1. RULES1.1. TheregattawillbegovernedbytherulesasdefinedinTheRacingRulesofSailing.1.2. RRSAppendixP,SpecialProceduresforRule42,willapply1.3. For the Medal Races,WS Addendum Q (as posted on the official notice board)

takesprecedenceoveranyconflictinginstructions.1.4. The Class and Championship Rules of each International Class Association will

2. ADVERTISING2.1. Boatsmay be required to display advertising and/or bow numbers chosen and

suppliedbytheOrganizingAuthority.TheseshallbedisplayedasprescribedintheSailingInstructions.

2.2. Boatsshalldisplaynational flagson theirsails.Thespecificationsofnation flagscanbeseeninNORAppendixB.

2.3. TheOAhastherighttorefuseanyadvertisingwhichitdeemsinconflictwiththelawsandethicsoftheUnitedArabEmirates.

3. ELIGIBILITYANDENTRY3.1. The regatta is open toboats competing in following events chosen for the2020

OlympicSailingCompetition.Event ClassMen'sWindsurfer RSXWomen'sWindsurfer RSXMen'sOnePersonDinghy LaserWomen'sOnePersonDinghy LaserRadialMen'sSkiff 49er

3.2. CompetitorsshallcomplywithWSEligibilityCode(Regulation19).3.3. Each athlete shall be registered as an WS Sailor on the WS website:

www.sailing.org/isafsailor3.4. EachathleteshallbeanationalofthecountryoftheMemberNationalAuthority

(MNA)whichenterstheboat(seeWSRegulation19.8).Eachathleteshallpresentproofoftheirnationalityatregistration.

3.5. Onlycurrentfullypaidmembersoftherelevantinternationalclassmayentertheregatta. Competitors shall produce evidence of membership of the appropriateclassassociationatthetimeofregistrationasmayberequiredbytheOrganizingAuthority.

3.6. Olympicgenderrequirementswillapplyforeachofthe05events.3.7. FortheOnePersonevents:Crewsubstitutionisnotpermitted.3.8. For theTwoPersonevents:Crewsubstitution isnotpermittedexcept incaseof

proven accident or illness and shall be approved in writing by the organizingauthority.

3.9. Competitorsunder18yearsof age shallpresent a signedand completedparent(or guardian) consent and declaration form at registration. The forms areavailablefordownloadontheeventwebsitewww.adsyc.ae

3.10. Competitors,coachesandteamleadersshallenterbycompletingtheEntryForms.Theseformsareavailableontheeventwebsiteandcanbesubmittedtotheraceoffice:[email protected]

3.11. Entries open on 1 January 2020. To be accepted, eligible athletes, coaches andteamleadersshallhavetheiron-lineentryvalidatedbytheirMNAwhenaskedtodoso.MNAsarerequiredtobeingoodstandingwithWS.

5. FORMATOFRACING5.1. Theregattawillconsistofanopeningseriesand,providedaminimumof6races

havebeencompletedintheopeningseries,amedalrace.Theopeningseriesmaybedividedintoaqualifyingseriesandafinalseries.

5.2. TheformatforanyeventmaybechangedintheSailingInstructionstoadaptittotheformatchosenfortheTokyo2020OlympicSailingCompetition.

6.5. TheOpeningCeremonyandWelcomeDinnermaybeattendedbyinvitationonly.AdditionalinvitationsforMNArepresentatives,coachesandfamilymembersmayberequestedthroughtheraceofficeregister@adsyc.ae

6.6. ThePrizeGivingandClosingCeremonyshallbeopentopublic.

7. MEASUREMENT7.1. AllboatsmaybeinspectedforcompliancewiththeClassRules.7.2. TheEquipmentInspectionCommitteeappointedbyASAFwillbetheresponsible

bodyunderRRS64.3(b)forinterpretingtherulesfollowingaprotest.7.3. Any changes to the Equipment Regulationswill be posted on the official notice

board.7.4. Anyboatorequipmentmaybere-inspectedatanytime.7.5. The date and time for equipment inspection will be established by a draw

conducted before the regatta and posted on the eventwebsite no later than 01March 2020. The designated time of equipment inspection may be subject tochangebytheEquipmentInspectionCommittee.

