate issued within the previous three (3) months • Code of Conduct, signed and dated • Conditions of Participation for Participants Form or Parent/Legal Guardian Acknowledgement of Consent for Minors Form,

incorporating the Information Notice on the Processing of Personal Data of Participants and Other Accredited Persons, signed and dated

• Declaration of Non-Pregnancy Form (female boxers only), signed and dated • Uniform and robe (if applicable) Important: Please note that the presence of your representative(s) is mandatory at the Sport Entries check. If your Team Delegation’s representative(s) do(es) not attend the scheduled appointment, the Team Delegation’s registration will not be valid, the Team Delegation will not receive any accreditations and your boxer(s) will not be able to take part in the competition. In order to complete the Sport Entries process and receive their accreditations, all Team Delegations must have fully paid the LOC for their accommodation.

7. Qualification System for the Olympic Games Tokyo 2020 a. Quota places

8. Confirmation of Quota Places for the Olympic Games Tokyo 2020 The IOC Boxing Task Force will inform the respective NOCs of their allocated quota places within three (3) days of the conclusion of the respective qualification event. The NOCs will then have two (2) weeks to confirm to the IOC Boxing Task Force if they wish to use the quota places. If an allocated quota place is not confirmed by the NOC by the confirmation of quota place deadline or is declined by the NOC, the quota place will be reallocated to the next highest ranked athlete in accordance with Rule Amendment 16.5, as detailed in the BTF Event Regulations, in the respective weight category where the quota place was obtained, respecting the criteria outlined in Section C of the Olympic Games Tokyo 2020 Boxing Qualification System. For the avoidance of doubt, the definition of “next highest ranked athlete” refers to the athlete who has lost to the boxer in question (boxer who did not accept the quota place or had it denied) in the specific bout that determined the qualification. 9. Registration for the Final Stage of the Boxing Road to Tokyo 2020 – World Qualification Event Participation at the final stage of the Boxing Road to Tokyo 2020 – World Qualification Event in Paris (FRA) is limited to those NOCs that have not yet qualified an athlete via Continental Olympic Qualifying Events in the specific weight category. Teams competing in the Asian/Oceanian Boxing Road to Tokyo – Amman will have fifteen (15) days to register one (1) main and one (1) reserve boxer for the World Qualification Event.

10. Visa & Entry Requirements All members of international Team Delegations must present appropriate valid passports and visas when entering Jordan unless they are visa-exempt according to current agreements and regulations. The LOC will provide visa processing support to all athletes, Team Officials and Extra Team Officials. Teams can contact jbqe.reg@joc.jo or their nearest Jordanian embassy or consulate for visa advice and/or applications. Individuals and/or Team Delegations who need visa assistance should ensure that a copy of their valid passport(s) is uploaded into EW by 7 February 2020. All passports must be valid for at least six (6) months from the date of arrival and must contain blank page(s) for visa(s).

11. Transportation a. Arrivals & Departures

The official airport for arrivals and departures is Queen Alia International Airport (AMA). All Team Delegations must submit the following details through EW no later than no later than 14 February 2020: • Arrival date(s) & time(s) • Arrival flight number(s) • Number of bags per passenger • Departure date(s) & time(s) • Departure flight number(s) Please refer to the EW Technical Instructions for further guidance. After arriving at the airport and clearing customs, all registered individuals must present themselves at the Welcome Desk within the airport terminal building, where volunteers will be on hand to direct you to your hotel transfer.

b. Ground Transportation The LOC will provide transportation between the training and competition venues and the delegation hotels. Timetables will be displayed on boards in the lobby of each hotel, where volunteers will be available to provide guidance and information.

12. Accommodation All Team Delegations are responsible for covering the costs of their accommodation for the entire period of the Asian/Oceanian Boxing Road to Tokyo – Amman (12 nights, 29 February – 12 March 2020). The LOC has secured rooms for Team Delegations at three (3) hotels for special nightly rates that include three (3) meals per day.

The Team Delegation hotels are all close to the competition venue and are all used regularly for major sporting events held in the Amman Sport City. A regular shuttle service will operate from all hotels to and from the competition/training venue. Services at all three hotels include: • Three meals/day • Free Wi-Fi • Fitness centre • Sauna (except Corp Amman Hotel) Team Delegations must submit their room requests (twin and/or single rooms) to the LOC through the EW system no later than 7 February 2020. Please refer to the EW Technical Instructions for more information. Team Delegations will then be provided with an invoice from the LOC including bank details and must pay in full for all rooms by 14 February 2020. Please note that the Sport Entries process will not be considered completed and accreditations will not be issued until the Team Delegation has paid the LOC in full for their accommodation.

13. 14. Equipment & Uniforms Professional hand wraps, boxing gloves, headgear, training gear and rings will be provided by the IOC Boxing Task Force. As per the BTF Event Regulations, professional hand wraps are mandatory for both men and women. For all bouts, boxers must wear uniforms and/or robes that comply with the BTF Event Regulations.

15. Ticketing Family and friends of participating athletes may request tickets directly from the LOC.

16. Image Rights & Video Recording A Host Broadcaster will film promotional images of boxers before and during the Asian/Oceanian Boxing Road to Tokyo – Amman. By participating in the event, each boxer and Team Delegation member agrees to release his/her image rights to the IOC. Video recording for broadcasting purposes of any kind will not be allowed.

17. Athlete365 In the lead-up to the five Olympic Boxing Qualifying Events and the Olympic Games Tokyo 2020, Athlete365 will be the key digital location where boxers and officials can find information about each event and about the Games. Athlete365 will make the road to Tokyo 2020 as smooth as possible by keeping you updated with the latest developments and providing access to Team Delegations’ Handbooks, Registration Forms, BTF Event Regulations and Competition Schedules. You can access all this information and more at https://boxing.athlete365.org.

18. Mandatory E-Learning Course All athletes must take an e-learning course on the topic of competition manipulation before the event in order to help ensure it is conducted as fairly as possible. Athletes will be able to access information on the topic online at https://boxing.athlete365.org, and must create an account on the site in order to access the course. The course is available in 10 languages. It will take approximately 15 minutes to complete. After the athlete has completed the course, they must take a quiz to test their knowledge. Individuals scoring 80% or higher on the quiz will receive an electronic certificate. Athletes that fail the quiz will be given the opportunity to retake the course and the quiz. 19. Anti-Doping The IOC Executive Board has decided to extend the application of the existing IOC Anti-Doping Rules for the Olympic Games Tokyo 2020 to the Olympic Boxing Qualifying Events and the athletes participating in them. Doping controls will be conducted in accordance with the World Anti-Doping Code. In accordance with World Anti-Doping Agency (WADA) regulations, blood testing may be conducted during the Asian/Oceanian Boxing Road to Tokyo – Amman. Previously existing Therapeutic Use Exemptions (TUEs) will be reviewed and recognised if they have been granted in accordance with the International Standard for Therapeutic Use Exemptions (ISTUE; https://tinyurl.com/ISTUE). New TUE applications made before the event should follow the normal applications process, and should be submitted to the respective National Anti-Doping Organisation (NADO; https://tinyurl.com/NADOSLIST). During the event, TUEs must be submitted directly to the International Testing Agency (ITA) by following the process described at the ITA website: https://ita.sport/tue

20. Medical Services The LOC will provide first aid during the entire event period to any participant who suffers from a sports injury contracted during the event.

21. Insurance All accredited participants must have their own travel, medical, repatriation and liability insurance, and must provide proof of this insurance to the IOC Boxing Task Force no later than 14 February 2020.
