The Institutional ImperativeThe Politics of Equitable Development in Southeast AsiaErik KuhontaWhy do some countries in the developing world achieve growth with equity, while others do not? If democracy is the sup-posed panacea for the develop-ing world, why have Southeast Asian democracies had such uneven results? In exploring these questions, political sci-entist Erik Martinez Kuhonta argues that the realization of equitable development hinges heavily on strong institutions, particularly institutionalized political parties and cohesive interventionist states, and on moderate policy and ideology.

“This boldly comparative book will be widely read, widely as-signed, and widely debated in the field. There are few compa-rable works out there. Kuhonta’s book should be required reading for those interested in develop-ment, political institutions, state building, social welfare policies, and Southeast Asia.”

Spending Without TaxationFILP and the Politics of Public Finance in JapanGene ParkGovernments confront difficult political choices when they must determine how to bal-ance their spending. But what would happen if a government found a means of spending without taxation? In this book, Gene Park demonstrates how the Japanese government established and mobilized an enormous off-budget spending system, the Fiscal Investment Loan Program (FILP), which drew on postal savings, pub-lic pensions, and other funds to pay for its priorities and reduce demands on the budget.

“[P]rovides a compelling ra-tionale for FILP’s importance in Japan’s postwar political economy….[N]o one has brought to bear the sustained focus, historical scope, or analytical rigor that Gene Park has with this book.”

Militants or PartisansLabor Unions and Democratic Politics in Korea and TaiwanYoonkyung LeeThe exceptional experiences of South Korea and Taiwan in combining high growth and liberal democracy in a relatively short and similar timetable have brought scholarly attention to their economic and political transfor-mations. This new work looks specifically at the operation of workers and unions in the decades since labor-repressive authoritar-ian rule ended, bringing Taiwan, in particular, into the literature on comparative labor politics.

“A strong contribution to the litera-ture on the political economy of East Asia, with interesting implica-tions for studies of labor and de-mocratization more generally.”

—Stephan Haggard, University of California, San Diego

“A great book on the little-known complexities and ironies of labor politics in the new East Asian democracies.”

Roots of the StateNeighborhood Organization and Social Networks in Beijing and TaipeiBenjamin L. ReadRoots of the State examines neighborhood-level structures in East and Southeast Asia that occupy a unique space between civil society associations and government-sponsored orga-nizations. Initially created as tools of control, such institu-tions may underpin a repres-sive regime such as China’s, but they also can evolve to em-power societies, as in Taiwan. This book engages broad and much-discussed questions about governance and political participation in both authori-tarian and democratic regimes.

“An intimate glimpse into the life and work of the neighbor-hood organizations that are the state’s first thread of connec-tion to its citizens.”

Beyond the Middle KingdomComparative Perspectives on China’s Capitalist TransformationEdited by Scott KennedyThis book breaks new ground by systematically examining China's capitalist transforma-tion through several compara-tive lenses. With contributions from leading specialists on China’s political economy, Beyond the Middle Kingdom compares China with France, Russia, Japan, South Korea, Indonesia, India, Brazil, Mexico, and South Africa. Doing so puts the PRC in a light not available through other ap-proaches, and includes an important case too often left out of comparative studies.

“With the advent of this volume, the literature of contemporary Chinese political economy no longer stands alone, but rather is duly blended into the main-stream studies of comparative political economy. Innovative and insightful.”

Becoming AsiaChange and Continuity in Asian International Relations Since World War IIAlice Lyman Miller and Richard Wich Becoming Asia offers a fascinat-ing and comprehensive account of how the region has evolved since World War II. Unlike exist-ing works, this student-friendly text covers South, Southeast, and Central Asia along with East Asia. It explains how Asia, hardly more than a geographic expression at the end of 1945, became the vibrant, asser-tive region that it is today.

“Alice Lyman Miller and Richard Wich have done a great service in this thorough and thoughtful volume. The historical depth, detailed analysis, and broad geo-graphic scope of Becoming Asia put it in a class by itself among the fine surveys of Asian interna-tional relations in the last century.”

Foreign Firms, Investment, and Environmental Regulation in the People’s Republic of ChinaPhillip StalleyDoes FDI lead to weakened environmental regulation, turning developing countries into “pollution havens”? In this new book, Phillip Stalley examines Chinese law govern-ing the environmental impact of foreign investors, describes how regional competition for investment has influenced environmental regulation, and analyzes the environmental practices of foreign and Chi-nese companies. While he finds only modest evidence that global economical integration has transformed China into a pollution haven, he identifies conditions under which FDI contributes to and undermines environmental protection.