7.6. Afterequipment inspection,noboator inspectedequipmentshallbe taken fromthe boat park or the racing areas and their adjacent waters without writtenpermissionoftheOrganizingAuthority.

7.7. Only entered competition boats may be kept in the venue boat park unlesspermissionisgrantedbytheOrganizingAuthority.

7.8. EquipmentshallonlybereplacedwithpermissionoftheRaceCommittee.7.9. Equipment isnot suppliedby theOrganizingAuthorityandall competitorsshall

use their own equipment. Equipment that is loaned or chartered shall beconsideredtobethecompetitor’sownequipment.

7.10. StickersandthePre-eventEquipmentFormswillbeissuedatRegistration.

8. SAILINGINSTRUCTIONS8.1. The Sailing Instructions will be available from 05 March 2020 and will be

publishedontheeventwebsitewww.adsyc.ae

9. VENUE9.1. The2020ASAFAsianChampionshipswillbeheldatAbuDhabiSailingandYacht

Club(seeAppendixA–Venue).9.2. The racing areawill be in the proximity off AbuDhabi Sailing&Yacht Club. All

racingareasare locatedwithinapprox.20minutessailing fromthe launcharea.(seeAppendixA–Venue).

10. THECOURSES

10.1. The courses will be Windward/Leeward or Trapezoid except that any otherpossiblecoursesadoptedbyWSfortheTokyo2020OlympicSailingCompetitionmayalsobeused. For theMedalRaces the coursewill be aWindward-LeewardCourse.

11. PENALTYSYSTEM11.1. For theMen’sandWomen’sSkiffevents,RRS44.1andRRSP2.1arechangedso

thattheTwo-TurnsPenaltyisreplacedbytheOne-TurnPenalty.11.2. TheSailingInstructionsmayincludeaspecificationofdiscretionarypenaltiesthat

maybeappliedbytheInternationalJuryforbeachesofspecifiedrules.TheSailingInstructionsmayincludeaspecificationofstandardpenaltiesthatmaybeappliedby theRaceCommitteewithoutahearing forbreachesofspecificrules; thiswillchange RRS 63.1 and Appendix A.5. These will appear in full in the SailingInstructions.

12. INTERNATIONALJURY12.1. An International Jury will be appointed in accordance with RRS 91(b). Its

decisionswillbefinalasprovidedinRRS70.5

13. SCORING13.1. RRSAppendixAwillapply.RRSB8isdeleted.13.2. Oneraceisrequiredtobecompletedtoconstitutearegatta.13.3. Sixracesarerequiredtobecompletedtoconstituteanopeningseries.13.4. Whenfewerthanthreeracesintheopeningserieshavebeencompleted,noscore

shallbeexcluded.13.5. Inmedal races, a boat’s score shall be double the number of points specified in

RRS Appendix A4.1, and the score for that race shall not be excluded from theseriesscore.

13.6. Tiesintheseriesscorebetweenboatswithdifferentmedalracepointscoresshallbebrokeninfavoroftheboatthatscoredbetterinthemedalrace.ThischangesRRSAppendixA8.

13.7. The boats assigned to compete in themedal racewill be ranked highest in theregattaexceptforaboatdisqualifiedfromthemedalraceunderruleRRS5or69.

13.8. Aboatassignedtocompeteinthemedalraceshallmakeagenuineefforttostart,sail the course and finish. A breach of this paragraphwill not be grounds for aprotestbyaboat.ThischangesruleRRS60.1(a).Thepenaltyforabreachofthisparagraphwillberankingtheboattenthintheregatta.Iftherearetwosuchboats,theywillberankedninthandtenth,inorderoftheiropening-seriesranks,etc.

14. SUPPORTBOATS14.1. AllcoachandsupportboatsshallberegisteredwiththeOrganizingAuthorityand

will be required to complywith local legislation. TheOrganizing Authoritymayrefuseregistrationsandacceptlaterregistrationsattheirsolediscretion.

14.2. Acoachboat includesanyboatthat isunderthecontrolordirectionofapersonwho is providing physical or advisory support to an athlete, including thegatheringofdatathatmaybeusedatalatertime.

14.3. All coach boats shall display the 3 letter national code, of their WS MemberNationalAuthorityatall timeswhileafloat clearlyvisible frombothsidesof theboat.Theminimumheightforthelettersshallbe200mm.

