regardstoanASEANregionalperspectiveonaCultureofPeace:
KeyElementsofanASEANCultureofPeace:
BeliefandcommitmenttoaspiritofASEANunityandanappreciationoftheenrichingnatureofourdiversity.
RespectandtoleranceofoneanotherashumanbeingsandasfellowcitizensofASEANfirstandforemostregardlessofournational,ethnic&
religiouscleavages,ourpolitical,economic&socio-culturalgroupings,andanyotherformsofidentityaffiliations.
Understandingofthecommonandsharedprinciplesthatexistintheregionincludingcompassion,thebeliefinnon-harmingofoneanother,
andanorientationtowardsthecommunity. ThedevelopmentofacooperativemechanismandmindsetamongASEAN
member-statesthatfullyrecognizesthatinordertoachieveourcommongoals(peace,prosperityandstability),thepeoplesofASEANarestronger
togetherasonethanapartasindividuals.
Recognitionthatpeaceismorethanjusttheabsenceofconflict(negativepeace)butmustaddressthewide-rangingcausesthatlieatitsrootsina
comprehensivemanner.Keyaspectsincludetheengagementandintegrationofyouths,civilsocieties,women,marginalizedgroupsetc.in
thenationalpolitical,economicandsocio-culturallifeofallASEAN
member-statesandanappreciationoftheneedforequitableandsustainabledevelopment.
Acknowledgingthatallstakeholdersincludingtheyouthandwomenhaveaparttoplayinpeace-buildingmeasuresandconflictresolutioninthe
region.
AcknowledgingtheimportanceofeducationinfosteringpeacethatbeginsfromaveryyoungageandwithaparticularemphasisonpromotinganASEANWeFeelingthatwilladdresstheUsvsThemmentalitythat
oftenleadstoviolence.

KeyRecommendationstowardsdevelopinganASEANCultureofPeace
InstitutionalizeanASEANSecurityCouncilasapeace-buildingplatform
withresponsibilitiesfortheimplementationofpeacekeeping,disputeresolutionandhumanitarianassistance.
PromotegreaterASEANcommunityfieldworkwithanemphasisonexchangestodifferentASEANmember-states
TostrengtheneducationonASEANintheschoolcurriculumstartingfromtheprimaryschoolsintheregion.
EncourageandpromoteinnovativewaysofpropagatinganASEANspirit,inparticularfromabottom-upapproachandmakesuseofinformation
andcommunicationtechnologysuchassocialmediasandappspopularwiththeyoung.Atthesametime,encouraginggreaterallocationforASEAN-relatedcontentviatraditionalchannelssuchasinnational
televisionandnewspapermedia,etc.
ConceptualizeatrainingdesignforASEANCollegesofEducationonPeaceEducation.
EncouragegreateryouthparticipationinthegovernanceofASEANmember-statessuchasviatheestablishmentofanASEANYouth
Parliamenttogivethemagreatervoiceintheregion.
DevelopmentofhumanresourceschoolsthatcanfosterthenextgenerationofleaderscapableofinstillinganASEANspiritthatisessential
inbuildingacultureofpeace.
Encouragewomensparticipationinpeace-buildingmeasuresandconflictresolutioninSoutheastAsia.
Promotingthesafeguardingoftheecologicalsafetytotackleclimatechangeandachievingsustainabledevelopment.
