What is ASDP

An agricultural SWAp implemented by 5 ASLMs and all LGAs (Started in 2006/2007).

Prepared in line with JAST and Paris Declaration principles.

A programme that devolved about 75 percent of its resources to local level through District Agricultural Development Plans (DADPs) and thus implement D by D policy.

A sector programme for poverty reduction, ensuring food security, sector growth, trade and investment (both rural and national agri- business).

Accelerated Food Security Programme (AFSP) and some cash earning crops (Coffee, cotton, tea, cashew nuts & sunflower)

Stand alone projects like PADEP and DASIP have been used to strengthen ASDP SWAp for rationalization of Sector resources under the ASDP coordination to allow for shared sector planning, budgeting and Monitoring and Evaluation.

Increased production and productivity of a number of crops and livestock (maize, paddy, cotton, sunflower, milk, eggs etc)

Increased irrigated area e.g. from 264,388 ha in 2006 to 310,745ha by June 2009.

Increased use of agricultural technologies ( use of improved rice and maize varieties, farm powers)

Financial management and procurement at local level still require more training on fiduciary aspects, better use of Epicor Software in order to improve fund management and reporting and community procurement and record keeping

ASDP Challenges Continues Application and integration of

Environmental and Social management Frame work in DADPs planning and implementation still require more advocacy and capacity strengthening.

Districts and communities still require training on outcome reporting

ASDP Challenges (Cont..)

More trainings are required on preparation of village phased out plan in order to reduce spreading of resources thinly.

Rural development is not a Sectoral approach but rather a multi-sectoral approach therefore it requires National Coordination of Planning, resources and accountability.

Additional strategies are needed for addressing non state actors participation.

D by D policy still requires a continuous change of mind set, close supervision and strong accountability to rural poor by commitment from field staff.

What Next ( Way Forward)

DADPs planning and implementation guideline has been revised to include - procurement, financial management, Renewable Natural Resource and appraisal of viable investment plans.

Enforcement of accountability by taking action Strengthen capacity of Farmers Organizations to

understand and use M&E

More training on financial management and procurement will continue to be provided to LGAs and beneficiaries.

What Next Continues

Technical backstopping on the data collection, processing, analysis, storage and feedback through use of LGMD2 as a tool to deliver data from LGAs to ASLMs for the ASDP M&E Framework is on going with aim to develop capacity to generate accurate information and to enable people know what is happening.
