Dear ASRAM 2019 participants,

It is my great pleasure to welcome all of you to the ASRAM 2019 (Asian Symposium on Risk Assessment & Management). Nowadays, the risk assessment and management techniques are widely used in many areas including the nuclear, chemical and other industries. I am sure that the risk assessment and management techniques are one of the best ways for better tomorrow.

Even though the ASRAM was established to encourage the communications among Asian countries in the risk area, the ultimate aim of the ASRAM is to provide participants with the chances to share their findings and insights in the risk assessment and management areas with experts from all over the world.

On behalf of the ASRAM General Committee, I would like to take this opportunity to thank for the supports of KONICOF, KHNP, KEPCO E&C, FNC, PNE, and HICO for ASRAM 2019.

Finally, I would like to welcome you to Gyeongju. Gyeongju was the capital of the ancient kingdom of Silla for close to one thousand years (57 BC ~ 935 AD). Gyeongju is often referred to as “the museum without walls.” The Gyeongju Historic Area was registered as a UNESCO World Cultural Heritage in November 2000. So I hope you enjoy the cultural heritage of an ancient Korean kingdom.

Ÿ Registration is required for all attendees and speakers. Badges are required

for admission to all plenaries, technical sessions, and events.

30 (Monday).

Notice for Speakers

Ÿ Please report to your session room at least 15 minutes before the start of

the session, and upload your presentation file(s) on the laptop at the room.

Ÿ Please sit near the front of the room to facilitate communication with the

session chair.

Ÿ Unless you need to support another ASRAM 2019 function, please plan to

Gong Yu is the Director of the Probabilistic Safety Analysis Office of the Reactor and Safety Analysis Department of the Nuclear and Radiation Safety Center. He participated in work in 2009, mainly responsible for nuclear power plant probabilistic safety analysis review and research work. He worked in the National Nuclear Safety Administration in 2011 and 2017 respectively, responsible for the safety supervision of nuclear power plants.

Akira YAMAGUCHI

Professor | University of TokyoJapan

Dr. Yamaguchi is a Professor in the University of Tokyo, Graduate School of Engineering and the Nuclear Professional School. He has received Ph.D degree in the nuclear engineering from the University of Tokyo in 1984. He joined the Japan Atomic Energy Agency and involved in the thermal-hydraulic and safety research of sodium cooled fast breeder reactor. In April of 2005, he moved to Osaka University, Department of Energy an Environment where he performed nuclear thermal-hydraulics, safety and risk assessment studies. Since January of 2015, he is Professor of the University of Tokyo. He has 40 years of experience in nuclear engineering, nuclear safety, risk assessment, advanced reactor technologies. He has been a member of governmental committees on atomic energy policy, nuclear safety, regulation and nuclear science and technology. He is currently the Vice-President of the Atomic Energy Society of Japan (AESJ) and the chair of the Risk Science and Technology Division the AESJ. He is an AESJ Fellow and an International Board member of the IAPSAM.

Jeffrey A. JULIUS

Director | Jensen HughesUnited States of America

Jeffrey Julius is a Principal Engineer with over 38 years of experience in the operation, maintenance, and analysis of nuclear reactors. He has extensive experience in personnel management, training, and the development and application of probabilistic risk assessments (PRA) and reliability analyses. These analyses supported risk-informed decision-making such as plant licensing and start-up, satisfied regulatory requirements including periodic safety reviews and transition of the plant’s fire protection program to NFPA 805, evaluated potential plant modifications, and maintained safety while remaining on-line at power. He has researched and developed new Risk Assessment methods and PRA techniques in the areas of Shutdown PRA and Human Reliability Analyses. His international experience includes development and management of PRA projects in the Netherlands, Korea and the United Arab Emirates; support of PRA and IAEA review missions in Germany, Hungary and Vienna; and support of software PRA and HRA users’ groups that include members in Korea, Japan, Taiwan, the Czech Republic, France, the Netherlands, Spain, the United Kingdom, South Africa and Brazil. He has taught Human Reliability Analysis techniques around the world, in China as part of the Peaceful Uses of Nuclear Technology (PUNT) program; and in the USA to utilities and with EPRI. He has presented to the US NRC and ACRS. He is a recognized expert in risk assessment, Low Power and Shutdown PRA, Fire PRA, and Human Reliability.

Introduction to KORADKORAD was established in January 2009 to build a structure of mutual control and balance by separating management organizations from waste producers, which follows the IAEA recommendations and global standards for safe and effective management of radioactive wastes, based on the “Radioactive Waste Management Act” (2008). KORAD’s main mission is to safely and professionaly manage low and intermediate level radioactive wastes (LILW) and high level radioactive wastes, in order to enhance health and the national environment.
