Background
Food security – a long standing agenda of ASEANSoaring food prices in 2007/08 and failure of food
market and tradePopulation growth, food-fuel-finance crises, impacts
of climate change, degradation of natural resources, land & water resource use conflicts
Need for an integrated and innovative approach and multi-stakeholder efforts towards long-term food security
Mainstreaming food security in ASEAN Community building process

AIFS Framework and SPA-FS
The 14th ASEAN Summit, March 2009, Cha-am Pledged to embrace food security as high priority policy, and review ASEAN’s commitment to the objectives of World Food Summit and the MDGs.
Adopted the ASEAN Integrated Food Security (AIFS) Framework and Strategic Plan of Action on Food Security in ASEAN (SPA-FS) (2009-2013).
“Food security” exists when all people, at all times, have physical and economic access to sufficient, safe and nutritious food that meets their dietary needs and food preferences for an active and healthy life. (World Food Summit, 1996)

AIFS Framework and SPA-FS
Goal: To ensure long-term food security and to improve the livelihoods of farmers in the ASEAN region.
Implementation, coordination and monitoring ASEAN Ministers on Agriculture and Forestry (AMAF) in
coordination with other relevant ASEAN Sectoral Bodies Consultations with stakeholders at regional and national
levels to obtain relevant inputs and cooperation and to promote sense of greater ownership
Partnership and cooperation with dialogue partners, international organizations and donor agencies (i.e. ADB, FAO, IFAD, IRRI,World Bank)

transparency/ notification), Trade Facilitation (i.e. harmonised procedures/ standards, reduced transaction cost), Custom integration, joint approaches on trans-national issues, agricultural cooperatives/farmer grouping