15. BERTHING15.1. Boatsshallbekeptintheirassignedplacesintheboatpark.

16. RADIOCOMMUNICATION16.1. Exceptinanemergencyaboatshallneithermakenorreceiveradiotransmissions,

textmessagesorcellularphonecallswhileracing.

17. PRIZES17.1. Medalswillbeawardedtothetop3boatsineachevent.TheOrganizingAuthority

mayalterprizesiflessthan10boatsareenteredinanevent.17.2. TheASAFCupwillbeawardedtothetoprankedMNAbasedonthemedaltableof

all05events.Themedal tablewillbesortedbythenumberofgoldmedals first,then silvermedals and finally bronzemedals. If there is a tieMNAswith equalrankingwillbesortedalphabeticallybyWScountrycode.

17.3. AdditionalprizesmaybeawardedatthediscretionoftheOrganizingAuthority.18. MEDIARIGHTS,CAMERASANDELECTRONICEQUIPMENT18.1. CompetitorsshallcomplywiththeAthleteMediaGuide.TheAthleteMediaGuide

will include further information on television production, tracking, pressconferences,interviewsandpromotionoftheregatta.

18.2. By participating in the event competitors automatically grant to the OrganizingAuthority,theirsponsorsandASAFtherightinperpetuitytomake,useandshow,fromtimetotimeattheirdiscretion,anymotionpicturesandlive,tapedorfilmed

television and other reproductions of the athlete during the period of thecompetitionwithoutcompensation.

18.3. Boats may be required to carry cameras, sound equipment or positioningequipmentasspecifiedbytheOrganisingAuthority.

18.4. Thetopthreecompetitorsaswellastheindividualracewinnersmayberequiredtoattendamediapressconferenceeachday.

18.5. WhenrequestedbytheOrganizingAuthority,competitorsshallmakethemselvesavailable toattendphotoopportunities, interviewsandpress conferencesat theChampionship.

19. DOPINGCONTROL19.1. DopingcontrolwillbeconductedinaccordancewiththeWorldAnti-DopingCode.

In-CompetitiontestingmaybecarriedoutattheVenue.

20. INSURANCE20.1. At its own responsibility, each participating boat shall obtain valid third part

liability insurance with coverage of at least US $1,500,000 (or equivalent) perincident.Itwillbesoleresponsibilityoftheparticipanttoprovideavalidcopyoftheinsurancecertificateincaseofanincident.

20.2. All coach and support boats shall have at least valid third-party insurance inaccordancewiththeUAEmaritimelaws.Acopyofthepolicyandallregistrationdocumentsshallbeon-board.

21. DISCLAIMEROFLIABILITY21.1. Allparticipantscompetingintheracesdosoattheirownriskandresponsibility.

SeeWSRRSRule4,DecisiontoRace;“Theresponsibility foraboat’sdecisiontoparticipateinaraceortocontinueracingishersalone”.

21.2. Allparticipantsmustbeaware that thenatureofmarinesportingactivitiesmayinclude injury or death. By entering the event and completing registration,participantsagree:(a) They are aware of the inherent element of risk involved in the sport and

accept responsibility for the exposure of themselves, their crew and theirboattosuchinherentriskwhilsttakingpartintheevent;

(b) Theyareresponsibleforthesafetyofthemselves,theircrew,theirboatandtheirotherpropertywhetherafloatorashore;

(c) They accept responsibility for any injury, damage or loss to the extentcausedbytheirownactionsoromission;

(d) Itisthesoleresponsibilityoftheparticipanttoensuretheirboatisingoodorder, includes all required safety equipment and equipped to sail in theeventandtheyarefittoparticipate;

(e) Atnopointintime,eitherashoreorafloat,istheOrganizingAuthority,theracemanagement team,patrol boats or anyother officials andvolunteersresponsibleforthesafetyoftheparticipants.

21.3. TheOrganizingAuthority,itssupportingpartners,clubsandanypersoninvolvedin the organization of the event will not accept any liability for loss, injury ornuisancestopeopleorthings,bothonthewaterorashore,occurringasaresultoftakingpartintheeventannouncedinthisNoticeofRace.

21.4. For all sailors under the age of 18, a parent or legal guardian shall sign thedisclaimeronthesailor’sentryform.