“This book is a must for all in-terested in understanding the impact of foreign investment upon China's environment.”

The Dragon in the RoomChina and the Future of Latin American IndustrializationKevin P. Gallagher and Roberto PorzecanskiIn the eyes of many, China's unprecedented economic rise has brought nothing but good news to the countries of Latin America and the Caribbean. Yet the dragon in the room is the fact that China is simulta-neously out-competing Latin American manufacturers at home and in world markets—so much so that it may threaten the region. The authors’ find-ings demonstrate how China's road to globalization has been superior to the route taken by most Latin American nations, and points to areas in which Latin America can bolster its long-term economic growth.

“A ‘must have’ for economists, political scientists, policymak-ers, and anyone else interested in development, political economy, and industrial policy.”

Looking for BalanceChina, the United States, and Power Balancing in East AsiaSteve ChanDebate surrounding “China’s rise,” and the prospects of its possible challenge to America’s preemi-nence in international relations in East Asia, has focused on two questions, rooted in power-balancing theory: whether the United States should “contain” or “engage” China; and whether the rise of Chinese power has inclined other East Asian states to “balance” against Beijing by alignment with the United States.

By drawing on alternative theoretic approaches, Steve Chan is able to create an explanation of what is in motion in the region that differs widely from the traditional “stra-tegic vision” of national interest.

“Compellingly argues for serious change in prevalent American for-eign policy thinking about power dynamics in world affairs, and thus for how to deal with China and East Asia. It should cool the zealots for additional U.S. pursuit of mili-tary dominance in distant regions.”

The World Under PressureHow China and India Are Influencing the Global Economy and EnvironmentCarl J. DahlmanThe rapid rise of China and India is reshaping our global economic and environmental systems—raising major issues of stability, governance, and sustainability.

This book develops a framework that shows the interdependence between economic size, trade, fi-nance, technology, environment, security, and global governance. Author Carl J. Dahlman uses this framework to provide data on the speed of global power shifts and to trace the implications for nations worldwide. Analyzing this critical moment in historical context, he offers insights into our most pressing concerns.

“A number of authors have looked in tandem at China and India as development challenges for the world. But, the framework presented in The World Under Pressure and the amount of in-formation that Dahlman weaves together make this work a dis-tinctive and worthy read.”

Rethinking Japanese Public Opinion and SecurityFrom Pacifism to Realism?Paul MidfordPaul Midford engages claims that since 9/11 Japanese pub-lic opinion has turned sharply away from pacifism and toward supporting normalization of Japan’s military power. He argues that Japanese public opinion has never embraced pacifism. It has, instead, contained sig-nificant elements of realism, in that it has acknowledged the utility of military power for defending national territory and independence, but has seen offensive military power as ineffective for promoting other goals. On this basis, says Mid-ford, we should re-conceptualize Japanese public opinion as attitudinal defensive realism.

“A ground breaking study of Japanese foreign and security policy making.”

Asian RivalriesConflict, Escalation, and Limitations on Two-level GamesEdited by Sumit Ganguly and William R. ThompsonThe most typical treatment of international relations is to con-ceive it as a battle between two antagonistic states volleying back and forth. In reality, interstate re-lations are often at least two-level games in which decision-makers operate not only in an interna-tional environment but also in a competitive domestic context. Given that interstate rivalries are responsible for a disproportion-ate share of discord in world pol-itics, this book sets out to explain just how these two-level rivalries really work. By pulling together the threads laid out by each contributor, the editors create a

‘grounded theory’ for interstate rivalries that breaks new ground in international relations theory.

“This book provides many impor-tant details, and therefore a num-ber of good insights, about key rivalries in the Asian region.”

East Asian National IdentitiesCommon Roots and Chinese ExceptionalismGilbert RozmanThis rigorous comparative study of national identity in Japan, South Korea, and China exam-ines countries with long histo-ries influenced by Confucian thought, surging nationalism, and far-reaching ambitions for regional importance. East Asian National Identities compares national identities in terms of six dimensions encompassing ideology; history; the salience of cultural, political, and eco-nomic factors; superiority as a model national community; displacement of the U.S. in Asia; and depth of national identity.

“The six-dimensional analysis offers a novel approach to the study of national iden-tity, and the comparative study should be commended.”

