Toolkit for implementing and monitoring the East Asia and Pacific Regional Commitment and Action Plan against Commercial Sexual Exploitation of Children (CSEC)

ESCAP has compiled a toolkit on CSEC in the region. The toolkit is composed of three chapters:

1. Tools for Developing National Plans of Action against Commercial Sexual Exploitation of Children;

2. Situational Analysis Research on CSEC: Basic approaches and tools;

3. Piloting CSEC Info: Experiences from East Asia. By sharing experiences, good practices and practical tools in the areas or research, development of national plan of action and the piloting of CSEC Info, the toolkit can serve as a user- friendly and functional reference for key actors seeking to learn from past practice and adapt such lessons to fit local and national contexts.

Asia-Pacific Population Journal, Vol. �1, No. �The Asia-Pacific Population Journal published three times a year is one of the few primary journals published by the UNESCAP secretariat. It focuses on bringing out the policy and programme implications of population research in the Asia and Pacific region.

This refereed professional journal contains articles and notes that cover a broad range of population and development issues of interest to readers in the region in a form that is relatively easy for educated readers to understand.

Each issue of the Journal contains four full-length original articles including other material such as papers demonstrating the application of a useful methodological approach to the analysis of population research, or news about important developments in the field.

As much as possible, priority is given to the publication of articles written by authors from the region or familiar with it in order to give them a forum to present their findings on population and development which other journals might not accept because of their limited interest in Asia and the Pacific. This strategy also stimulates professional scholarship and improved technical reporting in UNESCAP developing countries.

Although the Journal is designed to cover a wide range of population subjects, thematic issues are published occasionally on subjects about which little is known or about which there is especially keen interest. The choice of topics is based on expressions of interest in readership surveys as well as those emanating from such forums as the 1994 International Conference on Population and Development and the 2005 World Summit.

State of the Environment in Asia and the Pacific �005

It acknowledges that many governments have improved their environmental performance – they have developed and implemented better environmental governance frameworks and some are adopting more effective responses to common environmental policy objectives such as pollution control. However, the report concluded that because of the region’s limited environmental carrying capacity and the immense pressure exerted by economic growth and changing consumption and production patterns, environmental degradation continues. Both economic and environmental sustainability are at increasing risk. For true environmental sustainability, a long-term perspective, a greater focus on the eco-efficiency of production and consumption activity, investment in natural capital, more effective decision-making and true measures of sustainability, inter alia, are needed.

It reviews regional economic growth from an environmental sustainability perspective. It outlines the concepts of eco-efficiency and green growth, and highlights country progress on Millennium Development Goal 7. It also reviews the sustainable development challenges faced by each Asian and Pacific subregion.

E-procurement

E-procurement has the potential to improve efficiency in government administration and promote competition in the business sector. However, there are still a multitude of challenges in introducing and implementing an e-procurement system. Infrastructures are underdeveloped and there is a lack of awareness among national and local govern-ment policy-makers and business of the benefits that e-procurement can provide. Before an e-procurement system can achieve maximum potential, a strong infrastructure must be developed; ICT services expanded; innovative policies administered to establish a secure online environment; standards developed; and government administrators and in the private sector human resources must be trained.

The aims of publication are to facilitate planning and implementing e-procurement in the Asian and Pacific region; share of knowledge and experience; and identify the current status of e-procurement that would help developing countries in the region to reduce costs and time required to develop suitable e-procurement systems and content. In this connection, this publication: (i) reviews diverse business models and trends in e-procurement, (ii) examines conductive policies, legal framework and technological infrastructure required for e-procurement, and (iii) identifies the overall current status of the Asian and Pacific region related with e-procurement and particular situation of each country.

Entrepreneurshipand e-Business Development for Women

Competitiveness of businesses owned by women is usually constrained by limited access to information and resources to support the development and marketing of their products. E-business can address this limiting factor. It promotes innovations by creating new products, new markets and even new industries. Moreover, it can help in empowering women by facilitating women’s entrepreneurship. Women’s abilities in conducting business and in applying ICTs are the main skills necessary for women to overcome established inequalities and to succeed in the global economy. This publication reports the outcomes of the International Workshop on Entrepreneurship and e-Business Development for Women that was held in Seoul, Republic of Korea from 3 to 8 July 2006. The Workshop was organized by UNESCAP, the Asian Development Bank Institute (ADBI), the International Telecommunication Union (ITU), and the Asian Pacific Women’s Information Network Center (APWINC).

The Guidelines on ICT Application for Trade and Transport Facilitation for landlocked Countries in the Asian and Pacific Region was developed by the Information, Communication and Space Technology Division (ICSTD) of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) within the inter-divisional project entitled “Institutional Capacity Building for Facilitation of International Trade and Transport in the landlocked and Transit Countries”, which was funded by the Royal Government of the Netherlands. The Guidelines intends to address challenges and opportunities that Landlocked Developing Countries (LLDCs) in the Asia-Pacific region, in particular Kazakhstan, Kyrgyzstan, Lao People’s Democratic Republic, Mongolia, Tajikistan, and Uzbekistan, face in applying ICT for facilitating trade and transport and to guide countries in implementing electronic Single Window systems.

