What is Asbestos?

• Asbestos is a name given to a collection of

naturally occurring fibrous form mineral silicates.

• From serpentine group or amphibole group.

• Includes six specific substances:

− Amosite (brown asbestos) − Actinolite

− Chrysotile (white asbestos)

− Anthophyllite

− Crocidolite (blue asbestos)

− Tremolite

Asbestos Properties

• Asbestos fibres are:

– naturally occurring.

– strong, flexible, chemical and fire resistant

and have good insulating properties.

– can be spun and woven into cloth.

Asbestos Health Risk

• Presence does not automatically introduce a

health risk.

• Health risks primarily due to air-borne fibre

exposure and inhalation.

• Asbestos fibres are microscopic and often not

visible

• Asbestos fibres may embed in the lungs

• Fibres are highly resistant to removal by the

lungs’ natural cleaning processes

• Embedded fibres irritate the lung tissue

• May lead to asbestos related disease.

Asbestos Health Risk

• Typically long latency period (10-30 years)

from exposure to airborne fibres to

presentation of asbestos related disease:

– Pleural plaques

– Asbestosis

– Lung cancer

– Mesothelioma

Asbestos Containing Materials

• Asbestos was commonly used in:

– Commercial building products

– Domestic building products

– Plant and equipment

– Insulation and friction materials

• Over 2000 known manufactured products

contain asbestos.

• By 1985 most commercial construction ceased

using containing asbestos building material.

• 31 December 2003 - full regulatory prohibitions

on the use and importation into Australia

Airborne Fibres

• Friable – when dry, may be crumbled,

pulverised or reduced to powder by hand

pressure.

• Non-friable – not friable

• Bonded – material that contains asbestos in a

bonded matrix; it cannot be crushed by hand

when dry (term not used in Victorian Legislation)

Airborne Fibres

• ACM in good condition, left undisturbed – unlikely to release fibres into the air. Risk to health is

extremely low.

– Usually safer to leave fixed/installed ACM and review

its condition over time.

• ACM that has deteriorated, been disturbed – likelihood of asbestos fibres release into the air is

increased

• Asbestos contaminated dust present – the likelihood of asbestos fibres release into the air is

increased

University of Melbourne

• The University owns buildings constructed

from mid 1800’s through to 2016

• Some buildings constructed/refurbished when

ACM more likely to be used (1920 - 1985)

• Some laboratory/workshop equipment

manufactured when ACM more likely to be

used (1920 - 1990)

Asbestos Regulation: Victoria

• Occupational Health & Safety Regulations (Vic)

• Establishes multiple duty holders

• University’s holds primary duties as: – A person who manages or controls workplaces

– An employer

• Requires duty holders to: – identify asbestos containing material in workplace

– Eliminate, or reduce as far as reasonably practicable, exposure to

air-borne asbestos fibres

Asbestos Regulation: Victoria

• Identification: Two types of Asbestos Surveys: – Division 5 (in-situ) non-destructive surveys

– Division 6 (pre demolition/construction) destructive surveys

• Elimination – removal by licensed removalists

• Controlling risk – encapsulation, sealing, inspection

and monitoring

• Prioritisation based on risk assessment

• Takes into account multiple factors – including,

Friability, Condition and Potential for Damage

• Positive results classified – Priority 1, 2 or 3.

Asbestos Management: University of

Melbourne

• In-situ asbestos surveys commenced mid to

late 1990s.

• Uni-wide programs of Division 5 surveys:

2007 – 2008

2014 – 2015

• Included buildings under the management

control of Campus Services

• Other buildings occupied by University of

Melbourne employees. eg Leased buildings,

building occupied by UoM staff through access

agreements

Asbestos Survey Program 2014- 2015

• Campus Services engaged consultants to

complete review of Division 5 Asbestos Surveys

• Scope included:

– University-owned buildings (constructed prior to 1990)

– Inspection of areas often considered out of scope

(e.g. ceiling spaces, sub-floor areas, confined spaces,

underground services)

– Loose plant and equipment housed in these buildings

– Identification of labelling gaps

• Division 5 surveys make recommendations on

removal priority and inspection frequency.

Asbestos Removal and Monitoring Programs

• Campus Services arranges:

– removals by WorkSafe licensed removalist

– inspection, monitoring and review of ACM in

accordance with inspection recommendations from

surveys

– maximum interval of 5 years

– more frequent for some ACM eg condition or risk of

damage

– labelling of ACM at time of inspection

Identification and Labelling: Requirements

Labelling order of preference:

1. Full text label directly on/adjacent to ACM

2. Colour-coded labels on/adjacent to ACM

3. At the entrance to the workplace/work area

4. Identifying ACM via site plans

5. Identifying ACM via register with location

descriptions

Identification and Labelling

• UoM asbestos survey program includes labelling

• Labels on ACM or as close as possible.

• Label all ACM (so far as is reasonably practicable)

– building materials & infrastructure

– local plant/equipment.

• Hazardous Materials Register remains primary

and authoritative information source

• Hazardous Material Registers

– Buildings: Campus Services office of each campus.

– Division 5 Survey are published on SISFM for access by all staff

– Local plant & equipment: Faculty/Department

– Owner/landlord for leased buildings

Uncertain about ACM in work area

Prior to disturbing any building material, plant or

equipment:

1. Check for labels

2. Check hazardous materials register

3. IF ACM PRESENT, DO NOT DISTURB

4. If uncertainty remains, seek further information via:

– Campus Services call centre for buildings owned by UoM or

where Campus Services manages lease

– local facilities managers for buildings not serviced by

Campus Services

– local facilities/Health and Safety staff member for faculty

owned plant and equipment.

5. Follow advice from hazardous materials consultant

Discovery of suspected ACM

Upon discovery of suspected ACM:

1. Cease activity that may disturb ACM

2. Isolate the area from further disturbance:

– Close & secure doors, hoard off area and provide signage

– Arrange for isolation of mechanical ventilation

3. Seek assistance from:

– Campus Services for buildings and grounds

– Project Services for demolition or refurbishment projects

– Local Health & Staff for faculty plant & equipment

4. Hazardous materials consultants will be engaged to:

– test suspected ACM to confirm is asbestos is present

– if necessary, provide advice on controlling any health and

safety risk.

• Over 100 staff members completed asbestos

awareness/management training.

• Training provides information and instruction

to:

– Those whose work may involve disturbing

asbestos

– Local Health and Safety staff.

• On campus sessions provided when sufficient

demand

• Off campus available more frequently