Paradise RedefinedTransnational Chinese Students and the Quest for Flexible Citizenship in the Developed WorldVanessa L. FongIn 2004, Vanessa Fong’s Only Hope offered a groundbreaking ethnographic exploration of the social, economic, and psycho-logical development of children born since China’s one-child pol-icy was introduced in 1979. In Paradise Redefined, Fong tracks the experiences of many in her initial cohort of Chinese only-children—now college-age—as they make decisions about study-ing abroad, staying abroad, im-migration, and returning home.

“Fong’s unique, longitudinal re-search offers an invaluable key to better understand the singleton generation in China who have come of age in the first decade of the 21st century, and will to a great extent determine the future of the most populous country on earth.”

Markets and BodiesWomen, Service Work, and the Making of Inequality in ChinaEileen M. OtisExamining how gender enables the globalization of markets and how emerging forms of service labor are changing women’s so-cial status in China, Markets and Bodies reveals the forms of social inequality produced by shifts in the economy. No longer working for the common good as defined by the socialist state, service workers are catering to the indi-vidual desires of consumers. This economic transition ultimately affords a unique opportunity to investigate the possibilities and current limits for better working conditions for the young women who are enabling the develop-ment of capitalism in China.

“[A] beautifully observed, some-times funny and sometimes frightening, account of service work, showing how inequalities of class and gender are being freshly created in the cauldron of Chinese capitalism.”

Illicit FlirtationsLabor, Migration, and Sex Trafficking in TokyoRhacel Salazar ParreñasIn 2004, the U.S. State Depart-ment declared Filipina hostesses in Japan the largest group of sex trafficked persons in the world. Since then, the number of host-esses entering Japan has dropped by nearly 90 percent; but Rhacel Parreñas argues that this drastic decline—which stripped thou-sands of migrants of their liveli-hoods—is in truth a setback.

Working alongside migrant Fili-pina hostesses in Japan, Parreñas investigates the impact of be-ing labeled as trafficked victims and explores what governments should do to improve the lives of global migrants.

“Illicit Flirtations presents a nu-anced portrayal of the women’s multiple labor and sentimental experiences. Scholars and policy-makers should take note.”

Disquieting GiftsHumanitarianism in New DelhiErica BornsteinDisquieting Gifts takes a close look at people working on humanitarian projects in New Delhi to explore why they engage in philanthropic work, what humanitarianism looks like to them, and the ethical and political tangles they encounter.

Motivated by debates surround-ing Marcel Mauss’s The Gift, Bornstein investigates specific cases of people engaged in hu-manitarian work to reveal dif-ferent perceptions of assistance to strangers versus assistance to kin, how the impulse to give to others in distress is tempered by its regulation, suspicions about recipient suitability, and why the figure of the orphan is so valu-able in humanitarian discourse.

“Bornstein has pioneered the ho-listic study of aid, and in this deli-cately crafted book she conveys deep insights into international and intra-Indian charity and vol-unteering. An important sequel to The Spirit of Development.”

TimepassYouth, Class, and the Politics of Waiting in IndiaCraig JeffreyThis is a captivating ethnog-raphy of the student politics and youth activism of lower middle class young men in India, undertaken in response to pervasive underemployment. It highlights the importance of waiting as a social experience and basis for political mobi-lization, the micro-politics of class power in north India, and the socio-economic strate-gies of lower middle classes.

“In this gracefully written book, Craig Jeffrey draws on fine eth-nography to explore the little understood world of Indian youth, for long largely neglect-ed by scholars, illuminating what it means to be a young man with aspirations and lim-ited opportunities in today’s India. A tour de force.”

Passage to ManhoodYouth Migration, Heroin, and AIDS in Southwest ChinaShao-hua LiuPassage to Manhood addresses the intersection of modernity, heroin use, and HIV/AIDS as they are embodied in a new rite-of-passage among young men in the Sichuan province of southwestern China. Through a nuanced analysis of the Nuosu population, this fascinating ethnography seeks to answer why the Nuosu has a dispropor-tionately large number of opiate users and HIV positive individ-uals relative to others in Sichuan.

“As impressive an anthropological study as I have read of how the failure of the Chinese state and international organizations to take into account the local moral expe-riences of real people both causes social suffering and prevents the successful implementation of intervention programs.”

On the Edge of the GlobalModern Anxieties in a Pacific Island NationNiko BesnierThis illuminating ethnography explores the malaise present in postcolonial Tonga, analyzing the way in which segments of this small-scale society hold on to different understandings of what modernity is, how it should be made relevant to local contexts, and how it should mesh with practices and symbols of tradition.