Persistent and Emerging Issuesin Rural Poverty Reduction

It is estimated that around 70 per cent of the poor in Asia and the Pacific lives and works in rural areas. This is a clear indication that there is a need for renewed attention to the unique rural dimensions of poverty and greater efforts to reduce rural poverty. Beyond issues of agricultural productivity, the rural poor face multiple deprivations from lack of assets, isolation, alienation, dependence, powerlessness, vulnerability and lack of freedom of choice. This publication examines efforts being made to alleviate rural poverty and future challenges in tackling rural poverty given the rapidly changing rural conditions in the region. It contains the report of the Expert Group Meeting on Rural Poverty Reduction and also reports on the outcome of other ESCAP activities related to rural poverty reduction.

UNESCAP is issuing a warning to Asian governments to reduce exposure to the impact of a sudden or unexpected market downturn, urging a mood of protection and preparation. Asian countries have to stay alert despite the lull in financial markets recently. There are a number of new emerging risks which may lead to more stormy weather ahead. The region has bitter memories of the Asian financial crisis in 1997. Countries are now in a stronger position to handle turbulence. However, as Asian economies are becoming more integrated into the global economy, they also face a higher risk from the constantly shifting global environment. It is increasingly important to build strong and flexible economies that can weather global shocks and adapt to new realities. Countries in the Asia-Pacific region must also improve regional cooperation to lessen the impact of financial market volatility

Road transport is the most important mode of freight transportation in terms of transportation output in almost all countries in the world, in particular in Asia and the Pacific region. For many years, the dimensions of road vehicles for freight transport have remained fixed, although road infrastructure in many countries has improved considerably and technical progress in vehicles has made them safer, quieter and more powerful. However, a number of countries, including Australia, Brazil, Canada, Finland, Sweden and the United States of America, have successfully demonstrated the use of road vehicles with extended dimensions for freight transport. Longer combination vehicles or vehicles with extended length and weight limits have the potential to make freight transport more efficient and environmentally friendly. The objective of this paper is to analyze the economic implications of permitting the use of longer combination vehicles.

UNESCAP Working Paper Series: Workers’ Remittances, Economic Growth and Poverty in Developing Asiaand the Pacific Countries

This paper examines the impact of workers’ remittances on growth and poverty reduction in developing Asia-Pacific countries using panel data over the period 1993-2003. The results suggests that, while remittances do have a significant impact on poverty reduction through increasing income, smoothing consumption and easing capital constraints of the poor, they have only a marginal impact on growth operating through domestic investment and human capital development.

The 2005 ESCAP’s Technical Cooperation Yearbook provides a summary of the Organization’s technical cooperation work in 2005. It focuses on two challenges that needed critical attention during the year: understanding the degree of progress of countries in the Asia-Pacific region in meeting the Millennium Development Goals (MDGs), and preparing better for challenges caused by natural disasters, which can set back all areas of development. The year 2005 was marked by natural disasters, notably the aftermath of the India Ocean tsunami, and the Pakistan earthquake. Disaster prevention and mitigation have therefore become a major feature of ESCAP’s technical cooperation work. This work includes a newly established multi-donor, regional trust fund that will support tsunami early warning arrangements in the Indian Ocean and South-East Asia. The report summarized technical cooperation activities implemented by ESCAP, as well as TC highlights and achievements in 2005, in support of MDGs 1,3,6,7 and 8.

Achieving the MDGs in Asia: a Case for More Aid?

This report attempts to broaden the perspective on MDG performance in Asia by highlighting the work that remains to be done. First, it shows that, despite the progress that many countries in the region are making towards reaching the MDGs, by far the largest number of people affected by the various social and economic dimensions of poverty live in Asia. Second, it demonstrates that given this large number, Asia is benefiting from relative small amounts of development aid.

MDG Report: Progress in Asia and the Pacific �006

This report is the latest update on the progress towards MDGs in Asia and the Pacific. By zooming in on specific indicators, the report highlights the region’s achievements and exposes issues on which much work remains to be done. It provides estimates of populations affected by social and economic poverty in the Asia-Pacific region and compares it to the two other major developing regions, sub-Saharan- Africa and Latin America and the Caribbean.