Faces of AgingThe Lived Experiences of the Elderly in JapanEdited by Yoshiko MatsumotoThe indisputable fact of Japan’s rapidly aging population has been known for some time. But beyond statistics, we do not know much about the actual aging process. Faces of Aging foregrounds a spectrum of elder-centered issues—social ac-tivity, care giving, generational bias, suicide, sexuality, to name a few—from the perspective of those who are living them. The volume’s diverse contributors represent the fields of sociol-ogy, anthropology, medicine, nursing, gerontology, psychol-ogy, film studies, gender studies, communication, and linguistics, offering a diverse selection of qualitative studies of aging.

“An outstanding addition to the literature on an increasingly visible and growing segment of the Japanese population that en-riches our understanding of the aging process as it is lived by real people, rather than as it is con-ceptualized by policy makers.”

Opera and the CityThe Politics of Culture in Beijing, 1770–1900Andrea S. GoldmanIn late imperial China, opera was an integral part of life and culture, shared across the social hierarchy. The Qing capital of Beijing attracted a diverse array of opera genres and audiences and, by extension, served as a hub for the diffusion of cul-tural values via performance.

By examining opera in Qing Beijing, this work illuminates how the state and various urban constituencies partook of opera and manipulated it to their own ends. Given Beijing’s political influence, Goldman’s analysis of opera and its ten-sions in the capital also sheds light on empire-wide transfor-mations underway at the time.

“Goldman’s study of Peking opera is thorough, convincing, and fas-cinating. It will be required read-ing for scholars of Chinese the-ater, late imperial culture, Qing history, and gender studies. The scholarship is as good as it gets.”

After EmpireThe Conceptual Transformation of the Chinese State, 1885–1924Peter ZarrowAfter Empire traces the formation of the modern Chinese idea of the state through the radical reform programs of the late Qing (1885–1911), the Revolution of 1911, and the first years of the Republic through the final expulsion of the last emperor of the Qing from the Forbidden City in 1924. It con-tributes to longstanding debates on modern Chinese nationalism by highlighting the evolving ideas of major political thinkers and the views reflected in the general po-litical culture. Zarrow uses a wide range of sources and provides fresh interpretations and keen insights into China’s pivotal tran-sition from dynasty to republic.

“This is a deeply researched and intellectually ambitious work. Zarrow speaks with the authorita-tive and convincing voice of one who knows his subject deeply and has thought long and hard about the issues.”

Modern China’s Network RevolutionChambers of Commerce and Sociopolitical Change in the Early Twentieth CenturyZhongping ChenAn examination of Chinese chambers of commerce and their network development across Lower Yangzi cities and towns, this book details how they achieved increas-ing integration, and how their collective actions deeply influenced nationalistic, re-formist, and revolutionary movements. With both histori-cal narrative and theoretical analysis, this study offers a keen historical understanding of the interaction of Chinese society, business, and politics in the early twentieth century.

“This is an insightful, carefully researched study that should be on the reading list of all who are interested in the social and economic history of China.”

Occupying PowerSex Workers and Servicemen in Postwar JapanSarah KovnerOccupying Power shows how in-timate histories and international relations are interconnected in ways scholars have only begun to explore. Although sex work-ers became symbols of Japan’s diminished status, by earning scarce dollars they helped jump-start economic recovery. But sex workers who catered to service-men were nonetheless a frequent target. This probing history re-veals an important but underex-plored aspect of the Japanese oc-cupation and its effect on gender and society. It seeks to shift the terms of debate on a number of controversies, including Japan’s history of forced sexual slavery, rape accusations against U.S. ser-vicemen, opposition to U.S. over-seas bases, and sexual trafficking.

“A path-breaking work of Japa-nese history, this book will serve as the base line for studies in the history of sex work in postwar Japan for many years to come.”

Gourmets in the Land of FamineThe Culture and Politics of Rice in Modern CantonSeung-joon LeeA study of the politics of rice in Canton, this book sheds new light on the local history of the city, and illuminates how China’s struggles with food shortages in the early twentieth century unfolded and the ways in which they were affected by the rise of nationalism and the fluc-tuation of global commerce.

“In this creative and thoroughly researched book, Seung-joon Lee explores a vitally important but largely ignored topic in Chi-nese history: rice. Lee situates the marketing and consumption of rice at the intersection of major forces in the early twentieth cen-tury, from imperialism and revo-lution, to regionalism and nation-alism, to urban modernization.”