Asia-Pacific countries continue to make progress towards the MDGs, but on present trends many are likely to miss some vital targets, including those for infant mortality, HIV prevalence and access to water and sanitation in urban areas. This publication explores the need, priorities and cost of implementation of selected trade facilitation measures in five Asian countries in the context of the WTO negotiations on trade facilitation. It consists of a synthesis of country studies conducted in Bangladesh, China, India, Indonesia and Nepal in cooperation with national-level research institutions member of the Asia-Pacific Research and Training Network on Trade (ARTNeT). It contains a detailed and comparative assessment of the trade facilitation situation in these countries, results of private sector surveys on the trade facilitation needs and priorities in each of the countries It also covers the implementation costs and sequencing of twelve trade facilitation measures under consideration by the WTO Negotiating Group on Trade Facilitation, on the basis of findings from a survey of international experts on trade facilitation implementation in developing countries. Implications and recommendations for the WTO negotiations on trade facilitation are also presented.

Policies and good practices in investment promotionand facilitation in LDCs: Bhutan, Lao People’s Democratic Republic and Timor-Leste.

This study reviews policy, strategy and regulatory framework for attracting foreign direct investment (FDI) in three Least Developed Countries (LDCs) of the region, namely Bhutan, Lao, People’s Democratic Republic and Timor-Leste. Priority sectors and potential opportunities for FDI in these LDCs for FDI are identified and addressed based on primary and secondary research. The final chapter of the study shed some lights on important implications for policy and good practices in promoting and facilitating FDI in developing countries and LDCs, in particular.

Free Trade Zone and Port Hinterland DevelopmentThe roots of Free trade zones (FTZs) can be traced back to more than 2,000 years ago, today there are over 850 zones and the number continues to increase. Their main role can be summarized as: to attract foreign direct investment (FDI) to pay for the construction cost and salaries of its citizens to build and service business.

With the advent of globalisation and the movement of goods and services to the place of least cost, countries need to find ways of attracting new businesses whilst retaining existing clients.

Logistics centres are a means to achieving this. This report looks at examples of FTZ from around the world and sees how the concept of logistics centres can be applied in practice. A through overview of the port industry is given as well as recent trends in logistics.

The report concludes that the traditional import/export port needs to move into one of two markets, or a combination of both; these markets are transhipment or logistics centres. The report identifies that an optimum enabling environment needs to be created that is service orientated, largely free of bureaucracy and has excellent connectivity both physically and electronically between all stakeholders. Where the optimum enabling environment cannot be implemented nationwide, the creation of a FTZ is a first step to attracting funds necessary to finance this change.

The report concludes with a summary of the key guidelines for policy makers to consider in the transition from an traditional import/export port to a logistics centre port.

Improvement of transport and logistics facilitiesto expand port hinterlands: Policy guidelines

This publication examines the impacts of the development of inland intermodal transport network and logistics facilities on hinterland penetration of ports. It presents a series of five case studies on ports that have expanded their markets into hinterland areas or areas beyond their normal reach through the development of intermodal networks and logistics facilities. The publication provides an overview of the challenges faced by Asian ports, as well as some of the early signs of success achieved by some of these ports in penetrating hinterland markets with a brief consideration of the potential benefits that can be gained from improved intermodal transport networks, as well as the role that ports, other transport chain players and governments can play in realizing these benefits. The publication provides a set of policy guidelines to help transport policy makers improve transport and logistics facilities to expand port hinterland from various aspects, including facilitation of international trade, facilitation of market access, transport planning to support development of intermodal system and institutional capacity building

Integrated international transport and logistics system for North-East Asia

UNESCAP has taken the lead in helping member countries identify and formulate the Asian Highway and the Trans-Asian Railway. UNESCAP has also provided assistance to member countries in providing and enjoying competitive shipping and port services. Meanwhile, as countries pursue trade-dependent economic growth in the globalization process, there is an increasing demand for new trade and transport practices that can promote seamless transport by integrating different transport modes of railways, roads and maritime shipping to facilitate trade flows.

As the first step towards transport integration in Asia, UNESCAP undertook the project on “Integrated international transport and logistics system for North-East Asia” to assist the member countries in the subregion in promoting an integrated approach to international transport and logistics planning and policy formulation.

Based on major findings of the project, this publication provides an overview of transport and logistics in North-East Asia; formulates an integrated international transport network in North-East Asia; evaluates performance and identifies bottlenecks of selected corridors; discusses international legal framework for transport in North-East Asia; and concludes with proposed strategies and actions for the development of the integrated international transport and logistics system for North-East Asia.

Priority Investment Needs for the Developmentof the Asian Highway Network

Upgrading and improving the Asian Highway network to the requirement of international transport is one of the important obligations of the Parties within the Intergovernmental Agreement on the Asian Highway Network. Currently, 15.8 per cent of the 141,000 km of the Asian Highway network is below the minimum standard. The secretariat completed the implementation of a project to identify investment needs and development priorities for the Asian Highway network. The publication includes a review of status of the network and priority investment needs identified at three subregional expert group meetings. A consolidated picture indicates that about US$ 26 billion is currently being invested or committed for the development of various sections of Asian Highway routes in member States and a shortfall of US$ 18 billion in the funds required to upgrade and improve about 26,000 km of the Asian Highway. It includes a list of priority projects and project profiles of selected priority projects.