The Premise of FidelityScience, Visuality, and Representing the Real in Nineteenth-Century JapanMaki FukuokaThe Premise of Fidelity puts for-ward a new history of Japanese visuality through an examina-tion of the nineteenth century transposition of “the real” in the decades before photography was introduced. This intellectual history is informed by an ex-amination of a network of local scholars, known as Shōhyaku-sha, who shaped the concept of shasin, which would, years later, come to signify “photography” in Japanese. A fascinating case study that disrupts the dominant narratives of photography, art, and science in Japan, this vol-ume also includes a sampling of color plates that bring to life the renderings of the Shōhyaku-sha.

“A major contribution to visual and intellectual studies of nine-teenth-century Japan.”

After Leaning to One SideChina and Its Allies in the Cold WarZhihua Shen and Danhui LiAfter Leaning to One Side traces the rise and fall of the Sino-Soviet alliance between 1949 and 1973, emphasizing tension over the Korean and Vietnam wars. Underscoring the theme of inherent conflict within the communist movement, this book shows that while that movement was an international campaign with an imposing theory and an impressive party structure, it was also a collec-tion of sovereign states with disparate national interests.

“This book reflects the best scholarship by two serious Chinese scholars of Cold War international history. No exist-ing study has tackled this topic as thoroughly and solidly.”

MarigoldThe Lost Chance for Peace in VietnamJames G. HershbergMarigold presents the first rigor-ously documented, in-depth story of one of the Vietnam War’s last great mysteries: the secret Polish-Italian peace initiative, codenamed “Mari-gold,” that sought to end the war, or at least to open direct talks between Washington and Hanoi, in 1966. The initiative failed, the war dragged on for another seven years, and this episode sank into history as an unresolved controversy.

“This is a well-written, in-depth look at the facts of a con-troversial and convoluted peace effort that could have significantly altered the course of the Vietnam War.”

—Publisher’s Weekly

“Hershberg has done remarkable work, piecing together the Mari-gold story from newly available Soviet documents, D’Orlandi’s journals, and numerous inter-views. He has calmed oceans of detail into a graceful narrative, an important work for Vietnam-era and Cold War historians.”

The Cold War in East Asia, 1945–1991Edited by Tsuyoshi HasegawaThe Cold War in East Asia studies Asia as a second front in the Cold War, examin-ing how the six powers—the U.S., Soviet Union, China, Japan, and North and South Korea—interacted and forged conditions that were distinct from the Cold War in Europe.

“Provides a wealth of new in-formation coming from fresh research in Japanese, Ameri-can, East European, U.S., and Chinese archival and primary sources. This is an important contribution to the state of the field.”

“Goh’s solidly researched effort to understand the Yongming era through its own aesthetic ideals not only takes a comprehensive approach to the much debated euphonic guidelines, but exam-ines a change in the poet’s sense of self-worth and situates major themes in the context of the court’s environment and culture.”

Aspiring to HomeSouth Asians in AmericaBakirathi ManiWhat does it mean to belong? How are twenty-first-century diasporic subjects fashioning identities and communities that bind them together? Aspiring to Home examines these questions with a focus on immigrants from India, Pakistan, and Bangladesh. The book focuses on popular cultural works created by first- and second-generation South Asians from 1999–2009, includ-ing those by author Jhumpa Lahiri and filmmaker Mira Nair, as well as public events such as the Miss India U.S.A. pageant and the Broadway musical Bombay Dreams. Ana-lyzing these diverse productions through an interdisciplinary framework, Mani weaves literary readings with ethnography to unravel the constraints of form and genre that shape how we read diasporic popular culture.

“An elegantly written and tren-chantly argued book.”

The Oil Prince’s Legacy Rockefeller Philanthropy in ChinaMary Brown BullockThe Oil Prince’s Legacy traces Rockefeller philanthropy in China from the nineteenth century to today. Family diaries, letters, interviews in China, and institutional archival records are used to tell a com-pelling story about successive Rockefeller generations and U.S.–China cultural relations.

On Uneven GroundMiyazawa Kenji and the Making of Place in Modern JapanHoyt LongThe history of literary and artistic production in modern Japan has typically centered on the litera-ture and art of Tokyo, yet cultural activity in the country’s regional cities and rural towns was no less vibrant. On Uneven Ground recovers pieces of this neglected history through the figure of Miyazawa Kenji (1896–1933). The first book-length study of Miyazawa in English, it centers on Miyazawa’s life and writing to recreate a sense of what it was to write about and remake place from a spatially marginal position in the cultural field.

“Required reading for those with an interest in modern Japan be-yond the borders of Tokyo.”
